신제품개발 과정의 복잡성에 대한 주요 연구과제 (Strategic Issues in Managing Complexity in NPD Projects)

  • 복잡성(complexity)은 신제품개발 과정에서 프로젝트 팀이 빈번하게 당면하는 개발과제의 주요 속성으로 이에 대한 적절한 대처 여부는 신제품개발의 성과에 적지 않은 영향을 미친다. 복잡성이란 속성이 신제품개발의 관리에서 주목 받게 된 배경으로는, 우선 제품개발과정에서 당면하는 복잡성이 증가 추세에 있다는 점을 들 수 있다. 새로운 기술과 공법 그리고 소재의 등장, 복합 제품의 개발(예: 디지털 컨버전스), 또한 기업간 제휴를 통한 개발은 신제품개발의 복잡성 증대와 관련이 된다. 한편 신제품개발의 복잡성에 대한 미흡한 대처는 개발과정의 지연, 개발비용의 예산 초과, 제품개발의 포기 등과 같은 부정적 결과를 초래한다. 이와 같이 복잡성의 증대 추세 및 복잡성으로 인한 적지 않은 영향력을 고려해볼 때, 신제품개발 과정에서 당면하는 복잡성에 대한 연구의 필요성은 증대된다. 그러나 아직까지 복잡성에 대한 연구는 현실적 필요성에 비해 상대적으로 적은 관심만이 기울여져 왔다. 본 고에서는 신제품개발 과정에서 당면하는 복잡성에 대한 주요 연구과제들을 살펴보는데 그 목적이 있다. 이를 위해 우선, 주요 영역별로 나누어 그간의 복잡성에 대한 연구성과를 정리한 다음, 이를 토대로 향후 중요시되는 연구과제들을 도출하고자 한다. 신제품개발 과정의 복잡성에 대한 주요연구과제에 대한 이러한 고찰은, 향후 이 분야에 대한 연구 전개에 있어서 하나의 발판이 될 것으로 기대된다.

IT 아웃소싱 성공에 영향을 미치는 3가지 IT 자원들과 그 관계: 자원기반 관점에서 (A Resource-Based Perspective on Three IT Resources and Their Relationships in IT Outsourcing)

  • IT 아웃소싱은 서로 다른 두 기업의 자원들이 계약이라는 관계를 통해 결합되는 특수한 상황이다. 자원기반 관점(Resource-Based View)에서는 IT 아웃소싱 제공 기업의 자원, 고객 기업의 IT 자원, 그리고 제공 기업과 고객 기업간의 관계 자원이 동시에 IT 아웃소싱 성공에 영향을 미칠 수 있다고 한다. 그러나 선행 연구들 중 이 세 IT 자원들의 영향력을 동시에 비교 분석한 연구가 드물다. 또한 IT 자원은 유형적 IT 자산과 무형적 IT 역량으로 구분되는데, IT 역량만이 IT 성과에 영향을 미칠 것이라는 Bharadwaj(2000) 등의 주장을 IT 아웃소싱 배경에서 실증 분석한 연구도 거의 없다. 따라서 본 연구는 1) 세 IT 자원이 IT 아웃소싱 성공에 미치는 영향을 동시에 비교검증하고, 2) 특히 고객 기업의 IT 자원을 IT 자산과 IT 역량으로 구분하여 IT 아웃소싱 성공에 대한 영향력을 검증하였다. 이 연구 목적을 달성하기 위해 최근 3년간 국내 순위 100위권 내에 속한 기업 138개 중 45개 기업의 62개 IT 아웃소싱 프로젝트를 대상으로 자료를 수집하였고, 수집한 자료를 PLS를 사용한 경로분석으로 분석하였다. 경로분석결과, IT 아웃소싱 제공 기업의 자원은 높은 신뢰관계가 있을 때만 IT 아웃소싱 성공에 영향을 미치고, 고객 기업이 높은 IT 역량을 확보할 때만 IT 아웃소싱이 성공할 수 있음을 발견하였다. 이를 통해 본 연구는 IT 아웃소싱 상황에서도 자원기반 관점을 다시 한번 확증하였다는 점에 그 의의를 둘 수 있다. 즉 Bharadwaj(2000)의 연구결과와 마찬가지로 기업의 IT 자산이 아닌 IT 역량이 IT 성과에 영향을 미친다는 것을 IT 아웃소싱 상황에서 실증적으로 보여주었고, 관계 자원의 중요성도 본 연구의 결과를 통해 제시하였다.

