최근의 교량 건설 프로젝트는 교량 건설의 증가추세에 따라 위험 손실에 대비하기 위해 보다 정교한 리스크 관리 조치와 손실 예측을 요구하고 있다. 본 연구는 교량 건설 사업에 대한 국내 주요 보험사의 과거 보험료 지급 실적을 토대로 실제 교량 건설에서 목적물의 손실을 유발하는 위험 요인을 분석하고, 정량화된 예측 손실 모델을 개발하고자 하였다. 정량적 교량건설 손실모형 개발을 위해 사고 건당 보험지급액을 총공사비로 나눈 손실비율을 종속변수로 선정하였고, 독립변수로는 1)기술적 요인: 상부 구조 유형, 하부 구조 유형, 상부 가설방법, 교량 길이 2) 자연재해요인 : 태풍, 홍수 3) 프로젝트 정보: 공사기간, 총공사비를 채택하였다. 선정된 독립변수 중 상부구조, 가설방법 및 프로젝트 기간이 교량건설 손실 비율에 영향을 미치는 지표로 나타났다. 본 연구 결과로 도출된 리스크 지표와 손실예측 함수는 정부 관련기관, 교량 건설 설계 및 시공사, 보험회사에 정량적 피해 예측 및 위험 평가 서비스를 제공하며, 향후 기초 교량 리스크 평가 개발 연구의 가이드라인으로 활용할 수 있다.

In these days, the technical advances and complexities have generated much of the difficulties in managing the project resources, both time and costing to accomplish the project in the most efficient manner. The project manager is frequently required to render judgements concerning the schedule and resource adjustments. This research develops an analytical model for a schedule-cost and risk analysis based on visual PERT/CPM. We used a two-step approaches ：in the step 1, a deterministic PERT/CPM model for the critical path and estimating the project time schedule and related resource planning, In the second step, we developed a heuristic model for crash and stretch out analysis based upon a time-cost trade-off associated with the crash and stretch out of the project. Computer implementation of this model is provided based on GUI-Type objective-oriented programming for the users and provided displays of all the inputs and outputs in the form of visual graphical. Also developed GUI-type program, Dongeui Visual-PERT/CPM. The results of this research will provide the project managers with an efficient management tool.

Although project management for new product development is a very important issue, only a few approach from project scheduling has been made. The traditional project scheduling research has focused on the project network with certainty, but the new product development project has some uncertainties in network; Some activities may not need to be peformed, and/or some precedent relationships between activities may not need to be kept. In this paper, a simulation model is introduced in order to reflect uncertainties in project network for new product development. This simulation model can be used as a project scheduling technique for product development. By repeating the simulation, the degree of the risk and the feasibility of the project can be assessed.

주택재개발사업에서 수익성 예측은 성공적인 사업의 수행을 위한 중요한 요소이기 때문에 수익성 예측을 소홀히 할 경우 많은 그에 따른 리스크가 커지게 된다. 그러나 현행 주택재개발사업은 사업이 많이 진행된 시점에서 수익성을 분석하기 때문에, 수익성이 없는 것으로 판단될 경우 그에 따른 큰 손실을 감수해야 한다. 이로 인해 현재 사업이 중단되거나 지연됨에 따라 경제적인 손실을 보는 사업장이 늘어나고 있으며, 그에 따른 이해관계자간 갈등이 심화되고 있다. 주택재개발사업 시 이러한 사회적 갈등과 경제적 손실을 줄이기 위해서는 사업추진여부를 결정하기 위한 적절한 수익성 예측 방법의 개발이 필요하며, 더불어 적절한 시기에 적용할 수 있는 프로세스의 제시가 요구된다. 본 연구는 사업 초기단계인 기획단계에서 수익성을 예측할 수 있는 방법을 제시하여, 합리적이고 타당한 의사결정의 지원을 위한 것으로 본 연구모델의 적용 시 사업 초기단계에 사업 수행 여부의 결정이 가능하도록 하여, 부적절한 사업의 무리한 진행으로 인한 경제적인 손실과 그에 따른 이해관계자간의 갈등을 줄일 수 있을 것으로 판단된다.

본 연구는 BTL 사업의 현황 및 사례분석을 통해 BTL 사업의 특성 및 개선방안을 도출하고, BTL 사업과 프로젝트 금융의 결합 방안을 제시하는 것을 목적으로 한다. 연구의 주요결과를 요약하면 다음과 같다. 현황분석 결과 BTL 사업은 2005년 이후 학교, 국방, 하수관거, 의료복지 등의 시설을 중심으로 빠르게 성장하고 있으며, 1,000억원 미만의 중규모 사회기반시설이 주 투자대상이 되고 있다. 다음으로 BTL 사업의 개선방안으로, 첫째, BTL 사업에서 공공부문의 재정부담 및 시장위험 부담의 일정 부분을 민간사업자에게 분담시키는 방안, 둘째, BTL 사업자 선정방식의 개선 방안, 셋째, 지방사업의 증가에 따른 장기적인 지방재정의 부담을 경감시킬 수 있는 방안을 도출하였다. 이에 따라 BTL 사업에서 정부의 재정부담을 개선하고 BTL 사업의 활성화를 위한 BTL 사업과 프로젝트 금융을 효과적으로 결합하는 방안으로, 첫째, 자산유동화 기법을 프로젝트 금융에 결합하는 방안, 둘째, BTL 사업의 진행에서 건설단계에서의 민간투자사업 법인과 운영단계에서의 민간투자사업 법인을 분리 운영하는 방안, 셋째, 프로젝트 금융의 구조화 과정에서 BTL 사업의 이해당사자간 위험을 배분하는 방안을 제시하였다.

발주제도 혁신을 통한 국내 건설산업의 글로벌 경쟁력 강화를 목적으로 시작된 시공책임형 CM 사업이 공공부문에서 시범사업의 형태로 시행되고 있다. 그러나 정식 발주제도로 나아가기 위한 관련 법령 제정까지는 시간이 필요해 보이며, 사업에 대한 성과분석도 아직까지 미진한 상황이다. 이에 본 논문에서는 현재 시행되고 있는 4개의 시범사업의 사업이전단계사업관리(Pre-Construction Service)에 대한 성과분석을 통해 사업의 효과와 신뢰성을 검증하고자 하였다. Team Building, 설계도서 정합성, 공기검토, VE, BIM 활용 등 총 5개의 분야에 대해 성과분석을 진행했으며, 참여자 면담조사를 통해 문제점을 확인하고 그에 대한 개선안을 제시하였다. 본 연구의 결과는 향후 이루어질 발주제도 법제화에 대한 기초자료로 활용될 수 있을 것으로 기대한다.

Toxicology is under challenge from several new trends in science and technology, namely computer, the Internet, genome projects, genomic technologies, and combinatorial chemistry. These new trends will drastically change research style of toxicology. In addition to conventional uni cellular tests and animal tests using rodents, computer simulation, DNA chips (microarrays), in vivo tests using simple model organisms such as nematodesor flies become important routine screening tests. How to arrange these tests in tiers will become a new problem. Endocrine disruptors hypothesis is a good example for this kind of futuristic approach. Computer, particularly the Internet, is also enabling toxicologists and regulatory experts to collaborate more closely. The IPCS (International Program for Chemical Safety) which is ajoint project of WHO, ILO and UNEP, is a well-known international collaborative research for chemical risk assessments. The GINC project of IPCS is an effort to utilize the Internet for such collaborations. Some efforts were also made to establish regional collaboration network in East Asia under this project.

This study attempts to investigate the industrial practices of the web site development methodologies and their impacts on the web site development project performance. Most of Korean web site development firms currently use customized component-based development(CBD) methodologies that have been internally developed. The methodologies generally being accepted by web site developers, however, did not emerge yet. In addition, this study shows that indiscreet applications of various methodologies and techniques might cause negative impacts on the project performance since the web site development projects are also exposed to most of the risk factors identified in the traditional systems development.

Risk management or risk-based approach of software project management was developed to explain the effects of requirement uncertainty, control standardization, interactions on software quality. Based on a prior theory, five hypotheses were derived and empirically tested using a survey design. Data from 117 members in 3 SI companies support for the path model, and three of five hypotheses. The results showed that decreases in requirement uncertainty and increases in control standardization were directly associated with increases in the interactions between user and project teams, which, in turn, led to increases software quality. The findings suggested that the direct effect on software quality is primarily due to the interactions between user and project teams, rather than requirement uncertainty and control standardization.

During the administration of a construction project, various types of participants are engaged in the project. From the design phase to the maintenance phase, these participants may confront many risks. To avoid these risks, participants should utilize an insurance company or a bond company. The types of risks and liability that a construction manager may face are listed in the construction law or contract. But there are some arguments related to risk transferring and the content of risks. For this reason, construction managers must carefully consider any possible risks in the contract and the construction law. Therefore, for construction managers to deal with risks appropriately, the introduction of a legal requirement to carry professional liability insurance, a defined compensation range for damages, a method of guarantee in the event of defects, a defined compensation claim period for damage, and a method of damage claim were suggested in this study.
