The HEMU-400X(High-speed Electric Multiple Unit 400km/h eXperiment) project starts in 2007. It is required to control and balance the systems engineering activities throughout the project life cycle for a successful completion of the project. The Systems Engineering Management Plan(SEMP) is the primary, top level technical management document for the integration of all engineering activities within the context of, and as an expansion of, the project plan. A SEMP should be prepared for each project and regularly updated as development progresses. This paper proposes the systems engineering management plan for the HEMU-400X project.

The study is to analyze the role of highschool youth group in a rural regeneration project. The process of youth group becoming subjective in resident participation plan was classified into isolation reduction, self-awareness, perspective-taking, subjectivity practice, and opinion expression. Isolation reduction is a stage in which youth group is gradually drawn into the community from a limited society of home and school, self-awareness is a stage in which they discover their thoughts, and view perspective-taking is a stage in which they objectify themselves and surroundings through communication with other members of the region, social experiment was analyzed as a practice of subjectivity that experiences leadership guiding the local community independently, and expressing opinions is a stage of representing the region and giving responsibility for the specific issue of the implementation plan. The study is also an analysis of how residents committee, local governments, and local research institutes perform both regeneration and community revitalization in rural areas. Therefore, the analysis of the cooperative organization of these institutions was conducted simultaneously. The leadership program was effectively linked to the project of rural regeneration. Since high school students themselves are family members of the local people, the process of accepting the project is unaffected, and the feasibility of the project is also increased, such as forming a positive atmosphere for the project and easing resistance to minority opinions.

Generating a project network of a specific construction project is very time consuming and difficult task in the field. To effectiviely automate and support the planning process, we design a case-based project planning expert system inspired by the fact a human expert project planner uses previous cases for planning a new project. A construction project case consist of its specific characteristics and the corresponding project network (i.e. project plan). Using frame based representation. we represent the project features affecting the progress network and the entities composing the project plan such as the buildings, construction methods, WBS (work breakdown structure), activities, and resources. The project planning process runs through most similar case retrieval, case adaptation, and user requirement satisfaction. We represent the construction domain knowledge for each procedure using constraints and rules. We develop the methodology for constraint-based case adaption. Case adaptation process mainly consist of activity generation/deletion and predecence constraint satisfaction, for which we develop the dynamic constraint generation method and connect user-level requirement representation the system-level network modification knowledge. The methodology is being applied to the prototype for apartment construction project planning.

This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.

This study aims to make a revitalizing plan for managing and maintaining of facilities which were installed after the rural development projects. The survey was conducted to examine some issues of operating facilities from the developing plan. There were some factors that should be considered in the establishment stage of the project plan when promoting rural development projects. Among them, the preservation and maintenance of rurality, consistency with business plans, connectivity with local resources, and ease of maintenance were less reflective than its importance. And for each facility, systematic consulting on appropriate scale and operational management plans and detailed planning is needed.. It's also necessary to plan action so that the local community can lead. The current or future rural development project will be succeeded when local governments support to strengthening their local groups or people's abilities.

Through 'Local Theme Science Museum' aid program that is one of emphasis promotion strategic project by 2007 'Science.Technology.Cultural Project Plan', raises status of scientific technique by national core ability because all people expand base that understand and support scientific technique, and forms a social atmosphere which is scientific technique is important which scientific technique can be spread widely on national life and society whole, and proceeds target that expand local science museum facilities by a base of local science culture spreading and popularization. Accordingly, to plan balanced regional development and utilize to an advanced base of local science culture spreading because offer a science culture experience opportunity to local inhabitants, 'Local theme science museum' project is doing for that establish more 100 science museums for national.public.private institution in whole country until 2012 year. Support 39 projects to 2008 from 1999 thereby, in January, 2009, 13 'Local theme science museum' is opened and operated. This study examined arrangement preferentially about 'Science.Technology.Cultural Project Plan' that is background of 'Local theme science museum' project. Since surveying science museum which is on opening and operation at the present and analyzed actual conditions and facilities and investigated specification necessity and direction of 'Local theme science museum'. Hereafter, to seek plan for propriety of project by characteristic and difference of 'Local theme science museum' is purpose of this study. Now, need set and promotion of following specification direction for right activation of proceeding 'Local theme science museum' by each area. First, differentiation of theme and justifiability of building, Second, propriety of site position, Third, maximization of synergy effect by mixing concept of 'Specialized Economic Zone for Regional Developmental Policy' and Ecomuseum's 'Theme center'.

