The purpose of this study is to find out the most successful way for the protection of medical information focusing on the electronic medical record(EMR). In this study, every aspect of the EMR is reviewed in terms of the hospital management. In particular, definitions, major functions, strengths and weaknesses of the EMR are considered. This study also examines the general development of the EMR as well as the current situation of applying the EMR. Important issues such as the protection of patient Medical information, informed consent, and the customer-oriented hospital information system are discussed and interpreted in light of the introduction of the EMR into the area of the hospital management. Finally, in this paper Protection of medical information by major Issues on Patient medical information.

주민번호를 포함한 개인정보의 처리업무는 상당한 전문지식과 많은 비용이 소요되어 IT 전문 업체에 위탁 처리하는 경우가 보편화 되었다. 개인정보 관련 사고는 점차 증가하고 있으며, 사고 유형의 대부분은 수탁자에 의한 누출 혹은 유출에 의해 발생하고 있다. 개인정보보호 실태점검과 관리수준 진단 결과 공공기관에서의 수탁자에 대한 개인정보 사고 예방노력과 개인정보보호 관리체계 구축 노력이 시급한 상황이다. 본 논문에서는 개인정보 보호의 효율적 제고 방안에 대하여 연구하였다. 개인정보 처리 업무위탁에 대한 법률사항을 분석하고, 관리체계 구축을 위한 법률 기준 지표를 선택하여, 수탁자에 대한 개인정보보호 관리수준 분석 방안과 수탁자 개인정보보호 관리체계 강화 방안을 제시하였다. 개인정보보호 관리체계 강화 방안으로 수탁자 개인정보보호 관리체계를 제시하였고, 세 가지 법률 강화방안을 제시하였다. 본 논문에서는 개인정보보호 관리체계 강화 방안을 구성하기 위하여 공공기관의 대표적 개인정보 처리 위탁업무 중 IT유지보수, 고지서인쇄, 콜센터와 관련된 30개 수탁자들을 대상으로 설문조사를 통해 조사하였고, 강화 방안에 대한 문헌 근거를 제시하였으며, 개인정보 위탁자와 수탁자에 대한 FGI를 통해 강화방안에 대한 검증을 실시하였다.

In this paper, we propose the protection coordination algorithm using communication methode based on IEC 61850. The communication protocol in power distribution management system has been issued by IEC standard, IEC61850 of them, which was made for substation automation system, has researched to apply into power distribution system, even though the standard is not a suitable for the system. In smart distribution management system' launched in 2009, the communication network based on the ethernet network for IEC 61850 has been designed to apply the self-healing concept, which is to perform the system protection through the communication between remote terminal units(RTU) according to the standard. However, it is first time to apply the scheme in the real. Thus, this paper proposed the protection algorithm and consideration for applying communication method and introduced the result of demonstration.

As buildings become more and more complicated, the importance of developing and managing facility management information is increasing. In a building fire situation, various information is generated and needed to be quickly shared among participants. However, the current fire response system fails to monitor the relevant information in a real time basis. This study aims to develop a system prototype for fire protection management which can quickly and accurately manage and effectively deliver the pertinent information to the target participants. The research contributes to the efficiency of fire protection endeavors by interpreting both dynamic and static fire information in an appropriate manner.

This paper is concerned with a protection system for the mentally handicapped, which is utilizing a GPS receiver and mobile communications. The protection system consists of a location notification equipment, a location identification and management server, and a cell phone of guardian. The location notification equipment is made up of a GPS receiver, a CDMA communication module and a microprocessor. The equipment transfers the location of the mentally impaired to the location identification and management server when the handicapped gets out of a certain bound of the designated facility. The server marks the handicapped's location on the map in the server and also notifies the guardian's cell phone of the locations. With applying the proposed protection system to social welfare organizations related to the mentally handicapped, it is expected to efficiently contribute to the promotion of the handicapped's welfare.

With the development of information technology, the cybersecurity threat continues as digital-related technologies are applied to the instrumentation and control system of nuclear power plants. The malfunction of the instrumentation and control system can cause economic damage due to shutdown, and furthermore, it can lead to national disasters such as radioactive emissions, so countering cybersecurity threats is an important issue. In general, the study of cybersecurity in instrumentation and control systems is concentrated on safety systems, and diverse protection systems perform protection and reactor shutdown functions, leading to reactor shutdown or, in the worst case, non-stop situations. To accurately analyze cyber threats in the diverse protection system, its linked facilities should be analyzed together. Risk analysis should be conducted by analyzing the potential impact of inter-facility cyberattacks on related facilities and the impact of cybersecurity on each configuration module of the diverse protection system. In this paper, we analyze the linkage of the diverse protection system and discuss the cybersecurity linkage threat by analyzing the availability of equipment, the cyber threat impact of the linked equipment, and the configuration module's cybersecurity vulnerability.

