Priority Setting for the Healthy City Program in Busan Using the Analytic Hierarchy Process (계층 분석법을 적용한 부산시 건강도시 사업의 우선순위 설정)

  • Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.

Priority Assessment for Groundwater Contamination Management Using Analytic Hierarchy Process (AHP) and GIS Approach (계층분석법(AHP)과 GIS를 이용한 고양시 일대의 지하수오염 관리우선순위 평가)

  • In this study, priority for groundwater contamination management was assessed based on regional vulnerability in Goyang-si area, Gyonggi-do, Korea using analytic hierarchy process (AHP) and geographic information system (GIS). We proposed a concept for regional vulnerability to groundwater contamination with using socio-environmental vulnerability factors, which can be classified into three properties including regional hydrogeological property, contamination property, and groundwater use property. This concept is applied to Goyang-si area. For AHP analysis, an expertise-targeted survey was conducted. Based on the survey, a total of 10 factors (criteria) and corresponding weights for regional vulnerability assessment were determined. The result shows that regional contamination property is the most weighted factor among the three property groups (hydrogeological property: contamination property: groundwater use property = 0.3: 0.4: 0.3). Then, database layers for those factors were constructed, and regional vulnerability to groundwater contamination was assessed by weighted superposition using GIS. Results show that estimated regional vulnerability score is ranged from 22.7 to 94.5. Central and western areas of Goyang-si which have groundwater tables at shallow depths and are mainly occupied by industrial and residential areas are estimated to be relatively highly vulnerable to groundwater contamination. Based on assessed regional vulnerability, we classified areas into 4 categories. Category 1 areas, which are ranked at the top 25% of vulnerability score, take about 2.8% area in Goyang-si and give a high priority for groundwater contamination management. The results can provide useful information when the groundwater management authority decide which areas should be inspected with a high priority for efficient contamination management.

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

Performance Analysis of ATM Switch with Priority Control Mechanisms (우선순위제어기능을 가진 ATM스위치의 성능 분석)

  • In this work, the performance of both delay sensitive traffics and loss sensitive traffics of the output buffered ATM switch with priority control mechanisms has been evaluated. We choose the partial buffer sharing mechanism as the loss priority control mechanism and the HOL(Head Of Line) priority control mechanism as the time priority control mechanism. We model loss sensitive traffics with Poisson process and delay sensitive traffics with MMPP. With loss priority control, it is confirmed that loss probability of loss sensitive traffice decreases when the loss priority control mechanism is chosen. With time priority control, it has also been confirmed that mean cell delay of delay sensitive traffics decreases when the HOL priority control mechanism is used. From this analysis, It has been confirmed that the requirements of QOS for both loss sensitive and delay sensitive traffics can be satisfied in the ATM switch by combining both the loss priority control mechanism and the HOL priority control mechanism.

  • This paper addresses scheduling heuristics for an assembly job-shop that includes at least an assembly process throughout its processes. The assembly job shop has certain characteristics not only considering the precedence relationship between the processes but also considering the processing progress between the parts. In addition, it probably presents a different processing time for the same product according to the order of processes and the point of workable time, due to the difference in the availability of equipments. The paper proposes several priority-based dispatching rules that consider these characteristics of the assembly job-shop, aiming to minimize the total tardiness of products in the shop floor. Computational tests showed that job due date based priority rules significantly outperform existing priority rules in terms of total tardiness.

  • This study is aimed to design a priority setting algorithm necessary for evaluating and selecting interdependent R&D planning system alternatives. In case that the relationship of technology alternatives is interdependent, a relative importance as occurrence or nonoccurrence of the technology alternatives viewed from the future time varies. So, we are subject to design the evaluation process considering a cross- impact of future technology alternatives. Thus, we apply the cross impact analysis (CIA) model to consider the cross-impact among interdependent system alternatives. Also, the analytic hierarchy process(AHP) model is applied to determine the priority of alternatives by taking the pair-wise comparison among factors.

  • In spite of many advantages of cloud computing, security concerns are a barrier in users' adopting the cloud service. In this paper, we evaluate relative priorities between security attributes of ISO 7498-2 standards affecting overall security quality in cloud computing. For an objective evaluation, the fuzzy AHP(Analytic hierarchical process) is applied. The evaluation results represented the relative priority with concrete number can be an effective management method to choose and develop the cloud computing service.

A Two-Step Job Scheduling Algorithm Based on Priority for Cloud Computing

  • Cloud systems are popular computing environment because they can provide easy access to computing resources for users as well as efficient use of resources for companies. The resources of cloud computing are heterogeneous and jobs have various characteristics. One such issue is effective job scheduling. Scheduling in the cloud system may be defined as a multiple criteria decision model. To address this issue, this paper proposes a priority-based two-step job scheduling algorithm. On the first level, jobs are classified based on preference. Resources are dedicated to a job if a deadline failure would cause severe results or critical business losses. In case of only minor discomfort or slight functional impairment, the job is scheduled using a best effort approach. On the second level, jobs are allocated to adequate resources through their priorities that are calculated by the analytic hierarchic process model. We then analyze the proposed algorithm and make a scheduling example to confirm its efficiency.

  • The purpose of this study is to check the priority control status of the current operation process alarm by comparing the priority of the alarm set up in PV high trip point, which is being installed and operated in the domestic petrochemical industry, with the criteria presented in ISA 18.2 International Standard or EEMUA 191 Guidelines. In the event of a process problem, excessively set high alarm is provided to the driver in a short period of time, making it difficult to identify the alarm that needs to be handled first. As a result, it is likely that the operator will not be able to carry out appropriate actions within the specified time frame, and many cases have been reported leading to unexpected process shutdowns or process accidents. Therefore, this study aims to introduce international standards related to alarm management and identify the level of alarm control used at the domestic petrochemical industry site to inform potential risks that may occur in the petrochemical process of the national industrial complex in the future and suggest ways to reduce risk factors.   • This study aims to examine the usefulness on the Evaluation Process for the Feasibility & Priority of A Certain Public Projects. and the Methodology used AHP(Analytic Hierarchy Process) which used pairwise comparisons of the alternatives and criteria for solving discrete alternative multicriteria decision problems. In this paper, we present a similar phenomenon, rank reversal problem, when we apply the AHP to group decision making process. The problem is identified by an example problem in that the previous rank order of Public Projects choices. we also present three different methods to prevent the undesirable characteristic of the original AHP in appling to Decision Making Process.