It's became essential that Korea construction companies should enter into the overseas construction market for their growth and sustainability. In order to comply with the client's required global standard and to compete with in the international market, the shifting the construction project management system to global level is required. In accordance with the demand, this paper proposes the top-level document of construction project management system as a to-be model that utilized in overseas construction projects. The project management plan ("PMP") suggested in this paper is not only the most appropriate one, which complies with the global standard, to be used when companies bid for international construction projects against foreign competitors but also has the process modeling and hierarchical structure.

This study suggested a vegetation restoration plan for a coastal area where the ecosystem conservation fund return project, targeting the whole area of Dalmaji-gil, located in Haeundae, Busan. After distinguishing if it would be a proper site for the operation of the ecosystem conservation fund return project by analyzing the ecological environment, human environment, and the current status of land owners, the target species for vegetation restoration was determined, and the facilities and programs were selected in accordance with the spatial division of the biosphere reserve. The basic direction is as follows. First, is the expansion of green space and the securement of life habitats downtown. Second, is the conservation of core areas by separating the conserved area from the space for use. Third, is the establishment of ecological resting space and the reinforcement of an ecological educational programs. The significance of this study is to suggest a vegetation restoration plan of a coastal area, fully utilizing the existing vegetation of the subject area, by suggesting the land use and flow planning, environmental improvement (vegetation restoration) plan, life habitats establishment plan, planting plan, and hydrologic plan, facilities, maintenance, and monitoring plan based on the basic direction. This study would provide useful basic data for ecosystem conservation and restoration in the Korean Peninsula, surrounded by the ocean on three sides.

최근 정부는 임대형민간투자사업(BTL, Build Transfer Lease)방식을 적극 도입함으로써 민간의 축적된 지식과 경험을 이용하여 보다 효율적인 사회간접자본(Social Overhead Capital) 확충을 도모하고 있다. 공공부분 및 사업시행자 등 민간투자사업의 사업기획단계에서 운영단계에 이르기 까기 전문화된 기술과 경험을 바탕으로 한 설계를 통하여 시설물 사용자의 요구를 충족시키는 동시에 창의적 기법을 총동원 예산과 리스크 범위내에서 최대한의 효율과 수익 창출을 극대화하려는 노력이 필요하다. 이처럼 BTL등 민간투자사업의 투자가치(Value for Money)를 극대화시키기 위해서는 VM(Value Management) 방법론의 효과적인 사용이 불가피하다. 여기서는 BTL 사업에서의 "VE job Plan" 활용 절차 및 적용방안을 제시하였다. BTL 사업에서의 효율적인 "VE job Plan"을 제시하기 위하여 국내 민간투자사업 및 VE 추진을 위한 법적제도의 변화를 분석하였다. 국내 BTL 사업 수행절차 및 BTL 사업에서의 VE적용방안을 "VE job Plan"과 함께 제시하였다. 실제 적용사례 연구를 통하여 BTL 사업에서의 "VE job Plan"의 작성과 작성된 프로세서를 활용한 의사결정 및 대안평가 방법을 제시하였으며, 속성 중 비용은 LCC(Life Cycle Cost : 이하 LCC) 분석결과를 바탕으로 평가하였고, 프로젝트 기능개선을 위한 평가방법으로는 기술적 FAST도를 사용하여 분석하였다. 사례는 "대구시립미술회관" 사업자 선정을 위한 BTL VE 활동을 통해 보다 향상된 가능의 개선, 비용절감 및 양질의 서비스 수준을 제공한 VM사례를 소개하였다.
