A study on the Project Process Management System (PPMS) for the effective management of R&D projects (연구개발(R&D) 프로젝트의 효과적 관리를 위한 과정모형에 관한 연구)

  • This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

  • Recently, various 4D CAD systems for visualizing construction schedule data are being developed. Specially, in case of railway project, the numerical information of progress data should be changed with visualized data by long construction section because the railway project consists of long length in construction site. This study suggests a case study of development of 4D CAD system for visualizing schedule information and the major functions of developed system are verified by railway project. The detailed application procedure of 4D CAD system including input data for a railway project is described in the study. The practical application of 4D CAD system can be improved in railway project by these demonstration researches.

  • The purpose of the research is to propose an integrated project planning process and its implementation method. Although there is increasing interest in the application of the Earned Value Management(EVM) method in the project management area, the progress and maturity of the technical performance have not been included in assessing the Earned Value. The main concept of the planning process is to use cost, schedule, as well as the technical performance in the assessment of the Earned Value Management for Military R&D project management practices. The resulting process can enhance the efficiency of the project work by eliminating the currently duplicated activities between traditional project planning process and the newly implemented Earned Value Management process and by shortening the early planning process duration of projects adopting EVM practices.

  • Yesan-gun was selected to receive a "Village Community Garden Project" in 2018 to foster a sense of community and improve the urban landscape by working with neighbors to create a happy living space for residents. Yesan-gun selected Sapti Park, located in Yesan-eup, as the project site. The project was carried out through the design charrette method (an intense period of collaborative creativity) to allow residents to propose and design park concepts themselves for the community garden construction project to ensure that that the park facilities would provide something for everyone to enjoy. This study followed the actual design project that actively introduced the design charrette in planning the community garden, describing the entire design process from planning to construction and revealing how the opinions of residents were projected onto the design drawings. The purpose of the project was to advance user-participation design methods by reviewing the progress of the design charrette process and to examine how storytelling, the act of conveying ideas through a fun and persuasive story, transformed the plans for the community garden.

  • A five-year project for Nb-based single flux quantum (SFQ) circuits supported by Japan's Ministry of Economy Trade and Industry (METI) in Japan was started in September 2002. Since April 2003, the New Energy and Industrial Technology Development Organization (NEDO) has supported this Superconductor Network Device Project. The aim of the project is to improve the integration level of Nb-based SFQ circuits to several ten thousand Josephson junctions, in comparison with their starting integration level of only a few thousand junctions. Actual targets are a 20 GHz dual processor module for the servers and a 0.96 Tbps switch module for the routers. Starting in April 2003, the Nb project was merged with SFQ circuit research using a high-T$_{c}$ superconductor (HTS). The HTS research targets are a wide-band AD converter for mobile-phone base stations and a sampling oscilloscope for wide-band waveform measurements.

  • This study aims to suggest a methodology for developing the AR-4D CAD system which can improve construction progress control process by using augmented reality(AR) technology for civil engineering project. This study reviews practical application of AR process in 4D CAB system and suggests the detailed requirements, information flow system and integrated interface function for developing AR-4D CAD system. Through these methods, this research classifies main functions of AR-4D CAD system that can visualize construction progress control data, and suggests an operation scenarios of the system.

  • In the construction phase, the existing schedule management system by 4D CAD has been difficult to check for a status and progress of construction product in real-time because it simulates only VR (virtual reality) object based on a planned schedule. This study suggests a construction schedule management system by telepresence technique that can visualize progress status in real-time by using 4D CAD system based on remote monitoring. The telepresence methodology and system were developed in the study and they were verified for a railway construction project. The developed system can examine the status and progress of construction because it can compare 4D simulation based on planned schedule with real-time site images through web-camera.

  • The current progress in computer and electrical engineering has enabled the construction industry to implement innovative technologies in design and engineering. However, the construction segment is still largely based on experience, and this makes it difficult to meet the recent rigorous specifications, especially in the highway construction. This paper describes the current progress and the findings in the development of the computer integrated asphalt paving system, which is expected to assist the equipment operators to construct the quality pavement. The technologies to collect the required information, preferably in real-time, were reviewed comprehensively, and the selected technologies are proposed for the future development. Positional and thermal data were collected at the sample project in real-time to verify the capability of the available technologies. The collected data was analyzed using multiple regression method to confirm the significant factors for the compaction of the sample project, and to develop the empirical model, which can be adopted in the future system.

  • Typically, we regularly have carried out a technical review to know a progress status and outcomes of a project to the appropriate technical plans. But during the technical review executed at a planned point of time, lots of problems; reports of an ambiguous progress status and outcomes, a discordance between opinions, and an hour's delay, have been occurred. To solve those problems an early stage, an informal reviews are executed before the formal technical review. One of the informal review is the Peer-Review. This paper is a matter of the effective and efficient Reer-Review process utilized in performing the national research and development project. Additionally, it was presented a general misunderstanding and improvement plan about the Peer-Review.

  • This paper addresses a methodology for monitoring the first phase('92-94') progress and its implication fo Highly Advanced National R&D Projects (HAN or G7 project) in Korea. The authors suggest a three-stage life cycle model for the management of national R&D program; planning stage, implementing & monitoring stage, and evaluating & harvesting stage. The interim evaluation, the main focuses of this paper, is one of the key issues for the effective management of national R&D program at the implementing & monitoring stage. The conceptual framework of the interim evaluation was developed both through reviewing related literature and considering the characteristics of the HAN program. A stepwise procedure of interim evaluation was introduced: 'initial screen' and 'detailed examination'. At initial screen all 11 projects were reviewed in terms of both their relevance and performance in order to decide whether further detailed scrutiny is needed or not. If there exist critical problems on the relevance or on the intermediate progress of each project, it is to be under further detailed examination. Evaluation was initiated by the G7 Planning and Evaluation Committee, which was established for advising, directing, and monitoring the HAN Projects, with the help of large number of experts from industries, universities, and research institutes. The monitoring results were reported to the related ministries and project coordinating agencies, and reflected in the second phase.
