A 'Mode 3' Science Policy Framework for South Korea - Toward a Responsible Innovation System

  • This article advocates for a Mode 3 science policy. Compared to the university research-based Mode 1 knowledge production system and the knowledge application-centric Mode 2 innovation system, Mode 3 can be defined as a system that integrates both Mode 1 and Mode 2-type knowledge production models. In this article, based on the major characteristics of the Mode 3 scientific knowledge production system, I agree with the advocates of Mode 3 that constructing a knowledge society requires an inclusive form of knowledge production and innovation system through the democratization of knowledge production as well as the promotion of social values. Moreover, the mechanisms for creating accountable innovation in the Mode 3 system should be given more attention from the science research and policy communities to make public policy for scientific and technological innovation more reflective of social changes. Similar to the ways that the Mode 1 and Mode 2 scientific knowledge production approaches have influenced the development of science policy models, the Mode 3 scientific knowledge production approach, or Mode 3 science, also has the potential to shape a new science policy model. I will refer to this as Mode 3 science policy. In an effort to conceptualize the democracy- and society-centric Mode 3 science policy model, I will articulate science policy strategies in four science policy domains in South Korea from the context of the Mode 3 science approach. These include (1) evaluation of publicly-funded research activities, (2) valorization of scientific knowledge (that is, enhancement of the value of scientific knowledge through governmental action), (3) development of a science policy decision-making support system, and (4) anticipatory foresight of science, technology and society. When adopting and implementing a Mode 3 science framework, one progressive change is to increase socially desirable innovation such as responsible innovation.

  • The production type of foundry industry is a small quantity batch production methods that require the highly skilled technology in the global competition in the variety of customer needs and directly under the influence of fluctuations characteristic. Therefore suitability for small quantity batch production and flexible production capacity and price competitiveness is needed more than anything. To do this, we need transcription and comprehensive innovation activities to maximize the revenue structure of the organization and field survival foundation should be developed the TPI(Total Profit Innovation) process in all aspects of the organization and all employees are involved in order to create a cost, quality, time, and service part of the overall aim how to achieve those effects within a short period of time. We applied the TPI process for S company in the foundry business innovation and productivity through cost reduction. We will expect the productivity improvement and financial performance improvement and then continually accumulate and review the results.

Effects of alanyl-glutamine supplementation on the small intestinal mucosa barrier in weaned piglets

  • Objective: The study was to investigate the effects of alanyl-glutamine (Ala-Gln) and glutamine (Gln) supplementation on the intestinal mucosa barrier in piglets. Methods: A total of 180 barrows with initial weight $10.01{\pm}0.03kg$ were randomly allocated to three treatments, and each treatment consisted of three pens and twenty pigs per pen. The piglets of three groups were fed with control diet [0.62% alanine (Ala)], Ala-Gln diet (0.5% Ala-Gln), Gln diet (0.34% Gln and 0.21% Ala), respectively. Results: The results showed that in comparison with control diet, dietary Ala-Gln supplementation increased the height of villi in duodenum and jejunum (p<0.05), Gln supplementation increased the villi height of jejunum (p<0.05), Ala-Gln supplementation up-regulated the mRNA expressions of epidermal growth factor receptor and insulin-like growth factor 1 receptor in jejunal mucosa (p<0.05), raised the mRNA expressions of Claudin-1, Occludin, zonula occludens protein-1 (ZO-1) and the protein levels of Occludin, ZO-1 in jejunal mucosa (p<0.05), Ala-Gln supplementation enlarged the number of goblet cells in duodenal and ileal epithelium (p<0.05), Gln increased the number of goblet cells in duodenal epithelium (p<0.05) and Ala-Gln supplementation improved the concentrations of secretory immunoglobulin A and immunoglobulin G in the jejunal mucosa (p<0.05). Conclusion: These results demonstrated that dietary Ala-Gln supplementation could maintain the integrity of small intestine and promote the functions of intestinal mucosa barriers in piglets.

