군수품의 적정 품질보증형태 분류를 위한 제언 (Suggestion for Proper Quality Assurance Type Classification Criteria of Military Supplies)

  • 군수품의 품질보증을 담당하는 국방기술품질원에서는 크게 4가지 형태로 군수품을 구분하여 품질보증 활동을 수행하고 있다. 이러한 군수품에 대한 품질보증형태 분류는 품질보증기관의 입장에서만 결정되었기에 다른 이해관계자라 할 수 있는 방위사업청, 제조업체 및 수요군에서 요구되는 분류 기준과 상이할 수 있다. 이에 본 논문에서는 군수품에 대한 효율적인 조달 및 생산, 품질보증을 위한 적정 군수품 품질보증 형태 분류 기준을 제시하고자 하였다. 이를 위해 군수품에 대한 정부 품질보증기관인 기품원 뿐만 아니라 정부 조달물자의 품질확인을 담당하는 한국조달연구원의 품목 분류제도에 대해 살펴보았다. 또한 방사청 등 계약 및 제조, 품질보증, 수요군 등 모든 관련기관 입장에서의 적절한 군수품 분류기준을 정의하고 분석하였으며, 현 기준에 따른 군수품 분류 데이터 현황을 파악하였다. 아울러 제시된 품질보증형태 분류 기준을 활용한 적용사례 역시 제시하였다. 끝으로 본 연구에서 제시된 품질보증 형태 분류 기준을 적용한 차등화된 정부 품질보증 활동을 통해 업무 효율성 개선을 통한 군수품 품질향상에 기여할 것으로 판단된다.

예비전력 정예화 방안 (A scheme on strengthening of R.O.K reserved force)

  • Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

민간경비업체의 업무 수행 절차 및 모델 설정에 관한 연구 (A Study on the Procedure Model to Carry on Works of the Private Security Company)

  • In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. Private security in korea is carrying out firm name role assignment to have held the police and public peace environment change factors for a standard faithfully, and protects social a little property that is a basic purpose, and it is spare no efforts in loss prevention. In spite of numeral increase of private security companies, private security companies have many problem. Moreover, they mostly did not have any remarkable in-house expertises in their own business under tough conditions. Under the unfavorable circumstances including insufficient investment and education in private security guard, there have been actually little further studies on private security business in practices. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. Furthermore, the study formulated and modeled a series of business procedures in private security companies. 한국 정신요양시설의 급식 서비스 현황 분석 (Foodservice Systems of Meal Service Programs for Mental Disorder Care Sites in Korea)

  • The purposes of this study were to: a) examine characteristics of foodservice management practices; b) investigate characteristics of recipients; c) analyze foodservice systems; and d) provide feedback for the efficient and effective foodservice management of mental disorder care sites in Korea. A total of 46 sites was analyzed by questionnaire survey. Statistical data analysis was completed using the SPSS package program for descriptive analysis. As results of site recipients' characteristics, 60% of total sites were males and 40% were female recipients. Average 60% of recipients were from 30 to 40 years old. Major diseases of recipients were mental disorder, high pressure, and obesity. According to the result of foodservice system analysis, the average meal cost per day was about 2,921 won and average food cost percentage was 39%. Average number of meals per day was about 600 meals. All sites had on dietitian and 88.3% of sites had one cook as a full-time employees. In the part of procurement, dietitians were major chargers of sites for purchasing foods. Major purchasing method was the order and delivery contract. About a half of sites used cycle menu system and standardized recipies. Most of sites had recipients survey systems for evaluating meal satisfaction. About 60% of sites provided liquid diets to recepients and 22% provided diabetic diets. Dietitians at sites had problems on low meal cost budget, lack of cooking professionals, and lack of information about treatment meals for mental disorders for providing higher quality of foods cure recipients. The results suggested that financial and systematical supports by the government would be very necessary to meet the goal of nutritional balanced meal services.

