  • HSPA(High Speed Packet Access)/HSPA+ is a combined 3GPP(Third Generation Partnership Project) standard of HSDPA(High Speed Downlink Packet Access) and HSUPA(High Speed Uplink Packet Access). The standard can provide the high speed multimedia service against the 3GPP release 99 standard. In order to test the 3GPP HSPA/HSPA+ terminal performance, the measurement hardware is required for the evaluate the transmitted signal of HSPA/HSPA+ terminals. Agilent Technologies and Innowireless produce the measurement equipments for HSPA/HSPA+ terminals. Generally speaking, the receiving algorithms in normal modems cannot be used directly to the measurement system due to the lack of the algorithm accuracy. In this paper, we propose the new receiver algorithm for precise measurement of 3GPP HSPA/HSPA+ terminal signal, and implement measurement functionality for performance measurement of the 3GPP HSPA/HSPA+ terminal by using software. The proposed 3GPP HSPA/HSPA+ signal measurement algorithm can be used for the commercial system through code execution speed optimization.

Appraising the Performance of Construction Projects during Implementation in Kenya, 1963-2018: A Literature Review Perspective

  • Poor project performance has been noted as the bane in the construction industry globally. This paper sought to investigate, by way of literature, the performance patterns of construction projects in Kenya since independence (1963-2018). This was informed by reports of undesirable project performance in the industry. This descriptive study used available studies previously done in this subject area. In sum, literature is replete with evidence on a myriad of challenges facing the execution of projects. The study established that generally, the project performance is poor and has assumed a chronic trajectory spanning over five decades. On average, the findings reveal that 35-60% of projects initiated in Kenya face cost overruns while time overrun is most severe with 35-73% projects overrunning their schedule. In addition, the findings problematize the issue of plurality of performance measurement regimes in the construction industry. Here, it was observed that no singular construct exists to objectively measure the various facets that constitute the 'health' of a project. This paper has contributed to the body of knowledge by examining the performance patterns in Kenya for over fifty years while at the same time identifying the bottlenecks inherent in projects execution. Importantly, the conceptual performance efficiency framework derived in the current study presents a paradigm shift in the monitoring and evaluation of projects. To this end, an in-depth analysis is recommended on the interaction of efficiency enablers in the buildup of performance efficiency index (PEI). Similarly, a further inquiry is recommended on the integration and impact of the proposed framework in the management of projects.

  • 2003년 이후 국내 건설회사의 해외 건설수주액이 급격히 늘어나고 있다. 해외 플랜트 공사는 시공사의 EPC와 사업관리 능력이 성패를 좌우한다. 시공사의 사업관리 능력 제고하기 위해서는 건설성과를 측정하고 평가하는 과정이 필요하다. 따라서 본 논문은 해외 플랜트 참여사들의 건설성과 벤치마킹을 위한 프로그램을 개발하였다. 건설 성과지표는 사업비, 공기, 품질, 안전 등으로 구성되어 있다. 그리고 해외에서 수행된 플랜트 공사 10개의 자료를 입수하여 성과를 분석하였다. 해외 플랜트 공사 벤치마킹 프로그램을 개발하는 과정에서 업계의 피드백과 교훈을 제시하였다. 그리고 본 프로그램이 지속적으로 활용되기 위해 고려해야 할 사항을 제안하였다.

프로젝트 관리의 성공에 영향을 미치는 장애요인 (Barriers to Success of Project Management)

  • As the business environment is rapidly changing with globalization and complexity of information flows, the uncertainty is also very increased for project environment. Although many studies have been conducted to find out the critical factors for project success, there still exist different views to define project success. Furthermore, implementing success formula for one project does not necessarily guarantee a success for another project since there are other elements that impede the success of project. In this regards, it is imperative to examine what are the barriers to project success. This study aims to examine the barriers that impede the success of project. Past literature was thoroughly reviewed to collect and develop a preliminary list of elements that affected project performance negatively. Experts were interviewed to refine the list and the final list of the measurement items were developed. A survey questionnaire was developed with the final list of measurement items, and a survey was conducted on the practitioners with project experience. After the survey, an exploratory factor analysis was conducted on the final list to extract the component dimensions which in turn formed the group of project barriers. The exploratory factor analysis provided ten factors, which are difficulty of process management, failure of project feasibility analysis, cost overruns and lack of cost benefits, unclarity project plan, strategic consistency error, stakeholder conflict, inaccuracy of requirement definition, disturbance of communication, technical environment change, negative attitude of top management.

  • This study presents methodology framework that can help to manage IT program in the public sector. Existing project management methods usually focus on system providers and could have various and abstract interpretations. So, it is difficult to apply existing project management methods in the public sector. It also makes each individual project management easier by reflecting characteristics of IT project so that it can provide management models of performance measurement. It is found that given framework in management methodology get positive analysis and addition to be applied in the individual project management and various IT programs nationwide. It is expected that scientific and systematic project management can bring successful promotion and management of IT project through the application of this project management methodology.

