The purpose of the study is to identify the usefulness of comparative educational research approach for rational educational policy development and operation through the analysis of the area, contents, methods, and so on that comparative educational research approach in educational policy studies is used. For achieving the purpose, the study examined as the follows. First, the study discussed the academic traits and research target of educational policy and comparative education using the academic trait of definition method and the academic trait of approach method. Second, the study examined the contents of the exploration of educational policy studies in comparative education. For this, the study analyzed previous research on the relationship between comparative education and general education. And using articles published in Journal of Comparative Education, the study analyzed the contents of educational policy research in comparative education. Based on the main results, the discussions and suggestions are provided.
Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

The railway platform is an important facility closely related to the safety of passengers, trains, and images of railway facilities, and requires thorough facility management. However, the problem that the finishing material (plastering mortar) for the joint finishing of dissimilar materials (concrete+granite) falls off in the direction of the track at the platform podium is occurring multiple times across the country. Since these problems threaten the safety of train operation and the safety of passengers, immediate and continuous management is required. This study tried to derive improvement plans through the analysis of the drop-off problem of finishing materials occurring at the platform podium. The status of missing finishing materials for the platform podiums of about 200 railway stations and the related design and construction standards of the Korea National Railway were investigated. After that, the cause of the drop-off of the finishing material was analyzed, and as a result, it was found that the main cause was the boundary between the roadbed and the architectural process that occurred during construction. Subsequently, in connection with the derived causes and design, construction standards, (1) improvement of finishing materials or construction methods, (2) design of finishing materials that are easy to adjust height, (3) design of separate finishing methods, (4) improvement methods and durability were suggested.

Recently, drones are rapidly becoming common and expanding. There is a great need for diversity in whether drone flight data can be used as entertainment technology analysis data. In particular, it is necessary to check whether it is possible to analyze and utilize the flight and operation process of entertainment drones, which are developing through autonomous and intelligent methods, through data analysis and machine learning. In this paper, it was confirmed whether it can be used as a machine learning technology by using FC data in the evaluation of drones for entertainment. As a result, FC data from DJI and Parrot such as Mavic2 and Anafi were unable to analyze machine learning for entertainment. It is because data is collected at intervals of 0.1 second or more, so that it is impossible to find correlation with other data with GCS. On the other hand, it was found that machine learning technologies can be applied in the case of Fixhawk, which used an ARM processor and operates with the Nuttx OS. In the future, it is necessary to develop technologies capable of analyzing the characteristics of entertainment by dividing fixed-wing and rotary-wing flight information. For this, a model shoud be developed, and systematic big data collection and research should be conducted.

The Republic of Korea Army (ROK Army) is trying to improve the effectiveness of education and training. On the other hand, there are many restrictions in actual training, limiting their practical education and training. Virtual reality technology is being used to overcome these limitations. Virtual reality technology is developing in various types, and the ROK Army needs to introduce a virtual reality training system for cost-effective education. The ROK Army mainly uses high-cost simulator-types that are similar to real equipment. Recently, a low-cost immersive-type virtual reality training system wearing an HMD is also being used. This study analyzed the cost education effectiveness of simulator-type and immersive-type virtual reality training systems in operation at the ROK Army air defense school. First, the research method used AHP to analyze the educational effects. Second, the cost was applied to the production cost of the virtual reality training system to analyze the cost-effectiveness of the education. The immersion-type was 3.4 times higher than the simulator-type in terms of cost effectiveness. These results can be used as basic data for analyzing the cost-effectiveness of a virtual reality training system.

This study investigated the cases of the domestic classification system and compared and analyzed them with the academic standard classification system to derive future improvement directions. The direction of future improvement of the academic standard classification system presented based on this is as follows. First, it seems necessary to clearly guarantee the operation of the classification system as a law for the continuous development of the academic standard classification system. Second, it is necessary to improve it to a comprehensive classification principle that satisfies both current issues and global universality so that domestic and foreign data can be collected and compared smoothly by producing a wide-ranging classification system. Third, it is necessary to select a clear revision cycle of the academic standard classification system, and it seems appropriate to proceed with the revision every five years in order to reflect the academic field across a vast field. Currently, research on such a domestic classification system is insufficient, and such investigations are continuously conducted in the future, requiring continuous interest and research on the domestic classification system.

This exploratory study was conducted to derive the components of digital entrepreneurship by targeting the experts related to Information and Communication Technology (ICT). Through the review of previous studies and Delphi analysis, the major components of digital entrepreneurship were derived into the 'digital entrepreneurial orientation area' and the 'digital technology competency area'. The components of digital entrepreneurship are innovativeness, proactiveness, risk-taking, desire for achievement, ability to identify digital business opportunities, digital technology utilization capability, digital operation process establishment capability, digital technology development capability, digital technology acceptance, information exchange, and cooperation network establishment, digital-based customer acquisition and management was presented. The importance and execution of success factors were measured through IPA analysis. The first quadrant(keep up the good work) includes proactiveness, ability to identify digital business opportunities, and ability to establish digital business processes. The second quadrant(concentrate here) includes innovativeness, digital technology development capability, and digital technology acceptance. The third quadrant(low priority) includes risk-taking, desire for achievement, digital technology utilization capacity, and digital-based customer acquisition and management. The fourth quadrant(possible overkill) includes information exchange and cooperation network establishment. This study is meaningful in that it presents the concept and components of digital entrepreneurship for digital entrepreneurs that can be applied in Korea.

