A Liability for Damage caused by Drug (의약품 부작용과 손해배상)

  • The use of drugs that reflect the experiences and achievements of modern science has given human being the benefits of treating diseases and improving health conditions. However, in addition to the benefits of those, medicines have inherently inevitable adverse reactions. Many countries are taking measures such as market entry regulations or post-marketing surveillance to minimize damage caused by drug side effects, but the occurrence of side effects cannot be eliminated. Although the damage is force majeure, in some cases, the doctor who prescribed the drug or the pharmacist who administered the drug may have to compensate for the damage. The liability depends on whether the side effects were known in advance, the type of medicine, etc. On the other hand, in some cases, drug manufacturer may have to take liability for the side effect itself. As it is not easy for victims to be compensated for damages in those cases, many countries, including Korea, are setting to protect victims through the Product Liability Act. Drugs are also one of the product, so liability set by the Product Liability Act may apply. Even before the enactment and enforcement of the Product Liability Act, damage caused by drug has occurred. To resolve them, precedents have developed case law, which have many similarities with the Product Liability Act, but also have differences. Damage caused by drug manufactured prior to the enforcement of the Product Liability Act may occur in the future. In this context, the legal principles of the case laws will remain valid and be applied. This is an important reason to review the case law of precedents.

  • In this study, real-time monitoring is carried out in the factory site for product quality control such as improvement of productivity through facility automation, improvement of product quality, improvement of factory environment, check of facility maintenance status and check of product defect, And to establish a smart factory for the purpose of protecting the personal environment of the worker. The company is an auto parts company located in the province. The main research content is development of automation and monitoring system of oil filter clipping necessary for smart factory. Smart factory oil filter clipping automation is divided into electric air parts, solenoid valve and other parts processing process. Smart factory quality inspection monitoring system is implemented by server PC and S / W, client software, Operator PC, operating program, and input terminal application. This research data is expected to be very useful data for the auto parts venture companies that are promoting smart factories.

Automatic Detection of Foreign Body through Template Matching in Industrial CT Volume Data (산업용 CT 볼륨데이터에서 템플릿 매칭을 통한 이물질 자동 검출)

  • In this paper, we propose an automaticdetection method of foreign bodies through template matching in industrial CT volume data. Our method is composed of three main steps. First,Indown-sampling data, the product region is separated from background after noise reduction and initial foreign-body candidates are extracted using mean and standard deviation of the product region. Then foreign-body candidates are extracted using K-means clustering. Second, the foreign body with different intensity of product region is detected using template matching. At this time, the template matching is performed by evaluating SSD orjoint entropy according to the size of detected foreign-body candidates. Third, to improve thedetection rate of foreign body in original volume data, final foreign bodiesare detected using percolation method. For the performance evaluation of our method, industrial CT volume data and simulation data are used. Then visual inspection and accuracy assessment are performed and processing time is measured. For accuracy assessment, density-based detection method is used as comparative method and Dice's coefficient is measured.

  • In this study, we investigated the halo surface defection of various phenomenon occurred during the injection molding process which is caused by the thinning of the product thickness and the importance of the appearance. Surface analysis was performed to observe the difference between the surface where defects appeared and the surface which did not appear. Based on these results, we analyzed the phenomenon of halo surface defects was caused by unstable flow of resin generated in injection molding and velocity change of flow front. Furthermore, we will conduct a clear analysis of halo surface defects through observations through optical microscopy and subsequent observations with atomic force microscope. It has been analyzed that halo in PP is due to the rheological difference between the crystalline and amorphous regions while that in PC/ABS is due to shear separation of PC and ABS.