가족계획과 모자보건 통합을 위한 조산원의 투입효과 분석 -서산지역의 개입연구 평가보고- (An Intervention Study on Integration of Family Planning and Maternal/Infant Care Services in Rural Korea)

  • This project was a service-cum-research effort with a quasi-experimental study design to examine the health benefits of an integrated Family Planning (FP)/Maternal & Child health (MCH) Service approach that provides crucial factors missing in the present on-going programs. The specific objectives were: 1) To test the effectiveness of trained nurse/midwives (MW) assigned as change agents in the Health Sub-Center (HSC) to bring about the changes in the eight FP/MCH indicators, namely; (i)FP/MCH contacts between field workers and their clients (ii) the use of effective FP methods, (iii) the inter-birth interval and/or open interval, (iv) prenatal care by medically qualified personnel, (v) medically supervised deliveries, (vi) the rate of induced abortion, (vii) maternal and infant morbidity, and (viii) preinatal & infant mortality. 2) To measure the integrative linkage (contacts) between MW & HSC workers and between HSC and clients. 3) To examine the organizational or administrative factors influencing integrative linkage between health workers. Study design; The above objectives called for quasi-experimental design setting up a study and control area with and without a midwife. An active intervention program (FP/MCH minimum 'package' program) was conducted for a 2 year period from June 1982-July 1984 in Seosan County and 'before and after' surveys were conducted to measure the change. Service input; This study was undertaken by the Soonchunhyang University in collaboration with WHO. After a baseline survery in 1981, trained nurses/midwives were introduced into two health sub-centers in a rural setting (Seosan county) for a 2 year period from 1982 to 1984. A major service input was the establishment of midwifery services in the existing health delivery system with emphasis on nurse/midwife's role as the link between health workers (nurse aids) and village health workers, and the referral of risk patients to the private physician (OBGY specialist). An evaluation survey was made in August 1984 to assess the effectiveness of this alternative integrated approach in the study areas in comparison with the control area which had normal government services. Method of evaluation; a. In this study, the primary objective was first to examine to what extent the FP/MCH package program brought about changes in the pre-determined eight indicators (outcome and impact measures) and the following relationship was first analyzed; b. Nevertheless, this project did not automatically accept the assumption that if two or more activities were integrated, the results would automatically be better than a non-integrated or categorical program. There is a need to assess the 'integration process' itself within the package program. The process of integration was measured in terms of interactive linkages, or the quantity & quality of contacts between workers & clients and among workers. Intergrative linkages were hypothesized to be influenced by organizational factors at the HSC clinic level including HSC goals, sltrurture, authority, leadership style, resources, and personal characteristics of HSC staff. The extent or degree of integration, as measured by the intensity of integrative linkages, was in turn presumed to influence programme performance. Thus as indicated diagrammatically below, organizational factors constituted the independent variables, integration as the intervening variable and programme performance with respect to family planning and health services as the dependent variable: Concerning organizational factors, however, due to the limited number of HSCs (2 in the study area and 3 in the control area), they were studied by participatory observation of an anthropologist who was independent of the project. In this observation, we examined whether the assumed integration process actually occurred or not. If not, what were the constraints in producing an effective integration process. Summary of Findings; A) Program effects and impact 1. Effects on FP use: During this 2 year action period, FP acceptance increased from 58% in 1981 to 78% in 1984 in both the study and control areas. This increase in both areas was mainly due to the new family planning campaign driven by the Government for the same study period. Therefore, there was no increment of FP acceptance rate due to additional input of MW to the on-going FP program. But in the study area, quality aspects of FP were somewhat improved, having a better continuation rate of IUDs & pills and more use of effective Contraceptive methods in comparison with the control area. 2. Effects of use of MCH services: Between the study and control areas, however, there was a significant difference in maternal and child health care. For example, the coverage of prenatal care was increased from 53% for 1981 birth cohort to 75% for 1984 birth cohort in the study area. In the control area, the same increased from 41% (1981) to 65% (1984). It is noteworthy that almost two thirds of the recent birth cohort received prenatal care even in the control area, indicating that there is a growing demand of MCH care as the size of family norm becomes smaller 3. There has been a substantive increase in delivery care by medical professions in the study area, with an annual increase rate of 10% due to midwives input in the study areas. The project had about two times greater effect on postnatal care (68% vs. 33%) at delivery care(45.2% vs. 26.1%). 4. The study area had better reproductive efficiency (wanted pregancies with FP practice & healthy live births survived by one year old) than the control area, especially among women under 30 (14.1% vs. 9.6%). The proportion of women who preferred the 1st trimester for their first prenatal care rose significantly in the study area as compared to the control area (24% vs 13%). B) Effects on Interactive Linkage 1. This project made a contribution in making several useful steps in the direction of service integration, namely; i) The health workers have become familiar with procedures on how to work together with each other (especially with a midwife) in carrying out their work in FP/MCH and, ii) The health workers have gotten a feeling of the usefulness of family health records (statistical integration) in identifying targets in their own work and their usefulness in caring for family health. 