The successful operation of a product In service depends upon the effective provision of logistic support in order to achieve and maintain the required levels of performance and customer satisfaction. Logistic support encompasses the activities and facilities required to maintain a product (hardware and software) in service. Logistic support covers maintenance, manpower and personnel, training, spares, technical documentation and packaging handling, storage and transportation and support facilities.The cost of logistic support is often a major contributor to the Life Cycle Cost (LCC) of a product and increasingly customers are making purchase decisions based on lifecycle cost rather than initial purchase price alone. Logistic support considerations can therefore have a major impact on product sales by ensuring that the product can be easily maintained at a reasonable cost and that all the necessary facilities have been provided to fully support the product in the field so that it meets the required availability. Quantification of support costs allows the manufacturer to estimate the support cost elements and evaluate possible warranty costs. This reduces risk and allows support costs to be set at competitive rates.Integrated Logistic Support (ILS) is a management method by which all the logistic support services required by a customer can be brought together in a structured way and In harmony with a product. In essence the application of ILS:- causes logistic support considerations to be integrated into product design;- develops logistic support arrangements that are consistently related to the design and to each other;- provides the necessary logistic support at the beginning and during customer use at optimum cost.The method by which ILS achieves much of the above is through the application of Logistic Support Analysis (LSA). This is a series of support analysis tasks that are performed throughout the design process in order to ensure that the product can be supported efficiently In accordance with the requirements of the customer.The successful application of ILS will result in a number of customer and supplier benefits. These should include some or all of the following:- greater product uptime;- fewer product modifications due to supportability deficiencies and hence less supplier rework;- better adherence to production schedules in process plants through reduced maintenance, better support;- lower supplier product costs;- Bower customer support costs;- better visibility of support costs;- reduced product LCC;- a better and more saleable product;- Improved safety;- increased overall customer satisfaction;- increased product purchases;- potential for purchase or upgrade of the product sooner through customer savings on support of current product.ILS should be an integral part of the total management process with an on-going improvement activity using monitoring of achieved performance to tailor existing support and influence future design activities. For many years, ILS was predominantly applied to military procurement, primarily using standards generated by the US Government Department of Defense (DoD). The military standards refer to specialized government infrastructures and are too complex for commercial application. The methods and benefits of ILS, however, have potential for much wider application in commercial and civilian use. The concept of ILS is simple and depends on a structured procedure that assures that logistic aspects are fully considered throughout the design and development phases of a product, in close cooperation with the designers. The ability to effectively support the product is given equal weight to performance and is fully considered in relation to its cost.The application of ILS provides improvements in availability, maintenance support and longterm 3ogistic cost savings. Logistic costs are significant through the life of a system and can often amount to many times the initial purchase cost of the system.This study provides guidance on the minimum activities necessary to Implement effective ILS for a wide range of commercial suppliers. The guide supplements IEC60106-4, Guide on maintainability of equipment Part 4: Section Eight maintenance and maintenance support planning, which emphasizes the maintenance aspects of the support requirements and refers to other existing standards where appropriate. The use of Reliability and Maintainability studies is also mentioned in this study, as R&M is an important interface area to ILS.

This research will focus on the public agencies, designers, supervisors, building cooperation, and contractor who involved in urban development plan. By understanding the complexity and the priorities in urban development process, all problems of the urban development projects can be solved or improved. These priorities are specified using AHP (Analytic Hierarchy Process). A questionnaire survey is employed to identify the problems of urban development process and the methods of revitalizing urban in this research. Through the survey, 35 issues are drawn out. Factor analysis technique is applied to extract the underlying interrelationships possibly existing. Using latent root criterion and varimax rotation method, 9 factors are extracted(by using 34 issues after deleting 1 issue less than 0.4 of factor loading) These 9 factors named as PIF (Problem Improvement Factor) consist of integration estimation (PIF1), cooperation operation capability (PIF2), contractor corporation capability (PIF3), capital for infrastructure investment (PIF4), misunderstanding of effective land use (PIF5), financial capability (PIF6), obscure goal of project (PIF7), shortage of cooperation expertise (PIFS), administrative procedures (PIF9). PIF 6 is the most important factor and PIF 1 is the most widely effective factor to succeed urban land development projects. It is recognized that administrative office is most responsible for PIF1 cooperation is most responsible for PIF2, 7, 8 and 9; contractors is most responsible for PIF3 and PIF6; administrative agencies is most responsible for PIF4; cooperation and consultants are responsible for PIF5. From findings in this study, some suggestions are proposed for the revitalization methods of urban development projects through the land readjustment method.

On the other hand, New Developed Medical Devices that are not related to New Infectious Diseases, they are still entering the market through strict licensing and licensing regulations, such as delay and cancellation in the test inspection process, etc. Therefore, This Study specialized in the government-managed laws encountered when New Medical Devices enter the market, derive Factors influencing the Strength of Regulations, analyzes the Strength of Regulations, and proposes a Regulatory Response Framework. The Research Method was conducted by Literature Research, was applied by Failure Mode and Effects Analysis(FMEA) Method, Expert Interview(1st): Idea Collection, Expert Interview(2nd): Validation, and Priority through the Application Process of FMEA Method. A Method of Quantifying the Intensity of Regulation was proposed by multiplying the Impact of the Influencing Factors for each stage of regulation and the Burden Impact for each type of Regulatory Affairs to find the Importance of the Regulatory Factors and multiplying the Severity of the Regulatory Impact. The Implications are that major overseas countries and the Korean government are actively responding with Special Regulatory Policies and Mitigation Policies for fast licensing of New Developed Medical Devices in accordance with Corona 19. It is expected that the direction for improvement of regulations and measures to respond to regulations will be implemented so that a more proactive and preemptive response to the regulatory process of the licensing policy for New Devices can be achieved.
