정보통신(ICT)산업의 빠른 진화 속도에 따라, ICT 산업을 뒷받침할 인력양성(HRD)의 필요성이 꾸준히 대두 되고 있다. 특히 우리나라의 경우, 유엔 전자정부발전지수 연속1위, ITU의 ICT개발지수 2위등 우수한 공공인프라를 유지하고 있고, 학계에서는 ICT전공자를 꾸준히 배출함에도 불구하고, 해당 산업계에서의 만족도는 많은 차이(Gap)가 있어서 산업계 스스로 재교육이나 이에 따른 사회적 비용이 부가적으로 존재하고 있는 실정이다. 이러한 현상은 다른 나라에서도 동일한 사회적 현상이다. 이에, ICT산업 종사자 및 소프트웨어 개발자가 비즈니스를 이해하고, 요구사항에 따른 과제를 해결하여 산업계 진입 후, 특정 직무나 직위에 상관없이 비즈니스 요구에 따른 문제를 해결하고 업무를 성공적으로 수행하는데 요구되는 기본적인 핵심적 지식, 스킬, 태도의 종합적인 능력수준을 진단하고 평가하는 제도와 도구의 필요성이 대두되어 왔다, 이에 본 논문에서는 IT공통역량 강화를 도모하는 교수-학습-실무현장을 위한 제도, 개념 및 구조, 정책과 영향에 따라 개발된 제도적 시스템을 소개하고 결과를 평가한다. 이 시스템은 ITU-ASP 주관 ICTD-USO포럼 기간 중 초청 소개 되었고, 주요 ASEAN국가들의 관심과 지원요청을 받았다.

This study examined the knowledge and understanding of integrative medicine in Korea, specifically conflicts between western and oriental medicine within Parallel (Dual) health care systems. Qualitative methodology using grounded theory guided semi-structured, in-depth interviews with Western Medical Doctors (W.M.D., n = 6), Oriental Medical Doctors (O.M.D., n = 5) and Traditional Chinese Medicine Practitioners (T.C.M.P., n = 4). Thematic analysis was used to determine broad themes from the interviews. 15 professionals (W.M.D. (40%), O.M.D. (33%), T.C.M.P. (27%), 10 males (67%) and 5 females (33%), mean age 45) were interviewed, recorded, and transcribed. Thematic analysis revealed three key themes: systematic conflicts, integration and future directions. Subthemes of systematic conflicts included: credibility of Oriental Medicine, commercial imperatives, maintaining social standing of O.M.D., professional qualifications and lack structures supporting collaborative practice. Integration subthemes included lack of academic linkage and clarity for appropriate triage, opposing medical paradigms and limited social imperative. Future directions should include: social justification, guarantee of oriental medicine legitimacy, role of government and understanding of scientific evidence. To successfully integrate dual medical systems there is a need to address differences in social-environmental factors and perceptions of scientific understanding, as well as developing strong academic links in clinical practice.

본 연구는 PA(전담간호사)의 업무 실태를 파악하여 PA제도에 대한 정책 수립의 방향 및 근거 자료를 제공하기 위해 시도되었다. 체계적 문헌 고찰적 방법론을 통해 'PA(전담간호사, 의사보조인력)' 검색어로 KISS, 국회도서관, NDSL, RISS 등의 데이터베이스를 이용하여 국내에 출판된 논문을 검색하였고 국내 주요 일간지 11개와 의료계 전문지인 청년의사신문 등 총 12개 신문에 보도된 전담간호사 관련 주요 사건 관련 기사 15편 등 총 23편을 분석하는 연구 방법론적 융복합적 연구를 시행하였다. 8편의 논문 분석 결과, PA의 업무와 관련된 소진, 직무스트레스 및 불명확한 업무범위 및 규정 부재는 직무 만족도를 감소시킨 것으로 나타났다. 15편의 보도기사를 통해 관련 기관들의 긍정적, 부정적 의견 대립 속에 전문의료인으로서의 자격과 업무에 대한 법제화 및 교육제도 확립이 시급함을 파악하였다. 향후 PA의 활용도를 높이기 위해서는 한국 실정에 적합한 제도적 장치를 확보하고 교육프로그램을 마련하는 것이 필요하다.

