최근 공공기관 및 금융권에서는 경쟁력 향상을 위한 정보시스템의 통합으로 프로젝트 규모가 대형화되고 있으며, 프로젝트 수도 날로 증가하고 있어 정보시스템 프로젝트 관리를 위한 적절한 방안이 필요하다. 프로젝트 관리, 성공요인 및 실패요인에 대한 연구는 많이 수행되었으나, 프로젝트 관리 영역 간에 미치는 영향에 대하여 체계적인 연구가 미흡하였다. 본 연구는 선행 연구와 발주자, 개발 PM과 정보시스템 구축 전문가들인 정보처리기술사를 대상으로 설문 및 인터뷰를 통하여 범위, 일정, 품질, 인력, 위험 프로젝트 관리영역으로 도출하였다. 그리고 도출된 각 관리영역들에 대하여 상호 미치는 영향도 및 관리영역간의 상대적인 중요도의 분석하였고, 관리영역의 진행 상태를 계획, 실행, 완료 단계로 구분하고, 각 진행단계의 수행상태를 평가하는 틀을 제시하였다.

단일지역 국내 최대규모의 대형복합건설공사인 인천국제공항 건설사업은 환경 및 특성상 태동단계에서부터 사업관리체계 도입의 필요성이 제기되었고 94년 12원 사업관리용역계약이 체결됨과 더불어 본격적인 사업관리체계 구축 및 운영에 착수할 수 있었다. 사업관리용역계약이 체결될 시점에서는 국내의 건설관련법규가 이를 뒷받침하지 않은 상태여서 도입효과에 대한 논란이 많았으며 또한 CM에 대한 인식 및 인프라가 매우 미흡했기 때문에 실제 사업에 적용시켜 운영하는 과정에서는 적지 않은 문제점이 발견되는 등 매우 어려운 여건이었다. 그럼에도 불구하고 사업목표를 성공적으로 달성할 수 있었던 것은 학계와 산업계의 지대한 관심과 더불어 종사자들의 헌신적인 노력이 있었기에 가능했다. 본 고에서는 인천국제공항의 사업관리체계 적용과정에서 나타난 제반 문제점을 분석하여 보다 현실적이고 바람직한 사업관리체계의 정착방안을 제시함으로써 국내에서 CM제도가 보다 다른 시일 내에 올바르게 정착될 수 있는 환경 조성에 일조 하고자 한다.

This paper explains about general considerations and project management for a modern electric utility EMS/SCADA system. This paper also attempts to help engineers in the following situation: They are given the task of specifying, buying and installing a EMS/SCADA system. When do they start? What tools/texts/guidelines are available to help them out? If it is a large system, methodical project management is necessary. What are the critical tasks to be undertaken? When should they been done and how does their timing impact the whole project.

본 연구는 금년 초에 착수한 과학기술종합지식 경영시스템(R&D KMS) 개발 사업을 소개한 것이다. 본 사업은 과학기술부 지원 하에 국내 다수의 과학기술연구소와 개발사업체등이 공동으로 과학기술 연구개발 종사자와 유관기관들 간에 과학기술 지식공유 및 R&D 관리효율성을 위하여 추진된 것이다. 개발된 R&D KMS는 과학기술 지식포털, 지식저장검색시스템, 연구관이시스템 및 R&D그룹웨어 등의 4까지 부문으로 구성된다. 3개년 동안 개발된 이 시스템은 연구개발종사자, 소속기관의 연구개발관리부서는 물론 정부의 과제관리기관의 연구개발활동 및 과제관리를 효율적으로 추진하는 기반이 될 것이다.

GS건설은 당사에서 수행하는 모든 Project에 종합건설사업관리시스템인 TPMS (Total Project Management System)를 적용하고 있다. 국내 현장(現場)은 물론 해외에서 수행하는 모든 Project에도 TPMS를 적용하여 공사를 수행하고 있는데, 특히 해외 현장에서는 당사만이 아닌 협력업체부터 자재업체는 물론 발주처까지 함께 TPMS를 사용하여 성공적으로 사업을 수행하고 있다. 이렇게 적용된 당사의 TPMS는 단순 문서 공유 범위를 넘어 각 이해관계자가 원하는 정보를 실시간으로 얻을 수 있고, 모든 정보를 별도의 가공 없이 Project 내 말단 엔지니어의 입력한 결과가 최종적인 현황으로 집결되어 보여지므로, 실무자에게는 업무 효율성의 증대를 가져오고 있으며, 이해 관계자들에게는 당사의 투명한 업무 수행 결과 공유를 통한 신뢰를 구축하는 성과를 거두고 있다. 본 논문에서는 이러한 성공 사례를 문서관리를 중심으로 공유하고 당사의 향후 추진 방향에 대해 설명하고자 한다.

