Development of Delay Responsibility Determination Model based on the Probabilistic Risk Analysis

  • This research attempts to resolve the construction delay issues of indirect delays by developing the "Delay Responsibility Determination Model" (DRM) based on probabilistic risk analysis. DRM is envisioned to provide a way of quantitatively analyzing impacts of delayed activities while considering both direct and indirect influences. With the successful development of DRM, it would be possible to present relative probabilistic measures to all the related stakeholders in terms of their contributions to schedule delays. Upon the development completion of DRM, "Korean Construction Delay Claim/Dispute Resolution Protocols" will also be prepared to facilitate the effective use of DRM.

  • The Critical Path Method(CPM) is an effective tool used for planning and scheduling. One of strong point in the CPM is what can calculate float. Float is able to prolong without having an effect on overall schedule of project, however concept and scope about ownership is not definite, because it is a by-product of project. Thus participants have had many dispute in using float because of their interests. In recent years, a few theories have evolved in an attempt to solve this problem. But the prior research did not make a reasonable distribution of float because their criteria of distribution was based on ratio for total project time. Actually, an application of float is achieved by participant's delay risk. Therefore. this paper proposes criteria for float distribution using delay risks, and the framework for the assessment of the delay risks.

  • In urban planning, road facility is used not only for the transportation purpose but also for the utility line space purpose such as electrical, gas, tele communication, heating, water, sewer, and so on. However, since these utilities are built by many different groups, it becomes very difficult to communicate each other. Delay in one party can cause another party's schedule delay but they don't commuicate often. Also, some delay in utility work can cause frequent pavement cut. And, this will impact on construction cost, schedule delay, low quality, user complain and cost. This study developed spatiotemporal decision model to prevent prequent utility cut for mega project such as new urban development project. In addition, this study developed utility cut management system to manage utility cut schedule under pavement. Finally, developed system was applied to new urban development project and verified there effectiveness.

  • This study aims to analyze the on-site improvement area of residential environment improvement project based on research results derived from the on-site and questionnaire survey in case of Daegu. The main findings are as follows. First, residents complain about delay of project completion because a long time has been passed after on-site improvement area was designated. Experts and government officials agree that a new method of development is required. Second, future development should discriminate on-site improvement area according to its level of project completion. The area should be classified into project completion areas and on-going area, and new methods, such as redevelopment, apartment-housing construction method, should be allowed. Third, for better management of on-site improvement area, laws and regulations must be ready and government's will for improvement is crucial.

  • Recently, many Korean major construction companies are suffering from profit loss mainly due to a direct impact from delays in their overseas projects. In general, changes are inevitable in a large-scale project, and most of changes are directly linked to construction delay. Therefore, in the event that an extension of time is necessary due to a change, the contractor must manage the delay based on the condition of the contract to effectively manage risks from delay to the completion date. Thus it is important to understand delay protocol defined in the condition of the contract early in the project, but there have been few or no study to propose methodology or tool to support this effort. This paper presents a review on the project planning and controling practices of major Korean construction companies along with the issues on delay claims and disputes in mega-international projects and suggests a tool to assess delay risk in the condition of the contract. To propose a delay risk assessment model for international construction projects, major standard conditions of contract have been reviewed including FIDIC Red Book(1999), PSSCOC(2014) and SIA 9th Edition(2010). To reflect recent trend of major international owners, standard conditions which they are utilizing for their projects also have been reviewed including those of ARAMCO and QP. The model provides a categories of risks to be reviewed on the condition of the contract along with standard level of the risk which is common in the international standard form of the contracts. This study also performed a case study on an actual international project to confirm the effectiveness of proposed model to identify and respond to a delay risk of a project.

  • Uncertainty in large-scale tourism development is the main reason of the delay on the project. The purpose of this study is to identify the status and effect of this large-scale tourism development project. Huge amount of funds has to be invested prior to the development of this project and with high uncertainty of successful development, the procedure is the most important factor of this project. Therefore, under the basis of these assumptions, we operated a PLS regression analysis to see any factors that has influence during the procedure of the project. The result of the PLS regression analysis resulted that among all of the factors, the participation and role of regional community is the highest priority. In order to lead large-scale tourism development to success is to listen to the ideas of various project-related personnels and form a public - private partnership for evaluation of the project.

  • The construction projects contain a lot of variables and risk affecting productivity. The duration of the project must be recognized important as for quality, unit cost and safety. There is need for improving work efficiency by investigating relationship of works to prevent delay. This study focuses on analysing the delay factors of steel staircase system to suggest regression model that enables construction productivity estimation. The position of the observers and construction delay factors were expressed by the independent variable of the regression model and productivity was expressed by a dependent variable. This paper suggests quantitative productivity and it is expected that will be helpful estimating application in construction new technologies.

  • Determining the total duration for a construction project is an integral part of project management in the construction industry. This is to ensure the project and all its associated activities can be carried out and completed within the time frame stipulated. There are several commonly used scheduling methods and techniques in project management, some of which involves manual calculation while others involve computer software. This paper looks into the various time determination methods, extracting out their differences and similarities. It also seeks to draw out the problems when determining time for projects, especially those encountered of case studies. Based on the results from the case studies, there were delays on certain projects even though time determination had been carried out rigorously prior to the commencement of the projects. This paper seeks to develop a time determination model, which incorporates risk management techniques into the calculations in order to improve the method for time estimation to minimize the chances of project delay.

CONSTRUCTION SCHEDULE DELAY RISK ASSESSMENT BY USING COMBINED AHP-RII METHODOLOGY FOR AN INTERNATIONAL NPP PROJECT

  • In this study, Nuclear Power Plant (NPP) construction schedule delay risk assessment methodology is developed and the construction delay risk is assessed for turnkey international NPP projects. Three levels of delay factors were selected through literature review and discussions with nuclear industry experts. A questionnaire survey was conducted on the basis of an analytic hierarchy process (AHP) and Relative Importance Index (RII) methods and the schedule delay risk is assessed qualitatively and quantitatively by severity and frequency of occurrence of delay factors. This study assigns four main delay factors to the first level: main contractor, utility, regulatory authority, and financial and country factor. The second and the third levels are designed with 12 sub-factors and 32 sub-sub-factors, respectively. This study finds the top five most important sub-sub-factors, which are as follows: policy changes, political instability and public intervention; uncompromising regulatory criteria and licensing documents conflicting with existing regulations; robust design document review procedures; redesign due to errors in design and design changes; and worldwide shortage of qualified and experienced nuclear specific equipment manufacturers. The proposed combined AHP-RII methodology is capable of assessing delay risk effectively and efficiently. Decision makers can apply risk informed decision making to avoid unexpected construction delays of NPPs.

  • Delay schedule coming about duration extension is happening essentially because public construction project consist of many sub contractor. The method which can calculate delay day is suggested by many studies in case of happing delay schedule, but It is difficult to apply to real construction project because there is no mention about the control of The law of contract according to delay schedule. The law of Contract which is cost of account has more uncertain problem than FIDIC condition of contract. This study suggests method which can make extension of duration procedure clear in case of happing the reason of design change related with activity duration during carrying on construction, and a submission process of the reason of duration extension and modify schedule making way about section which is basis of calculating contract amount clear.
