  • This study is aimed at reviewing the methods of joint cost allocation and allocating the joint cost of estuary dam with specially repect to Kumgang Large-scale Agricultural Comprehensive Development Project. Apart from the water resource development project propelled by Water Resource Development Corporation in connection with Law of Multipurpose Dam Development, the Largescale Comprehensive Agricultural Development Projects couldn't ins-titutionally be carried out cost allocation of common facilities, even though it were concerned with irrigation, municipal and industrical water supply, flood control, sightseeing and industrial zone development components. To decrease farmer's burden of the project costs and, operation and maintenance costs, the joint costs of common facilities like estuary dam included in agricultural development projects have to be allocated by suitable method as alternative cost-remaining benefit method and the analytical activity should be supported by revising the concerned laws as Rural Development and Promotion and, Rural Rearrangement conpatible with the law for multipurpose dam development. Kumgang Agricultural Comprehensive Development Project was selected as a case study for the estimation of socio-economic benefits by project components and joint cost allocation of the estuary dam. The main results of the study are as follows; Joint cost allocation and unit charges by components 1. The project area will be 25,554ha with total project cost of 624,860 million won including the estuary dam cost of 120,843 million won. The project costs were ex-pressed by 1994 constant price. 2. Total quantity of water was estimated 365 million tons which were consisted of 245 million tons for irrigation, 73 million tons for municipal water and 47 million tons for industrial water. 3. The rates of joint cost allocation were amounted to 34.2% for agriculture, 2.5% for sightseeing, 45.7% for transportation, 11.8% for M & I water supply and 5.8% for flood control respectively. 4. The unit financial charges by project components were estimated at 7.88 won per ton for irrigation, 16.11won for M & I water, 1,686won per vehicle one pass, 977won per Pyeong according to the capital recovery method. The financial charges using straitline method for depreciation were estimated at 7.88won per ton for irrigation, 9.12won per ton for M & I water, 624won per vehicle one pass for transportation and 331won per Pyeong for sightseeing area. 5. The unit economic charges by project components were estimated at 21.1 won per ton for irrigation, 15.2won for M & I water, 977won per vehicle one pass, 977won per Pyeong according to the capital recovery method. The economic charges using straitline method for depreciation were estimated at 11.72won per ton for irrigation, 8.61won per ton for M & I water, 331won per vehicle one pass for transportation. Policy recommendation 1. The unit operation and maintenance costs for irrigation water in the paddy field couldn't be imposed as the water resource cost untreated. 2. The dam costs including investment cost and O & M cost, as a joint cost, had to be allocated by each benefited components as transportation, M & I water supply, flood control, irrigation and drainage, and sightseeing. But the agricultural comprehensive project have been dealt as an irrigation project without any appraisal socio-economic benefits and any allocating the joint cost of estuary dam. 3. All the associated project benefits and costs must be evaluated based on accounting principle and rent recovery rate of the project costs and O & M costs should be regulated by the laws concerned. 4. The rural development and promotion law and rural rearrangement law have to be revised comprising joint cost allocation considering free rider problems. 5. The government subsidy for the agricultural base development project has to be covered all the project costs. In case of common facilities representing joint cost allocation problems, all the allocated casts for other purposes like transportation and M & I water supply etc. should be recovered for formation in investment fund for agricultural base development and to procure O & M costs for irrigation facilities.

  • The Korean government plans to establish large-scale horticultural facilities using reclaimed land to improve the competitiveness of the national agricultural sector at the government level. One of the most significant corresponding problems is the ongoing dependence of these facilities on fossil fuel, whereby constant heating is necessary during the winter season to provide the necessary breeding conditions for greenhouse crops. In particular, high-level energy consumption is incurred from the use of heating-related coverings with large heat-transmission coefficients such as those composed of vinyl and glass. This study investigated the potential applicability of waste-incineration heat for use in large-scale horticultural facilities by evaluating the hot-water temperature, heat loss, and available greenhouse area as functions of the distance between the incineration facility and the greenhouse. In conclusion, waste-incineration heat from a HDPE pipe can heat a horticultural facility of 10 ha if the distance is less than 8 km.

