스티로폼 부자 해양쓰레기 대응 정책 개발과 우선순위 평가 (Development and Priority Setting of Policy Measures on Styrofoam Buoy Marine Debris)

  • 스티로폼 부자는 한국의 해변 쓰레기 중 가장 높은 발생 빈도를 보이는 쓰레기 중의 하나이지만 정부 정책은 소극적으로 이루어져왔다. 이 문제를 해결하기 위한 정책을 개발할 목적으로 2010년부터 2012년까지 연차별로 워크숍을 개최하였다. 문제의 탐색과 공유, 브레인스토밍 과정을 통해 정책 대안을 도출하고, 계층분석과정을 통해 정책 대안들의 우선순위를 평가하였다. 우선순위 평가에는 총 56명이 참가하였고 일관성 기준을 통과한 40명의 의견을 분석하였다. 16개 정책 대안들 중 지자체 공공근로 등을 활용한 해안정화 활동이 가장 높은 점수를 받았으며, 대체 부자 및 양식법 개발 등 조사 연구 사업이 다른 사업들보다 높은 점수를 받았다. 정책 대안을 평가하는 기준에 대해서는 실행가능성, 효과성, 효율성, 수용가능성의 순서로 중요하게 평가되었다. 합리적인 정책 설계 절차에 따라 다양한 이해관계자들이 참여함으로써 스티로폼 해양쓰레기 문제에 대해 보다 현실성 있는 정책 대안들이 발굴될 수 있었다.

산업보안 지원 정책 결정의 우선 순위 - 기업 수요와 효율성을 중심으로 - (Priority of the Government Policy to support Industrial Security - Focus on a companies' demand and efficiency of policy -)

  • 본 연구는 산업보안의 주체인 기업을 대상으로, 기업의 기밀 보호를 위한 정부 정책의 우선 순위가 무엇인지, 산업보안을 위한 정부 지원 규모의 확대가 필요한지를 조사하였다. 우선 순위를 결정하는데 있어 기밀 보호와 관련된 기업, 개인, 사회, 정부 등의 의견과 입장을 모두 고려해야 할 것이나, 산업보안 특히 기밀 보호의 주체, 기밀 보호 정책의 수혜자, 수요자로 가장 중요하고 직접적인 당사자인 기업이 요구하는 것들이 지원 정책 결정의 기초가 될 수 있을 것으로 보았다. 이에 따라, 우리나라 기업의 보안 부서 근무자 또는 보안 담당자에게 설문지 발송을 통해 회수된 설문지중 유효한 것으로 판단된 50개를 분석하였으며, '교육 및 인력육성(On/Off-Line) 지원 강화,' '보안관련 관리 및 대책수립,' '자격/검정제도를 통한 보안전문가 위상 강화'가 기업의 기밀(고객 개인정보 포함) 보호를 위해 정부차원에서 가장 우선적으로 지원해야 할 정책 방향 1, 2, 3 순위로 조사되었다. 산업보안을 위한 정부 지원의 확대가 필요한지에 대해서는 조사 대상자 모두 필요하다고 응답하였다.

A Novel Spectrum Access Strategy with ${\alpha}$-Retry Policy in Cognitive Radio Networks: A Queueing-Based Analysis

  • In cognitive radio networks, the packet transmissions of the secondary users (SUs) can be interrupted randomly by the primary users (PUs). That is to say, the PU packets have preemptive priority over the SU packets. In order to enhance the quality of service (QoS) for the SUs, we propose a spectrum access strategy with an ${\alpha}$-Retry policy. A buffer is deployed for the SU packets. An interrupted SU packet will return to the buffer with probability ${\alpha}$ for later retrial, or leave the system with probability (1-${\alpha}$). For mathematical analysis, we build a preemptive priority queue and model the spectrum access strategy with an ${\alpha}$-Retry policy as a two-dimensional discrete-time Markov chain (DTMC).We give the transition probability matrix of the Markov chain and obtain the steady-state distribution. Accordingly, we derive the formulas for the blocked rate, the forced dropping rate, the throughput and the average delay of the SU packets. With numerical results, we show the influence of the retrial probability for the strategy proposed in this paper on different performance measures. Finally, based on the trade-off between different performance measures, we construct a cost function and optimize the retrial probabilities with respect to different system parameters by employing an iterative algorithm.

