A Study on the Sustainable Governance of the Government Procurement Policies under the WTO System (국제무역환경 변화에 따른 정부조달무역정책의 거버넌스 연구)

  • Since the inauguration of WTO system has made borderless competition across the countries, many government should try to find out the harmonious policy paradigm for the check and balance between the globalization and localization. The government procurement market has been considered as one of this kinds of difficult tasks for the local small and medium companies. Many governments should lift the paradigm of the government procurement market toward the conditionally open competitive market. The paper is aimed to find out the sustainable governance of the government procurement policies to protect the local companies. Based on the many international cases, including the Chille-Korea FTA, the paper concludes the sustainable governance of the policies should be focused on the equitability and transparency.

  • As characteristic of construction industries, the Issues of construction management have been pointed out because of time and space limit among construction project participants (owner, supervisor, builder, experiment specialty institute, specialty construction company, material supplier and equipment supplier). To improve these issues, procurement system has been introduced by using internet and intranet. Procurement system that was developed by some of large construction companies was considered only internal supply on closed system method. They also restricted to article supply as supply concept. In this paper, we suggest a plan to establish integrated construction procurement system that expands to the article, service and construction work supplies by utilizing the bi-directional and real-time contact system and presents related following research program.

Component Procurement Planning with Demand Uncertainty Under Assemble-to-Order Environments (불확실한 수요를 갖는 주문 조립 환경에서의 부품 조달 계획에 관한 연구)

  • In this study, we consider a component procurement planning problem where the procurement amounts of components are determined under assemble-to-order systems with demand uncertainty. In the problem, procurement amount of each component is decided before the demands of finished products are known and after the demands are identified the assembly amounts of the finished products are decided. In this study, the objective function of the problem is minimizing the total costs which are composed of purchase and inventory costs of the components and the backorder costs of the finished products. We assume that the uncertain demand information is given as multiple scenarios of the demands, and we propose procurement planning methods based on stochastic models which considering the multiple demand scenarios. To evaluate the performances of the proposed methods, computational experiments were carried out on the proposed methods as well as benchmarks including a method based on deterministic mathematical model and a heuristic. From the results of the computational tests, the superiorities of the proposed methods were shown.

  • Recently, interests for SRM have been increasing rapidly to automate the whole processes of supply chain from sourcing to procurement and improve the whole efficiency of supply chain by strategically managing the relationship with external partners (suppliers). The national procurement service of Korea is trying to build new paradigms by introducing SRM for improving the competitiveness of national public procurement service. For this, a new assessment model for evaluating and selecting suppliers with fairness and objectivity should be developed. In this paper, we propose a new SRM solution including a model that evaluates and grades of suppliers' capabilities of performing the contracts. We also explain the innovation of national public procurement system through this SRM solution.

  • Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

A Scheme of Data-driven Procurement and Inventory Management through Synchronizing Production Planning in Aircraft Manufacturing Industry (항공기 제조업에서 생산계획 동기화를 통한 데이터기반 구매조달 및 재고관리 방안 연구)

  • Purpose This paper aims to improve management performance by effectively responding to production needs and reducing inventory through synchronizing production planning and procurement in the aviation industry. In this study, the differences in production planning and execution were first analyzed in terms of demand, supply, inventory, and process using the big data collected from a domestic aircraft manufacturers. This paper analyzed the problems in procurement and inventory management using legacy big data from ERP system in the company. Based on the analysis, we performed a simulation to derive an efficient procurement and inventory management plan. Through analysis and simulation of operational data, we were able to discover procurement and inventory policies to effectively respond to production needs. Design/methodology/approach This is an empirical study to analyze the cause of decrease in inventory turnover and increase in inventory cost due to dis-synchronize between production requirements and procurement. The actual operation data, a total of 21,306,611 transaction data which are 18 months data from January 2019 to June 2020, were extracted from the ERP system. All them are such as basic information on materials, material consumption and movement history, inventory/receipt/shipment status, and production orders. To perform data analysis, it went through three steps. At first, we identified the current states and problems of production process to grasp the situation of what happened, and secondly, analyzed the data to identify expected problems through cross-link analysis between transactions, and finally, defined what to do. Many analysis techniques such as correlation analysis, moving average analysis, and linear regression analysis were applied to predict the status of inventory. A simulation was performed to analyze the appropriate inventory level according to the control of fluctuations in the production planing. In the simulation, we tested four alternatives how to coordinate the synchronization between the procurement plan and the production plan. All the alternatives give us more plausible results than actual operation in the past. Findings Based on the big data extracted from the ERP system, the relationship between the level of delivery and the distribution of fluctuations was analyzed in terms of demand, supply, inventory, and process. As a result of analyzing the inventory turnover rate, the root cause of the inventory increase were identified. In addition, based on the data on delivery and receipt performance, it was possible to accurately analyze how much gap occurs between supply and demand, and to figure out how much this affects the inventory level. Moreover, we were able to obtain the more predictable and insightful results through simulation that organizational performance such as inventory cost and lead time can be improved by synchronizing the production planning and purchase procurement with supply and demand information. The results of big data analysis and simulation gave us more insights in production planning, procurement, and inventory management for smart manufacturing and performance improvement.

  • The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.

  • The objective of this study is to show how much it could impact improvement expectation by adopting E-procurement system. Based on literature review, the following hypotheses were proposed: H1; The level of perception for adopting E-procurement system will be different by hotel's grade, the number of hotel rooms, types of Management, the number of employees. H2; Perception for adopting E-procurement system will influence improvement expectation of food material purchasing, beverage material purchasing, Room guest supplies & cleaning supplies, general material purchasing. H2-1, H2-2, H2-3, H2-4; Perception for adopting E-procurement system will differently influence improvement expectation of food material purchasing, beverage material purchasing, Room guest supplies & cleaning supplies, general material purchasing by job level and job performance. As a result, perception for adopting E-procurement system is in proportion to improvement expectation of purchasing and hypotheses related with job level and job performance which are moderating variables were accepted partially.

In this study, we analyzed the process of procurement founded and main contents and information. we study flowing of procurement information. user and creation time though detailing procurement information, then, we suggest the Contents Classification System and Management Model of Procurement Information.
