A Study on Construction of Metro Rapid Transit Network in Daegu Area (철도와 지역발전 - 대구권 광역전철망 구상과 지역발전 효과)

  • Construction of metro transportation infra is a large-scale project requiring tremendous financial resources. This study suggests operation method to use for rapid transit line existing infra such as Gyeongbu line and spare line capacity following second phase KTX construction. Reviewing various constraints of metro rapid transit operation, we found that the conditions for metro rapid transit operation are already satisfied in Daegu area, just like the case of Gyeongbu line in Seoul Metro area. Also, the evaluation of the economic feasibility of metro rapid transit operation in Daegu area shows that B/C is about 2.4, which implies that there is sufficient economic feasibility. According to the result of sensitivity analysis, the project is economically feasible unless the passenger demand decreases 15% and construction costs increases more than 70%. B/C is evaluated large because the utilization of already exiting infra lowers the initial cost. As one of mass transportation system of large capacity, metro rapid transit can generate significant spillover effect: It will strengthen competitiveness of metro area by connecting cities within the area and by extending one-day life zone of the area, to say nothing of the benefit of improving traffic condition. The construction of metro rapid transit network is necessary for the mass transportation system of Yeongnam area as well as Daegu area, and it may work as a starting point for uniting Daegu and Gyeongbuk and strengthening regional competitiveness.

Development of BIM Functions and System for Construction Project Through Project Life Cycle -Focusing on Bridge Construction Project- (건설프로젝트 생애주기 BIM 활용 기능도출 및 시스템 구축 -교량공사를 중심으로-)

  • Recently, BIM (Building Information Modeling) technique is being considered as a critical delivery condition for the public projects according to the increase of best practices by practical application of BIM. However, since existing BIM studies are focused on the design and construction phases, those results are not considering the life cycle of a construction project. Therefore, this study suggests an integrated BIM operation process that enables an application of BIM for each phase of a construction project from planning to maintenance phases and develops an integrated BIM system based on the suggested methodologies. This study developed basic BIM functions and its application process by analyzing information systems in each project phase for a bridge construction project. Besides, this study performed case study and survey analysis for construction managers to verify a practical applicability of the developed system. Therefore, it is expected that the integrated BIM system is going to be utilized as a 3D-based integrated information management system considering life cycle of construction projects.

  • For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase. Particularly, data modeling based on domestic Sewage Treatment Equipment maintenance cost DB was performed, and maintenance cost estimation trend line is suggested using Monte carlo Simulation Method to decrease uncertainty of actual results DB and for feasibility study.   • PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

  • In March 2007, Korea's Ministry of Construction & Transportation (MOCT) established "Guidelines on the Computerization and Use of Geotechnical Investigation Results," which took effect as official instructions. The 2007 Geotechnical Information DB Construction Project is underway as a model project for a stable geotechnical information distribution system based on the MOCT guidelines, accompanied by user education on the geotechnical data distribution system. This study introduces a geotechnical data entry system characterized by the standardization of the geotechnical investigation form, the standardization of metadata for creating the geotechnical data to be distributed, and the creation of borehole space data based on the world geodetic system according to the changes in the national coordinate system, to define a unified DB structure and the items for the geotechnical data entry system and to computerize the field geotechnical investigation results using the MOCT guidelines. In addition, the present operating status of the geotechnical data entry system and entry data processing statistics are introduced through an analysis of the model project, and the problems of the project are analyzed to suggest improvements. Education on, and the implementation of, the model project for the geotechnical data entry system, which was developed via the standardization of the geotechnical investigation results form and the metadata for institutions showed that most users can use the system easily. There were problems, however, including those related to the complexity of metadata creation, partial errors in moving to the borehole data window, partial recognition errors in the installation program for different computer operating systems, etc. Especially, the individual standard form usage and the specificity of the person who enters the geotechnical information for the Korea National Housing Corporation, among the institutions under MOCT, required partial improvement of the geotechnical data entry system. The problems surfaced from this study will be promptly addressed in the operation and management of the geotechnical data DB center in 2008.

  • Recently, researches on IT Service Management (ITSM) for improving information system operation service and information system outsourcing cost estimation model are proliferating. This study suggests a new cost model of IT operation service and optimizing method based upon the characteristics of operation service as a long-term and continuous business service for both user's and service provider's point of view. This study explains the cost optimization model of IT operation service by improving service request management process, such as adequate reception and control, proper valuation, process management using project management methodology, effective organization and time management of service personnel. Especially in this study, service ability improvement effect and fixed operation cost reduction effect are defined to prove the proposed new cost model.

  • Project evaluation is the process of evaluating the progress and results of a project. Smart city projects can be divided into system components (infrastructure, services, platforms), or projects can run simultaneously for multiple services. In addition, services are developed and expanded through additional projects. In order to ensure that the smart city, which is composed of various projects, proceeds in accordance with the goals and strategies, periodic project evaluation is required during the project implementation process. The smart city project evaluation system proposed in this paper is designed to provide comprehensive and objective indicators by reflecting various factors that must be considered for projects occurring in all stages of planning, design, construction, and operation of smart cities. The indicators derived from the evaluation system can be used by decision makers to determine the direction of smart city project development. In addition, it is designed so that the performance of the project can be evaluated interim before the end of the project and the feedback obtained from it can be reflected. To introduce the application method of the smart city project evaluation system proposed in this study, the evaluation system developed in this study was applied to the smart city project case of Incheon Free Economic Zone (IFEZ). Based on the evaluation results, items that can maximize the improvement effect of each smart city project item were presented, and the direction of smart city project implementation was suggested. By utilizing a smart city project evaluation system that reflects the characteristics of smart city projects that are composed of multiple projects, comprehensive planning and management of smart city projects will be possible, and this study will serve as a reference for identifying priority improvement factors for projects.

  • It is expected that domestic railway vehicle operation companies may be subjected to GHG emission reduction when GHG emission system is enforced. This study aimed that reviewing on GHG emission system such as CDM, VCS and KCER, and analysing availability of GHG emission credit acquisition for railroad transportation sector. In order to estimate GHG emission credit, a GHG emission estimation methodology should be developed, which includes GHG emission baseline estimation and GHG emission monitoring method, MRV method and etc. Modal shift project, high speed train technology, straight lining project, mass transportation technology, operation optimization tehcnology and etc. may produce GHG emission credit.

  • A study on Technical Specifications of the current collection system in G7 Korean High Speed Train Project is performed in this paper. First, an appropriate level of contact wire tension for 350km/h commercial operation is proposed based on the foreign high speed train operation experiences and a relevant technical criterion, Second, two optimized design specifications of the pantograph for G7 Korean High Speed Train are proposed based on current collection quality. In order to perform design optimization, a formulation on the follow-up characteristics of a pantograph with 3 levels of masse-spring-damper is derived in this paper. Dynamic design parameters of the pantograph are adjusted to maximize follow-up capability at the dropper and span passing frequencies.

  • This study finds out and suggests success factors for the application of RIMS project through the case study of Seoul Metro and literature survey. The successful application of RIMS needs expert knowledge and concept of BOM, standardization of maintenance planning, check lists of heavy maintenance inspection, organization structure of rolling stock maintenance offices, material management system of warehousing and the process of parts repairing between offices, connection of material ordering system, problem solving of circular spare parts administration among inspection, maintenance, and material organizational units, systemic serial number management of parts with RFID, daily closing diary connected with work process chart, and sufficient period of RIMS's test run. RIMS contributes to real time management of rolling stock maintenance, transparency of management, reliability of train operation, customer satisfaction, and management innovation.
