An International Comparison of R&D Efficiency: DEA Approach

  • A prerequisite for making R&D more productive is to able to measure its productivity. Most of the previous studies on this topic have attempted to measure R&D productivity at the firm or industry levels. In this study, however, R&D productivity is measured at the national level to provide R&D policy implications, particularly for Asian countries. Contrary to the previous studies where total factor productivity was adopted, this study employs the data envelopment analysis (DEA) approach to measure R&D productivity. DEA is a multi-factor productivity analysis model for measuring the relative efficiency of each Decision Making Unit (DMU). In addition to the basic DEA model that includes all inputs and outputs, five additional models are constructed by combining single input with all outputs and single output with all inputs in order to measure specialized R&D efficiency. In this study, the twenty-seven countries are classified into four clusters based on the output-specialized R&D efficiency: inventors, merchandisers, academicians, and duds. Then, the characteristics of the Asian countries with respect to R&D efficiency are identified. It is found that Singapore ranks high in total efficiency, and Japan in patent-oriented efficiency. Meanwhile, China, Korea, and Taiwan are found to be relatively inefficient in R&D. We expect that the findings from this study will be able to provide directions for R&D policy-making of the Asian countries.

  • 지난 10년간 아시아 태평양 지역은 세계에서 가장 급속히 성장한 항공 운송 시장이며 1990년대에 수익성이 높은 항공사들은 대부분 아시아 지역의 항공사들이었다. 아시아 지역의 항공교통 수요가 빠른 속도로 증가할 것으로 예측됨에 따라 아시아 각국은 치열하게 전개되는 항공시장에서의 경쟁 우위를 점하고자 허브 공항을 목표로 신공항 건설 또는 공항 확장 사업을 추진하고 있다. 본 논문의 목적은 DEA를 이용하여 아시아 주요 공항들의 여객터미널 운영 효율성을 측정하고 비교 분석하는 데 있다. 분석대상 공항은 2001년 여객처리실적 상위 100위권 내에 있으며 아시아 지역의 허브 공항을 목표로 하는 공항 중 자료 수집이 가능한 11개의 공항을 선택하였다. 전문가 설문을 통해 5개의 투입 변수와 1개의 산출 변수가 실증 분석을 위해 선정되었고 분석대상 공항의 여객 터미널 운영 효율성을 측정하였다. 또한 에어사이드에 대한 DEA 분석도 추가로 시행하였다.

육잠기술이 잠작에 미치는 영향 (Effects of Silkworm Rearing Technique on the Cocoon Crops of Sericultural Farmers in Korea)

  • 육잠기술이 수견량에 미치는 영향의 정도를 알고져 1971년 춘잠기 및 추잠기에 경기도 화성군 정남면 보통리와 용수리 소재 양잠농가중 14호를 선정하여 70년도 상자당 수견량이 평균이상 농가를 상위 농가로 평균이하 농가를 하위농가로 구분하고 71년도에는 이들 농가에게 각농가의 상전상엽을 공유제로 하고 사육조건을 통일시킨 조건하에서의 사육 결과로서 육잠기술이 상자당 수견량에 미친 영향력을 추정했다. 그 결과는 다음과 같다. 1) 육잠기술이 상자당 수견량에 미치는 영향력은 이들 14개 상하위 양잠농가를 기준 한다면 춘잠기 15% 추잠기 33%이다. 2) 사료조건이 상자당수견량에 미치는 영향력은 이들 14개 양잠농가를 기준한다면 춘잠기 56% 추잠기 69%이며 이에는 기상조건의 상승효과가 포함되어진 것으로 추정된다. 3) 하위농가의 육잠기술중 가장 중요하게 미치는 저위생산요인은 소독의 불이행인것 같다.

A Comparison of Methods for Estimating the Productivity of Zostera marina

  • Because seagrass production significantly contributes to the biodiversity and production of coastal and estuarine ecosystems, accurate estimation of seagrass productivity is a critical step toward understanding the ecological roles of seagrass in these ecosystems. To develop an accurate and effective method of measuring seagrass productivity, we estimated leaf productivity of eelgrass (Zostera marina) on the southern coast of Korea using three methods, the conventional leaf marking method, the elongation-mass method (Short '87 method), and the plastochrone method. In each season, shoots were pierced through the bundle sheath using a hypodermic needle and were collected after 2-4 weeks had elapsed to estimate their productivity. The leaf elongation and the leaf plastochrone intervals varied significantly among seasons. On an annual basis, the conventional leaf marking method showed the lowest leaf productivity estimates compared to the elongation-mass method and the plastochrone method, suggesting that the conventional leaf marking method underestimated leaf productivity as it ignored leaf maturation processes and new leaf growth within the sheath. Since the elongation-mass method considered leaf maturation processes, this method produced higher leaf productivity estimates than the conventional leaf marking method. On an annual basis, the plastochrone method produced the highest leaf productivity estimates. Below-ground productivity, which can be easily estimated using the plastochrone method, ranged between 3.29 and 5.73 (mg dry weight $shoot^{-1}\;day^{-1}$) and accounted for about 17.8% to 30.3% of total productivity. Because of the high contributions of below-ground productivity to total seagrass production, we suggest that the plastochrone method is an effective and simple technique for assessing both above- and below-ground productivities.

