Government came to enforce long-term care insurance system in preparation for the rapid aging society. Whether this system is successful or not depends on the professionalism of long-term care-givers who are professional population in charge of care service. Currently in the early stage of enforcement, such problems as a race cutting fee resulted from numerical increase of educational facilities, insolvent operation, degradation of education level resulted from unprofessional instructor, are pointed out. As a mean of manpower-training on long-term care insurance system, this study is to research public-private-university network model of the Academy of Continuing Education attached to Ko Sin University which is the case of Yong Do Gu Busan city. Networking between the vision and development strategy of Yong Do Gu on continuing education city, education system on community manpower-training supported by Ko Sin University, and service field of welfare for the elderly can not only contribute to the professionalism of long-term care-givers but also play an ideal role in manpower-utilization and arrangement of community. Through this networking, high quality of education level and circumstance, using the existing infra, manpower-training and utilization for continuing education of Yong Do Gu can be accomplished. Additionally, the connection with facilities related with welfare for the elderly can contribute to professionalism and accountability of manpower-networking.

최근 IT분야에서 화두가 되고 있는 빅데이터 처리를 위한 시스템 환경의 구축을 위해서는 다수의 컴퓨터를 네트워크 장비를 통해 연결하여 노드를 구성하거나, 하나의 컴퓨터에 다수의 가상 호스트를 통한 클라우딩 환경을 구축하여야 한다. 그러나 이러한 빅데이터 분석 시스템을 구축하는 것은 복잡한 시스템 구성과 비용적인 측면에서 많은 제약이 따른다. 이러한 제약은 중요한 국가 경쟁력의 하나로 부각되고 있는 빅데이터 전문 인력 양성에 큰 걸림돌이 되고 있다. 이에 본 연구에서는 빅데이터 분야의 인력 양성을 위한 교육현장에서 저렴한 가격으로 실용적인 교육이 가능한 라즈베리파이 보드 기반의 교육용 빅데이터 분석 시스템을 제안하였다.

디지털 정보 처리 기술과 통신 기술 및 방송 기술의 진보로 방통 융합의 시대가 열리고 있으며 산업 분야의 신성장 모델이 되고 있다. 본 논문에서는 방통 융합의 시대에서 이를 성공적으로 전개할 수 있는 요소 기술들을 분석하였으며, 이를 기반으로 창조적이고 능력 있는 전문 인력의 배출을 목표로 하는 대학에서의 인력 양성 알고리즘을 다루었다. 인력 양성 알고리즘에서는 요소 기술을 지원할 수 있는 기본적인 교육 과정과 차세대 인력 양성을 수행하는 대학에서의 이를 이용한 교육 방향 및 흐름도를 다룬다.

이 연구는 IMO의 환경규제와 4차산업 혁명 기술의 확산에 따라 그중요성과 비중이 확대되고 있는 친환경 스마트 선박의 성장에 필요한 인력 수요를 통계청의 2000년~2020년의 조선산업 인력자료를 기반으로 예측하였다. 추세분석과 시계열분석의 다양한 모델을 적용하여 조선산업의 인력 수요를 예측하고 최근 5년간의 실적치와 비교하여 기하평균을 적용한 단순평균법이 예측 오차가 유의적으로 가장 적은 것으로 평가되었다. 그리고 산업통상자원부의 친환경 스마트 선박 분야의 2018년과 2020년의 인력현황 설문조사 결과를 바탕으로 조선산업 인력 증가추이를 반영하여 인력 수요를 예측하였다. 조선산업의 인력수요 예측치에 친환경 스마트 선박부분의 인력 증가수치를 반영하여 인력 수요를 예측한 결과, 2025년 62,001명, 2030년 85,035명으로 증가하는 것으로 예측되었다. 본 연구는 고부가가치 친환경 스마트 선박 분야에 필요한 인력 수요를 통계자료에 기반하여 객관적으로 예측함으로써, 향후의 인력 수요에 대응한 적절한 전문인력의 양성 및 공급 방안 수립에 기여하게 될 것으로 평가된다.

코로나 19 사태로 인하여 자영업자 몰락과 일자리 감소 등 사회적, 경제적 양극화 현상이 사회문제화 되고 있는 바, 다양한 사업 분야에서 취약계층에 대한 사회서비스 제공 및 일자리 창출이라는 사회적기업의 역할은 매우 중요하다 할 것이다. 사회적기업은 경제적 가치 창출과 사회적 가치 창출이라는 하이브리드 특성으로 인하여 지속가능성에 어려움을 호소하고 있다. 지속가능성을 위하여 사회적기업의 사업분야와 매칭되는 전문인력 지원이 절실히 요구 되지만 부족한 예산으로 전문인력 지원은 매우 부족한 실정이다. 본 연구는 전문인력의 전문분야가 사회적기업의 지속가능성에 어떠한 영향을 미치는가에 대하여 사회적기업 특성을 매개로 연구한바, 전문인력은 기업의 주사업분야 확장과 지속가능성에 영향을 미치는 것으로 나타났다. 이상의 연구 결과에 근거하여 사회적기업 재정지원사업의 실무적 시사점을 제시하였다.