The Patterns and Directions of Technological Innovation in the Steel Industry (철강산업의 기술혁신패턴과 발전과제)

  • This article prospects the patterns of technological innovation in the steel industry and suggests the directions of technological innovation in Korean steel industry. Technological innovation patterns can be analysed through technological trends, innovation-inducing mechanism, and innovators' relationships. In the technological trends, direct coupling of manufacturing processes, lasting growth of mini-mill, and the importance of technological integration are prospected. In the innovation-inducing mechanism, while production system will be specialized, the development of new steel materials and environment-friendly technological innovation will be accelerated. In the innovators' relationships, steel industry faces more complex competition and new forms of inter-firm cooperation including M&A, joint venture, and joint R&D. In order to cope with such changes in the technological innovation patterns, Korean steel industry need to establish core competence based on technological innovation through a great leap in R&D investment, the production of high value-added products, the development of new generation steel technologies, strategic joint R&D, comprehensive technological cooperation, and government's active support.

  • Six sigma innovation activities have been deployed in the engineering, management, and R&D sectors in an aerospace production company. For the success of total innovation, the company realized that it is necessary to involve the field workers in the six sigma innovation activities. In this paper small group activities in the aerospace production company is introduced. The implementation system, project evaluation and compensation system, and future directions are presented.

  • Under Ford system, corporations sought to maximize the economies of scale by raising the production efficiency. It aims to lower the production cost by increasing the quantity of output. But in the era of market flux and uncertainty, however, such strategies can no longer be sustained. Replacing the structures of Ford system, Toyota was able to accelerate the pace of process innovation and product innovation. Related to this innovation is JIT, new model development, modularization. The firm's reliance on flexible production technology provides opportunities to expand her production basis to foreign countries successfully. The main objective of this paper is to explore the contribution of process innovation to profit-capital ratio. The model is estimated using a time-series data of 18 years from 1990 to 2007 of auto production industry in korea. An Implication of this estimation shows that process innovation explains a significant portion of profit-capital ratio.

Building Innovation System of Daeduck Valley Based on Knowledge Production Network (대덕밸리의 지식생산 네트워크 기반의 혁신체제구축)

  • The main aim of this paper is to provide a plan for building an effective and competitive innovation system of Daeduck Valley in Korea through analysing the process of knowledge production and commercialisation of venture firms in the perspective of industry-(university) research networks. Since 1997, with the willingness of the government aimed at building' second Sillicon Valley', an ostensible innovation system cantered around the existing science technology town has been able to be built in Daeduck Valley. Nonetheless, some fundamental problems with the knowledge production and commercialisation of venture firms were appeared as the results of this study. It is led tv not only the lack of network agents and institutes that are able to facilitate and coordinate the networks of economic actors comprised of the innovation system, but also the impertinent roles of economic actors. In particular, these problems were differentiated in accordance with the growth stage of venture firms and the processes of knowledge production. Therefore, several policy implications for building innovation system are suggested in the perspective of the complement of existing innovation system of Daeduck, rather than constructing a new innovation system. At the same time, they are provided in accordance with different growth stages and knowledge production processes.

Effect of freezing on electrical properties and quality of thawed chicken breast meat

  • Objective: The objective of this research was to study the electrical properties and quality of frozen-thawed chicken breast meat and to investigate the relationship between these parameters at different times of frozen storage. Methods: Thawed samples of chicken breast muscles were evaluated after being kept in frozen storage at $-18^{\circ}C$ for different periods of time (1, 2, 3, 4, 5, 6, 7, and 8 months). Results: The results showed that water-holding capacity (WHC) and protein solubility decreased while thiobarbituric acid-reactive substances content increased with increasing storage time. The impedance module of samples decreased during 8-month frozen storage. Pearson correlation coefficients showed that the impedance change ratio (Q value) was significantly (p<0.05) related to pH, color, WHC, lipid oxidation and protein solubility, indicating a good relationship between the electrical properties and qualities of frozen-thawed chicken breast meat. Conclusion: Impedance measurement has a potential to assess the quality of frozen chicken meat combining with quality indices.

Technology Innovation in Korean Manufacturing Firms: Intra-Firm Knowledge Diffusion and Market Strategy in Patent Production

  • This paper analyzes the factors that determine technology innovation in Korean manufacturing firms, focusing on the role of intra-firm knowledge diffusion and market strategy in patent production. For empirical analysis, zero-inflated negative binomial (ZINB) regression is applied to the 2009 Human Capital Corporate Panel data. The empirical findings confirm the critical role of intra-firm knowledge-sharing processes in technology innovation; firms with a market-leading strategy oriented to new product development also tend to be prolific in patent production.
