Exploring the Perception Change of the Consumers for the Cultural Heritage Values in the Cultural Heritage Yahaeng (문화재야행 사업에서 소비자의 문화재 가치 인식 변화 요인에 관한 연구)

  • This article is aimed at exploring what factors influence the perception change of the consumers for the cultural heritage values in the case of the cultural heritage policy program entitled with the cultural heritage Yahaeng. The consumers is considered as a key factor in the value creation system of the cultural heritage Yahaeng. It is necessary that the priority of the cultural heritage Yahaeng should be shifted from the supplies to the consumers. The consumer-based model of cultural heritage utilization is used as a theoretical framework. This study examines the influence of cultural heritage authenticity, cultural motivation, management system, loyalty on the perception change of the consumers for the cultural heritage values. This study is empirically examined by the means of a survey conducted on 205 visitors in the case of the Suncheon Yahaeng. The results indicate that the cultural heritage Yahaeng positively influences the perception change of the consumers for the cultural heritage values. In addition, the results indicate that cultural heritage authenticity is the most important factor which positively influences the perception change of the consumers for the cultural heritage values. In addition, the results indicate that cultural motivation positively influences on the perception change of the consumer for the cultural heritage values through the mediating variable of the loyalty. In line with its results, the article recommends that the significance based management system, evaluation system focused on the perception of the consumers for the cultural heritage should be established in the future. The article concludes that the local residents should be importantly considered as consumers and the collaborative partners in the cultural heritage Yahaeng.

  • Gyeonggi Province has established a bus information system to provide real-time bus arrival information, aiming to make bus usage convenient for its residents. While the Gyeonggi bus information system is becoming more advanced through the application of IT technology, there are still information-vulnerable groups finding it difficult to use. In particular, the elderly have a low level of digital information literacy and habe difficulty using it. In this regard, this study aims to address the information usage disparity among the elderly in public transportation by utilizing expert in-depth survey methodology known as the Delphi technique. The study classified the policy initiatives that Gyeonggi Province should undertake into three categories: user education and expanded promotion, technological development and dissemination, and providing convenient usage environment. Through two rounds of surveys, the study assessed the priority of ten specific sub-tasks within these categories. Additionally, it gathered opinions on the effectiveness and feasibility of each item. The results yielded prioritization and evaluation of effectiveness and feasibility for nine sub-tasks. Based on these outcomes, the study proposed future projects that Gyeonggi Province should implement to address the information disparity among the elderly, offering a comprehensive approach to bridge the gap.

  • Long-term safety over millennia is the top priority consideration in the construction of disposal sites. However, ensuring the mechanical stability of deep geological repositories for spent fuel, a.k.a. radwaste, disposal during construction and operation is also crucial for safe operation of the repository. Imposing restrictions or limitations on tunnel support and lining materials such as shotcrete, concrete, grouting, which might compromise the sealing performance of backfill and buffer materials which are essential elements for the long-term safety of disposal sites, presents a highly challenging task for rock engineers and tunnelling experts. In this study, as part of an extensive exploration to aid in the proper selection of disposal sites, the anticipation of constructing a deep geological repository at a depth of 500 meters in an unknown state has been carried out. Through a review of 2D and 3D numerical analyses, the study aimed to explore the range of properties that ensure stability. Preliminary findings identified the potential range of rock properties that secure the stability of central and disposal tunnels, while the stability of the vertical tunnel network was confirmed through 3D analysis, outlining fundamental rock conditions necessary for the construction of disposal sites.

A Study on the Critical Factors Affecting Investment Decision on TIPS (민간주도형 기술창업지원 팁스(TIPS) 투자의사 결정요인에 관한 연구)

  • The TIPS, a representative public-private cooperative project to revitalize the start-up ecosystem, is a government supported policy that promotes successful commercialization through various start-up support for technology-based startups. The purpose of this study is to analyze the investment decision factors of the TIPS program and to derive priorities. In order to achieve the research purpose, first, the investment decision factors were derived through literature analysis, a Delphi surveys were conducted on investors and experts participating in the evaluation of the TIPS program, and an AHP analysis was conducted on 20 VCs to empirically analyze the priority of factors on investment decisions. As a result of the analysis, the importance of critical factors was confirmed in the order of entrepreneurs(team) > market > product/service > finance > network. The importance of detailed factors was found in the order of entrepreneur's reliability and authenticity > market growth and scalability > team members' expertise and capabilities > adequacy of current market size > new market creation. This study presented the capabilities of technology-based startups preparing to participate in the TIPS program by deriving factors that influence investment decisions from an investor's perspective and comparing and analyzing the importance. It is also meaningful that basic data on determinants of private-led investment decision-making were presented to stake-holders such as venture capital, accelerator, and start-up support institutions.