2. On the other hand, because of a lack of required organizational factors, complete linkage was not obtained as the project intended. i) In regards to the government health worker's activities in terms of home visiting there was not much difference between the study & control areas though the MW did more home visiting than Government health workers. ii) In assessing the service performance of MW & health workers, the midwives balanced their workload between 40% FP, 40% MCH & 20% other activities (mainly immunization). However, $85{\sim}90%$ of the services provided by the health workers were other than FP/MCH, mainly for immunizations such as the encephalitis campaign. In the control area, a similar pattern was observed. Over 75% of their service was other than FP/MCH. Therefore, the pattern shows the health workers are a long way from becoming multipurpose workers even though the government is pushing in this direction. 3. Villagers were much more likely to visit the health sub-center clinic in the study area than in the control area (58% vs.31%) and for more combined care (45% vs.23%). C) Organization factors (admistrative integrative issues) 1. When MW (new workers with higher qualification) were introduced to HSC, it was noted that there were conflicts between the existing HSC workers (Nurse aids with less qualification than MW) and the MW for the beginning period of the project. The cause of the conflict was studied by an anthropologist and it was pointed out that these functional integration problems stemmed from the structural inadequacies of the health subcenter organization as indicated below; i) There is still no general consensus about the objectives and goals of the project between the project staff and the existing health workers. ii) There is no formal linkage between the responsibility of each member's job in the health sub-center. iii) There is still little chance for midwives to play a catalytic role or to establish communicative networks between workers in order to link various knowledge and skills to provide better FP/MCH services in the health sub-center. 2. Based on the above findings the project recommended to the County Chief (who has power to control the administrative staff and the technical staff in his county) the following ; i) In order to solve the conflicts between the individual roles and functions in performing health care activities, there must be goals agreed upon by both. ii) The health sub·center must function as an autonomous organization to undertake the integration health project. In order to do that, it is necessary to support administrative considerations, and to establish a communication system for supervision and to control of the health sub-centers. iii) The administrative organization, tentatively, must be organized to bind the health worker's midwive's and director's jobs by an organic relationship in order to achieve the integrative system under the leadership of health sub-center director. After submitting this observation report, there has been better understanding from frequent meetings & communication between HW/MW in FP/MCH work as the program developed. Lessons learned from the Seosan Project (on issues of FP/MCH integration in Korea); 1) A majority or about 80% of the couples are now practicing FP. As indicated by the study, there is a growing demand from clients for the health system to provide more MCH services than FP in order to maintain the achieved small size of family through FP practice. It is fortunate to see that the government is now formulating a MCH policy for the year 2,000 and revising MCH laws and regulations to emphasize more MCH care for achieving a small size family through family planning practice. 2) Goal consensus in FP/MCH shouBd be made among the health workers It administrators, especially to emphasize the need of care of 'wanted' child. But there is a long way to go to realize the 'real' integration of FP into MCH in Korea, unless there is a structural integration FP/MCH because a categorical FP is still first priority to reduce the rate of population growth for economic reasons but not yet for health/welfare reasons in practice. 3) There should be more financial allocation: (i) a midwife should be made available to help to promote the MCH program and coordinate services, (in) there should be a health sub·center director who can provide leadership training for managing the integrated program. There is a need for 'organizational support', if the decision of integration is made to obtain benefit from both FP & MCH. In other words, costs should be paid equally to both FP/MCH. The integration slogan itself, without the commitment of paying such costs, is powerless to advocate it. 4) Need of management training for middle level health personnel is more acute as the Government has already constructed 90 MCH centers attached to the County Health Center but without adequate manpower, facilities, and guidelines for integrating the work of both FP and MCH. 5) The local government still considers these MCH centers only as delivery centers to take care only of those visiting maternity cases. The MCH center should be a center for the managment of all pregnancies occurring in the community and the promotion of FP with a systematic and effective linkage of resources available in the county such as i.e. Village Health Worker, Community Health Practitioner, Health Sub-center Physicians & Health workers, Doctors and Midwives in MCH center, OBGY Specialists in clinics & hospitals as practiced by the Seosan project at primary health care level.

