교량은 지속적인 규모의 증가와 노후화의 확대로 인해 전산화된 관리 체계가 요구되었다. 국내외 교량관리시스템(Bridge Management System; BMS) 개발 동향 및 기능의 비교, 고찰을 통해 생애주기 관리가 가능한 ICT (Information and Communication Technology) 기반 교량 관리 체계를 제안하였다. BMS는 인터넷과 모바일이 결합된 운영 체계에 GIS 기능과 객체 기반 정보 관리 체계를 바탕으로 개발되었다. BMS는 교량의 생애주기 동안 발생되는 모든 정보의 객체 기반 정보화를 수행하여, 생애주기 성능 변화와 소요 예산의 추정을 바탕으로 중장기 관리 전략과 단기 관리 계획의 수립을 지원한다. 실제 공용중인 교량 약 6천 개소에 대한 생애주기 관리 전략 수립을 통해 의사 결정 지원을 위한 유용한 지식 정보를 도출하였다. 전국의 모든 도로교량에 적용 가능하도록 개발된 BMS는 정확한 이력 관리를 통한 성능 유지, 합리적인 예산 관리를 통한 비용 절감, 현장 정보 수집의 편의성 및 신뢰성 증진을 위해 실제적, 실용적으로 활용될 수 있을 것으로 판단된다.

This study developed the prototype of the system and implemented its main functions, which is the intelligent integrated agricultural water management information system and service (IaWAMISS). The developed system was designed to be able to collect, process and analyze the agricultural water information of spatially dispersed reservoirs in whole country and spatial geographic information distributed in various systems of other organizations. The system, IaWAMISS, is also possible to provide the reproduced information services in each reservoir and space units, such as agricultural water demand and supply analysis and drought prediction, to the people, experts, and policy makers. This study defined the 6 step modules to develop the system, which are to design the components of intelligent integrated information system, to derive the utilization contents of existing systems, to design the new development elements for IaWAMISS, to design the reservoir information system can be used by managers of city and county, to designate the monitoring reservoirs managed by city and county, and finally to prepare the sharing system between organizations with the existing information systems. In order to implement the prototype of the system, this study shows the results for three important functions of the system: spatial integration of reservoirs' information, data link integration between the existing systems, and intelligent analysis program development to assist decision support for agricultural water management. For the spatial integration with the reservoir water information of the Korea Rural Community Corporation, this study get IaWAMISS to receive the real-time reservoir storage information from the measurement facility installed in the municipal management reservoir. The data link integration connecting databases of the existing systems, was implemented by integrating the meteorological information of the Korea Meteorological Administration with IaWAMISS, so that the rainfall forecast data could be derived and used. For the implementation of the intelligent analysis program, this study also showed the results of analysis and prediction of agricultural water demand and supply amount, estimation of Palmer drought index, analysis of flood risk area in typhoon course region, and analysis of the storage status of reservoirs related to each storm. This study confirmed the possibility and efficiency of an useful system development through the prototype design and implementation of IaWAMISS. By solving the preliminary 6 step modules presented in this study, it is possible not only to efficiently manage water by spatial unit, but also to provide the service of information and to enhance the relevant policy and national understanding to the people.

iA-Canvas is HMI program which is the industrial automation application developed based on the Java language, and can run on any OS such as Windows, UNIX, Linux. The iA-Canvas is built on object-oriented open structure and consider network functionality and user experience as a system of centralized management and distributed management. iA-Canvas is composed of several components such as Builder, IO Server, Viewer, and Web Service Module and provides a GUI control environment. This paper explains design and implementation of iA-Canvas that is a tool for development of integrated management system, and shows practical examples of integrated management system that use iA-Canvas.

In the modern society where information system based on the computer in organization have been developed over again. A decision support system is one of the most popular topics. The computer have been discussed in relation to management strategy between enterprisers and researchers so far, but the accumulation of data resource and communication foundation have not been attended in actuality. The organic connection between business and information technique have been less progressed than our expectation. At this point of time. such a technical restrution getting removed, We have closed a gap between management strategy and computer. Now we are taking a growing interest in computer use for supporting proceedings decision, a lot of strategic marketing decision is wifely used in such a case, and the technical development is comming to advanced. In this study, I Investigate such a new tendency as strategic program and proceedings decision system. I will especially focus my study on a strategic program and a budget control corporation, so to speak, on strategic budget management system. Concretely the purpose of this study is to investigate what functions the proceedings decision support system requires in order to deal with the problem of strategic level and to practically establish the system with the use of DSS GENERATOR/ARISTOTLE in my laboratory.

