국가연구개발기관 기술사업화 종합지원사업 성공요인에 관한 탐색적 연구 -세라믹히든챔피언사업을 중심으로- (An Exploratory Study of Key Success Factors in Public R&D Institutions' Business Supporting Service -Focused on Ceramic Hidden Champion Project-)

  • 벤처중소기업들은 초기 사업화 과정에서 신생기업의 위험 문제로 어려움을 겪고 있는데, 공공부문을 포함한 외부 인큐베이터의 지원은 벤처중소기업들의 애로요인 극복에 도움이 될 수도 있다. 이와 관련하여 국가연구개발기관에서 수행 중인 기술사업화 종합지원사업의 의의와 필요성을 검토하고, 구체적인 사례로서 한국세라믹기술원의 세라믹히든챔피언 종합육성사업을 분석하였다. 국가연구개발기관의 기술사업화 종합지원사업은 국가연구개발사업의 사업화 성과 향상 뿐 아니라 영세한 기업의 자원보완 및 지식 전수라는 점에서 긍정적으로 검토해볼 필요가 있을 것으로 판단된다. 그러나, 사례조사 결과 외부지원기관 및 지원기업에 대한 유인체계 및 관리시스템의 개선, 추진조직 활동 간의 조정문제 등은 해결해야 할 과제로 보인다.

단체급식업체 구매관리의 인터넷 활용에 관한 연구 -구매업무 담당자의 인지도를 중심으로- (Internet Utilization of Purchasing Management in Food Service Industry -Based on the buyers' perceptions-)

  • The purposes of this research were to; (a) identify useful information source; (b) assess the usefulness of the Internet as an information source; and (c) assess the degree of Internet utilization for purchasing process in food service industry. The results were as follows; 1. 'personal experience and colleague recommendation' was perceived as the most useful information source, whereas the most frequently used source was 'Internet web site' for real purchasing practice. 2. the most frequently used purchasing activity through Internet was 'online ordering', followed by 'gathering product/component information', however e-marketplace or Internet bidding were less performed by Internet. 3. acquisition of real time information, rapidity, accuracy, and increasing effectiveness of purchasing process were reported the advantages of Internet utilization. 4. respondents somewhat or strongly agreed with the importance of Internet in terms of present and future purchasing management. The results of the research suggest that Internet should be able to improve purchasing process and enhance buyer-supplier relationship directly or indirectly, therefore food service industry should consider making attempt to new purchasing systems through Internet for strategic sourcing and effective procurement management.

  • 건설사업관리용역사업자는 '과업내용서'에 명시된 각 시공 단계의 활동을 명확하게 수행해야한다. 본 연구에서는 업무의 빈도와 중요성을 고려하여 '설계변경'과 '준공처리'를 핵심 업무로 분류하였다. 이어서, 실제 수행된 건설 프로젝트를 분석하여 핵심 업무에 대한 과업내용을 표준화했다. 이를 통해 발주청, 건설사업관리기술인 및 시공자가 건설사업관리의 업무 영역을 명확히 이해하고 각자의 업무에 대해 책임을 다할 수 있는 기틀을 마련했다.

계층적 분석 과정을 이용한 학교급식 운영 품질 평가 분야의 중요도 분석 (Analytic Hierarchy Process Approach to Estimate Weights of Evaluation Categories for School Food Service Program in Korea)

  • The purposes of this study were to (1) identify the evaluation categories, areas, attributes, and criteria of the school food service program using both a qualitative and a quantitative analyses, (2) define the relative importance of the evaluation categories, areas, attributes, and criteria of the school food service program using analytic hierarchy process, (3) organize the evaluation system to improve quality of the school food service in Korea. A survey was conducted from August to October 2004 to collect data from 172 dietitians, 15 school food service officials at the educational board, 10 professionals of school food service. Statistical analyses were performed on the data utilizing the SPSS 12.0 for Windows and Excel, such as Descriptive statistics and analytic hierarchy process was performed. The result of the analytic hierarchy process indicated that relative importance of evaluation category was 0.4319 (food service manage ment), 0.2369 (nutrition education), 0.1455 (satisfaction) and 0.0912 (parent involvement program). 'Sanitation, safety and facility (0.1739)' was the most important area among the subcategories of food service management, followed by nutrition management (0.1581), procurement (0.1375), production (0.1345), organization and personnel management (0.0662), planning (0.0644), food service evaluation (0.0585), financial accountability (0.0555), and information management (0.0554). There existed a relative importance on the three areas of the nutrition program and satisfaction evaluation category: students (0.5281, 0.6221), parents (0.1812, 0.1491), and teachers (0.1838, 0.1618). In the parent involvement program evaluation category, relative importance of committee and monitoring management was 0.4658 and information communication was 0.3724. The quality of food and service to school children can be improved by the appropriate application of the developed evaluation tool for the school food service program.