중국 자동차 공장의 린 생산 체계 구축을 통한 생산성 향상에 관한 연구 (A Study on the Productivity Increment through Construction of Lean Production System for Automobile Plant in China)

  • This paper deals with the productivity increment through construction of lean production system for automobile factory in China. This lean production system has been progressed according to 5 steps. Step 1 is the work preparation. Step 2 is the process design. Step 3 is the establishment of method to count production quantity. Step 4 is the establishment of measuring method for input and output. Finally, step 5 is the construction of flexible production system able to adapt for environment change. This lean production system is expected to obtain the productivity increment by 50% for plastic plant and reduction by 50% in inventory quantity.

  • In most shipyards, the measurement of 3-dimensional relative position of pipes should be connected in the block depends on the manual operation. It results a very tedious and inefficient procedure, thus the proper measurement system is needed to improve productivity and accuracy. This paper describes the development of pipe measurement system including system concepts, measuring procedures, system calibration, and its accuracy and productivity. And also, the possibility and things to be improved for application in shipyard are discussed in this paper.

  • 현재 선박의 대형화 및 선박의 운항시간 단축 요구 등의 환경변화에 따라 컨테이너터미널의 생산성 향상이 요구되고 있다. 컨테이너터미널의 생산성은 어떠한 생산성 평가 모델을 이용하여 생산성을 측정하는지와 투입요소인 장치장, 장비, 종업원, 시설 등의 개별적인 투입요소에 따라 서로 다른 측정 결과가 나온다. 그러나 컨테이너터미널의 생산성을 측정하는데 단순히 부분적인 생산성 평가 모델이나 기존의 일반적인 투입 요소만으로 생산성의 정도를 평가하는 것은 문제점을 가지고 있다. 따라서, 본 연구에서는 컨테이너터미널의 생산성을 측정하기 위해, 기존의 컨테이너터미널 생산성 평가 모델에 관한 분석 및 투입과 산출의 명확한 인과관계를 밝히기 어려운 의사결정단위들의 상대적 효율성을 평가하기 위해 개발된 자료포락분석(DEA) 기법을 활용하여 컨테이너터미널의 생산성을 평가하고자 한다. 더불어 투입요소의 변화에 따라 생산성의 측정 결과가 어떻게 변화하는지 파악하여 보다 정확한 생산성 평가 모델을 제시하고자 한다.

  • This paper describes the development of on the machine measuring(OMM) system which can directlry measure the three dimensional machined dimensilnal accuracy using scanning probe in milling machine. Two algolithms, continuous path(CP) measurement using UC program and CAD data assisted point to point(PTP) measurement, were developed regarding specification of scanning probe. The OMM system was contructed to verify the developed system suing the proposed algorithm, and actually measured three kinds of machined TV shadow mask molds. The developed system was evaluated it's repeatability and compared with the current measurement system of CMM(Coording Measuring Machine) in terms of relative accuracy and time reduction and productivity increase.

  • The continuing demand for quality products requires better understanding and improved control of the production process. And, in recent year requirements for flatness control in strip rolling have become increasinglysevere because of the control for flatness of cold rolled strip is essential for further down stream processing. Also a speeds of rolling mills to meet productivity requirements puts a demanding requirement on the control of flatness of rolled strip. The demands on a total flatness control system therefore are a measuring and indication system consisting of a measuring roll that is robust, accurate, reliable and require a minimum of maintenance. The critical prt of any control system is the quality of the information being provided by the measurement instrument or device. It is therfore of utmost importance to have an accurate, repeatable and reliable measuring system. So, in this paper, The measuring roll for automatic flatness control system of contact type has been investigated.

공공병원의 효율성 및 생산성 분석 (Measuring Efficiency and Productivity of the Korean Public Hospitals)

  • Despite its contribution to the Korean medical service industry the question of how efficiently the Korean public hospitals have operated has been unresolved. This study gauges and analyzes the overall efficiency and the Malmquist productivity index in the industry over the period 1992 through 2001. In addition to cost efficiency. we also measure technical, allocative, pure technical and scale efficiencies. Furthermore. the Malmquist index is decomposed into efficiency and frontier changes. We identify several important factors which seem to have strong relationship with various inefficiency estimates. The results indicate that on average the public hospitals has wasted a significant amount of resources and costs over the period. Unlike many other industries, the low level of cost efficiency of the public hospital industry is mainly due to allocative inefficiency rather than technical inefficiency. The Maimquist productivity indices seem both due to the frontier change and efficiency change, but with more effect by the former. The results also indicate that the turnover of hospital beds has played an important role in determining efficiency and productivity of this important industry.
