Assessment of Port Development Priority with Conflicts among Decision Makers -From the Perspective of Environment-friendly Port Development- (의사결정자의 대립하 항만개발 우선순위 평가 -환경친화적 항만개발의 관점에서-)

  • In this study, the priority was assessed and the compensation relationships were analyzed with regard to the issue of port development with conflicts among decision makers. First, the assessment factors were selected by the relevant literatures on port development, and fuzzy structure modeling was used to select assessment factors via structuralization analysis. Second, the local residents, port users, and local government were chosen as the main port-development related entities, and the analytic hierarchy process was used to calculate the total assessment value. Third, the justice based on majority power rule method was used as an assessment method that would minimize the amount of complaints according to the total assessment results and the alternative selection when a partnership was formed among the assessment entities. Moreover, the compensation issue according to the alternative selection was quantified, and the compensation relationships were analyzed. As a result, it was found that port development in Busan must be the top priority in terms of port development in South Korea, that awareness of environmental issues must be promoted among the port users, and that the local governments must promote environmental incentive policies for Environment-friendly port development.

  • To support multimedia applications such as a multimedia communication systems and multimedia broadcasting, an operating system need to predict their timing-constraints. So, In this real-time systems, we must solve the priority inversion problem that may make the behavior of unpredictable systems and need a real-time server model that provides a better preemptability and minimizes a system overhead. In current real-time systems, the single thread server model, the worker model and the dynamic server model are being used for synchronization but they cannot propose an effective structure for managing shared resources. In this paper, the priority inheritance protocol is used to solve the priority inversion problem and the hybrid prioritized worker model is proposed, which can provide a more effective structure and a faster response time minimizing a system overhead. The hybrid prioritized worker model is to combine the static and the dynamic prioritized worker model, and have a better performance than other models in response time which is an important factor in a real-time system.

  • Priority queues can be used in applications such as scheduling, sorting, and shortest path network problem. Fibonacci heap, pairing heap, and M-heap are priority queues based on pointers. This paper proposes a modified M-heap with an way representation, called MA-heap, that resolves the problem mentioned in [1]. The MA-heap takes O(1) amortized time and O(logn) time to insert an element and delete the max/min element, respectively. These time complexities are the same as those of the M-heap. In addition, it is much easier to implement an MA-heap than a heap proposed in [5] since it is based on the simple traditional heap.

  • This study aimed to construct an effective decision-making model on selection of cloth stores using AHP technique. The proposed AHP structure consists of three levels. The highest level includes the cloth stores alternative which are department store, specialty store, and a clothes store. The second level consists of the key performance measurements for evaluating the optimal selection of cloth stores, such as location, facilities, product, service, and promotion. The lowest level consists of items which affects the performance measurements in the upper level. The items are convenience location, courteous service, decor/ambience, availability of parking, etc. The data for this research were collected from questionnaires of 132 in Busan. Data were analyzed by frequency and AHP. As the result of this study, 'product' was decided as a most important item in department store, while 'location' was decided as a most important item in specialty store and a clothes store. And 'variety goods' evaluated as that of first priority in the totality evaluation items in department store, but 'convenience location' evaluated as that of first priority in the totality evaluation items specialty store and a clothes store.

Risk Evaluation Based on the Hierarchical Time Delay Model in FMEA (FMEA에서 계층적 시간 지연 모형에 근거한 위험평가)

  • Purpose: This paper suggests a hierarchical time delay model to evaluate failure risks in FMEA(failure modes and effects analysis). In place of the conventional RPN(risk priority number), a more reasonable and objective risk metric is proposed under hierarchical failure cause structure considering time delay between a failure mode and its causes. Methods: The structure of failure modes and their corresponding causes are analyzed together with the time gaps between occurrences of causes and failures. Assuming the severity of a failure depends on the length of the delayed time for corrective action, a severity model is developed. Using the expected severity, a risk priority metric is defined. Results: For linear and quadratic types of severity, nice forms of expected severity are derived and a meaningful metric for risk evaluation is defined. Conclusion: The suggested REM(risk evaluation metric) provides a more reasonable and objective risk measure than the conventional RPN for FMEA.

  • A method of improving the correctness and confidence in land use classification as well as urban spatial structure analysis of local governments using GIS and satellite imagery is suggested. This study also compares and analyzes LSAS (Land Suitability Assessment System) results using two approaches-LSAS with priority classification, and LSAS using standard estimation factors without priority classification. The conclusions that can be drawn from this study are as follows. First, a method of maintaining up-to-date local government data by updating the LSAS database using high-resolution satellite imagery is suggested. Second, to formulate a scientific and reasonable land use plan from the viewpoint of territory development and urban management, a method of simultaneously processing the two described approaches is suggested. Finally, LSAS was constructed by using varieties of land information such as the cadastral map, the digital topographic map, varieties of thematic maps, and official land price data, and expects to utilize urban management plan establishment widely and effectively through regular data updating and problem resolution of data accuracy.