Quantifying Energy Consumption to the Level of Service Pressure in Water Distribution Network

  • It is essential to reduce global carbon emissions, mainly from energy use. The water supply and distribution sector is a vital part of human society and is one of the primary energy consumers. The procurement and distribution of water require electricity to operate the pump to deliver water to users with sufficient pressure. As the water users are spatially distributed over a wide area, the energy required to deliver water to each user differs depending on the corresponding supplying element (reservoir, tank, pipe, pump, and valve). This difference in energy required for each user also comes with a difference in pressure availability which affects the level of service for individual users and the whole network. Typically, there is a disproportion where users close to the source experience excessively high pressure with low energy consumption. In contrast, remote users need more energy to get the minimum pressure. This study proposes the Energy Return Index (ERI) to quantify the pressure return from particular energy consumption to supply water to each node. The disproportionality can be quantified and identified in the network using the proposed ERI. The index can be applied to optimize the network elements such as pump operation and tank location/size to reach a balanced energy consumption with the appropriate level of service.

해공복합운송 서비스품질이 포워더의 만족에 미치는 영향 (An Empirical Study on the Forwarder's Satisfaction to Service Quality)

  • 세계화의 급속한 진전으로 인해 촉발된 물류활동의 글로벌화에 따라 새롭게 부각되고 있는 분야 중 하나인 해공복합운송은 해상운송의 경제성과 항공운송의 신속성을 통해 수송비용의 절감과 운송시간의 단축이란 목적을 달성하기 위하여 해상운송수단과 항공운송수단을 결합한 국제운송방식이다. 본 연구는 해공복합운송에서 포워더의 만족에 영향을 미치는 실제운송인의 서비스품질구성 요인을 규명하기 위하여 실제운송인을 이용해 본 경험이 있는 현직 포워더를 대상으로SERVPERF 모형을 이용하여 실증분석을 실시하였다. 통계적 검정결과 SERVPERF 모형에서 제시한 유형성, 신뢰성, 대응성, 확신성, 공감성 가운데 신뢰성, 대응성, 확신성, 유형성의 순서로 중요하다는 것이 검증되었으나 공감성은 통계적으로 유의하지 않게 나타났다. 이는 복합운송 산업의 특성에 따라 약속된 서비스를 신뢰할 수 있고, 정확하게 수행 가능한 능력으로 구성되는 요인인 신뢰성의 중요성이 나타난 결과라 할 수 있다. 그리고 기업이 고객에게 제공하고자 하는 개별적인 배려와 관심으로 구성되는 요인인 공감성의 경우 통계적으로 유의하지 않게 나타났는데, 이 또한 산업의 특성을 반영한 결과라고 할 수 있다.

노인장기요양보험 서비스에 관한 소비자피해와 개선방안 : 한일 서비스이용현황 및 상담사례 분석을 중심으로 (Consumer Impairment and Its Improvement on Longterm Care Insurance Service : Focused on the Current Conditions and the Analysis of Counseling Cases in Korea and Japan)

  • This study looked into the current conditions in Korean and Japanese care management for the elderly, cases of consumer counseling in these countries, and the supporting institutions for Japanese users regarding the use of care management for the elderly. The number of recipients of care management for the elderly in both Korea and Japan is growing every year, and more Japanese users receive various services compared to Korean users. The results of an analysis on consumer counseling regarding the use of Korean and Japanese care management revealed, two types of complaints: counseling for the improvement of the institution and complaints related to the procurement of service. Regarding the insurance system, the complaints were mostly related to affirmation of a rating and the burden incurred by cost-sharing. Regarding the use of service, such key impairment cases were related to in-service medical accidents, illegal acts including caregiver contract violations and forced retirement, careless service by workers, and human rights violations of the elderly. Japan has developed governmental and, related-administrative and business services as well as a local governmental system to redress customer impairment issues as this pertains to service for better quality care management. In addition, they have enlarged the locally closed service, provided exact information about the services offered, and improved service appraisal techniques. The Japanese cases will serve as a good reference to improve the Korean system. In particular, the construction of a system that reduces customer losses and the availability of more counseling information are urgently required to improve the system in terms of customer experiences when they seek care management.

