  • To compete with large construction companies whose dominance in market share is deepening recently, the needs for improving field production system of mid-size construction companies have increased rapidly. The development of an adequate model that focuses on the organizational size and work process of the mid-size construction companies are needed to increase productivity through the informatization in the construction industry[0]. The authors of this study used case studies on the problems of the mid-size construction companies in procuring work and presented a method to solve such problems so that the managers in head office of those mid-size construction companies can effecitively deal with multiple sites[0].

  • The GALILEO Project is to be the one and only European Global Navigation Satellite System(GNSS). The GIVE-B satellite, a second experimental GALILEO satellite was launched and started the transmission of ranging signals. GIOVE-B satellite is intended as a trueprototype of future GALILEO satellite. So I introduce the standard deviation of code multi path, signal power, antennas performance and L1-E5 group delay etc. Therefore I comprehend the current progress and tend of GALILEO Project and try to propose the national countremeasures.

The Impact of LEED-Energy Star Certified Office Buildings on the Market Values of Neighboring Areas in New York City

  • Green building certifications are being adopted widely, and existing research continues to show an array of benefits to stakeholders of green certified buildings. However, little attention has been paid thus far to the effects these buildings may have on their surrounding neighborhoods economically. This research examined the effect of LEED and/or Energy Star certification on the neighborhoods surrounding certified office buildings from an economic standpoint with spatial and statistical analyses. This research showed the unit market value of LEED and/or Energy Star certified office buildings and the parameters of LEED and/or Energy Star certification had statistically a positive impact on the median unit market value of their neighborhood areas. The findings can provide useful insights into the possibilities for additional economic benefits of their neighborhoods, encouraging a win-win approach that enhances the local real estate market.

An Exploratory Study on the Project Performance by PMO Capability (PMO 역량에 따른 프로젝트 성과에 관한 연구)

  • In recent years, although numbers of corporations are bringing in PMO, they seem to be indifferent to PMO performance measurement. This demonstrates that there are also other reasons beside performance measurement of information systems (IS) project being ambiguous by introducing PMO; the lack of acknowledging the concrete function of PMO, and the scarcity of empirical study about the effect of PMO on the project members and project performance. In this sense, this study is aimed at proposing a new research model in which project success factors (i.e., standardization, management advocacy, and staff expertise) affect PMO capability (i.e., knowledge management, resources management, and problem solving competency) positively, leading to project performance (i.e., task outcomes, psychological outcomes, and organizational outcomes) eventually. To empirically test the research model, data are surveyed from PMO department and IS department. To prove the validity of the proposed research model, PLS analysis is applied with valid 132 questionnaires. By employing PLS technique, the measurement reliability and validity of research variables are tested and the path analysis is conducted to do the hypothesis testing. The path analysis results can be organized into 7 ways in large scale. First, standardization of project success factors has a positive association with knowledge management, resources management, and problem solving competency of PMO capabilities. The findings of this result indicate that the multiple or single project management should satisfy standardization in order to operate an effective PMO. Second, management advocacy of project success factors has a positive association with knowledge management, resources management, and problem solving competency. Management advocacy refers to the willingness of management to provide the required resources and authority for project success. There is agreement among researchers regarding the importance of management advocacy for favorable PMO capability. Third, staff expertise of project success factors has a positive association with knowledge management, resources management, and problem solving competency. The findings of this result indicate that the formation of an exceptional consultant or members with a proficient knowledge for staff expertise of project member is the key factor to elevate the PMO capability. Past research suggests that experience and knowledge and the resultant familiarity with the problem faced can be an important determinant of PMO capability. A capable project with appropriate staff expertise means that it enjoys a diversity of abilities and experiences. Fourth, knowledge management competency of PMO capabilities has a positive impact on psychological outcomes but has no direct effect on task outcomes and organizational outcomes. In domestic case of S. Korea, PMO was finally introduced to many other corporations in 2005 though it started bringing in 2000. Therefore, it had neither a significant impact on the task outcomes nor organizational outcomes by lacking the contents and the infrastructure of the knowledge management because the knowledge consolidation and management period of PMO is comparatively shorter by terms than other foreign nations. Fifth, resources management competency of PMO capabilities has a positive association with task outcomes, psychological outcomes, and organizational outcomes. In addition, problem solving competency of PMO capabilities has a positive association with task outcomes, psychological outcomes, and organizational outcomes. Therefore, the findings of this results stress that PMO capabilities has a positive impact on project performance. Sixth, according to the path analysis of the hypothesis, which suggested in this research, problem solving competency is the PMO capability which is the key success factor for task, psychological, and organizational outcomes as an integrated performance model. Further, the analysis reveals that problem solving competency is an important factor for integrated performance model. The finding is in line with past IS research, which affirms that the work of IS projects is essentially a problem solving endeavor. Seventh, in the path analysis of the hypothesis in this research, the path of the management advocacy $\rightarrow$ problem solving competency $\rightarrow$ organizational outcomes appears to be the most important and strongest path. In brief, the finding of this study suggests that project success factors influence PMO capability positively, and project performance as well. From the results, it can be concluded that PMO helped great improve the project success rate and project performance. This study advances research on PMO capability in three important aspects. First, the findings of our study have implications for IS theory and future research. Our study contributes to IS theory by synthesizing concepts from PMO research and project management research with those in IS research. We proposed and tested PMO capability of IS projects and the findings of our investigation provided some preliminary answers to some of the questions raised. Secondly, this thesis does not only help depicting the concept of IT governance but also approaches empirically. It makes a gradual approach to the main content, step by step, in contrary of simple standard, scholastic way of thinking. Finally, we argued that this task-oriented(technical) view is not sufficient to adequately conceptualize IS project performance. Hence, we applied that the research on organization teams, which provides a flip viewpoint to that of project management research in that it gives more weight for psychological outcomes of organizational work groups, can be very helpful in reconceptualizing the IS project performance construct. The limitations of this study are also discussed to provide research directions for future research.