Key Factors of Talented Scientists' Growth and ExpeI1ise Development (과학인재의 성장 및 전문성 발달과정에서의 영향 요인에 관한 연구)

  • This study was conducted to explore key factors of expertise development of talented scientists who achieved outstanding research performance according to the stages of expertise development and dimensions of individual-domain-field. To fulfill the research purpose, 31 domestic scientists who were awarded major prizes in the field of science were interviewed in-depth from March to September, 2007. Stages of expertise development were analyzed in light of Csikszentmihalyi's IDFI (individual-domain-field interaction) model. Self-directed learning, multiple interests and finding strength, academic and liberal home environment, and meaningful encounter were major factors affecting expertise development in the exploration stage. In the beginner stage, independence, basic knowledge on major, and thirst for knowledge at university affected expertise development. Task commitment, finding flow, finding their field of interest and lifelong research topic, and mentor in formal education were the affecting factors in the competent stage. Finally, placing priority, communication skills, pioneering new domain, expansion of the domain, and evaluation and support system affected talented scientists' expertise development in the leading stage. The meaning of major patterns of expertise development were analyzed and described. Based on these analyses, educational implications for nurturing scientists were suggested.

A Study on the Determinants of Investment in Startup Accelerators (스타트업 액셀러레이터의 투자결정요인에 대한 연구)

  • Startup accelerators are a new type of investors providing a certain amount of shares for imparting education, mentoring, networking, and providing space and seed money that can directly resolve the difficulties faced by nascent entrepreneurs (Clarysse, 2016). Startup accelerators have expanded worldwide as their influence over the startup ecosystem has increasingly been established (Pauwels et al., 2016; Cohen & Hochberg, 2014). This study was conducted to derive investment determinants of startup accelerators that are emerging as major investment players around the world. To this end, the accelerator-type determinants of investment were derived. As previous research on this topic is nonexistent, this process involved qualitative meta-synthesis, literature reviews, observation, and in-depth interviews. First, more than 30 research papers were examined for the determinants of investment for firms at an early stage of their foundation, and the categories and determinants of investment in the relevant studies were comparatively analyzed using qualitative meta-synthesis. Further, related data were investigated to identify the characteristics of accelerators, and the startup evaluation process of US accelerators was studied. The more than 100 questions raised during this process were coded to examine the determinants of investment that accelerators considered important. In-depth interviews were conducted with four US accelerators to identify the characteristics of accelerators and key determinants of investment. Ultimately, 5 categories of accelerator-type determinants of investment and 26 subordinate determinants of investment were derived. The results were verified and supplemented by consulting with seven accelerators in Korea. The results were confirmed after pilot tests and verification by seven domestic accelerators. After confirming the accelerator-type determinants, the reliability of them was verified by examining the importance and priority of each category through the quantitative survey of Korean accelerators. The research that elicited the accelerator-type investment determinants is the first research and is expected to be a major reference to the progress of subsequent studies. This research that systematically derived the investment determinants of the accelerator is expected to make major contributions to the progress of follow-up studies, the process of selecting startups, and the investment decision-making process of the accelerators.

Evaluating Functional Efficiency of Existing Forest Roads (개설효과(開設效果)에 의(依)한 임도(林道)의 유형구분(類型區分) - 기설임도(旣設林道)의 분석(分析)을 중심(中心)으로 -)