본 연구의 목적은 서남해안 갯벌의 보호 및 관리 체계 모델을 제시함으로써 세계유산 신청을 위한 효율적인 보호 및 관리 체계를 구축하는데 있다. 서남해안 갯벌은 유네스코 세계유산에서 강조하고 있는 탁월한 보편적 가치에 대한 잠재적 가능성을 가지고 있다고 판단된다. 서남해안의 갯벌이 세계유산으로 등재되어 체계적으로 관리된다면 자연자원의 현명한 사용(wise use)을 통한 인간과 자연의 조화에 의해 전 세계 모든 인류가 지향해야할 지속가능한 발전을 이룩하는 대표적인 모범 사례가 될 수 있을 것이다. 이러한 관점에서 현재 서남해안 갯벌 대상지역의 보호 및 관리체계를 조사하고, 해외 유사 유산의 관리 사례 조사를 통해 서남해안 갯벌의 관리방향과 체계를 위한 현재의 관리정책을 수정하고 보완사항을 도출하여 우리의 실정에 맞는 모델을 제시하는 것은 세계유산 등재 추진을 위해 반드시 필요한 일이다. 서남해안 갯벌에 해당되는 전체 잠정목록 대상지에 대한 조사 결과, 세계유산의 보호를 위한 합리적인 관리체계를 개발하기 위해서는 보호지역의 추가 지정 및 확대가 필요한 상태이다. 또한 현재의 관리체계는 등재 추진부서(예 : 문화관광과)와 실제 갯벌 관리부서(예 : 해양수산과)로 이원화되어 있다는 문제점이 있다. 이러한 관리부서의 이원화는 세계유산을 합리적으로 추진하기 위한 중장기적인 관리계획을 수립하고 단위사업을 수행하고, 또한 향후 세계유산을 효율적으로 관리하기에 상당한 문제를 야기할 수 있다. 따라서 서남해안 갯벌의 세계유산 등재를 위해서는 보호지역의 확대와 지자체별 이원화된 관리체계의 통합, 그리고 중장기적 통합관리 계획을 수립하는 것이 필요하다. 이를 위해서는 서남해안 갯벌의 효율적이고 지속가능한 보호 및 관리를 위한 관 학 민 NGOs 등 다양한 이해 당사자들의 통합을 위한 협업체계를 구축하는 것이 필수적이다. 즉, 와덴해의 사례와 같이 민관산학의 협의체를 구성하여 유산의 보호 및 관리의 핵심주체인 지역주민의 토착지식과 의견을 기반으로 다양한 이해 당사자들의 의견을 모아, 이를 지역 또는 국가의 정책으로 입안하여 채택하는 상향식 구조를 갖는 것이 필요하다. 중장기적 관점의 통합계획에 있어서는 서남해안 갯벌의 자연 문화유산 보전 및 관리 통합계획 '서남해안 갯벌의 자연과 문화유산 보전 및 관리 통합계획(Integrated Plan for Conservation and Management on Natural and Cultural Heritages in Southwestern Coast Tidal Flat)'의 수립을 제안한다.

일본은 행정기관의 기록관리 부실을 방지하고 국민에 대한 설명책임을 다하기 위하여 2011년부터 공문서관리법을 시행하였다. 그러나 공문서관리법이 행정기관에 변화를 가져오기도 전에 2013년 특정비밀보호법이 제정되었다. 특정비밀보호법은 국민의 알 권리와 행정의 투명성을 후퇴시킨다는 우려를 불러일으켰으며, 특히 기록관리 및 정보공개 체제 발전에 걸림돌이 되었다. 본 논문에서는 특정비밀보호법의 제정 배경과 법률 구성 내용을 분석하였다. 그리고 특정비밀보호법이 내포한 적성평가 제도의 인권침해 가능성, 독립적인 감시기관의 역할 미비, 내부고발이 불가능한 구조, 광범위한 비밀지정 가능성의 문제점을 확인하고, 그 문제점이 일본의 기록관리 및 정보공개 체제에 어떤 영향을 주는지도 분석하였다. 이를 통하여 우리나라의 비밀기록관리 체제 개선 시 법률 수준의 제도 정비, 비밀기록관리의 명확한 목적 설정, 트와니 원칙의 준용, 독립적이고 전문적인 감시기관 설치를 고려할 필요가 있다고 제안하였다.

This study has been carried out with the purpose of coming up with suggestions for designation of domestic protection areas and improvement of their management through a comparative analysis of the systems of management of the protection areas in South Korea, Japan and China. Starting with the designation of natural reserves in 1962, South Korea has prepared legal systems for preserving ecosystems and biodiversity, while continuing to designate protected areas. As the state has so far monopolized the designation and management of all South Korean protection areas that take up 10.8% of its entire land area (as of Dec. 2011), with such persisting issues as multiple designations of one and the same area for protection, overlapping management authorities, and management of privately owned land in the protection areas. In Japan, which has protected area sizes and relevant legal systems similar to those in South Korea, the state provides the basic framework for management, while delegating most of the duties related to direct operation and management to specific municipalities. China, with an integrated administrative management of protected areas, has related government offices and municipalities responsible for the designation and management of individual protected areas. South Korea needs to provide a legally based support system that would further enhance the value of areal protection and contribute to the promotion of local economy and community.