국민 문화 향수권 보장을 목적으로 국 공립문화회관이 전국에 건립되어지면서 지역을 대표하는 공연문화 서비스 제공의 장으로 역할을 하고 있다. 국민의 지적수준 향상에 따른 여가활동 등으로 공연예술분야가 관심의 대상이 되면서 시설건립 치중에 비해 작품에 대한 질적, 양적 수준이 문제가 되고 있어 전문인에 의한 공연장 시설지원과 운영, 공연문화 활성화 정책의 일환으로 무대예술전문인제도가 도입되었다. 그러나 무대예술전문인으로 양성된 이들은 수효와 공연작품 제작 참여 기회를 상실 하면서 제 기능을 못하고 있는 실정이다. 무대예술전문인을 주체로 하는 수준 높은 공연작품을 제공하여 국민의 문화 관람 충족에 따른 공연문화 활성화 방안으로 전국 시 구 군의 무대예술전문인을 주체로 하는 공연작품 제작 지원 시스템을 제안하며, 시스템의 정착을 전제로 부산지역의 6개 공연장을 운영사례로 살펴보고, 공연문화 활성화 방안을 제시하고자 한다.

교사는 교육의 성패를 좌우하는 중요한 요소이다. 따라서 대부분의 국가에서는 적정 수준의 자질과 전문성을 갖춘 교사를 학교 현장에 배치하기 위해서 교사 양성과 자격, 임용에 관한 사항을 제도적으로 규정하고 있다. 한국의 경우에는 법령에 의거 교사 자격증을 취득하고, 임용시험을 거쳐 학교에 배치한다. 반면에 미국의 경우 교사자격을 취득하기 위해서는 주교육부와 교사인증기관에서 Praxis 시험을 요구하고 있다. 한국의 교사 임용시험은 1차, 2차, 3차 시험으로 구성되어 있고, 그 중 1차 시험은 교과 전공 지식을 평가한다. 반면, 미국의 교사자격시험인 Praxis는 I, II, III로 구성되어 있고, 그 중 Praxis II는 교과 지식과 교수-학습에 관한 지식과 기능을 평가한다. 본 연구에는 한국과 미국의 사서교사를 위한 자격, 임용 제도를 고찰하고, 한국과 미국의 객관식 시험 문항을 비교 분석하여 발전방안을 모색하였다.

This study reported present state of clothing technical designers' work duties and working conditions, so as to suggest effective ways to develop professional training methods for them. Technical designers working for vendors and agents were surveyed as they represent the majority of technical designers in Korean clothing industries. Survey participants were 62 technical designers working for 6 clothing vendors and 2 clothing agents, and the survey closely inspected their work qualifications, duties and responsibilities, working conditions and training conditions. Survey was conducted from June $27^{th}$ to July $17^{th}$, 2012. The questionnaire examined frequency analysis and multiple response analysis using SPSS 19.0 Windows after investigating documents and work fields through personal experiences and interviews from technical designers for data collection and analysis. A chi-square test analyzed the preferred type of fitting for technical designers of vendors and agents. The results showed that 32.3% of those surveyed have more than 7 years of work experience and the highest level of education is predominantly a bachelor's degree (57 people, 91.9%). Among the work responsibilities, respondents did sample measuring more than four times a day. Also, the results showed that technical designers needed to qualify: first 'Fitting Technic', second 'Pattern Correction Capability', and third 'English Skills to Communicate with Buyers'; subsequently, education on several technics (such as measuring, grading, and fitting) were required for the job. Current technical designers answered that they need more various work-related education. However, the analyzed results showed that pre work-related training was insufficient. The data shows that technical designers require re-education in 'Pattern Correction Method' (61.3%) and 'Sewing Education' (64.5%).

북한과 남한은 임상검사실 인력구조에서 차이가 있다. 북한에서는 남한의 '임상병리사'에 해당하는 유사인력을 '실험의사(검사의사)'라고 호칭한다. 본 연구자들은 탈북 보건의료인의 증언을 바탕으로 한 선행연구를 고찰해 보면, 검사의사(laboratory doctor)의 신분은 의사(physician)와 준의(feldsher, physician assistant)일 것이라고 사료된다. 의사와 준의는 5.5년제 의학대학 및 3년제 의학전문학교에서 양성되고 있다. 북한의 보건의료인력체계는 남한의 경우처럼 보건전문가들의 전문영역별 업무나 교육, 자격 및 법률이 세분화되어 있지 않다. 대한임상병리사협회는 한반도 통일을 대비하여 유관 단체와 함께 정책연구를 통해서 북한 임상검사인력에 대한 직제 전문화 구축과 발전 방향을 상호 모색해야 할 것으로 사료된다.

