  • Resilience is the capacity to maintain essential services under a range of circumstances from normal to extreme. It is achieved through the ability of assets, networks, systems and management to anticipate, absorb and recover from disturbance. It requires adaptive capacity in respect of current and future risks and uncertainties as well as experience to date. The agricultural infrastructures with high resilience can not only reduce the size of the disaster relatively, but also minimize the loss by reducing the time required for recovery. This study aims to evaluate the most suitable drought countermeasures with the analysis of various resilience indices by predicting future agricultural water shortage under land use and climate change scenarios for agricultural areas in Jeju Island. The results showed that the permanent countermeasure is suitable than the temporary countermeasures as drought size and the cost required for recovery increase. Wide-area water supply system, which is a kind of water grid system, is identified as the most advantageous among countermeasures. It is recommended to evaluate the capability of agricultural infrastructure against drought with the various Resilience Indices for reliable assessment of long-term effect.

  • Relatively high density of population and buildings exists in urban area mainly because of broad job opportunities and conveniences available. In other words, if happened, there might be high possibility of disaster which can not be easily recovered. The purpose of this study is to show evaluation approach of the risk degree resulted from the disaster, which considers the attributes of urban area. Cheongju-city in Chungcheongbuk-do is selected as sample district to be estimated. The degree of overall risk including fire risk, building collapse risk, evacuation risk and gas explosion risk etc. is analyzed in the designated area. The analysis suggests the highest risk degree in Bukmun-ro district which also shows CBD decline phenomenon. Therefore, it can be not only predicted that this area as old downtown has not been provided with disaster prevention operation and urban renewal project, but also judged that administrative assistances for the disaster are required possibly soon.

  • The national police agency has executed the project for the advancement of traffic control and operation systems in order to mitigate chronic traffic problems and to meet the global standards regarding the traffic control and operation systems. This study effort was initiated to evaluate the effects of various policies proposed for the advancement of traffic control and operation systems. The evaluation results indicated that the policies proposed for the advancement of traffic control and operation systems showed apparent and positive effects in terms of transportation mobility and safety. However, there have been many difficulties to overcome in order to settle down the policies proposed for the advancement of traffic control and operation systems as smooth as possible. For example, the violation of intersection passing method has been increased after the implementation of the advancement of traffic control and operation systems in majority of evaluation sites. In addition, lacks of awareness as well as improper operations of the advancement of traffic control and operation systems have caused drivers' confusions, which generated more traffic congestion and risks. Currently, the policies for the advancement of traffic control and operation systems focused on the improvements of traffic signal operations, including leading through movements and permissive left-turns. However, synergy effects may be expected if all of the policies including the improvements of traffic signal operations are executed together.

  • For the successful operation of the current organization, the importance of the information system is further increasing, and audit for the information system construction is also spreading according to the mandatory of information system audit. However our country's information system audit still does not deal with various risks and the improvement plan of it is desperately needed since bad practices are often happened while performing audit for the various information system projects. Therefore, this paper proposed improved review items for the quality improvement of information system construction by analysing data of information system audit projects and risk occurrence projects that are performed by the domestic large SI company during four years. In addition, this paper verified the effectiveness of the improved review items proposed in this paper by applying them to actual information system project examples.

  • As the national interest in sports has been increased over time, sports facilities and sports complex are considered more than just physical environments for training athletes or watching games. Sports facilities now become symbolic spatial devices to represent the national and cultural pride of any countries. The existing national training camp located in Taenung, Seoul is gotting outdated and degraded. The polluted air in the city risks athletes' health condition. The government planned to construct the second training camp at Jincheon, Chungbuk at the area of $2,171,910m^2$. The Korea Sports Council called for proposals to envision the future training camp, and they held a design competition from August to November, 2005. The first phase was to present the masterplan for the entire site including training buildings, outdoor training facilities, dormitories, a visitor center, a research center, education and administration buildings. Considering the size of the site, the planning process required a strong relationship between landscape and architecture. This study tries to provide general explanations on the winning proposal focused on the landscape-related issues. It also attempts to have reference points for contemporary planning and design issues to situate the project in the stream of continuing design effort to avoid the dichotomy between nature and culture. The landscape proposal for the new national taming camp suggests four main strategies; 1) The camp has two intersecting and interweaving parks which represent the natural and urban order. 2) The entire site is organized and networked by the flow of landscape called landscape ribbon in terms of topography, vegetation, and water flow. 3) The landscape is choreographed through the time and process. 4) The ecological process and the digital contents are juxtaposed in the landscape. This winning proposal is the first step to portray the national vision for the sustainable environment coexisting with sports industry. Landscape in this proposal is an active agent to network various parts of the site which enables landscape to be infrastructure. Landscape design in this proposal should be considered open-ended strategies rather than determined concrete forms and its engaging further development will be tested in following Design-Build phase.

  • Recently in the field of IT, cloud computing technology has been deployed rapidly in the current society because of its flexibility, efficiency and cost savings features. However, cloud computing system has a big problem of vulnerability in security. In order to solve the vulnerability of cloud computing systems security in this study, impact types of virtual machine about the vulnerability were determined and the priorities were determined according to the risk evaluation of virtual machine's vulnerability. For analyzing the vulnerability, risk measurement standards about the vulnerability were defined based on CVSS2.0, which is an open frame work; and the risk measurement was systematized by scoring for relevant vulnerabilities. Vulnerability risk standards are considered to suggest fundamental characteristics of vulnerability and to provide the degree of risks and consequently to be applicable to technical guides to minimize the vulnerability. Additionally, suggested risk standard of vulnerability is meaningful as the study content itself and could be used in technology policy project which is to be conducted in the future.

  • This study investigates the risks that can occur during the development stage of IPP project in developing countries. In case that ECA and MLA cannot participate due to poor credit rating of the country, the diversification of power purchaser in marginal states can be a great help to reduce both market risk and country risk at the same time. In case of thermal power plants and combined cycle power plants, the effect of performance degradation as time passed will be considered and expected profit of sponsors should be maintained. Recently, developing countries are expanding IPP projects to reduce the financing cost and Korean power companies are positively participating in IPP projects. Accordingly, the loss of Korean companies should be minimized by risk management through the risk mitigation methods of this study.