Improvement Strategy of System Unavailability by Review of Logical Structure and Reliability Importance of Reliability Block Diagram (RED) and Fault Tree Analysis (FTA) (RBD와 FTA의 논리구조와 신뢰성 중요도의 고찰에 의한 시스템 비시간가동률 개선방안)

  • The research proposes seven elimination rules of redundant gates and blocks in Fault Tree Analysis (FTA) and Reliability Block Diagram (RBD). The computational complexity of cut sets and path sets is NP-hard. In order to reduce the complexity of Minimal Cut Set (MCS) and Minimal Path Set (MPS), the paper classifies generation algorithms. Moreover, the study develops six implementation steps which reflect structural importance (SI) and reliability importance (RI) from Reliability Centered Maintenance (RCM) that a priority of using the functional logic among components is to reduce (improve) the system unavailability (or availability). The proposed steps include efficient generation of state structure function by Rare Event Enumeration (REA). Effective use of importance measures, such as SI and ill measures, is presented based on the number and the size of MCS and MPS which is generated from the reference[5] of this paper. In addition, numerical examples are presented for practitioners to obtain the comprehensive understanding of six steps that is proposed in this research.

Energy-Saving Strategy for Green Cognitive Radio Networks with an LTE-Advanced Structure

  • A green cognitive radio network (CRN), characterized by base stations (BSs) that conserve energy during sleep periods, is a promising candidate for realizing more efficient spectrum allocation. To improve the spectrum efficiency and achieve greener communication in wireless applications, we consider CRNs with an long term evolution advanced (LTE-A) structure and propose a novel energy-saving strategy. By establishing a type of preemptive priority queueing model with a single vacation, we capture the stochastic behavior of the proposed strategy. Using the method of matrix geometric solutions, we derive the performance measures in terms of the average latency of secondary user (SU) packets and the energy-saving degree of BSs. Furthermore, we provide numerical results to demonstrate the influence of the sleeping parameter on the system performance. Finally, we compare the Nash equilibrium behavior and social optimization behavior of the proposed strategy to present a pricing policy for SU packets.

An AHP Approach to Select the Technique to Improve the Manufacturing Performance in Shipbuilding Enterprise (AHP에 의한 조선기업의 생산성과 향상기법의 선택)

  • The objective of this research is to select the most effective technique from AMT (Advanced Manufacturing Technologies) and IMP (Innovative Management Practices) for improving manufacturing performance in shipbuilding enterprises. The research consists of several principal steps. The first step is to design critical criteria in evaluating manufacturing performance in shipbuilding enterprises. The second step is to develop sub-criteria of the critical criteria. The third step is to develop a four level AHP (Analytic Hierarchy Process) structure using the critical criteria, sub-criteria and techniques from AMT and IMP. The fourth step is to develope the pairwise comparison matrix by each level of AHP structure, which was based on survey data collected at the H heavy industry. And the last step is to select the most effective technique from AMT and IMP by using AHP analysis. The results of AHP analysis did not show clear difference in priority between techniques of AMT and IMP in terms of manufacturing performance of the shipbuilding enterprise. Thus, each critical criterion was assigned modified weights and examined the priority change of techniques by conducting performance sensitivity analysis.

Analysis of the operation status and opinion on the improvement of fishing vessel structure in coastal improved stow net fishery by the questionnaire survey (설문조사를 통한 연안개량안강망어업의 조업 실태 및 어선 구조 개선에 관한 의견 분석)

  • In order to understand basic data for improving the fishing system and fishing vessel structure in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 to analyze opinions on the improvement of operation status and fishing vessel structure. The questionnaire survey consisted of ten questions on the operation status of coastal improved stow net fishery and six questions on the improvement of fishing vessel structure, and the results of each question were analyzed by the region, the captain's age, the captain's career and the age of fishing vessel. As a result of analyzing opinions on the operation status of the coastal improved stow net fishery, it was found that the average time required for casting net was 32.8 to 33.0 minutes and that the average time required for hauling net was 41.0 to 42.2 minutes which took 10 to 12 minutes more than for casting net. The most important work requiring improvement during fishing operation (the first priority) were 'hauling net operation,' 'readjustment and storage of fishing gear,' and 'fish handling' and the hardest factor in fishing management were in the order of 'reduction of catch,' 'labor shortage' and 'rising labor costs.' The most institutional improvement that is most needed in coastal improved stow net fishery was an 'using fine mesh nets.' Most of the respondent to the questions on the experience in hiring foreign crews was 'either hiring or willing to hire foreign crews,' and the average number of foreign crews employed was found to be 2.3 to 2.4 persons. The most important reason for hiring (or considering employment) foreign crews was 'high labor costs.' The degree of communication with foreign crews during fishing operation were 'moderate' or 'difficult to direct work.' The most important problem in hiring foreign crews (the first priority) was an 'illegal departure.' As the survey results on the opinion of structural improvement of coastal improved stow net fishing vessel, the degree of satisfaction with fishing vessel structure related to fishing operation was found to be somewhat unsatisfactory, with an average of 3.3 points on a five-point scale. The inconvenient structure of fishing vessel in possession (the first priority), the space needed most for the construction of new fishing vessel (the first priority) and the space considered important for the construction of new fishing vessel (the first prioprity) was a 'fish warehouse.' The most preferred equipment for the construction of new fishing vessel were 'engine operation monitoring' and 'navigation safety devices.' The average size (tonnage class), the average horse power and the average total length of fishing vessel for proper profit and safety fishing operation was between 13.8 and 14.0 tonnes, 808.3 to 819.5 H.P. and 23.4 to 23.5 meters, respectively. The results of the operation status of coastal improved stow net fishery and the requirement for improving the fishing vessel structure are expected to be provided as basic data for reference when we build or improve the fishing vessel.