임시 활주로 건설공사의 위험영향 및 손실비용 사례분석 (A Case Study on the Risk Impact and Loss Cost of Temporary Aircraft Runway Construction)

  • 본 연구의 목적은 임시활주로를 건설하는 과정에서 발생된 위험항목을 도출하고 위험항목을 조치하기 위해서 지출된 위험비용에 따른 손실비용을 분석하는 것이다. 이에 따라 건설공사가 완료된 임시활주로를 사례대상으로 선정하였으며, 시공자료(실정보고자료, 설계변경요청자료, 설계변경승인자료, 계약내역, 준공내역 등)를 기반으로 공사비의 변동을 유발한 위험항목과 위험항목을 조치하기 위해서 지출된 위험비용 그리고 손실비용을 분석하였다. 사례대상으로 선정된 임시활주로를 건설하는 기간 동안에 발생되었던 위험항목은 8개로 도출되었으며, 그 중에서 발주기관의 책임으로 인하여 발생된 위험항목은 3개, 건설회사의 책임으로 인하여 발생된 위험항목은 5개이다. 그리고 위험비용은 520백만원으로 발주기관이 부담하여야 하는 위험비용은 243백만원, 건설회사가 부담하여야 하는 위험비용은 277백만원으로 산정되었다. 이에 따라 발주기관은 건설회사와 체결된 계약금액 대비 2.36%의 예산이 추가적으로 지출되었고 건설회사는 최초 계획된 수익 443백만원 중 -277백만원이 손실되어 잔여수익은 165백만원으로 분석되었다.

농업분야 소규모 협동조합 유통체계 구축을 위한 우선순위 평가 (Evaluating Policy Priorities in Small Agricultural Cooperatives for Distribution Systems)

  • Purpose - Domestic cooperatives tend to increase during the establishment of cooperatives and gradually through the basic law of social needs. However, only cooperatives' qualitative grow this secured without blessings, and their quantitative growth through government support is questionable. The purpose of this study is to analyze the agricultural cooperatives established through the Distribution System Cooperatives Basic Law, which was enacted in January 2012. Subsequently, establishing agricultural cooperatives was done briskly. However, cooperatives established rapidly after the founding of the Basic Law encountered problems. Research design, data, and methodology - To assess the performance of selected agricultural cooperatives, data were analyzed using the methodological Analytic Hierarchy Process (AHP) approach. The AHP is a set of systematic procedures to hierarchically analyze the elements of any problem. Using a survey on expertise, a series of comparative determinations of each pair is performed to evaluate the relative strengths and the strengths of the impact between elements within the hierarchy. A survey was conducted on 10 small agricultural cooperatives using AHP analysis for the examination. The purpose of such research and analysis is to recommend a direction for future policies aimed at small agricultural cooperatives. Result - This study applied three types of policy evaluation criterion, including market expansions, organizations, and cooperative projects, and 12 types of small agricultural cooperative policy measures. Market expansion policies for agricultural cooperatives are classified into four categories: school meals, direct transactions, shopping malls, and wholesale markets. Organizational policies for agricultural cooperatives are classified into four types: existing sales channel management, education, preventing free riding, and enlarging members. Cooperative project policies in agricultural cooperatives are classified into four policy areas: cooperation between cooperatives, community contribution, joint businesses, and government links. In this paper, the growth priority in agricultural cooperative policies is analyzed by applying policy evaluation criteria on the basis of a survey on expertise. The priorities of the policy program are also analyzed using a decision analytic hierarchy process. The results indicate that market expansion is the most important policy evaluation criterion therefore, improving direct transactions, school meals, management of existing sales channels, and shopping malls are crucial policy measures. In contrast, the cooperation of cooperatives, expansion of union members, and cooperation with the government were found to have low priority. Conclusions - Agricultural cooperatives should develop plans as follows. Small agricultural cooperatives need to secure school meals and direct transactions for market expansion, restructure marketing strategies to manage existing sales channels, and, finally, increase education and training for sustainable organizational development. This study has the following limitations. Because the subject of the investigation is a new cooperative, determining its sustainable growth is difficult. Therefore, through analysis and a continuous study of cooperatives, future research is expected to show that modifying the direction of agriculture cooperatives is necessary.