  • Recently, automobile manufacturing companies, which are major customers of them, are requiring IATF 16949 (ISO/TS 16949) certification as a mandatory requirement to secure product quality. In particular, IATF 16949 : 2016, revised in October 2016, was reinforced product traceability requirements for production information management by lot in the production process. Therefore, small and medium-sized precision parts processing companies in the automobile industry are very difficult to survive due to quality and price competition for customers satisfaction. MES (Manufacturing Execution System) is required to solve this problem. However, small and medium sized precision parts processing enterprises are reluctant to introduce the MES which is not suitable for the manufacturing environment of them such as high cost and low utilization. Even if the system is introduced, it is difficult to operate and maintain the system because the lack of computer manpower. In this paper, we propose a method for building a lot tracking system for small and medium precision parts processing companies by reviewing relevant literature and analyzing cases. In addition, by managing the production history for each lot of the final product in the system, we will grasp the effect of reducing the quality failure cost obtained by minimizing the range of defect selection.

  • According as the patterns of PCB (Printed Circuit Board) become denser and complicated, quality and accuracy of PCB influence the performance of final product. It's attempted to obtain trust of 100% about all of parts. Because human inspection in mass-production manufacturing facilities are both time-consuming and very expensive, the automation of visual inspection has been attempted for many years. Thus, automatic visual inspection of PCB is required. In this paper, we used an algorithm which compares the reference PCB patterns and the input PCB patterns are separated an object and a scene by filtering and edge detection. And than compare two image using pattern matching algorithm. We suggest an defect inspection algorithm in PCB pattern, to be satisfied low cost, high speed, high performance and flexibility on the basis of $640{\times}480$ binary pattern.

Design of Shock Absorber Housing Using Aluminum Vacuum Die Casting Technology

  • The purpose of this study is to develop a high-strength, high-toughness, thin-walled aluminum shock absorber housing product by applying a high vacuum die casting method to improve internal gas defect and formability. The analysis program dedicated for the casting was used because it was too costly and time-consuming to adopt the gating system design. The final casting plan was designed based on the flow pattern of the material filled into the mold and the result of air pressure and air pocket after the material was completely filled in the mold. Gaty shape was designed as a split type. The runner was designed to have the same shape as the initial inlet curve of the cavity, and the flow of the molten metal was prevented from turbulent flow. The most favorable results were obtained when the injection speed was $V_2=4.0m/s$. Defects on pores were reduced by applying high vacuum level inside the mold.

  • The purpose of this study presents in Relations between cracks in self-leveling material and quality of floor groundwork surface are experimentally examined. As the first stage, the experiment to observe cracks in self-leveling material constructed on floor groundwork made from various kinds of concrete was carried. As a result, following basic findings were obtained. First, observation of cracks should be continued until an increase in width of cracks stop, without constructing any finishing material. Second, degree of cracks may be indicated quantitatively by the product of length and width. Finally, Cracks and separation is not be influenced by specimen size. Based on these findings, the method of predicting cracks by evaluating surface layer quality of floor groundwork will be established.

  • It is often thought that because no-start motor vehicles cannot start an engine, a fire cannot occur for motor vehicle causes. However, although the engine cannot start up, some parts may be live with electricity if a battery is connected. If the parts have problems, a fire can occur. This study analyzed the causes of fires occurring when a motor vehicle was loaded onto a tow truck to service no-start. It is suggested that no-start motor vehicles should separate a battery terminal to prevent a fire. And this fire is related to automotive products liability.

Leveling of Aged Low Carbon Steel Sheets in order to Prevent Shape Defects after Stamping (시효 발생한 저탄소 냉연강판의 가공형상 불량 방지를 위한 판재 교정기술 활용)

  • In order to prevent shape defects such as fluting and stretcher strains during press forming of aged low carbon steel sheets, roller leveling conditions for reducing yield point elongation were studied. Yield point elongations of leveled sheets were determined as a function of leveling, which is defined as the plastic fraction or the ratio of plastically deformed part in sheet thickness section to the whole thickness of the sheet. By adjusting this plastic fraction during leveling to more than 78%, yield point elongation in the leveled sheets was reduced so no fluting occurred during subsequent tangential bending. Stretcher strains can be avoided by leveling the sheet to an 84% plastic fraction condition.