For last three years, our research team have conducted the project named "Development of construction project management technology based on BIM/GIS platform. "We developed construction cost estimation system as well as 3D modeling engine at the first two year and established a web-system which could estimate the benefits of the project and further analyze the economic and financial feasibility of the project. This paper mainly focused on the functions and specifications of web-system. The system was composed of two modules: economic feasibility estimation module and financial feasibility estimation module. While the economic feasibility estimation module determines economic feasibility of the project based on traffic demand forecasting from the public's perspective, the financial feasibility estimation module determine financial viability of the project using toll fee of the road from private entity's perspective. Compared with traditional feasibility study, the proposed system provide users with better flexibility which can make users easily to validate the project upon the change of project environments. The system was also verified with an already accomplished project. The verification showed that proposed system could provide satisfactory accurate results with reduced time and resources.

6시그마 프로젝트 관리 시스템은 6시그마 추진기업의 지식경영 시스템으로 활용되어 왔지만 벨트의 프로젝트 관리 시스템 활용이 프로젝트 성과에 미치는 영향에 대한 실증적 연구는 전무한 상황이다. 따라서 본 연구는 6시그마 프로젝트 관리시스템의 활용이 프로젝트 균형 성과지표에 미치는 영향을 구조방정식 모형을 통해 실증적으로 분석하였다. 연구 자료의 결과에 의하면 프로젝트 시스템의 활용은 6시그마 프로젝트 학습과 성장관점에 영향을 미치고, 학습과 성장 관점은 내부 프로세스 관점과 고객관점에 영향을 미치는 결과로 나타났다. 내부 프로세스는 고객관점 지표에 영향을 미치고 고객관점 지표는 재무성과에 영향을 미치는 분석의 결과가 도출되었다. 내부 프로세스는 재무성과에 직접적인 인과관계가 없는 것으로 귀결되었다. 연구모형과 더불어 대안모형 분석이 추가로 이루어졌는데 연구모형이 대안모형보다 모형 적합도에서 나은 것으로 나타났다.

The nuclear power plant construction project is large-scale, has various stakeholders and computer system, and is produced and managed a large amount of information. The domestic nuclear power plant construction project has accumulated data based on many years of experience in the system. It has the competitiveness to suggeest alternatives that meet the requirement of the client in the overseas nuclear power plant project. Earned value management, which integrates schedule and cost, is possible to risk management. It was developed the earned value management system considering the the actual data properties and types of the preceding nuclear power plant construction projects. It will be able to increase the nuclaer power plant export competieiveness. Therefore, it was palned to carry out future stuies so that it be able to complement the measure to integrate cost and schedule in consideration of actual data(quantity of activity, etc.).

Project Management Information System (PMIS) is a special purpose information system that is created to provide useful information for project managers and participants to make effective and efficient decision making during projects. The use of PMIS is increasing in project based industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project management performance. However, it is unclear what are the difference of PMIS impacts between industries, and still need to be studied further. The purpose of this study is to compare the impact of PMIS on project management performance between industries. We assume that the effects of PMIS will be different depending on the industry types. Five hypotheses are established and tested by using statistical methods. Data were collected by using a survey questionnaire from those people who had experience of using PMIS in various project related industries such as construction, defense, manufacturing, software development and telecommunication. The survey questionnaire consists of 5 point scale items and were distributed through e-mails and google drive network. A total of 181 responses were collected, and 137 were used for analysis after excluding those responses with missing items. Statistical techniques such as factor analysis and multiple regression are used to analyze the data. Summarizing the results, it is found that the impacts of PMIS quality on the PM performance are different depending on the industry types where PMIS is used. System quality seems to be more important for improving the PM performance in construction industry while information quality seems more important for manufacturing industry. As for the ICT and R&D industries, PMIS seems to have relatively lesser impact compared to construction and manufacturing industries.

GS건설은 1996년 한국 건설업계 최초로 EVM 기법을 도입하여 공정과 손익을 연계하여 관리하는 PMS(Project Management System)을 구축하였다. 2006년 PMS에 Lean Construction 이론과 JIT(Just In Time) 개념을 접목하여 낭비요소를 최소화하는 최적의 업무 공정을 정립, TPMS(Total Project Management System)를 완성하여 건설현장에서의 생산성 극대화가 가능해 졌다. TPMS의 맞춤형 포탈정보는 발주처, 감리자, 협력사 등의 프로젝트 관계자들에게 맞춤식 정보를 제공하고 있다. 다양한 관계자들에게 필요한 정보들을 맞춤식으로 제공해 줌으로서 사용의 편리성 및 정보의 이용성을 극대화하였으며, 함께 하는 업무 환경을 제공하여 빠른 의사결정 및 원활한 정보공유를 이룰 수 있다. 본 논문은 TPMS의 동남권 현장 적용을 통해 건설현장에서의 PMIS의 성공적인 모델을 제시하고자 한다.