AHP를 활용한 노후 공동주택의 재건축과 리모델링의 사업선택결정에 관한 연구 (A Study on Reconstruction and Remodeling's Selection Factors of Old Apartment Houses Using AHP)

  • 1970년대 중반 이후 건립된 노후 공동주택 단지들에 대한 재정비 사업의 일환으로 재개발과 리모델링이 도입되었고 각 사업의 활성화를 위한 정부의 정책도 지속적으로 변화해왔다. 하지만 정책의 빈번한 변화는 사업 방식을 선택하는데 있어서 사업 주체간의 갈등과 대립을 야기 시켰고 이러한 사업 초기 단계부터의 갈등은 사업의 전체적인 진행에 차질을 주었다. 따라서 이러한 갈등을 해결하기 위하여 재건축과 리모델링의 장단점을 고려한 합리적인 사업 선택 모델 구축이 필요하게 되었다. 이에 본 연구에서는 재건축과 리모델링의 사업을 선택함에 있어서 어떠한 요소들이 얼마나 영향을 미치는지에 대하여 알아보기 위하여 두 사업에 대한 비교 분석을 통해 사업 선택 요소를 도출하였고 전문가들을 통한 적정성 검증으로 4개 분야 26항목의 선택요소들을 최종 선별하였다. 이후 AHP 기법을 이용하여 각 선택 요소가 재건축과 리모델링 사업선택에 미치는 상대적 중요도 및 영향값을 분석하여 우선순위를 도출하였다. 이처럼 재건축과 리모델링의 사업선택 요소에 대한 영향력 분석을 통해 얻은 결론을 바탕으로 여러 사례검증을 통한 연구를 지속적으로 진행하여 소유자들간의 갈등을 해결하고 사업을 합리적인 방향으로 선택 할 수 있기를 기대한다.

보급형 신한옥 개발을 위한 건설 생산성 분석 (Comparative Analysis of Construction Productivity for Modernized Korean Housing (Hanok))

  • 근래에 들어 한옥에 대한 인식의 변화와 더불어 한옥에 살고자 하는 선호도가 증가하는 등 한옥에 대한 관심이 급증을 하고 있는 가운데 정부에서는 한옥에 대한 제도를 개선하고 예산을 반영하는 등, 한옥관련 사업을 다각도로 추진하고 있다. 그러나 상대적으로 높은 공사비는 한옥의 대중화 및 지속적 발전에 장애요인중의 하나가 되고 있다. 이를 개선하고자 정부에서는 '한옥기술개발'의 R&D사업을 추진하고 있으며, 그에 따라 본 논문은 '한옥기술개발'의 일환으로 실제 지어진 전통한옥과 신한옥의 생산성을 토대로 효율적인 공사비 저감의 방향을 제시하고자 한다. 분석방법으로 한옥공사의 15개 대공종 중 주요공종을 선정하였다. 전통한옥과 신한옥 공사 중 주요공종에서의 생산성을 분석하여 재료와 공법의 변화가 생산성에 미치는 영향을 분석하였다. 그 결과, 분석한 주요공종 모두에서 생산성이 향상됨을 확인하였다. 또한 생산성의 향상이 공사비 저감에 어떠한 영향을 끼쳤는지 분석하였다. 주요공종 중 지붕/홈통의 공종은 주로 재료의 변화, 목공사와 마감공사는 공법의 변화, 기초공사와 창호는 재료와 공법 모두의 변화로 인하여 공사비 저감을 이루었다.

APEX-paddy 모델을 활용한 SSPs 시나리오에 따른 논 필요수량 변동 평가 (Assessing Future Water Demand for Irrigating Paddy Rice under Shared Socioeconomic Pathways (SSPs) Scenario Using the APEX-Paddy Model)

