The privatization and commercialization of airports has moved forward at the globa1 level. individual countries have begun to focus less on the public welfare aspect of airports, and to emphasize the need to uncover means of increasing their respective airports economic performance and profitability. Although there is a need for Korean airports to be managed in accordance with this global trend. In order to conduct an accurate comparison and analysis of the managerial performances of the fourteen airports, the WLU(Work Load Unit) a concept which integrates the two outputs of airports, namely, passengers and freight, was employed in this study. Furthermore, in order to overcome the limitations of conducting a financial comparison based solely on WLU, the DEA model was also employed to evaluate airport efficiency: moreover, the benchmarking method was used to establish the input-output goals.

The purpose of this study is to analyze the performance of contracting out public libraries. in order to contribute to the promotion of their effective operation in Korea. Three public libraries which are currently operated by 'contracting out' are selected to be reviewed for this study. Their performance are analyzed by means of literature search, questionnaires, and on-the-spot-survey. Investigated in detail are the following issues: First, the need for and background of 'contracting out' public library services, and their present state in Korea: Second. the pros and cons of 'contracting out' public library services; Third, the outcomes of public library services which have been currently contracted out. Finally, based on the aforementioned findings, a future model of 'contracting out' public library services is proposed, Also suggested are the strategies for furthering the effective management of public libraries.

This paper focuses on method of setting priorities for telecommunications Standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. We mainly used the Analytic Hierarchy Process(AHP) and a modified Delphi technique as a method for planning process. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAa(Standardization Work Areas) and SWIs(Standardization Work Iterms) is being increased continuously. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding telecommunications standardization grows increasingly important. To cope with these challenges and to make the more efficient use of the limited standardization resources, i.e., time, financial, personal resources, we will suggest logical and rational approach that is a backbone of strategic plan for telecommunication standardization. The telecommunication standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approach. Our method is based on a combination of a modified Delphi technique and an application of AHP(spreadsheet model). Analyzed data from Delphi technique is used as inputs to AHP. In addition we also focus on the technique how to combine group judgments and to handle a large number of comparisons.

With the advent of smart grid, distribution network charges have been one of keystones of ongoing deregulation and privatization in power industries. This paper proposes a new charging methodology to allocate the existing distribution network cost with an aim of reflecting the true cost and benefit of network customers, especially of distribution generator (DG). The proposed charging methodology separates distribution network costs due to the respective real and reactive power flows. The costs are then allocated to network users according to each charge for the actual line capacity used and available capacity. This distribution network charging model is able to provide the economic signals to reward network users who are contributing to better power factors, while penalizing customers who worsen power factors. The proposed method is shown on IEEE 37 bus system for distribution network, and then the results are validated through the comparison with the MW-Miles and MVA-Miles methods. The charges derived from the proposed method can provide appropriate incentives/penalties to network customers to behave in a manner leading to a better network condition.

This paper intended to find rational alternatives for contracting-out of duties of the Busan port Pier Management Corporation. tint is facing the merger and abolition, and whose main functions include the management of port facilities such as International Passenger Terminal, Cruise Terminal, and Coast Passenger Terminal. For this purpose. the paper searched appropriate term, needs (merits), proper scope and cost if the contracting-out of that port facilities. The result of the analysis indicated that the best policy is to privatize the Busan port Pier Management Corporation itself to make it an private incorporated company.

These days American private security industries has rapidly grown, and its scales(employment, expenditures) exceed the public police. American private security are based on the theories such as privatization, co-production, and build more developmental framework. But the behind of private security, its civil and criminal liabilities are more issued. In this, among the civil liabilities focused on the tort liability. In civil liabilities, contract liability is specially raised by between contractors, on the other hand tort liability is raised in general without special relationship in civil law relations. In this study, I would observe the types, conditions, protest reasons and the cases in tort generated by private security officials.

Few studies have investigated the quantitative relationship between port ownership structure and port efficiency with mixed results. This paper therefore contributes to the empirical literature by investigating the impact of port privatization on port efficiency using sample data drawn from the world's major ports. Moreover, this study applies the Bayesian approach to estimate the impact of port ownership on port efficiency. We fit Bayesian stochastic frontier model which is introduced by Griffin and Steel (2007) by WinBUGS. World's 25 main ports data are used for analysis. Based on MCMC sampling, we estimate parameters of the model and efficiency index of each ports. Moreover, we add estimates from package Frontier 4.1c in order to compare them with Bayesian results.

The Philippine government enacted the National Water Crisis Act in 1995, as a response to the burgeoning situation of water supply systems in the country. This act led to the privatization of Metropolitan Waterworks and Sewerage System (MWSS), sector having jurisdiction and control over all waterworks and sewerage systems in a service area including Metro Manila. Nowadays, the region's supply of water is still facing a lot of difficulties, both in quality and quantity. The unabated migration of people to the metro which increases its population, tapping from the aged pipelines, lack of water facilities and infrastructure, excessive groundwater withdrawal, environmental degradation, and surface and groundwater pollution are some of the issues that Metro Manila have to deal with. These situations lead to two primary water supply issues suffered by Metro Manila: water shortage and flooding. The purpose of this paper was to present water supply in Metro Manila with respect to the problems in its distribution, environmental implications and quality. In this paper, several technical reports, published literature, and news articles were consulted and became the major basis for identifying gaps and suggesting remedial measures.

The research focused on the return of class analysis of the media soctor. It is told that class is a determining factor of media industry. This article is divided in to four sections that represent class analysis of media. In this study, I claimed that class analysis is necessary of understanding the nature of media industrial capital and its nature. With their domination of the media, big corporations seek to control political power and information. This article has demonstrated that the media power of corporations should be curved.

The deblocking filter (DF) reduces blocking artifacts in encoded video sequences, and thereby significantly improves the subjective and objective quality of videos. Statistics show that the DF accounts for 5-18% of the total decoding time in high-efficiency video coding. Therefore, speeding up the DF will improve codec performance, especially for the decoder. In view of the rapid development of multicore technology, we propose a parallel DF scheme based on a modified order of accessing the coding tree units (CTUs) by analyzing the data dependencies between adjacent CTUs. This enables the DF to run in parallel, providing accelerated performance and more flexibility in the degree of parallelism, as well as finer parallel granularity. We additionally solve the problems of variable privatization and thread synchronization in the parallelization of the DF. Finally, the DF module is parallelized based on the HM16.1 reference software using OpenMP technology. The acceleration performance is experimentally tested under various numbers of cores, and the results show that the proposed scheme is very effective at speeding up the DF.
