Rapid urbanization has resulted in the unprecedented growth of population in Metro Manila, the Philippines and has led to a 'dual' housing crisis - vacant/unoccupied socialized housing and a chronic housing shortage or delayed housing supply. By developing two GIS-based statistical models, this study is to examine socialized housing in comparison with private housing with respect to location patterns, integration, accessibility, social and economic aspects, and vulnerability to environmental hazards. Multiple regression analysis was integrated with the GIS to identify significant variables that influence the spatial distribution of socialized housing. The comparison between the two regression models has shown that socialized housing is located in areas with inappropriate land use and poor accessibility to transportation facilities and built urban resources. Moreover, both regression models have proven the statistical significance of the vulnerability of socialized housing to environmental hazards. The finding explains how the current housing policies do not address the country's housing crisis, especially for the marginalized and low-income households. Thus, the findings provide implications for urban planners and local decision-makers in reforming the current policy interventions.
Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

Access to knowledge and information is a universal human right. However, even after the Marrakesh Treaty was adopted on June 27, 2013, only 1-7% of standard printed materials are accessible to people with reading disabilities, including the visually impaired, and library services are very weak. As a result, the book famine of people with reading disabilities continues. This study, focusing on such severe access gaps and inequalities, analyzes Learning Ally and Bookshare in the US, the Royal National Institute of Blind People (RNIB) in the UK, Bibliothèque Numérique Francophone Accessible (BNFA) in France, and SAPIE in Japan, which are considered private organizations leading library services for the disabled in major developed countries. And based on the derived implications and the Marrakesh Treaty, a strategic plan was proposed to strengthen the services of the disabled in domestic libraries. It is urgent to enact the 'Act to Resolve Reading Barriers', amend the provisions related to the Copyright Act that restrict library services, strengthen the organizational capacity of the National Library for the Disabled, raise the service index for the disabled in library evaluation, and establish a library cooperation system centered on regional representative libraries and expand services, etc.

In this study, the current status of the school sports meeting, school union sports meeting, and social organization sports meeting in the late modern period of Korea was described. Among them, the most held school sports meeting was the birthplace of the beginning and development of modern sports in Korea. And it played a decisive role in promoting physical education in the modern sense to society. The school union sports meeting was initially held for government and imperial purposes, but since 1905, the scale and number of private schools across the country have increased as many private schools have attended sports meetings. It can be seen that these school sports meetings and school union sports meetings had very clear patriotic, ethnic, and enlightening characteristics. Finally, looking at the representative social organization sports meetings in records such as newspapers at the time, it can be seen that their personalities were very diverse. In addition, sports meeting of local women's association, sports meeting of Gyeongseong water supply merchants, and current alumni sports meeting were held. These social organization sports meetings and school union sports meetings played an important role in the development of modern sports and social sports in Korea. More importantly, these sports events developed more and more, which led to the development of various sports competitions.

The TIPS, a representative public-private cooperative project to revitalize the start-up ecosystem, is a government supported policy that promotes successful commercialization through various start-up support for technology-based startups. The purpose of this study is to analyze the investment decision factors of the TIPS program and to derive priorities. In order to achieve the research purpose, first, the investment decision factors were derived through literature analysis, a Delphi surveys were conducted on investors and experts participating in the evaluation of the TIPS program, and an AHP analysis was conducted on 20 VCs to empirically analyze the priority of factors on investment decisions. As a result of the analysis, the importance of critical factors was confirmed in the order of entrepreneurs(team) > market > product/service > finance > network. The importance of detailed factors was found in the order of entrepreneur's reliability and authenticity > market growth and scalability > team members' expertise and capabilities > adequacy of current market size > new market creation. This study presented the capabilities of technology-based startups preparing to participate in the TIPS program by deriving factors that influence investment decisions from an investor's perspective and comparing and analyzing the importance. It is also meaningful that basic data on determinants of private-led investment decision-making were presented to stake-holders such as venture capital, accelerator, and start-up support institutions.