Analytic Hierarchy Process for Prioritizing Radiation Safety Measures in Medical Institutions

  • Background: This study aimed to prioritize policy measures to improve radiation safety management in medical institutions using the analytic hierarchy process. Materials and Methods: It adopted three policy options-engineering, education, and enforcement-to categorize safety management measures, the so-called Harvey's 3Es. Then, the radiation safety management measures obtained from the current system and other studies were organized into action plan categories. Using the derived model, this study surveyed 33 stakeholders of radiation safety management in medical institutions and analyzed the importance of each measure. Results and Discussion: As a result, these stakeholders generally identified enforcement as the most important factor for improving the safety management system. The study also found that radiation safety officers and medical physicists perceived different measures as important, indicating clear differences in opinions among stakeholders, especially in improving quality assurance in radiation therapy. Hence, the process of coordination and consensus is likely to be critical in improving the radiation safety management system. Conclusion: Stakeholders in the medical field consider enforcement as the most critical factor in improving their safety management systems. Specifically, the most crucial among the six specific action plans was the "reinforcement of the organization and workforce for safety management," with a relative importance of 25.7%.

  • In the present paper we develop a mathematical model that facilitates the calculation of reliability of a complex repairable system having three units namely super priority, priority and ordinary. The system is analyzed with the application of Gumbel Hougaard copula when different types of repair possible at a particular state due to deliberate failure. Various reliability measures such as reliability, MTTF and profit function have been evaluated by using supplementary variable and Laplace transform techniques.

  • The current increases in fuel price contribute to reducing level of congestion and air pollution. In this paper, this measure is compared with the congestion toll charge and the 10 'buje'(a $10\%$ demand control measure of registered vehicle i.e. each vehicle can not operate when its plate's last digit matches the last digit of the date). The purpose of our study is to give a priority order to various measures and to propose the win-win solution of Seoul for policy makers. We recommend the congestion toll charge coupled with some metering measures is the win-win solution for Seoul. Also we conclude a priority order such as metering; congestion toll charge; increase in parking fee; increase in fuel price; the 10 'buje' must be acceptable for implementation. Various ITS subsystems needed to support the proposed win-win solution are identified and field operational tests for them are introduced in this paper.

  • The road traffic noise has emerged major noise as the overcrowding of the urban population and the explosion of car storage capacity. There are limits for establishing the measures to meet noise standard because of the increase of high-rise building and insufficient distance between residential areas and road in urban center areas. Therefore, this study analyze the problem of the application of national road noise standard, and present the alternatives to achieve environmental standards in conjunction with the soundproofing measures. To reduce the population ratio exposed to road noise on seoul motorway, we suggest some action plane are as follows: i) Roadside noise standard of nighttime beside daytime is the first noise reduction goals ii) Noise standard of Noise and vibration control act is priority in case of existing area iii) Noise standard of basic environmental policy act is priority in case of new area.

스마트융합 환경 하의 정보통신공사업 역량강화를 위한 정책우선순위 연구 (A Study of Priority of Policies for Strengthening Capability in the Information and Communication Work Business)

  • The information and communications construction business has the characteristics of an infrastructure industry and responsibility for the construction and maintenance of all ICT infrastructures. With the recent proliferation of the smart convergence of various industries based on ICT infrastructure, the role of the information and communications construction business has been highlighted to accommodate the convergence and implementation environment in construction and medical industries. Therefore, this paper seeks policy measures to establish the new role of the information and communications business under the rapidly developing smart convergence environment and the priorities of policy measures to strengthen the capability of the information and communications business using a quantitative model. The analysis result suggests that the difference in importance of each policy measure should be considered in order to execute effectively the policy of promoting the information and communications construction business. Given the constraint of limited budget, policy priorities include the development of new markets, and establishment of incentive for new technology. This study is significant for its theoretical contribution, being the first quantitative approach to policy priorities for the promotion of information and communications construction business under the smart convertgence environment.