자연재난분야 연구개발 사업의 특성을 고려한 성과지표 및 성과평가체계 개발 (Performance Evaluation System Framework for Natural Disaster Research and Development Projects)

  • 최근 수년간 급증하고 있는 자연재해로 인해 사회적 관심과 함께 연구개발 투자도 지속적으로 증가하고 있다. 하지만, 현재 자연재난분야 연구개발 사업의 성과관리는 기술개발활동 건수, 특허 건수, 논문 건수 등 정량화하기 용이한 지표위주로 구성되어 있으며, 단순히 지표들을 집계하는 차원에 머물고 있어, 해당 분야의 연구개발 특성과 효과를 적절하게 반영하지 못하고 있으며, 연구개발사업의 성과관리 차원에서도 한계를 가지고 있다. 본 연구는 자연재난분야 연구개발 사업에 있어 보다 효율적인 연구개발 사업관리와 연구개발의 당위성 확보를 위한 성과지표 및 성과평가체계를 개발하는 데에 목적이 있다. 이를 위하여 개발한 기존 연구개발 사업 성과지표를 고찰하고 자연재난분야 연구개발 사업이 갖는 고유의 사회 경제적 파급효과의 특성을 고려하여 성과측정지표를 도출하였으며, 이러한 성과지표를 활용하여 사업유형별 특성을 고려한 성과평가체계를 개발하였다. 개발된 성과평가체계의 활용을 통해서 자연재난분야 연구개발 사업에 있어 획일적인 성과평가체계를 개선하고, 사업 특성에 적합한 측정지표항목을 선별적으로 선택하여 평가가 가능한 유연하고, 신뢰성 있는 성과관리가 이루어질 수 있을 것으로 기대된다.

  • Performance measurement systems based on the principle that "if you can't measure it, you can't manage it" reinforce a short-term culture by focussing on tangible outputs. Instead, the focus of organisations should be on sustainable long-term performance through continuous systemic improvement. To establish and reinforce behaviours that drive systemic improvement, measurement and reporting systems need to be de designed to re-enforce work to role behaviour by managers. This paper discusses this concept and how it is being applied in practice through an ongoing action research project.

  • 현재 우리나라의 대다수 공공하수처리시설들은 미래의 하수량 증가에 따른 설계기준에 대한 대비가 부족하여 현재 시설로는 향후 계획하수량의 적정처리가 곤란할 것으로 판단된다. 이에 대응하여 정부는 하수처리장 건설 사업을 꾸준히 진행하고 있는 추세다. 앞으로 건설될 하수처리시설의 효율적인 운영과 시설물의 가치 향상을 위해 본 연구에서는 주민과 하수처리시설, 토목 시공, 설계VE 전문가들을 대상으로 설문조사를 실시하였다. 이를 바탕으로 비용 절감 뿐 아니라 시설물의 성능향상, 이용자 및 인근 주민의 만족도 등을 반영한 성능평가항목을 도출하고, 다단계성능평가법을 이용하여 효율적인 설계VE 수행을 위한 보다 객관적인 성능평가 항목의 가중치 분석을 실시하였다

Key Performance Indicators for Project Management Performance of Large Contractors in Developing Countries: A Case Study in Vietnam

  • In order to deal with severe competition in the construction market of developing countries, large contractors must continually improve their own performance and operation. Performance measurement is the heart of ceaseless improvement in organizations. Key performance indicators (KPIs) play a key role in measuring project management performance (PMP) of large contractors in developing countries. The main objective of this paper is to identify KPIs, which can be used to measure PMP of contractors, and then analyze the underlying relationships of these KPIs in order to gain insight into PMP of large construction firms in Vietnam construction industry (VCI). Literature reviews and the pilot survey provided 30 KPIs. Fourteen KPIs, which have the mean values higher than 3.0, were considered as important KPIs through a questionnaire survey of 32 professionals. Factor analysis of these KPIs was employed to categorize them. The results of the survey revealed that top six KPIs are construction time and cost, owner satisfaction on services and products, and quality management and project team performance. Factor analysis uncovered that 14 top-ranked KPIs can be grouped under six categories, namely: (1) construction input management, (2) owner satisfaction, (3) cost and quality, (4) manpower management, (5) subcontractor performance and (6) equipment management. The findings of this research can be used as a guideline to measure PMP of contractors in Vietnam as well as in other developing countries. Since contractors from a country to the other country may have the same manner to manage construction projects, the results of this study may be useful not only to practitioners and researchers in Vietnam but also to participants in other developing countries.

성과측정유닛을 활용한 건설 비용 - 일정 통합관리 방안 (Construction Cost-Schedule Integration Management Methodolgy by using Progress Integration Unit)

  • 건설 프로젝트의 생산과정에서 성과를 지속적으로 측정하고 평가하는 것은 프로젝트관리의 성공적인 수행을 위한 핵심요소이다. 성과는 일반적으로 목적물에 할당 된 공정과 원가 관련 정보를 정량적으로 평가함으로써 측정되며, 객관적인 성과측정을 위해 공정과 원가가 통합적으로 계획 관리되어야 한다. 본 연구는 공정과 원가의 통합 모델을 통해 성과 측정 방법론을 제안하고 진도관리의 기반을 마련하는데 목적이 있다. 이를 위해 공정계획과 원가계획의 표준화된 업무 프로세스를 개발하였고, EVM과 기존의 통합 모델을 분석하여, 성과측정 유닛을 활용한 WBS와 CBS의 통합 방법론을 제시하였다. 플랜트 프로젝트의 시공단계를 중심으로 공통 성과측정의 대상은 공종으로 선정하여 성과측정 유닛을 규정하고 공정과 비용정보를 연계시켜 성과비율을 산정하였다. 또한 리소스의 적용시 원가요소 중 소모성자원의 비용을 배제하여 진도측정의 객관성을 향상하였다. 본 결과는 실제 플랜트 사례 프로젝트에 적용하여 실증되었으며, 개발된 방법론은 향후 프로젝트의 성과를 보다 객관적인 기준으로 평가할 수 있어 보다 효과적인 진도관리 방법이 될 것으로 판단된다.
