This study analyzes a relationship between Data Envelopment Analysis(DEA) efficiency scores and a normalization index in order to examine the validity of DEA models. A normalization index concerned in this study is 'sales per R&D project fund' which is regarded as a crucial R&D project performance evaluation index in practice. For this correlation analysis, three distinct DEA models are selected such as DEA basic model, DEA/AR-I revised model(i.e. DEA basic model with Acceptance Region Type I constraints) and Super-Efficiency(SE) model. Especially, SE model is adopted where efficient R&D projects(i.e. Decision Making Units, DMU's) with DEA efficiency score of unity from DEA basic model can be further differentiated in ranks. Considering the non-normality and outliers, two rank correlation coefficients such as Spearman's ${\rho}_s$ and Kendall's ${\tau}_B$ are investigated in addition to Pearson's ${\gamma}$. With an up-to-date empirical massive dataset of n = 482 R&D projects associated with R&D Loan Program of Korea Information Communication Promotion Fund in the year of 2011, statistically significant (+) correlations are verified between the normalization index and every model's DEA efficiency scores with all three correlation coefficients. Especially, the congruence verified in this empirical analysis can be a useful reference for enhancing the practitioner's acceptability onto DEA efficiency scores as a real-world R&D project performance evaluation index.

Following principal-agent relationship between government and funding agency effects on efficiency and management of project, this paper suppose that project management cost rate variable on outsourcing and administration of institution, applies multiple regression analysis and logit analysis by using factors that procurement status of institutional operating expenses and each subordinates scale (Budget, subject number) and method (Top-down/Bottom-up), not a total amount, for examining factors following project efficiency analysis and way of commission. The major variables which effect on efficiency of institution are management cost scale (0.36), institutional operating expenses ratio (-0.47), way of outsourcing, the factors that affect way of outsourcing are portion of project management cost (-38.5) and institutional operating expenses rate (-11.7). This means both legal and financial stability are necessary and it is avoidable moral hazard and adverse selection on principal-agent problem.

The Construction Management(CM) System in Korea is systematized both in name and reality by being prescribed in Construction Industry Act('97) and Construction Management Act('01) through various discussions considering reformation of construction industry structure and enhancement of construction technology competitiveness. Specially in the public construction works, CM Pilot Project is promoted by central government for the activation of CM system introduced for efficiency of public construction project. The promotion of Pilot Project is not only the settlement and activation of CM system but also the process to embody and diversify the CM system. Now we should develop various CM application type such as Owner type, PM type and type for private capital project in doing so. And with this efforts, we could expect that CM system should play an important role to enhance the efficiency of public construction works and should affect private construction sector.

Purpose: The purpose of this study was to propose supply chain management efficiency by analyzing moderating effect on the training support project in small and midium-sized enterprise. Methods: The collected data through the survey were analyzed using multi?regression analysis. The measurement tools used for this study were divided into three dimensions such as personal characteristics, supportive environment and training effect. Results: The results of this study are as follows; first, it was found that the effects of personal characteristics and supportive environment were significant on training effect. Second, significant differences were found between supply chain management active group and inactive group. Third, moderating effect of supply chain manage efficiency was found between variables. Conclusion: SME supporting project in training program needs supply chain management efficiency for training effect. Supply chain management needs to be promoted in SMEs not only for performance but also for their workplace learning and learning culture.

This paper presents the change and contents of rural community development project by literature review. And this paper analyzes the results and problems of rural village in rural community development project. The aim of this study is to suggest the improvement method of rural community development project. Based on this study, mainly three results can be drawn as follows ; first, rural community development project must establish sustainability and locality to main direction of project. Second, this project demand new system and role of local government. And the third, this project are performed by residents, and an educational program and public information to inspire participation consciousness are necessary.

Project management is critical for the success of the large and complicated IT project. Accordingly, to improve the efficiency of the project management, operation of separate Project Management Office (PMO) organization is getting important. Despite the appreciation of PMO as necessary for project success, the result has not always been positive. In this respect, we intended to formalize the PMO success model by incorporating necessary factors related to PMO services and capabilities, and their relationship. Empirical testing results verified critical antecedents comprising PMO services, which included schedule, quality, budget and others. Furthermore, moderating impacts of PMO capabilities are quantitatively assessed. The research findings offer practical insights for successful management of PMO.

Large-scale construction projects require various license and technologies for the manufacturing and handling processes. Also, the whole life cycle business process management determines the success of the project. Then, the efficiency of the business conducted by stakeholders and their possessed technology should be enhanced in order to strengthen their competitive power. For this reason, many experts pointed out to focus on the improvement of the life cycle process and efficient management. Since it is very important to keep up-to-date data and utilize it for work during the long-term project to reflect changes in the large-scale project, the most important part of the project management in project is information change management. Therefore, the objective of this study is applying configuration management(CM) technique in order to managing change data generated for planning in early phase. The result of this research will certainly assist the large-scale project managers in the development of information change management system.

Block Grants System to the agriculture sector has been started from 2010. This paper has been studied for the effective Integrated Rural Development under Block Grants System. For this, project evaluation items and indicators (PEI) were studied by internal and external example and specialist questionnaire on project evaluation. As the result of study, necessity of project, faith of project, efficiency of project, utilization of resources and operating capability were established in planning step, and most important PEI was established the necessity of project. And in enforcement step, performance result, monitering, capability, achievement and maintenance were established, and most important PEI was established performance results. Finally, monitering, capability, achievement and maintenance were established in completion step.

Many project (such ESCO or BRP) are being implemented for existing building energy saving. Most of medium or large building that use many energy being implemented this project. In the case of large or medium building must implement obligatorily Energy auditing. Therefore, They can be recognize their building energy consumption situation. But, In the case of small building don't need obligatorily energy auditing. Therefore, They can't be recognize their building energy consumption situation. As a result, Small buildings are difficult to participate in energy efficiency retrofit. In this research, Building owners of buildings energy load recognition and energy efficiency retrofit possible participation was analysis though survey. Survey results, Most building owners don't know building energy load. But they have a good mind to retrofit building energy efficiency. As a result, If they have energy load information, they will be participate energy efficiency retrofit.

Based on the characteristics of 'Korean electric power industry R&D programs', this study proposes a new performance evaluation framework where electric power industry related R&D projects are scrutinized. The abovementioned R&D programs have their own goals and especially they emphasize the effectiveness as well as the efficiency of each subordinate R&D project. Hence, in this framework, a performance evaluation procedure is established and then a mathematical model is developed according to the procedure. The model calculates performance evaluation indices for a set of R&D projects integrating the effectiveness with the efficiency of each R&D project. In a case study with an empirical dataset, statistical significance is tested on the integrated performance evaluation indices of R&D projects regarding organizational types and program categories considered.