다이싱 블레이드 제조공정의 생산성향상에 관한 연구 (A Study on the Productivity Improvement of the Dicing Blade Production Process)

  • Industry 4.0's goal is the 'Smart Factory' that integrates and controls production process, procurement, distribution and service based on the fundamental technology such as internet of the things, cyber physical system, sensor, etc. Basic requirement for successful promotion of this Industry 4.0 is the large supply of semiconductor. However, company I who produces dicing blades has difficulty to meet the increasing demand and has hard time to increase revenue because its raw material includes high price diamond, and requires very complex and sensitive process for production. Therefore, this study is focused on understanding the problems and presenting optimal plan to increase productivity of dicing blade manufacturing processes. We carried out a study as follows to accomplish the above purposes. First, previous researches were investigated. Second, the bottlenecks in manufacturing processes were identified using simulation tool (Arena 14.3). Third, we calculate investment amount according to added equipments purchase and perform economic analysis according to cost and sales increase. Finally, we derive optimum plan for productivity improvement and analyze its expected effect. To summarize these results as follows : First, daily average blade production volume can be increased two times from 60 ea. to 120 ea. by performing mixing job in the day before. Second, work flow can be smoother due to reduced waiting time if more machines are added to improve setting process. It was found that average waiting time of 23 minutes can be reduced to around 9 minutes from current process. Third, it was found through simulation that the whole processing line can compose smoother production line by performing mixing process in advance, and add setting and sintering machines. In the course of this study, it was found that adding more machines to reduce waiting time is not the best alternative.

사물인터넷을 이용한 비즈니스 프로세스 지원방안 (Business Process Support Based on IoT Technology)

  • 본 논문의 연구목적은 사물인터넷(Internet of Things : IoT)을 기반으로 한 비즈니스 프로세스의 지원 방안을 제시하는 것이다. 이 때 사물인터넷의 비즈니스 모델과 제품의 강화를 위한 IoT의 비즈니스 프로세스 적용 방안에 집중하도록 한다. 본 논문의 연구 방법은 기계류 장치산업에서 기계생산 시에 발생하는 오류를 최소화할 수 있는 경우를 대상으로 하였다. 본 논문의 결과로서 IoT 구조와 선택된 IoT 기술에 기초한 비즈니스 프로세스의 설계를 들 수 있다. 본 연구는 IoT를 기반으로 한 비즈니스 프로세스의 지원방법론인데, 비즈니스 프로세스 중에서 IoT의 영향을 가장 많이 받는 키 프로세스, 즉 원거리 기계 모니터링, 기계 정비, 재료 조달, 제품가격결정, 그리고 정보보고시스템을 중심으로 수행되었다. 본 연구에서의 연구 한계점은 본 연구를 기계장치 회사에 한정해서 실시했다는 것이다. 향후의 연구는 연구대상을 더욱 확대하여 다른 많은 업종의 비즈니스 프로세스에도 적용해보아야 할 것이다. 본 연구의 결과는 IoT 기술을 이용하여 경영실적을 향상하고자하는 기계 산업에서 활용할 수 있을 것이다.

BIM기반 사회기반 시설물 유지관리 도입을 위한 경제적 타당성 분석 (A Feasibility Study to Adopt BIM-based Infrastructure Management System)

  • BIM은 건설 전단계를 포괄하는 새로운 패러다임으로서 2016년 조달청이 발주하는 정부기관 건축공사에서 BIM 설계를 전면 의무화 하는 등 BIM 기술의 도입이 점차 가속화 되고 있다. BIM 기술은 건축분야에서 벗어나 점차 사회기반시설물로 적용 범위가 확대되고 있으며 이미 국내 토목건설 공사 파일럿 프로젝트를 통해 적용 타당성이 검증되고 있다. 이러한 추세는 건설 생애주기에서 가장 넓은 범위를 차지하는 유지관리 단계로까지 확장되고 있으며 선진국에서는 경제성 검토와 BIM기반 유지관리 가이드라인도 출간되고 있는 실정이다. 이에 본 연구에서는 사회기반 시설물의 BIM기반 유지관리 기술 도입의 경제적 타당성 분석을 수행하였다. 교량과 터널을 적용 가능한 사회기반 시설물의 범위로 판단하였고 편익/비용비(B/C ratio)를 활용하여 BIM 기술의 유지관리 도입의 경제적 타당성을 분석 하였다. BIM 모델의 세밀도별로 시나리오를 가정하여 분석한 결과 편익/비용비는 교량의 경우 중간 이상의 세밀도에서, 터널은 높은 세밀도에서 1.00 이상의 값이 산출되어 시스템 도입의 경제성이 있음을 확인할 수 있었다.