As the problem of lowering the efficiency of urban services in small and medium-sized cities in the non-metropolitan area intensifies, the necessity of developing a railway station area is being emphasized to form a compressed urban space through regional bases. Although major station areas in large cities are being developed in the form of complex, the analysis of the development location characteristics of the small and medium-sized city station areas is insufficient. The purpose of this study is to analyze the characteristics of development project conditions and potential demand in the high-speed rail station areas across the country, identify the differences in locational characteristics according to the type of city, such as 'metropolitan city', 'large city in non-metropolitan city', 'medium and small city in non-metropolitan city', and find out the appropriate development method. As a result of the analysis, it was analyzed that the 'metropolitan area metropolitan area' has high potential demand and poor business conditions. On the other hand, in the case of the non-metropolitan area, it was analyzed that the 'small and medium-sized city station area' has good business conditions and low potential demand characteristics, and the 'large city station area' has intermediate characteristics. This suggests the need for different development methods in the development of metropolitan and small and medium-sized city station areas. The analysis results of this study show that it is desirable to encourage private participation in large-scale metropolitan station areas, which require large-scale input, to maximize potential demand, and to encourage private participation through public-led projects based on favorable business conditions or development based on regional characteristics.
This study aims to identify and analyze the factors that influenced the construction of London Eye which was led by private groups, including characteristics in progress, differentiated value in design, the combination of technology and design, and construction costs. The results of this study were the followings. 1) London Eye provides a new construction method for a landmark in the downtown in that the architects became the clients of the project which might have been hoarded, procuring the construction costs and completing it by themselves. 2) London Eye presents a space utilization method where undeveloped spaces in the downtown are used in three-dimensions by erecting a structure on the river with a minimum land. 3) The process of design, production and erection is propelled the realization of technical intention design with one system and from at the initial stage, the participation of the engineer where the designer is equal with you must accompany. 4) London Eye is endowed with strong shape by a circle in design concept, which is the simplest geometrical figure, and it provides organic relationship between the past and the present by utilizing historical elements in various ways. 5) The construction was completed through four phases including idea phase, promotion phase, turn-key contract phase, and design-build phase. The most critical factor to the success is derived from the direct contact with Involved companies from the production phase. 6) In a project facing many challenges in terms of technology, the design-build method proves to be a more effective method than turn-key contract in that it may more allocate risks and enable coherent implementation of the core concept in design. The organization for the design-build method was composed of three phases including general affairs, responsible contracting by sector, and cooperative system by sector. Since that was a new concept structure, high-level contractors who hadn't had existing cooperative relationships with one another formed new cooperative relationship, while collaborating companies who had long cooperated led the responsible contracting and sub-cooperative system, which resulted in reduction of risks and time. 7) The major factors to change design were the design characteristics, derived from a technically great combination, and the opening time. 8) A new erection method was applied to London Eye, a structure that overcame the limitation in land and period, and the process of installation demonstrated that it is an important value for the construction of a landmark in the city. 9) In spite of many visitors and tremendous operational income, the factors that London Eye fails to free itself from debts include the construction costs expended double than expected, and interest burden to the investments, which occurred in the course of procuring the costs. Absolute limit in time increased the construction costs, resulting in being a great obstacle in the course of operation.

Since the establishment of the Groundwater Act in Korea in 1993, the national policy on groundwater has focused on the preservation and management of groundwater, which should be used only as a subsidiary water resource. However, population growth, increased water demand, climate change, and the need for uniform water distribution have brought changes to groundwater policy, and have led to the prioritization of development projects such as groundwater dams and river bank filtration. Population growth, changes to the water environment, and increased water risks have all played a role in triggering rapid growth within the water industry; the size of the investment in water resources will also continue to increase worldwide. Until now, private wells and bottled mineral water have led the groundwater industry in South Korea. However, a new area of the groundwater industry, which includes the health and medical sciences, employs groundwater properties derived from regional geology, and is growing. This requires the advancement of groundwater research and technical development connected with ICT (Information and Communication Technology) and medical science, and that the public development of groundwater and its various applications is expanded through locating groundwater in the core of the water industry cluster.
This paper's purpose is three-folded: modeling the self-regulating fire prevention system, developing a packet of practical fire prevention measures and regulations, and reviewing the applicability of fire insurance system in Korea as a main components of the self-regulating fore prevention system. The so called self-regulating fire prevention system is defined as a grand national fire prevention framework based on and promoted by the vitality and creativeness of the market (or private sector). This drastically contrasts with the existing government-led fire prevention system in Korea. The self-regulating fire prevention system has three grounds: the principle of self-responsibility, the redefinition of the fire service as a public goods, and the principle of self-selection. It seems natural that the self-regulating fire prevention system requires the function of fire insurance institution as a pivoting mechanism providing individual decision makers with a system of incentives, resulting in rational behaviors in the part of each individuals and in the well-balanced fire prevention network in the part of the overall public. In this regard, this pilfer examines the institutions and performance of the fire insurance industry in Korea and reviews the limitation of the industry as an instant replacement mechanism of the current government-led fire prevention system in Korea.

The purpose of this study is to study the methodology of deriving a policy that activates artificial intelligence from the governmental perspective in order to induce corporate growth by effectively grafting artificial intelligence technology into society and thereby improve individual and national competitiveness by creating new jobs. In order to derive activation plans, 1) detailed investigation of the domestic environment, 2) discovery of priority support fields and models that can be applied to artificial intelligence, 3) preparation of guidelines for activation and introduction, 4) specific methods for promoting and activating artificial intelligence Should be presented. The proposed artificial intelligence activation method performs a procedure to verify and confirm the effectiveness of artificial intelligence nurturing through a multi-faceted approach. The multi-faceted analysis approach includes business ecosystem aspects, industry-specific aspects including companies, technology fields, policy aspects, public and non-public services aspects, government-led and private-led aspects. Therefore, it can be reviewed as a method of inducing activation in various forms. In the future research field, it is necessary to prove the effectiveness of the proposed activation plan based on empirical data on artificial intelligence-based services. The expected effect of this study is to contribute to support the development of artificial intelligence technology and to establish related policies.