농업분야 소규모 협동조합 유통체계 구축을 위한 우선순위 평가 (Evaluating Policy Priorities in Small Agricultural Cooperatives for Distribution Systems)

  • Purpose - Domestic cooperatives tend to increase during the establishment of cooperatives and gradually through the basic law of social needs. However, only cooperatives' qualitative grow this secured without blessings, and their quantitative growth through government support is questionable. The purpose of this study is to analyze the agricultural cooperatives established through the Distribution System Cooperatives Basic Law, which was enacted in January 2012. Subsequently, establishing agricultural cooperatives was done briskly. However, cooperatives established rapidly after the founding of the Basic Law encountered problems. Research design, data, and methodology - To assess the performance of selected agricultural cooperatives, data were analyzed using the methodological Analytic Hierarchy Process (AHP) approach. The AHP is a set of systematic procedures to hierarchically analyze the elements of any problem. Using a survey on expertise, a series of comparative determinations of each pair is performed to evaluate the relative strengths and the strengths of the impact between elements within the hierarchy. A survey was conducted on 10 small agricultural cooperatives using AHP analysis for the examination. The purpose of such research and analysis is to recommend a direction for future policies aimed at small agricultural cooperatives. Result - This study applied three types of policy evaluation criterion, including market expansions, organizations, and cooperative projects, and 12 types of small agricultural cooperative policy measures. Market expansion policies for agricultural cooperatives are classified into four categories: school meals, direct transactions, shopping malls, and wholesale markets. Organizational policies for agricultural cooperatives are classified into four types: existing sales channel management, education, preventing free riding, and enlarging members. Cooperative project policies in agricultural cooperatives are classified into four policy areas: cooperation between cooperatives, community contribution, joint businesses, and government links. In this paper, the growth priority in agricultural cooperative policies is analyzed by applying policy evaluation criteria on the basis of a survey on expertise. The priorities of the policy program are also analyzed using a decision analytic hierarchy process. The results indicate that market expansion is the most important policy evaluation criterion therefore, improving direct transactions, school meals, management of existing sales channels, and shopping malls are crucial policy measures. In contrast, the cooperation of cooperatives, expansion of union members, and cooperation with the government were found to have low priority. Conclusions - Agricultural cooperatives should develop plans as follows. Small agricultural cooperatives need to secure school meals and direct transactions for market expansion, restructure marketing strategies to manage existing sales channels, and, finally, increase education and training for sustainable organizational development. This study has the following limitations. Because the subject of the investigation is a new cooperative, determining its sustainable growth is difficult. Therefore, through analysis and a continuous study of cooperatives, future research is expected to show that modifying the direction of agriculture cooperatives is necessary.

정보통신보안법제의 문제점과 개선방안 (Information and Communication Security legal system's problems and improvement plan)

  • 우리나라는 전 세계에서 정보화 능력이나 환경이 가장 앞선 나라로 평가 받는다. 그럼에도 불구하고 보안사고와 공격이 가장 빈번한 국가 중에 하나라는 것도 부인하기 어렵다. 이제는 정보화의 순기능을 위해 각종 물적 기반구축과 진흥에 방점을 두던 시기와는 다르게 정보화 성과를 공고히 하고, 그 성과를 보호하는 것이 중요한 시기가 되었다. 그러나 정보보안 법제의 체계화나 법령의 정비 문제는 늘 우선순위에서 밀려나 있다는 인상을 지우기 어렵다. 이제는 이런 틀에서 벗어나 변화의 중심에서 문제를 직시할 필요가 있다. 정보보안 법제의 체계를 바로 세우기 위하여 가장 시급한 일은 개념의 재검토와 체계의 재구성이고, 이후 공론화와 합의 과정을 거쳐 이를 법제화하는 문제이다. 이 글은 이러한 시론적 배경에 따라 우선 법제와 정책의 체계를 개선하기 위하여 필요한 조치가 무엇인가, 그리고 왜 그런 조치가 필요한가를 환기하기 위한 것이다. 아울러 그러한 구체적인 조치방안의 하나로 '정보보호정책기본법'이라는 신규입법을 이 글을 통해 제안하고자 한다.