  • Global warming due to climate change is expected to significantly affect the hydrological cycle of agriculture. Therefore, in order to predict the magnitude of climate impact on agricultural water resources in the future, it is necessary to estimate the water demand for irrigation as the climate change. This study aimed at evaluating the future changes in water demand for irrigation under two Shared Socioeconomic Pathways (SSPs) (SSP2-4.5 and SSP5-8.5) scenarios for paddy rice in Gimje, South Korea. The APEX-Paddy model developed for the simulation of paddy environment was used. The model was calibrated and validated using the H2O flux observation data by the eddy covariance system installed at the field. Sixteen General Circulation Models (GCMs) collected from the Climate Model Intercomparison Project phase 6 (CMIP6) and downscaled using Simple Quantile Mapping (SQM) were used. The future climate data obtained were subjected to APEX-Paddy model simulation to evaluate the future water demand for irrigation at the paddy field. Changes in water demand for irrigation were evaluated for Near-future-NF (2011-2040), Mid-future-MF (2041-2070), and Far-future-FF (2071-2100) by comparing with historical data (1981-2010). The result revealed that, water demand for irrigation would increase by 2.3%, 4.8%, and 7.5% for NF, MF and FF respectively under SSP2-4.5 as compared to the historical demand. Under SSP5-8.5, the water demand for irrigation will worsen by 1.6%, 5.7%, 9.7%, for NF, MF and FF respectively. The increasing water demand for irrigating paddy field into the future is due to increasing evapotranspiration resulting from rising daily mean temperatures and solar radiation under the changing climate.

  • 2007년 시범사업으로 시작한 드림스타트 도입 10년을 맞아 그간의 변화와 성장을 사회투자전략의 관점에서 평가하고, 향후 발전과제를 제시하고자 하였다. 헤드스타트와 슈어스타트 프로그램과 관련된 연구 성과와 정책근거에 기반 해 도입된 드림스타트는 아동복지프로그램에서 주요한 공적 전달체계로 자리 잡고있다. 12세 이하 취약계층 아동에게 맞춤형 통합서비스를 제공해, 아동의 복지를 증진시키며, 불평등 격차를 줄여 취약계층 아동에게 최선의 출발선을 제공하는 것이 드림스타트의 주된 목적이다. 이를 위해 상담, 보건, 부모교육, 학습지원, 방과 후 활동 등 다양한 서비스를 통합적으로 제공하는 사례관리접근이 핵심적으로 활용되고 있다. 도입 이후 실시된 여러 효과성연구는 긍정적인 영향과 개선을 보고하고 있지만, 강력하고 기대했던 성과를 충분히 보여주지는 못하고 있다. 드림스타트가 애초 달성하려 했던 정책목표를 위해서는 향후 재정지원 확대와 안정적인 정책지원이 필요하다. 드림스타트 표적 집단인 취약계층 아동 모두가 드림스타트를 이용하고, 그들이 경험하는 불평등과 격차를 극복하기 위해서는 풀어야 할 과제가 여전히 남아있다. 드림스타트가 고려하고 추진해야 할 향후 과제들을 실천적 측면과 정책적 측면에서 제시하였다.

도심지 대심도 터널의 지하수 변동 영향 제어 방안 (Groundwater control measures for deep urban tunnels)

  • 제1기~제3기 지하철로 대표되는 우리나라 도심지 터널에는 대부분 관용터널공법에 의한 배수형 터널형식이 적용되어 있으나, 최근 도심지 대심도 공간을 적극적으로 활용하는 건설사업이 광범위하게 추진되고 있다는 점을 고려할 때, 기존 도심지 터널의 경험적 규칙에 부합하지 않는 부정적 영향이 발생할 수 있는데, 특히 주로 배수형식을 적용해 온 우리나라 터널기술 관행 상, 지하수 변동과 그에 따른 수리역학적 거동이 발생할 가능성이 크다. 배수형 터널형식 적용의 문제를 해결하기 위해 지하수 변동을 제어하는 시도가 이루어지고 있는 바, 그러한 경우에 필요한 터널 지하수 관리기준의 개념 설정 및 터널수리역학적 거동에 대한 분석을 수행하였다. 도심지 대심도 터널 건설로 인한 지하수 변동 문제를 예방하기 위해서는 현재, 수위를 획일적으로 제어하는 내용의 지하수 관리기준이 지하안전영향평가 단계에서만 적용되고 있는 경험적 기술관행과 관련하여, 터널 내 유입량을 제어하는 방향으로 개념전환이 필요하다는 점을 제시하고, 터널 계획시 허용유입량 설정에 필요한 지하수위 - 터널 내 유입량 관계를 도출하였다. 이러한 터널 지하수 관리개념의 도입이 향후 추진될 다양한 도심지 대심도 터널 건설사업에서 지하수 변동과 그로 인한 지반침하, 지하수자원 고갈 및 유지관리 성능저하 등의 문제 해결에 도움이 될 것으로 판단된다.