연구목적: 효율적인 급경사지관리를 위하여 급경사지 관리 절차의 문제점을 진단하고 개선된 프레임워크를 제안을 통해 인명 및 재산피해를 경감하고자 함에 있다. 연구방법: 붕괴위험지역 지정 절차검토, 지자체 인터뷰, 전문가 자문을 통해 급경사지 관리 전반적 문제점을 도출함 연구결과: 평가 전 선정단계, 관리의 주체, 관리 방법과 관리 단계별 개선되어야 할 요소들을 도출하였다. 결론: 본논문은 제기된 문제점을 확인하여 개선점을 도출하였고 새로운 시스템(안), 급경사지 발전을 위한 연구 방향을 제시하였다.

국제민간항공기구(ICAO)는 ASBU(Aviation System Block Upgrade)를 통해서 2013년부터 20년간 항공관련 데이터 시스템의 성능을 향상시키는 프로그램을 채택하였다. 프로그램의 일부분으로써 SWIM(System Wide Information Management) 기술 개발을 통한 항공통신 데이터를 종합 관리하는 망에 대한 연구개발은 미국, 유럽 선진국들을 중심으로 진행 중이다. 이에 따라, 본 논문에서는 선진국들의 개발 동향과 대등한 기술개발을 위해 SOA(Service Oriented Architecture) 개념을 적용한 항공 데이터 서비스 아키텍처 기술개발, 항공 데이터의 종합적 관리를 위한 미래형 데이터 관리 모델 개발, 기존의 항공 데이터 시스템과 연동을 위한 어댑터 기술 개발을 통하여 사용자 중심의 항공데이터 종합 관리망 기술을 개발하는 방법에 기반한 테스트베드 구축 방안을 제안한다.

ETLARS-2 시스템은 기개발되어 운영해온 ETLARS 시스템의 기능을 대폭 확장, 개선하여 개발한 시스템으로, 다수의 Database를 통합 운영할 수 있음은 물론 1 Byte 영문 정보와 2Byte 한글 정보를 모두 처리할수 있는 한글 정보 검색 시스템이다. 본 고에서는 ETLARS-2 한글 정보 검색 시스템의 온라인 검색 프로그램의 개발에 관한 내용을 기술하 였다.

본 연구는 지방자치단체의 재정관리의 투명성에 대해 살펴보고 복식주의 발생주의 회계를 통해 이를 효과적이고 효율적으로 활용하여 재정 개혁의 기반을 다지기 위한 관리 방안을 모색하고자 한다. 주요한 내용을 정리하면 첫째, 정부회계기준의 지속적 개선의 필요, 둘째, 회계과목의 설정과 프로그램 예산과목과 연계 필요, 셋째, 정부사업에 투입된 자원의 총비용을 객관적으로 산정하기 위한 원가회계시스템의 구축 필요, 넷째, 공무원의 인식변화와 현재 순환보직 인사제도의 문제점 개선 및 교육훈련을 통한 회계공무원의 전문성 확보, 다섯째, 고위층의 관심과 공직 윤리시스템 강화, 여섯째, 내부 통제와 감시제도의 강화 필요, 일곱째, 독립된 외부전문가의 회계감사 실시와 회계전문가집단의 역할 필요, 마지막으로 효율적이고 실용적인 전산시스템 구축과 연구개발(R&D)사업이 지속적으로 실행되어야 할 것이다.

It is challenging to build the integrated information system for a large scale cooperative R & D project. To develop the aircraft program which especially has several leading agencies and is supported by many demestic/foreign participating companies, the common data flow in harmony is the core factor to achieve a development goal. For this, the development are carried out maintaining the existing management systems of agencies and companies. As a first step, the standard for the common data information and the classification category of technical data are defined. Second, the work flow standards are also set. Based on the foundation, the efficient technical data management system are built including the function of storage, inquiry, revision, link, approval, submission, etc.

교육훈련 평가는 교육프로그램과 관련한 내용을 측정, 관찰하여 품질을 평가하고 이를 통해 교육훈련 변경에 대한 근거를 제공하는 행위이다. 국립중앙도서관은 사서교육 훈련프로그램 교육과정의 성과와 질을 제고할 수 있는 평가방법의 도입이 필요한 시점이다. 이에 본 연구는 국립중앙도서관의 사서교육훈련 직무교육의 효과성을 객관적이고 복합적으로 측정할 수 있는 평가모형을 개발하는 것을 목적으로 하였다. 이를 위해 Kirkpatrick의 4단계 평가모형을 적용하였으며, 선행연구, 국립중앙도서관 사서교육훈련 교육과정 현황조사, 이해관계자 요구분석을 실시하였다. 이를 바탕으로 사서교육훈련 평가체계 방향성을 설정하기 위한 평가체계 및 평가도구를 제시하였다. 본 연구 결과는 실제 국립중앙도서관 사서교육훈련과정의 현실적인 평가체계로 활용될 수 있을 것으로 기대된다.
