This paper presents a Rotem's methodology for the establishment of train operation plan in Railway system. Train operation plan is the key prior plan to proceed the design of the civil and E&M relevant subsystem. But, due to the limitation of the environmental and project condition, common consensus to the key factors which make up the operation plan have not been accomplished. So, as a result of this comparative review for the general approaching method of train operation plan and application status of the major key factors being performed by Rotem, we will get the opportunities to improve the accuracy of the train operation plan.

The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

최적 발주방식을 선정하는 것은 해당 사업의 성공적 수행을 위한 것이며, 이는 곧 사업의 목표를 달성시키는 것이다. 또한 사업특성에 적합한 발주방식의 선정과 사업의 성과는 밀접한 연관성을 갖는다. 이러한 취지에서 재정경제부는 2007년 10월 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모${\cdot}$기술제안입찰"이라는 발주제도를 새로이 도입하였다. 다양해진 발주제도를 효율적으로 운영할 수 있도록 하기 위해 본 연구는 공공건설사업의 특성을 정량적, 정성적으로 평가하여 해당 사업에 가장 적합한 발주방식을 선정할 수 있도록 하는 발주방식 선정모델을 제시하였다. 그리고 발주방식 성과평가 모델을 함께 제시하여 발주방식 선정 및 운영의 결과를 후속 사업의 피드백 할 수 있도록 하였다. 이와 같은 표준적인 모델은 공공발주기관의 의사결정을 지원하는 도구로 활용될 수 있을 것이다.

현재 추진되고 있는 무선통신을 기반으로 하는 열차제어시스템 개발 프로젝트에서는 상호운영성 및 상호교환성을 고려하는 하부시스템의 개발을 목표로 하고 있다. 이 프로젝트는 상위 시스템 수준의 설계보다는 주로 하부시스템의 설계에 집중되어 있다. 시스템에 대한 시험평가는 시스템 사양에 대한 만족 여부를 확인하는 것이며, 이에 따라 시스템 수준으로 통합된 시스템 사양서가 필요하다. 본 연구에서는 시스템 사양서가 마련되지 않은 하부시스템의 설계단계에서 최상위 시스템 수준의 시험평가에 대한 방안을 제시하였다.

MMI system for strip caster 2 is described. It has been developed as a PC-based MMI system whose data is collected from the VME-based control system by ETHERNET. MMI elements that mimic the caster and its utilities are designed by using commercial program. In order to implement the UDP/IP communication in MMI, UDP/IP manager program with DDE that is a intercommunication protocol in MS-window is developed and connected with MMI mimics. Operator commands in MMI system are carried out immediately in VME system and the responses are displayed on MMI system. The developed MMI system has been proven to be convenient and stable through the operation of the past 5 years.

2005년 1월 '사회기반시설에 대한 민간투자법'이 개정되면서 처음으로 BTL 사업이 시행되었다. 민간의 효율과 창의를 발휘하여 높은 수준의 공공서비스를 조기 또는 적기에 제공하기 위한 방책인 BTL 사업은, 건물이 완공된 이후 $20{\sim}30$년 동안 민간업체가 운영 및 관리를 해야 하기 때문에 기획${\cdot}$설계${\cdot}$시공${\cdot}$운영관리의 사업단계 중 운영관리 단계가 사업의 성패를 좌우하는 핵심 부분이다. 하지만, 운영부문에 있어서 Risk 대응방안의 부재, 종합관리System의 부재, 성과수준요구서의 모호함 등의 문제점들이 나타나고 있고 이러한 문제들은 BTL사업의 성패를 좌우하는 요소와 연계된다. 본 연구에서는 문헌조사 및 전문가 면담을 통해 BTL사업 운영부문의 형황 및 실태를 살펴보고 문제점을 분석함으로서 효율적인 사업추진을 도모하기 위한 개선방안을 제시하는 데 그 목적이 있다.

프로젝트식 교과과정인 협동프로젝트가 성공적으로 운영되기 위한 가장 중요한 요소는 체제적이고 합리적인 평가라 할 수 있다. 본 논문에서는 단순한 결과 지향적인 평가를 벗어나 학습자에게 스스로 문제점에 대해 진단하고 개선할 수 있는 다차원 수행평가지원 시스템을 설계 및 구현한다. 이 시스템은 협동프로젝트를 이수하는 모든 과정을 평가함으로써 평가자와 피평가자 모두 평가 결과에 대해 만족할 수 있도록 구성하였다.

캡스톤 설계 교과목은 학생들의 실무 프로젝트 향상을 위해서 대학교 학부과정에서 개설되어 있다. 본 논문은 캡스톤 설계 교과목을 효율적으로 운영하기 위한 방안을 제시한다. 제시하는 캡스톤 설계는 기업체의 외부 아웃소싱 연구소 형태로 운영되고 기업체가 주제를 제시하며 당해 연도 4학년 학생들이 프로젝트를 수행하고, 다음 해에는 3학년 학생들이 이어 받아 진행하게 함으로써 단발성이 아닌 지속적으로 유지되도록 운영한다. 이를 토대로 기업체는 원하는 프로젝트 결과물을 얻을 수 있고, 대학교는 학생들에게 실무중심의 팀프로젝트 경험을 쌓게 함으로서 기업체-대학교가 상호 이득을 얻을 수 있을 것이다. 제안하는 운영시스템을 실제로 컴퓨터공학 계열학과에 적용하고, 교과목 수강 학생과 참여 기업체의 멘토를 대상으로 설문조사를 수행하고, 제안시스템의 운영 결과를 분석한다.

The BTL project, 4 years since its operation. has benchmarked the PFI Project in Japan and has been introduced. Given the evaluation step to select a preferred bidder, in a technological factor, the basic plans are corrected and complemented, whereas in a price factor, the low price bidding system is being enforced. There is concern that how to select preferred bidders and how to operate project costs during operation and management period may be problematic. Thus, in this study, using the Analytic Hierarchy Process, the method of deciding the priority to select preferred bidders in an early stage of the project and the evaluation model to evaluate the validity of BTL project expenses in process of project enforcement are established. Targeting the group composed of experts who have experiences in the BTL project. Then, the levelling of evaluation factors and grouping have been carried out as following : LCC analysis and disbursement for government including two more detailed factors.

The Centralized Traffic Control(CTC) System of Urban Railway is an element(subsystem) of the Urban Railway system to aim safety operation and efficient management of rolling stock in accordance with a train scheduling program in train operation ways. That's why the CTC System must be developed considering systematic and safety-guaranteed methods such as RAMS(Reliability, Availability, Maintainability, and Safety) refereed to IEC standards. The CTC System is consists of rolling stock, signaling, power supply, communication, and mechanical equipment and preforms control and remote monitoring functions. The technical activities considering safety process are very important at such an early stage of development in a railway project. This paper introduces RAMS activities and an independent safety assessment by $3^{rd}$ Party focused on a safety applied to a development of the CTC system of Urban Railway and proposes the experiences as well practices.
