프로젝트 거버넌스의 구성요인들이 IT 프로젝트 목표 성과에 미치는 영향 (The Impact of Project Governance Factors on IT Project Objectives Performance)

  • Companies are paying attention to project governance to realize their goal strategies, project success, and project value in a rapid and complex environment due to the development of information technology. This study aims to explore project governance and factors from literature review and practice guides related to project governance and empirically analyze the impact of project governance factors on IT project objective performance. The survey was conducted on project managers, project team members, and project management members with experience in carrying out business IT projects within two years at companies in various industries in Korea. The main conclusion is as follows. Among the project governance factors, disclosure and reporting that uses and reports using appropriate and reliable information about projects related to decision-making activities positively impact the achievement of IT project objectives: business success and stakeholder satisfaction. Among the project governance factors, project sponsorship, a role that effectively connects management and projects, and a project management framework that provides tools, procedures, resources, and techniques for projects positively impact IT project objective performance. This study is of academic and practical significance in that it identifies the definition and factors of project governance through companies in various industries in Korea and the positive impact of project governance factors on IT project objective performance.

  • Recently companies have increased the new projects to improve and innovate the business process in order to adopt the advanced technologies such as IoT (Internet of Things), Big Data Analysis, Cloud Computing, mobile and artificial intelligence technologies for sustainable competitive advantages under rapid technological and socioeconomic external environmental changes. However, there are obstacles to achieve the project goals, corporate's strategy and objectives due to various kind of risks based on characteristics of projects and conflicts of stakeholders participated on projects. Hence, the solutions are required to resolve the various kind of risks and conflicts of stakeholders. The objectives of this study are to investigate the impact of the project governance, agency conflicts on the project success based on agency theory by using the statistical hypothesis testing the relationship among those variables. As a result of hypothesis testing, we could find that the project governance impacts positively on project success and negatively on the agency conflicts. Further, the agency conflicts impacts negatively on the project success. Finally, we could find that the agency conflicts such as goal conflict, different risk attitude and information asymmetry between project manager and team members impact negatively on the project success. Meanwhile, the project governance impact positively on the project success, negatively impact on the agency conflicts such as goal conflict, different risk attitude and information asymmetry between project manager and project team members. In order to increase the project success rate, the project governance institutions such as PGB (Project Governance Board), EPMO (Enterprise Project Management Office), PSC (Project Steering Committee) are needed to prevent or reduce the agency conflicts between project manager and team members.

  • PMO has gained much interest as an approach to lowering project failure rates. PMO implementation is, however, not an easy endeavor. Many studies have reported that a significant number of PMOs were seen as contributing little to project performance. Local organizations are more likely to be exposed to the failure risk as they tend to heavily depend upon outsourced PMO services. We believe that it is essential for ordering organizations to collaborate with the PMO service firm to come up with a proper PMO governance prior to its implementation. This study is to empirically investigate the effects of PMO governance upon PMO performance and the effects of ordering organization's project readiness upon PMO governance. The study result shows that a proper organizational structure and a properly defined role and responsibility may enhance the PMO performance. And, a correct awareness about PMO and a project management capability were found to be contributing to the appropriateness of PMO governance.

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

PMO의 프로젝트 거버넌스 역할이 프로젝트 성과에 미치는 영향에 관한 연구 (A Study on the Project Governance and the Project Performance)

  • 컴퓨터 및 통신 기술의 혁신으로 IT는 이제 기업에서 이루어지고 있는 업무의 효율성 제고뿐 아니라 새로운 비즈니스 기회 제공의 역할까지 하고 있다. 그로 인하여 기업은 IT 프로젝트를 추진하게 되는 경우가 많아졌는데, 이에 따라 IT에 대한 투자 규모도 점차 커지게 되면서 구축 결과에 대하 관심이 모아지고 있지만 실질적으로 실패하는 경우가 많다. 이에 따라 IT 프로젝트를 수행하는 주체인 PMO가 수행하는 프로젝트 거버넌스의 역할들이 프로젝트 성과로 나타나는 효과를 알아보고 프로젝트 수행 중 일어날 수 있는 여러 가지 문제점에 대한 해결을 위하여 프로젝트 거버넌스의 어떠한 역할이 부각되어야 하는지에 대한 연구를 수행하였다. 실증분석 결과 본 연구에서 제시된 프로젝트 거버넌스의 역할들 즉 연결고리 역할, 조정 역할, 통제 역할, 전략적 방향제시 역할, 지원 역할, 사회융화 역할이 모두 프로젝트 성과 향상에 큰 역할을 하는 것을 볼 수 있었고, 특히 프로젝트 도중 생길 수 있는 문제점에 대한 해결을 위하여 갑의 PMO에 대한 통제, 갑의 기업문화 및 환경에 대한 PMO의 명확한 이해가 필수적인 것으로 드러났다. IT프로젝트의 성공을 위해서는 이러한 프로젝트 거버넌스의 역할들을 적극 활용하여야 하며 프로젝트 도중 발생할 수 있는 문제점 해결을 위해서는 통제 및 사회음화 역할을 수정 및 보완하여 활용하여야 할 것이다.