  • 본 연구에서는 최근 들어 인터넷 상거래 물량과 업체의 증가에 따라 그 중요성이 더해가고 있는 택배운송업의 본질을 규명하고 국내외 업체의 사업현황을 개괄적으로 살펴본 다음, 해외 선진택배업체의 전략적 특징과 국내 택배업의 전자상거래 변화추세 및 전자상거래 배송현황을 고찰을 통해 전자상거래시대에 국내 택배업이 지니는 문제점과 전자상거래 물류전략을 구체적으로 지적함으로써 전자상거래 시대에 국내 택배운송업체들의 경쟁력강화에 일조하고자 한다.

Improvement of ITSM IT Service Efficiency in Military Electronic Service

  • IT Service Management (ITSM) achieves consolidated management for the IT services supporting the acquisition system, and no outside connections can be established with such ITSM. Issues pertaining to the D2B can be addressed to System Q&A or a Call Center for problem-solving. In other words, internal staff can take the necessary measures for problems by directly connecting with ITSM. Currently, diverse innovative technologies are being used in electronics and ubiquitous computing environments. This allows us to create a better world by providing the backbone for remarkable development in our human society in the fields of electronics, devices, computer science, and engineering. Following the expansion of IT services in the military acquisition sector such as Defense Electronic Procurement, military export/import support system, etc., customers' dependence on IT for conducting business with the military or related companies is increasing, including the military's dependence on the same technology for services to the public. Nonetheless, issues pertaining to the simplified/integrated management of complex IT service management systems, including slow system recovery, lack of integrated customer service window, and insufficient information sharing, have become the priority problems that IT managers are required to solve. Therefore, this study conducted research on the integrated management of IT services provided by Korea's national defense acquisition system, which was developed based on the existing system IT Infrastructure Library (ITIL) v2, and investigated the level of satisfaction with services with focus on ensuring that it can be used for understanding the necessity of the system and its advancement in the future.

공공기관 발주 대형건축공사 실시설계 기간에 대한 분석 및 개선방안 -2009년부터 2014년까지 공공발주 맞춤형 서비스 프로젝트를 중심으로 - (An Analysis of the Duration of the Construction Document Phase of Large Public Building Projects Delivered by the Total Solution Service from 2009 to 2014)

  • 실시설계도서의 품질은 시공, 그리고 운영 및 관리단계에도 큰 영향을 미친다. 그리고 적절한 실시설계기간의 확보는 실시설계도서의 품질을 위해 중요한 요소이다. 따라서 이 연구는 2009년부터 2014년까지 조달청 맞춤형 서비스를 통해 발주된 총 42개의 건설프로젝트의 실시설계단계의 기간을 분석하였다. 분석에 의하면, 실제 실시설계기간은 계획 실시설계기간보다 1.33배에서 1.79배가 소요되었다. 계획 실시설계기간은 건설교통부 제2000-235호에서 고시하고 있는 방식대로 공사금액에 의해 산정하고 있었지만, 실제 실시설계기간은 공사금액과 아주 낮은 상관관계를 보였다. 이 결과를 토대로 실무자들과 인터뷰를 진행하였고, 공사금액이 실시설계기간과 낮은 상관관계를 보인 것은 이들에게 아주 잘 알려진 사실이었다. 그들은 공사의 복잡도, 설계변경의 정도, 그리고 발주처의 성향에 따라서 실시설계기간이 크게 좌우된다는 점을 언급하였다. 따라서, 실시설계도서의 품질을 향상시키기 위해서는 다양한 요소들을 실시설계기간 산정에 적용하여 적절한 기간을 산정해야하며, 고품질의 실시설계도서는 건설산업에 긍정적 효과를 불러일으킬 것으로 보인다.