Material Planning Model for Multi-Project Management in Medium-sized Construction Companies (중견건설업체의 다중현장관리를 위한 자재소요계획모델)

  • As the scale of construction work is enlarged, complicated and diversified, construction information from the large number of construction sites is happened and reported to the head office. To control much information generated in construction sites simultaneously, the necessity of supporting system which can extract necessary information is increased. However, compare with large companies, medium-sized companies's organization of head office and management system is weak, so it's difficult to manage multi-projects. Among these site managements, resource management is an important management area. But, resource planning is based on experience and judgement and have not associated with schedule information. So when schedule if changed, the plan must be amended manually. This study investigates material-planning model for multi-project management which is connected with daily report system and scheduling software.

An Evaluation Model of IT PMO Performance Using Pentagon Model (Pentagon Model을 활용한 정보화 프로젝트 PMO의 성과평가 모형 제시)

  • Precedent studies revealed that success of IT project strongly depends on the competency of PMO(project management offices), however, there are only few studies which show the importance of PMO competency. In this study, we will suggest an evaluation model of IT PMO competency using the Pentagon Model which is a tool to assess the performance of project organization, and the Analytic Hierarchy Process. We classified effect factor of PMO competency into 25 items in 5 fields such as Structure, Technology, Culture, Interaction, Social Relations and Networks based on pentagon model, also analysis of criticality between the effect factors was conducted by AHP. The study result shows 3 factors of Structure were included in the top 10, while 2 factors of Technology, Culture, Interaction were included separately. In terms of Social Relations and Networks, only 1 factor was included in the top 10. Therefore Structure of PMO should be aggressively considered for the successful IT project.

  • The field organization management in construction industry is very important factor improvement and cost reduction. But, until now, evaluation methods on the existing field organization did not make ready and endeavor of organization betterment was insufficient in construction industry. The purpose of this study to provide basic data for reasonable selection and evaluation of the field manager through analyzing operation status of the existing field organization in apartment and office building project by interview and questionnaire on the 22 construction companies. This study presented optimal proposal on the selection and evalution of field manager for productivity improvement and cost reduction by means of efficient construction progress in apartment and dffice building project.

  • As buildings nowadays become taller in height and larger in size the safety review of lifting plan takes larger portion in construction project management. However, the cost and safety in lifting plan have a contradictory effect on each other. Therefore, an optimization algorithm needs devising as a solution of the contradictory problem. In many cases at construction sites, selections and stability review of tower cranes are assigned to equipment suppliers or field managers, which cause the problems in safety and cost of the projects. To improve the part of the current situation, a study on the optimization algorithm for designing the foundation of tower cranes is conducted in this study, which can be utilized by equipment suppliers or field managers to check the stability of tower cranes easily and promptly without substantial knowledge.

Korean Government Policy on Promoting SOHO Foundation (우리 나라 SOHO 창업의 활성화 방안)

  • Korea has suffered from unemployment of workers discharged from the companies and graduates, and matriarchs since 1997's IMF. Since then Korea has fallen into economic depression, therefore the graduates have not employed for several years and lots of workers have been discharged from their positions. SOHO(Small Office Home Office) is able to be considered as the alternative employing measure of the unemployers. SOHO foundation makes a great contribution to job creation and the social welfare throughout the country. Since its foundation needs small-scale facilities and investment, the discharged and unemployed can found SOHO easily and will do good business. Korea government should practice policies in order to promote SOHO foundation as follows. First, Korean government should enlarge various support measures for SOHO foundation, namely offering of useful information and promoting of SOHO foundation, etc. Second, she should carry out the SOHO foundation education for juveniles. In order to do this project, colleges and universities adopt the SOHO foundation lesson in the education course. Third, government should enlarge various government subsidies of SOHO foundation for the benefit of the discharged and unemployed.

Multi-Dimensional Hybrid Design and Construction of Skyscraper Cluster -Innovative Engineering of Raffles City Chongqing-

  • Designed by star architect of Moshes Safdie, Raffles City Chongqing includes a total of 6 mega high-rise towers 250 to 380 m tall, a sky conservatory, a 5-storey high shopping mall and a 3-storey basement car parking. Located at the confluence of the Yangtze and Jailing Rivers, the site for the project is imbued with a significance that is immediately symbolic, both as a sign of Chongqing's important past and as a vivid indicator of the city's thriving present and future. The design for the project to be situated at this gateway takes as its governing idea the image of powerful sails upon the water. The outer facades of the project's eight towers - the transparent surfaces that will face the water to the north - are meant to recall a fleet of ancient Chinese ships, with their huge rectangles of white canvas filled by the wind. This is a $1.13million\;m^2$ mega scale integrated project of office, retail, hotel, service residence and high-end residence with the transportation hub and traffic circulation at various levels of the project. This paper presents the multi-dimensional hybrid design, engineering and construction of this mega scale project. The innovations and the cutting-edge technology used in this project are introduced and discussed benchmarking the design and construction of the skyscraper cluster in a major city like Chongqing of China.