현재 독일은 '케어비상사태(Pflegenotstand)'라는 말이 등장했을 정도로 '요양서비스 질과 인력부족(Qualit't der Pflegeversicherung und Mangel an Pflegekr?fte)'의 위기에 직면해 있다. 독일 정부는 이 문제를 해결하고자 체계적이고 수준 높은 교육을 통해 전문지식을 갖춘 노인요양사를 양성하는 것을 목표로 정하였으며, 노인요양사라는 직업의 사회적 이미지와 위상을 높임으로써 직업에 대한 선호도를 높이는 것과 특히 젊은 세대를 노인요양인력 유치 주요대상자로 선정하고, 이들을 대상으로 노인요양직업에 대한 긍정적인 이미지를 심어 주고, 관심을 가질 수 있도록 하는 데 필요한 대책을 마련하는 것에 중점을 두고 있다. 본 논문의 주요관점은 독일 고령화 사회에서 노인요양사의 전문성을 고려한 교육체계에 초점이 맞춰있으며, 독일의 노인요양인력 양성 교육내용과 시스템과 더불어 교육내용에 내포되어 있는 노인요양인력의 역할 및 업무와 사회적 위치가 어떠한지를 알아보며, 독일의 노인요양사 인프라 구축 대안으로는 어떤 것들이 있는지를 소개한다.

The goal of this study was to develop a curriculum based on practice and job competency, reflecting opinions on the required job competence of nail practitioners and professionals related to nail beauty. Through in-depth interviews with nail experts, the research focuses on developing nail beauty competency-based curriculum and curriculum profiles that reflect practitioners' needs of job competence in the field. In-depth interviews with 11 field experts and surveys of 154 people were conducted to develop a competency-based curriculum for beginner nail hairdressers. The results of this study show that the existing 38 National Competency Standards (NCS) job competencies were reduced to 21 job competencies. In addition, based on the common opinions of experts who reflect the current trend, two tasks on "eyelashes" and "waxing" were added, and they were modified and supplemented with 23 core competencies. The development of a competency-based curriculum and educational programs for nail beauty was performed based on the requirements of the core competencies investigated and the development of a systematic map for the core competencies of beginner nail technicians and hairdressers. In conclusion, the need for professional education and training for nail hairdressers is growing, and it can be seen that a curriculum building multi-faceted abilities is needed for their qualifications as experts. This study found that it is necessary to develop interpersonal communication skills that include marketing elements other than practical skills such as personality and customer response methods in the nail beauty curriculum.

대학은 교육 및 연구 활동을 통하여 민주시민으로서의 소양과 자질을 구비한 전문 인력을 양성하고 지식을 축적·창출하여 국가와 사회발전에 기여한다. 이를 위하여 정부는 대학재정지원사업을 통하여 대학의 기본 역량을 향상시키고 자율적 혁신을 지원하고 있다. 재정지원사업은 공정한 평가를 통하여 비교 우위에 있는 대학에 한정된 정부의 재정을 차등 지원하므로 대학의 경쟁력을 강화하기 위해서는 교육과 연구를 지원하는 교육기본시설이자 핵심기관인 대학도서관의 역할과 기능이 중요하다. 하지만 대학도서관은 재정 및 인력 부족, 시설·설비·공간 등의 열악한 환경, 학생들의 참여율 저조 등의 이유로 정부의 재정지원사업에 적극적으로 참여하지 못하고 있다. 이에 본 연구는 ACE 사업(2010-2016)에 선정된 45개 대학 가운데 도서관이 참여한 18개 대학도서관의 프로그램 운영사례를 조사·분석하여 문제점과 시사점을 도출하고 담당 사서를 대상으로 대학도서관의 역할과 성과 등을 설문 조사하였다. 그 결과를 바탕으로 앞으로 정부의 대학재정지원사업에 대비하여 대학도서관이 고려해야 할 전략과 방안을 제안하였다.