주민참여와 농촌 마을만들기 사업성과의 관계에서 거버넌스의 매개효과 실증분석 - 제주 웃뜨르권역 사례를 중심으로 - (An Empirical Study of the Mediating Effect of Governance in Relationship between Resident Participation and Rural Community Design Project Performance - Focused on the Case of Utturu Village -)

  • As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.

로컬거버넌스의 형성과 제도화: 청주시 초록마을사업 사례연구 (Formation and Institutionalization of Local Governance : A Case Study on the Green Village Project in Cheongju City)

  • 본 연구는 2010년 청주시에서 시작된 초록마을사업의 지난 10년간 성과를 검토하고, 로컬거버넌스의 형성과 제도화 가능성을 확인하는 데 목적이 있다. 환경운동단체 주도로 처음 시작된 거버넌스형 사업이 10년간 지속적이고 안정적으로 추진되고 있으며, 청주시 등 다른 참여주체들에 의해 당연히 추진해야 할 사업으로 인식되고 있다는 것은 매우 의미 있는 성과이다. 분석 결과, 초록마을사업을 추진하는 거버넌스 참여 주체들은 사업 참여가 자신들에게 이익이 된다는 합리적 선택의 판단에 근거하여 참여하고 있다. 그리고 참여 주체들은 초록마을사업이 정당성을 갖춘 사업으로 인식하고 있으며, 거버넌스 참여 과정에서 서로에 대한 신뢰를 축적하고 있고, 지속적으로 성공 경험을 하고 있음을 확인하였다. 결론적으로 초록마을사업의 지속성과 안정성이 강화되는 것을 확인할 수 있었으며, 초록마을사업 추진의 거버넌스가 제도화될 가능성이 더 높아졌음을 확인하였다.

바다목장사업의 거버넌스 체계 강화에 관한 연구 (A Study on Strengthening the System of Marine Ranch Governance)

  • There have been several complications and problems about marine ranching policy. Regional conflicts have occurred in the process of selecting land for the pasture. And conflict occurred in post-management process. The causes of these conflicts were pointed out to lack of social science research and alternatives. The government-led initiative model, which ignores participation in each sector, has been pointed out as a problem. In order to increase the effectiveness of the marine ranching project, the following points should be considered. First, at the stage of establishing the ocean ranch business plan, social science approach should be considered together with natural science approach. Second, a governance system should be established to enhance the effectiveness of the marine ranch project. The governance system refers to a consultative body in which the central government and local governments, autonomous steering committees, research institutes, local civil society organizations, and participating companies participate. We can improve the efficiency of business by establishing and promoting direction, operation policy, and action plan of sea pasture business centering on governance system. Third, it is necessary to change the management system from the existing administration-led business model to the cooperative governance system - based model. The effectiveness of the marine ranching project can be improved through the governance system.

IT 프로젝트 아웃소싱에서 거버넌스-주변지식의 조화가 프로젝트 성과에 미치는 영향에 대한 실증 분석: 고객사-공급사 간 인지차를 중심으로 (An Empirical Analysis of the Effect of Governance-Peripheral Knowledge Fit on the Performance of IT Project Outsourcing: Focusing on the Perceptual Gap between Client and Vendor)

  • 본 연구에서는 IT 프로젝트 아웃소싱에서 고객사와 공급사간에 존재하는 인지적 일치점과 차이점에 대하여 고찰하였다. 특히, 고객사 또는 공급사의 주변지식과 거버넌스 방식의 조화가 프로젝트 성과에 미치는 영향에 대한 양측의 관점을 비교하였다. 107개의 IT 프로젝트를 대상으로 각 프로젝트에 참여한 고객사와 공급사 양측을 모두 설문조사하여 비교 분석한 결과, 첫째 양측의 주변지식 중 고객사보다는 공급사의 주변지식이 프로젝트 성과에 대한 긍정적 영향요인이라는 의견이 고객사와 공급사 양측에서 동일하게 제시되었다. 하지만, 이러한 주변지식에 결합되는 통제 방식에 있어서는 양측이 다른 견해를 보였다. 고객사는 과정통제 하에서 공급사 주변지식은 프로젝트 성과에 긍정적 영향을 미친다고 보았지만 공급사는 자신들의 주변지식이 결과통제와 결합될 때 프로젝트 성과에 기여하는 시너지 효과가 발생한다고 보았다. 본 연구에서는 이러한 양측의 인지적 일치점과 차이점에 대한 해석을 제공하며 이는 기업들이 IT 프로젝트를 수행함에 있어 관리적 함의를 제공할 것이다.

  • This paper discusses the implications of the MASTER SPEC project and its introduction to Korea in terms of social and political contexts. The motives for this report starts from both theoretical and empirical puzzles. Its theoretical motive is concerned to the right form of governance of electric-construction standardardization. Upon the experience of the United States and many European countries, we have acknowledged the role of government in the setting of industrial policy formats and standardization. However, the mechanisms of industrial governance have greatly changed these days, from the centralized one to the participatory one. We call the latter type governance. The form of governance implies the participation of both public and private actors in the policy-making of industrial matters. We have sought to find a better format in the case of electric-construction field. The answer is: the governance initiated by the private actors rather than the government-centered one. The project of MASTER SPEC, in this sense, has many probable implications toward the standard-setting of future industrial managements in Korea.