  • The critical need of forest road for enchanting the additional values of various forest products, in addition, giving more recreational opportunity to citizen, has been recognized. In this study the present author aimed to ascertain the most effective construction working plan of forest road being tit to Korean geographic condition. To execute this research program, four locations in national forest of Kangweon-do district and other four locations in private forest in Chollabuk-do district both where forest roads have previously been constructed were selected to analyze the effectiveness basing upon the various factors separately or in combination. The results are summarized as follows ; 1. The investment efficiency in forest road construction showed to increase in the area where terrain factors and district social factors rate is high, and to decrease in the area where forest status factors and forest road structure factors rate is high. So in future the Forest Resource Development Model of forest road should take more importance particularly on those area having terrain factor ratio is low. The extractable value of constructed forest road based on forest status factors rate is expected to increase in case of high considerably. 2. To construct of forest road for increasing multiple use of forests, forest road should be construct with priority on area where obtained total score by evaluation factors is high. And these evaluation factors should take possible determine the position of forest road construction. 3. The following five types of forest road basing upon function performance are suggested with regard to the place where road is constructed. (1) Forest Utilization Model ; where forest status factors and forest road structure factors rate are over 60%. (2) Forest Resource Development Model ; where terrain factors, forest status factors, forest road structure factors and district social factors rate are less than 60%. (3) Community Development Model ; where terrain factors, forest road structure factors and district social factors rate are over 60% but forest status factors rate are less than 60%. (4) Recreation and Health Model ; where terrain factors, forest status factors, forest road structure factors and district social factors rate are over 60%. (5) Multiple Use Model ; where both forest status factors and district social factors rate are over 60%.

  • A Ubiquitous-Ecological City (U-Eco City) is the new urban paradigm integrated with ubiquitous-city (U-City) connecting the high-tech IT technology to the urvan space with the concept of the sustainable eco-city. As a U-Eco City is attempted for the first time domestically and internationally, there is insufficient discussions for its develoment goal, planned design proposal, technology and service element and others. Even if there are plans to build up it, policy and technology, service structuring business and others, it is difficult to assess how it would bring the efficacy. Therefore, the purpose of this study is to present the indicators system to assess a U-Eco City. The results of this study revealed the following; First, the conceptual framework, which was established to achieve sustainable urban quality, can be suggested by establishing its notion of the U-Eco City. The concept of a U-Eco City as established in this study suggests that the economic development in growth-oriented level has to be conducted not only quality of urban environment but also in terms of sustainable to consider the complex impact of various development; Secondly, the developed assessment system has heightened the completeness as the evaluation index through the attitude survey. As a result of questionnaire survey with the subject of specialists and interested party of this study, the urban qualitative aspect is formulated for the stability as a relatively important aspect. For the urban continuity aspect, society, environment and economy have all similar importance, but the environment element was shown to be highest. And finally, subject area was selected on the basis of the evaluation system and the analysis was made on the basis of the implementation design plan of the area. As a result of the assessment, safety and economy have shown to be high. This is indirectly indicated for the priority in economic growth driven development plan unlike the importance of environmental continuity obtained through the attitude survey. When planning on urban development, there is a need for supplementing the environment part and it has to present the connection plan between the economic growth and environmental continuity.

Evaluation of Disaster Resilience Scorecard for the UN International Safety City Certification of Incheon Metropolitan City (인천시 UN 국제안전도시 인증을 위한 재난 복원력 스코어카드 평가)

  • This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Measures were prepared.

A Study on Prioritization of HNS Management in Korean Waters (해상 위험·유해물질(HNS) 관리 우선순위 선정에 관한 연구)

  • The types of hazardous and noxious substances (HNS) being transported by sea in Korea are at about 6,000, HNS transport volume accounts for 19% of total tonnage shipped in Korea, and the increase rate of seaborne HNS trade in Korea is 2.5 times higher than the average increase rate of the world seaborne HNS trade. Reflecting this trend, HNS spill incidents have been frequently reported in Korean waters, and there are increasing social demands to develop HNS management technology for the preparedness, response, post-treatment and restoration in relation to HNS spill incidents at sea. In this study, a risk-based HNS prioritization system was developed and an HNS risk database was built with evaluation indices such as sea transport volume, physicochemical properties, toxicities, persistency, and bioaccumulation. Risk scores for human health and marine environments were calculated by multiplying scores for toxicity and exposure. The top-20 substances in the list of HNS were tabulated, and Aniline was ranked first place, but it needs to be managed not by individuals but by HNS groups with similar score levels. Limitations were identified in obtaining data of chronic toxicity and marine ecotoxicity due to lack of testing data. It is necessary to study on marine ecotoxicological test in the near future. