의사결정론을 통한 EMP 방호대책 및 수준 판단방안 제시에 관한 연구 (A Study on the Method for Judging the EMP Protection Plan and Required Level through Decision Making)

  • 한반도 안보상황에서 주변국들에 의한 EMP 위협이 고조되는 상황에서 EMP 방호시설은 군의 작전수행능력을 보장할 수 있는 매우 중요한 수단이다. 이러한 EMP 방호시설은 작전을 수행하는 부대의 다양한 요소들을 종합적 고려하여 구축하여야 한다. 하지만 현 군 관의 EMP 방호기준은 80dB의 일률적인 차폐효율만을 요구하고 있다. 본 연구에서는 전문가 집단의 의견을 통해 객관적이고 통계적 방법을 사용하여 방호요구수준의 고려사항을 재선정하고자 한다. 연구방법은 델파이기법을 사용하였으며, 53명의 EMP방호 설계기준과 관련 있는 전문가들을 선정하였다. 1차 설문은 EMP 방호의 적정수준에 대하여 조사하였고, 2차 설문은 방호대책 수립시 고려요소에 대하여 분석하였다. 채택된 전문가의 의견에 대해 요인분석을 실시한 결과, EMP 방호요구수준 설정시 METT+TC 요소를 고려하여야 한다는 것을 확인하였다.

Optimal Monitoring Intervals and MDA Requirements for Routine Individual Monitoring of Occupational Intakes Based on the ICRP OIR

  • Background: The International Commission on Radiological Protection (ICRP) has recently published report series on the occupational intakes of radionuclides (OIR) for internal dosimetry of radiation workers. In this study, the optimized monitoring program including the monitoring interval and the minimum detectable activity (MDA) of major radionuclides was suggested to perform the routine individual monitoring of internal exposure based on the ICRP OIR. Materials and Methods: The derived recording levels and the critical monitoring quantities were reviewed from international standards or guidelines by the International Atomic Energy Agency (IAEA), the International Organization for Standardization (ISO), and the European Radiation Dosimetry Group (EURADOS). The OIR data viewer provided by ICRP was used to evaluate the monitoring intervals and the MDA, which are derived from the reference bioassay functions and the dose coefficients. Results and Discussion: The optimal monitoring intervals were determined taking account of two requirement conditions on the potential intake underestimation and the MDA values. The MDA requirement values of the selected radionuclides were calculated based on the committed effective dose from 0.1 mSv to 5 mSv. The optimized routine individual monitoring program was suggested including the optimal monitoring intervals and the MDA requirements. The optimal MDA values were evaluated based on the committed effective dose of 0.1 mSv. However, the MDA can be adjusted considering the practical operation of the routine individual monitoring program in the nuclear facilities. Conclusion: The monitoring intervals and the MDA as crucial factors for the routine monitoring were described to suggest the optimized routine individual monitoring program of the occupational intakes. Further study on the alpha/beta-emitting radionuclides as well as short lived gamma-emitting nuclides will be necessary in the future.

철근콘크리트조 박스형 포상의 방호성능 평가 (The Study on Assessment of Protective Capacity of the Reinforced Concrete Box-type Artillery Positions)

  • Although self-propelled artilleries are mobile equipment, they need their own covered-positions for survival against preemptive strikes. The most important military requirement is enough protective capacity against blast pressure caused by explosion. This paper aims to assess the protective capacity of the newly-placed concrete box-type artillery positions using accurate structural geometric models as well as soil-structure interaction analysis. The commercial program is used to model the structural geometry of the positions. In order to describe the correct wave propagation in the backfill along with soil-structure interaction, used parameters in shock equation of state are selected based on the related studies as well as theories and then their final results are verified with the ones calculated with empirical equations in the US Unified Facility Criteria. In sum, it could be concluded that the protective capacity of the newly-built positions satisfies the protective structural requirement.

Regional Cathodic Protection Design of a Natural Gas Distribution Station

  • Regional cathodic protection has significant impact on pipeline integrity management. After risk analyses of a newly built gas distribution station constructed in an area with large dwelling density, risk score was high because of potential threat caused by galvanic corrosion. Except reinforced steel in concrete, there are four kinds of metal buried under earth: carbon steel, galvanized flat steel, zinc rod and graphite module. To protect buried pipeline from external corrosion, design and construction of regional cathodic protection was proposed. Current density was measured with potential using potential dynamic test and boundary element method (BEM) was used to calculate current requirement and optimize best anode placement during design. From our calculation on the potential, optimized conditions for this area were that an applied current was 3A and anode was placed at 40 meters deep from the soil surface. It results in potential range between $-1.128V_{CSE}$ and $-0.863V_{CSE}$, meeting the $-0.85V_{CSE}$ criterion and the $-1.2V_{CSE}$ criterion that no potential was more negative than $-1.2V_{CSE}$ to cause hydrogen evolution at defects in coating of the pipeline.