  • Many problems were found out the remarkable unbalance between paddy fields and up-land areas, or between plain and mountainous areas, unreasonable establishing of land consolidaton boundaries without consideration of rural development, lower leverl of construction technology of the roads and canals for agricultral use ad operation and maintenance of them by human power far apart from the ages of high technology, high information and free internationalisation, and too slow progress to overcome the weak agricultural circumstances etc. through the survey in the past executed land consolidation projects. The basic ways for solution of these problems for propulsion of land consolidation project through investigation are summarized as follows : 1. Land consolidation project should be executed to the direction of balanced regional development, laying stress on the upland and mountainous areas in order to carry out the agriculture effectively. 2. the acreage of land consolidation project to be conducted anually should be increased to overcome the serious underdeveloped agricultural development. 3. It should be developed to the way in accordance with the order of land use from the view point of rural integral development including the rural readjustment. 4. The level of the structures of road and canal, the size of standard lot and the grouping of land substitution should be to incraese the productivity of land and labour more than ever and reached to a degree in cope with the age of industrialization, information and free internationalisation. 5. The level of the management of agricultural water use and the maintenace of the various facilities should be developed to be automatization, remote control, central control and information processing instead human work. 6. Land substitution should take a measure of grouping method in accordance with the agricultural plan and farming organization, which can overcome high industrialized society in place of the substition by origin land. 7. • Apple is most favorable fruit in Korea, and apple farmland has been increased before and after the agreements of Uruguay Round and apple is considered as one of strategic agricultural products. Especially expansion of apple farmland is concentrated in Kyungpook region because of the suitable climate and its market share is about 70 percents in 1992. The marketing channels of apples of Kyungpook region are widely classified by merchant, agricultural or horticultural co-op and large scale farmer's. Among them market share of merchant's occupy over 65 percent. In marketing margins, commercial profit is higher than cost in total marketing margins and, assembler and retailer's margin is not less than wholesaler's. The fluctuation of the price of apple is high in year. The marketing problems of apples are several, first, complex marketing channels, secondly, the high percentage of market share by growing district assembler, thirdly, low rate of package and quality standardization, finally, concentration of shipment of apple because of the shortage of apple processing, storage and marketing facilities, of newly produced apples. In conclusion, to increase apple grower's income with the stabilization of supply and quality upgrade, the improvement measures of marketing system are as follows, first, government level's support in marketing facilities and mechanism, secondly, the increment of supply by grower's cooperatives, thirdly, the establishment of a serious of marketing system to increase the efficiency, fourthly, the establishment of cold-chain system and quality standardization of apple, finally, production of various kinds of apple processing goods.

  • This study aimed to systematically adjust rural area development projects that have been carried out by a variety of government departments for activation of rural areas and overcome inefficient problems caused by the policies and projects promoted separately. As its alternative, this study aimed to explore efficient improvement scheme of rural villages associated with various projects. Major agriculture/rural policies and projects that have been promoted were classified by the target space of the policies and projects as Environment space, living space, and production space. Each space was categorized into five sub-items without duplication. By assessment results of rural area improvement level and preference by Analytic Hierarchy Process(AHP) method, maintenance of rural areas was classified into four types. And outer space structure was analyzed by using Space Syntax Method(SSM). Based on the analysis result above, facilities for improvement of rural villages were placed around representative facilities. Facility allocation was based on selection and concentration in terms of facility maintenance and on type attributes in terms of spatial aspects. And finally, alternatives schemes for setting up the basic direction of improvement of rural villages are local area characteristics and environmentally conscious business plan.

  • China has made rapid strides in agricultural production during the past few years. Although the absence of any serious climatic disturbances is a contributing factor, implementation of the responsibility system to reward peasant families for their initiatives has been by far the most significant. This has resulted in increased specialization, a greater requirement for technical adivsory services, and a much higher demand for farm equipment and production inputs. The revamped system has brought with it some problems such as differences in income between the most progressive producers and their less successful neighbours and urban workers, a shortage of storage, transport and processing facilities, and a strain on the national treasury to continue to subsidize farm prices. Demand for fertilizers has been increasing at a fast rate, especially for nitrogen. This has led to a serious imbalance in nutrient use which must be corrected if the current momentum in improving crop yields is to be maintained. Following a decade of total stagnation during the Cultural Revolution, agricultural research and education facilities are being strengthened. Younger scientists, many with overseas training, are being placed in key positions. China is still a developing country, and much remains to be done; however, progress in the last decade, and especially in the past five years, has been remarkable.

  • Purpose: This study aims to analyze the management performance and production efficiency of strawberry farmers who introduced smart farming, one of the primary symbols of the fourth industrial revolution in the agricultural sector. Methods: We conducted an empirical survey of strawberry farms using smart farming and analyzed production efficiency using DEA method. Results: First, difficulties for strawberry farmers introducing smart farming included time and money spent on parts replacement and additional costs due to compatibility problems with existing facilities after the adoption. Second, strawberry farmers using smart farming increased their total income by producing higher yield and improving quality thanks to the competent growth management. Third, the analysis of production efficiencies before and after smart farming found improvement in technical efficiency, pure technical efficiency, and scale efficiency. But, the gaps in technical and scale efficiencies among the farms widened. Conclusion: Based on the results above, following policy suggestions are offered. First, an environment control technology suitable for strawberry farming needs to be developed. Second, the smart farming technology needs to be standardized by the government. Third, new smart farm models need to be developed to accommodate to the facilities and environment in Korea through collecting big data including high-quality data on the environment, growth, and yield. Fourth, continuing education needs to be provided to narrow the gap in smart farming technology among strawberry farmers.
