  • The project of advanced urban transit system development is developing the advanced vehicle and the core technologies for the cost down by system change, the transport safety and the environmental friendliness and the improvement of passenger service. The product data management system is installed for management of each project. Various data and informations producted from each project are made for database. Therefore, we develop the product data management system.

  • Recent increases in construction costs on Korean public works projects, largely due to change orders caused by poorly elaborated design, become a motivation of applying VE process in Korean construction industry. The Seoul Toll Plaza project, recently value analyzed by four VE teams, demonstrates how value management helps save time, money and increase functional performance. The objective of this project is to upgrade and expand existing pay and ticket booths system on "Kyungboo Express Highway", the main artery for the Korean peninsula linking Seoul to Pusan. The value management study generated several innovate alternatives capable of saving up to 50% of project cost from the baseline project plan.

  • 국내에서 대규모로 진행되고 있는 민간투자사업의 시행에는 많은 난제들이 산재해 있으며, 특히, 민간의 창의와 효율성을 극대화하고자 $\lceil$사회간접자본시설에 대한 민간투자법$\rfloor$ 에 명시된 총사업비 사전확정 및 사후정산 금지규정은 사업비변경과 관련하여 정부와 사업시행자간 분쟁의 요소를 제공하고 있다. 본 연구에서는 민간투자사업의 총사업비 변경에 관련된 문제점들을 파악하고, 그의 개선을 위한 총사업비변경 관리방안을 사업관리요소인 계약·조직·정보·비용·공정관리의 틀로서 접근, 분석하였다. 계약관리의 측면에서 실시협약 관련조항의 표준안을 구축하고, 조직관리의 측면에서 업무범위를 명확화한 업무플로우를 수립하고자 하였다. 아올러 정보관리의 측면에서 설계서 변경관리의 효율화를 위한 도면, 문서관리시스템(DMIS)을 제안하고, 비용·공정관리의 측면에서 실공정과 일치되는 통합 내역관리방안을 제시하고자 하였다.

STRATEGIC MANAGEMENT OF CHANGES IN EDUCATIONAL BUILDING PROJECTS: A TIMELINE-BASED CHECKLIST APPROACH

  • Strategic management of changes is very significant for all types of construction projects. Project management teams must have the ability to respond to changes effectively in order to minimize their adverse impact on the project. The study focuses on the causes, their frequent effects and effective controls for changes in educational building projects. To achieve the study objectives, a questionnaire survey was carried out to collect relevant information. Through the literature review, 53 causes, 16 effects and 30 potential controls for change orders were identified. These provided the basis for the formulation of the questionnaire. Responses from 92 professionals who were involved in the educational projects in Singapore were analyzed. They included 28 developers, 33 consultants and 31 contractors. From the survey findings, the most important causes of changes were identified. The study revealed the most frequent effects and most effective controls for each cause of change order. Arising therefrom, a comprehensive tabulation of the 53 causes and their frequent effects and effective controls was also developed. A timeline for implementing the controls was developed through in-depth interviews with the professionals. The study would assist building professionals in taking proactive measures for reducing change orders for educational buildings; furthermore, the timeline would also be helpful for them to implement controlling strategies at the appropriate time. Recommendations were suggested based on the research findings.

Prediction Model of Final Project Cost using Multivariate Probabilistic Analysis (MPA) and Bayes' Theorem

  • This paper introduces a tool for predicting potential cost overrun during project execution and for quantifying the uncertainty on the expected project cost, which is occasionally changed by the unknown effects resulted from project's complications and unforeseen environments. The model proposed in this stuff is useful in diagnosing cost performance as a project progresses and in monitoring the changes of the uncertainty as indicators for a warning signal. This model is intended for the use by project managers who forecast the change of the uncertainty and its magnitude. The paper presents a mathematical approach for modifying the costs of incomplete work packages and project cost, and quantifying reduced uncertainties at a consistent confidence level as actual cost information of an ongoing project is obtained. Furthermore, this approach addresses the effects of actual informed data of completed work packages on the re-estimates of incomplete work packages and describes the impacts on the variation of the uncertainty for the expected project cost incorporating Multivariate Probabilistic Analysis (MPA) and Bayes' Theorem. For the illustration purpose, the Introduced model has employed an example construction project. The results are analyzed to demonstrate the use of the model and illustrate its capabilities.

  • A nuclear power plant construction project normally involves a large construction work of which the total project cost is over 5 trillion Won, Such a large-scale construction project has the risks of schedule delay and quality degradation due to increase in project cost, because designs are changed due to design errors. The reasons for design changes during installation are 1) insufficient engineering capability of the owner, 2) information discontinuance due to the multiple package method, and 3) inefficient constructability review processes. Accordingly, this study proposes, through problem analysis, a method of developing a constructability review system that utilizes constructability review processes and a data-based technology (3D modeling) that are optimized for nuclear power plant construction projects. It also presents a method of establishing a system for reviewing constructability in which constructability review processes and a Database (3D model, Schedule, Design change Items) are linked each other.