It was maintained that successful establishment and accomplishment of outsourcing might be possible only when those eating-out companies re-establish their concept of management strategy, identify core competencies through value-chain analysis, make a through cost analysis, select cooperative companies via overall screening, expand the area of outsourcing, enhance partnership to improve service quality, harmonize bilateral organization culture, remove the ambiguity of contract terms, protect core competencies of the rest area, continue with evaluation and control, and spinoff or invest to a new specialized business. Then, it was suggested that highway rest area business construct the core competencies and introduce outsourcing from a future-oriented viewpoint so that they can concentrate the competencies to competitive area and expand outsourcing scope to professional area such as finance and accounting, general affairs, personnel affairs, logistics, marketing, and R&D. They need to make out the problem of productivity reduction resulted from many years working employee's old age, refine human resource, and maintain the standards of skill so that they can improve service quality of the rest area, streamline each organization currently having so a large manpower, reduce manpower, and improve the productivity.

SW 개발 프로젝트 시, SW 품질 및 생산성 향상에 저해 되는 SW공학 가이드 부재가 존재한다. 그 중에서 SW공학 발전과 전문 SW공학 인력 양성의 필요성 인식이 존재하고 있다. SW공학 인력의 역량과 전문성을 강화시킬 수 있는 지속적 성장 체계 확립과 인력 활용 가이드 제시를 위하여 본 논문에서는 SW공학 표준 커리큘럼 개발을 소개한다. 프로젝트 수행 시 SW공학 표준 커리큘럼은 SW공학 전문 인력 확보를 위한 기준을 제시 하여, 조직 SW 공학 역량 강화를 할 수 있다. 본 연구에서는 SW개발 프로세스에 대해 설명하는 SW프로세스와 SW품질 교육과정을 소개하고자 한다.

Electrical construction business has public and professional characters. It may require appropriate interventions of the government because these business activities stand for not only profit-seeking competition, but also supplies of one of the key functions in our society. In other words, public benefit and private benefit are still in existence. The government therefore considers such an aspect of public importance of the business sector and needs to plan to adjust technical and engineering manpower of this market. This study focuses on the imbalance for labor supply and demand of technical engineer in electrical construction business. A system dynamics analysis is applied to understand and simulate the imbalance as a soft approach. It has the merit of causal loop diagram to alleviate the limitation of data lack problem. We find that excess demand is expected from 2010 to 2011, and excess supply is predicted from 2012 to 2021 about the manpower of technical engineer. It shows considerable disagreement between the supply and demand of human resource. So we suggest that it is strong necessity to construct statistics infrastructure for a manpower supply and demand plan.

철도는 다른 수송수단에 비하여 많은 인원과 물류를 안전, 신속, 정확하게 운송 할 수 있는 기간산업으로, 매우 중요한 시설이다. 현재 철도시설을 담당하는 전문 인력의 수가 부족하여 철도신호기술사 확보가 시급히 요구되고 있다. 이에 철도신호기술사고시를 준비하는 사람은 많은 반면, 접근방법을 몰라 어려움을 느끼고 있다. 본 논문은 지난 15년간 기 출제된 시험문제와 최근 5년간의 문제에 대한 출제경향 및 철도관련 교육기관의 교과목을 조사, 분석하였다. 분석결과를 토대로 철도신호기술사고시를 준비하는 수험생으로 하여금 쉽게 자격취득 과정에 접근할 수 있는 방안을 제시하였으며, 또한 철도관련 교육기관의 교과목 중, 철도신호기술사 자격취득을 위한 필수교과목을 선별 제시하였다.

산업보안은 융·복합 기술의 급속한 발전과 함께 그 중요성이 지속적으로 커지고 있다. 이에 따라 산업보안 전문인력의 수급 차이도 매년 커질 것으로 전망하고 있다. 산업보안 전문인력 수급 차이를 줄이기 위해서는 전문인력 양성뿐만 아니라 전문자격 취득자도 동시에 확보해 나가는 것이 필요하다. 이를 위해 우리나라는 2010년부터 민간자격으로 산업보안관리사를 도입하였고, 2017년부터는 국가공인자격으로 승격시켜 산업보안 현장에서 전문가로 활동할 수 있도록 지원하고 있다. 그러나 산업보안관리사 자격은 아직 산업현장에서 전문자격으로 인정받지 못하고, 활용도 측면에서도 낮은 것으로 나타나며 학문적 연구도 정체된 시점이다. 본 연구는 이러한 배경 하에 산업보안 전문자격 중 산업보안관리사 자격을 중심으로 활성화 방안을 도출하는 것에 목표를 두었다. 세부적으로 산업보안관리사 자격의 운영실태와 관련 선행연구를 분석하여 조직적 측면, 자격증 제도개선 및 운영측면, 자격증 취득자 활용측면, 전문성 제고측면 등 4가지 분야의 활성화 방안을 마련하였다.