  • 21세기 정보화시대에 접어들면서 모든 산업은 정보화와 지식화의 변화 속에서 변화와 발전을 모색하고 있으며 국제경쟁력을 강화하기 위해서 우리나라도 국가경영전략으로 정보화와 지식화를 채택하기에 이르렀다. 특히, 건설업은 그 특성상 프로젝트의 생애주기 동안 다수의 참여주체들에 의해 수많은 양의 정보가 발생되며 이러한 정보들을 효과적으로 관리하고 활용하는 것이 성공적인 프로젝트 수행을 위해 매우 중요하다. 하지만 이러한 정보의 체계적인 관리를 위한 기준인 분류체계의 부재로 인해 많은 정보들이 사라지거나 중복됨으로써 업무의 생산성과 효율성을 저해하고 있다. 따라서 본 연구에서는 기 제시된 건설교통부의 통합건설분류체계와 수량산출기준서, 기타 관련분류체계를 근간으로 시공단계의 건설정보에 적용해 봄으로써 분류체계의 활용화 방안을 제시하고자 한다.

  • Since the national health insurance was introduced in 1978, the increased utilization of hospitals and the growing importance of pharmaceutical services to hospital patients have made the administration of these services a very complex and specialized responsibility. The pharmaceutical services has always been an essential component of comtemporary hospital care. In the hospital, the pharmaceutical services is the professional department which concerns itself with the evaluation, selection, control and utilization of drugs. The director of this service must be a versatile professional person who can work effectively in a heterogenous society of educated persons. However, graduate education in hospital pharmacy has not been introduced yet in Korea. The necessity of graduate education hospital pharmacy has been discussed in this research. Graduate education in hospital pharmacy emphasizes preparation for assumption of responsibility as the senior hospital pharmacist or the director of pharmaceutical services. Graduates should also be prepared as administrators of a department that must operate with great efficiency. They should be prepared serve as a consultant on drugs for the medical and allied health professional staff, organizing and disseminating a large and dynamic body of information in their interest and to establish professional roles that emphasize procurement, storage, manufacturing, packaging, distribution, control and evaluation of drugs. Senior hospital pharmacist is a teacher charged with responsibility fer formal and informal instruction of other hospital personnel in pharmaceutical sciences. In addition, the graduates have the opportunity to be a researcher dealing with aspect of hospital care and are intensively educated in the professional aspects of hospital pharmacy practices. The curriculum of graduate education in hospital pharmacy should be established detailly and carefully to fit the educational objective.

  • In customer-oriented make-to-order manufacturing environments, the works of BOM changes due to the changes of product specification and engineering are closely connected with almost all departments such as sales, engineering, production, procurement, cost, after service, etc within an enterprise. So, the contents of BOM changes must be instantly reflected on the related works among the departments. To effectively process these complex works of BOM changes, types of changes on product specification and engineering and types of BOM changes linked with those must be systematically defined, classified and managed by information systems. Thus, it is necessary to introduce solutions such as BPM and SOA in order to efficiently deal with complex business processes like BOM change management. This paper proposes a methodology of constructing information systems based on BPM and SOA. The proposed methodology defines the relationship between processes of BPM for definition, execution, monitoring, etc of business processes and services of SOA for connection among information systems within an enterprise, and presents a scheme of practically applying BPM and SOA solutions to actual business works. To show an utilization of the proposed methodology, the prototype system for product BOM management is implemented in order to efficiently deal with the works of BOM changes due to the changes of product specification and engineering.