농가경영컨설팅 추진현황과 성과 (Performances of Farm Management Consulting Project)

  • The consulting industry had enjoyed growth rates over the past 20 years which show no signs of slowing in their momentum. Since 1995, it began to discuss institutionalization of consulting in the agricultural sector in Korea. Rural Development Adminstration has launched farm management consulting project by means of benchmarking for farming innovation in 1988, which consists of establishing consulting team, developing standard diagnosis form of sixty crops and materials, training consultants, having various public relations, and making information systems. Until October, 2001, sixty seven thousands of farmers have benefited on this project. It is now appreciated as a alternative for new agricultural extension approach. Analyzing the changes of farm management practice level through consulting shows improvement, which data have been stored in web database. It is expected that farm management consulting project be main stream of agricultural extension in this country.

설계시공일괄방식 사업의 진행단계별 업무프로세스 모델 (Business Process Model for Progress Phase of Design-Build Project)

  • 최근 정부 공사를 중심으로 기술경쟁이 가능한 설계시공일괄 입찰방식이 확대 적용되고 있는 추세이며 이러한 시장의 변화에 따라서 그 중요성이 더욱 증가할 것으로 예상된다. 일반적으로 설계시공일괄방식의 단위 건설사업 생애주기는 기획, 기본 설계, 입찰, 계약, 상세설계, 착공, 시공, 준공, 평가의 진행단계를 가지게 된다. 계약자의 측면에서 주무부서의 잦은 변화로 효율적인 프로젝트 관리와 일관성 있는 정보의 공유가 어려워지는 문제점이 드러나고 있다. 이러한 문제점을 해결하기 위해 기존의 주무부서에 따른 기능 중심의 관리 체계에서, 프로젝트 중심의 관리 프로세스 체계로의 전환이 필요하다. 본 연구에서는 이러한 필요성에 따라 단위 프로젝트의 진행단계별 관리 프로세스 모델 개발을 목적으로 하였다. 이를 위해서 설계시공일괄방식의 진행단계별 주요 관리 쟁점과 의사결정 사항, 업무 분석을 하였고, 진행단계별 관리 주제의 책임 및 권한과 주요 관리 포인트의 변화를 분석하여 체계화 하였다. 프로젝트 특성별 및 진행단계별 연결고리가 되는 핵심 정보를 정의 하고 정보의 흐름을 분석하였으며, 이를 바탕으로 최종적으로 발주계획 수립 단계부터 실시설계 심의 단계까지의 업무 프로세스를 모델링하고 각 수행 주체별 업무프로세스를 모델링 하여 단위 프로젝트의 진행단계별 관리 프로세스 모델을 개발하였다.

Classify and Quantify Cumulative Impact of Change Orders On Productivity Using ANN Models

  • Change is inevitable and is a reality of construction projects. Most construction contracts include change clauses and allowing contractors an equitable adjustment to the contract price and duration caused by change. However, the actions of a contractor can cause a loss of productivity and furthermore can result in disruption of the whole project because of a cumulative or ripple effect. Because of its complicated nature, it becomes a complex issue to determine the cumulative impact (ripple effect) caused by single or multiple change orders. Furthermore, owners and contractors do not always agree on the adjusted contract price for the cumulative Impact of the changes. A number of studies have attempted to quantify the impact of change orders on project costs and schedule. Many of these attempted to develop regression models to quantify the loss. However, regression analysis has shortcomings in dealing with many qualitative or noisy input data. This study develops ANN models to classify and quantify the labor productivity losses that are caused by the cumulative impact of change orders. The results skew that ANN models give significantly improved performance compared to traditional statistical models.

Challenges to Prevent in Practice for Effective Cost and Time Control of Construction Projects

  • Cost and time control of projects is important in preventing project failure. However, achieving effective cost and time control in practice is often challenging. The challenges of project cost and time control in practice are investigated by carrying out a questionnaire survey on the top 150 construction contractors in the UK followed by in-depth semi-structured interviews of practitioners from 15 construction companies in the country. Quantitative analysis reveals that design change is the most important factor inhibiting the ability of UK contractors from effectively controlling both the cost and time of construction projects. Four of the top five factors inhibiting effective cost control are also the top factors inhibiting effective time control albeit in a different order. These top factors-design changes, inaccurate evaluation of project time/duration, risk and uncertainty, non-performance of subcontractors and nominated suppliers were also found to be endogenous factors to the project. Additionally, qualitative analysis of the interviews reveals 16 key challenges to prevent for effective project cost and time control in practice. These are classified into four categorised based on where they stem from as follows; from the organisation (1. Lack of integration of cost and time during project control, 2. lack of management buy-in, 3. complicated project control systems and processes, 4. lack of a project control training regime); from the construction management/project management approach (5. Lapses in integration of interfaces, 6. project control not being implemented from the early stages of a project, 7. inefficient utilisation and control of labour, 8. limited time devoted to planning how a project will be controlled at the outset); from the client; (9. Excessive authorisation gates, 10. use of adversarial and non-collaborative forms of contracts, 11. communication problems within client set-up, 12. obstructive client representatives) and; from the project team (13. Lack of detailed/complete design, 14. lack of trust among the project partners, 15. limited time devoted to project control on site, 16. non-factual reporting). The study posits that knowledge of these project control inhibiting factors and challenges is the first step at ensuring they are avoided and enable the implementation of a more effective project cost and time control process in practice.