SNS의 개인정보와 자기표현정보의 중요도 인지가 정보보호 행동의지에 미치는 영향에 관한 실험연구 (An Experimental Study on the Effects of Risk Cognition of Personal Information and Self-Expression Information on Conation of Privacy Protection)

  • 본 연구에서는 SNS 이용자의 개인정보와 자기표현정보의 보호행동을 두 번의 연구를 통해 규명하였다. 제1차 연구에서는 연구에 자원한 88명의 대학생들에게 평소 개인정보 중요도 인지와 이를 보호하기 위한 행동의지에 대해 연구하였다. 제2차 연구에서는 정보검색 전문가가 연구에 자원한 88명의 대학생들이 SNS에 공개한 자기표현정보들을 수집 조직화한 다음, 이를 자원자 각각에게 보여주어 확인하게 한 다음, 자기표현정보의 중요도와 이에 대한 정보보호 행동의지에 대해 연구하였다. 제1차 조사연구에서는 개인정보 중요도 인식이 개인정보 비공개에 가장 큰 영향을 미쳤고, 다음으로 공개범위축소와 법제도화요구에 영향을 미쳤다. 제2차 연구에서는 SNS 이용자들이 평소 자신의 의견이나 생활상을 SNS에 공개적으로 표현하고 있지만, 실험적 조치를 통해 이러한 자기표현정보도 누적되고 조직화되면 민감한 정보가 될 수 있다는 점을 인식하게 해주면, 자기표현정보 비공개, 공개범위축소, 법제도화요구의 정보보호 행동의지를 갖게 됨을 확인하였다. 본 연구의 시사점은 개인정보 및 자기표현정보 보호행동에 관한 기존의 연구를 자구적 보호 노력과 외부적 보호요구 노력으로 확장 세분화함으로써 SNS 상의 정보보호행동을 설명하지 못하는 기존 연구의 한계를 극복하였다는 점이다.

위험도 및 성능기반 분석방법에 의한 원전 화재방호규정 적용 방안 (Application for Fire Protection Regulation based on Risk-Informed and Performance-Based Analysis)

  • 원자력발전소의 화재방호규정은 발전소 건설 초기단계에서 인허가 요건에서 제시하는 설계기준을 따른다. 이러한 규정은 발전소 정상상태를 기준한 것이며 발전소 과도상태, 배열이 변경될 수 있는 계획예방정비기간 또는 발전소 해체기간의 화재방호 적용기준으로는 부족한 실정이다. 최근 미국에서 개발되고 있는 화재방호요건은 발전소 전체 수명기간에 걸쳐 성능기반 요건과 관리기준을 제시하고 있으나 발전소 상태 변경에 따른 정성적 및 정량적 평가를 위한 적용기준이라기 보다 개념적 적용방법을 제시하고 있다. 반면, 성능기반 화재위험 분석기법은 원전의 화재방호구역을 하나의 분석공간으로 설정한 다음 열 및 연기의 유동을 해석하며, 실내의 안전성 관련 기기 및 케이블에 대한 열적 영향을 평가한다. 본 논문에서는 이러한 새로운 정량적 분석기술을 국내 원전에 적용하기 위한 목적으로 원전 화재방호규정의 적용방법 변경 방안과 발전소 상태변경에 대한 위험도 평가 항목을 구분하여 제시하였다.

  • This paper considers urban emergency service systems that dispatch vehicles (facilities) from fixed bases with the objective of finding an optimum allocation of emergency facilities. A case study of fire station problem of Seoul city is conducted to analyze the deployment of fire-fighting resources and develop a class of improved deployment strategies with Parameteric Allocation Model (P.A.M.). The study shows a long term plan leading to balanced fire protection for most fire hazardous districts as well as low alarm districts.

  • The importance of modern electronic devices is gradually increased and, the requirement of the safe and reliable earthing and bonding for protection of the electronic devices is consequently absolute. The electrical continuity and physical strength of the bonding work in rail signal and impedance bonding is also one of the important issues. The thermit welding for earth cable connection and rail bonding work proposed hereunder is an effectively applicable in many fields of rail industries.

  • Protection against salt attack in seawater is obtained by using a dense, quality concrete with a low water-cement ratio, and a components appropriate for producing concrete having the needed salt resistance. The objective of this study is to evaluate the feature of corrosion with using the various concrete materials under marine exposure environment. According to the test results, slag powder and anti -corrosion inhibitor showed high chloride resistance effect. Also concre crack have an influence on corrosion of steel in spite of mixed design for salt resistance concrete. The requirement for low permeability is essential not only to delay the effect of salt attack, but also to afford adquate protection to reinforcement with admixtures.
