A Study on the Procedure Model to Carry on Works of the Private Security Company (민간경비업체의 업무 수행 절차 및 모델 설정에 관한 연구)

  • In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. Private security in korea is carrying out firm name role assignment to have held the police and public peace environment change factors for a standard faithfully, and protects social a little property that is a basic purpose, and it is spare no efforts in loss prevention. In spite of numeral increase of private security companies, private security companies have many problem. Moreover, they mostly did not have any remarkable in-house expertises in their own business under tough conditions. Under the unfavorable circumstances including insufficient investment and education in private security guard, there have been actually little further studies on private security business in practices. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. Furthermore, the study formulated and modeled a series of business procedures in private security companies. A series of business procedures of private security companies can be modeled as follows : Setting of a business scope and aim market ${\Rightarrow}$ Marketing, Contact from customers(On-line or Off-line) ${\Rightarrow}$ Diagnosis of security target ${\Rightarrow}$ Submission of security operational plan ${\Rightarrow}$ Estimation of security operational plan ${\cdot}$ decision ${\Rightarrow}$ Contract ${\Rightarrow}$ Employment, selection of security guards ${\Rightarrow}$ Nomination of security guard instructors ${\Rightarrow}$ Education & training of security guards ${\Rightarrow}$ subscribe to insurance of damage liability ${\Rightarrow}$ Commitment and placement of security guards ${\Rightarrow}$ Establishment and preparation of security planning ${\Rightarrow}$ Field management and procurement of relevant security service.

A Study on the Qualitative Improvement of Private Security Industrial (민간경호업의 질적 발전 방안에 관한 연구)

  • The suggestions that follow are about the Qualitative Improvement of private security Industrial. First, in legal and institutional policy, new establishment by law for private security and more support from government is asked. Moreover, the restructuring or M&A between petty companies and the pricing for security service should be performed. Second, in the structural aspect of private security industry, the professional education center for private security guards should be established and the terms of payment and welfare should be improved to the level above standard. In addition, it should be achieved to change the public to have a new and correct understanding of private security and develope the specialized parts suited to the characteristic and ability of each companies. Third, the construction of operating system for private security service should be achieved; recruit system for competent security guards, marketing strategy and enforcement system, widely known confidence to client, normal training system for security guards and post management system for client. This is also to be suited to the characteristic of each companies.

  • Since the Cold war, many countries in the world have reduced the number of their military personnel. However, it is also factual that regional conflicts have been incessantly occurring around the world. In turn, specific governmental policies are also needed in certain countries. Recently, a resolution growingly accepted in the advanced countries is the outsourcing of the resources and services of private military companies, which benefits for governments to manage their military force efficaciously. The utilization of private military force, however, may potentially generate ethical and practical issues because of the non-specified international codes to regulate private military companies, the political misuse of private personnel without concerning the loss of public military employees in danger zones, the safety of private personnel in the field, and the possibility of genocide. Prior to accept a private military companies which may be adequate in the environment of the Korean military, it is necessary to review previous cases of foreign countries. In addition, it is also needed to determine the plausible boundaries of the operation of private military companies with taking into consideration of the situations of the Korean military and private business. Finally, the systemic governmental support is requested in order to foster the business of private military.

A Study on the Profitability of Private Finance Initiative Ports Companies and the Use of Old Ports Rehabilitate-Project

  • This paper analyzes the profitability of the Private Finance Initiative(PFI) ports and proposes the application plans of the R-project(Rehabilitate project) for old ports to attract and activate private investment in the port industry. The R-project of old ports can reduce the government's financial budget and provide improved facilities for users more quickly than the public sector comparator. Before suggesting the R-project for old ports, the profitability of the currently operating 11 companies of the PFI ports are analyzed using the four ratios of profitability, and the results show that all the companies indicate low profitability, except for the top three companies. To apply the R-project, the three types of R-project ports are categorized as maintaining the function of the port, changing the function of the port, and mixing the function of the port. Additionally, three obstacles and improvement measures are suggested; attracting private business, legal issues, and administrative procedures. This study is conducive to the policy making for the port renewal and the activating PFI for the port industry.

  • Purpose: This paper explores the nuanced approaches undertaken by private companies in formulating and implementing business continuity plans (BCPs) in response to the unprecedented challenges posed by the global COVID-19 pandemic. Research design, data, and methodology: Utilizing a mixed-methods research design, the study delves into the multifaceted strategies employed by private sector entities, ranging from risk assessment and remote work policies to supply chain diversification and employee well-being initiatives. Result: The findings contribute to a deeper understanding of the evolving landscape of business continuity planning during a pandemic, offering valuable insights for academia, industry practitioners, and policymakers. The research findings present a detailed account of how private companies have tailored their business continuity plans in response to the unique challenges posed by the pandemic. Conclusion: This academic exploration sheds light on the dynamic landscape of business continuity planning in private companies responding to the global pandemic. Insights into the effectiveness of remote work policies, supply chain diversification, employee safety measures, and financial strategies contribute to the understanding of best practices and areas requiring further attention. These recommendations aim to inform future business continuity planning efforts, enhance organizational resilience, and mitigate the impact of global health crises on private sector operations.

An Evaluation of Web Accessibility for Idea Proposal Websites (공동가치창출을 위한 아이디어 제안 웹 사이트의 웹 접근성 평가)

  • For joint value creation, collaboration among different interested parties is vital and should be supported by information technology. Currently, both government and private companies have launched websites to collect ideas. However, the information poor, including the visually disabled, have difficulty in gaining access to those websites. Therefore, the aim of this paper is to evaluate the level of web accessibility to websites, operated by companies or the government, for idea proposals. According to the automatic assessments, regarding proposal specific websites, 77%, 69% of the websites operated by the government and 41%, 44% of those operated by private companies were extremely inadequate. According to the expert's assessments, regarding proposal specific websites, 67%, 52% of the websites operated by the government and 39%, 26% of those operated by private companies were extremely inadequate in their level of accessibility. A range of policies should be prepared to improve web accessibility.

  • The purpose of this study is to research the importance of public-private partnerships in disaster management. This study was evaluated by experts specializing in the improvement of public-private partnerships for disaster management. The following items are needed to encourage corporate social contribution activities in the disaster security industry. The researchers first propose a solution by means of ensuring cooperation between government and business networks. Second, we propose for those entities to discover new means to support private companies' participation in social contribution activities. The researchers' third solution is to be utilized to secure funding for induction and to support public-private partnerships to participate in the social contribution activities of private companies. Our fourth solution is promoting a sustainable plan for raising public awareness of corporate social contribution. Finally, the social contribution of the participating companies enhance brand recognition and as well as incentives. This study may contribute to the current operating system to support relevant policies and measures to encourage the participation of enterprises in the field of disaster security. Future research will be to study (such as through questionnaires) ways to participate in disaster management companies in accordance with environmental changes.

  • Recently, spread of Smartphones caused activation of mobile services, because of that Big Data such as clouding service able to proceed with large amount of data which are hard to collect, save, search and analyze. Many companies collected variety of private and personal information without users' agreement for their business strategy and marketing. This situation raised social issues. As companies use Big Data, numbers of damage cases are growing. In this Thesis, when Big Data process, methods of analyze and research of data are very important. This thesis will suggest that choices of security levels and algorithms are important for security of private informations. To use Big Data, it has to encrypt the personal data to emphasize the importance of security level and selection of algorithm. Thesis will also suggest that research of utilization of Big Data and protection of private informations and making guidelines for users are require for security of private information and activation of Big Data industries.

  • The security law and security industry of Japan have a great impact on Korea. In a modern sense, there are little large disparities between the two nations in the history and development of private security. However, the way they look at private security is not the same in large part. In Japan, private security companies are highly regarded by Japanese people as organizations that guarantee their safety, owing to the efforts of private security companies themselves, the National Security Association and civic groups. Private security has especially been approved and supported since it was decided in the anticrime cabinet council in December, 2003, in line with the action plan for the realization of anticrime society to boost private security as an industry to ensure people's safety in daily routine life by curbing crimes that might pose a threat to peaceful life. Afterwards, there has been a dynamic collaboration between the Japanese police and private security in terms of education, crime prevention, disaster prevention/restoration and everyday life safety. As for Korea, the necessity of cooperation between private security and the police is increasingly stressed, and it's required to strengthen their partnership to ensure successful crime prevention in consideration of Japanese partnership cases. In Japan, the police, civic groups, the security association and security companies make every effort to satisfy Japanese people's safety needs in diverse ways and take disaster-prevention measures as well.
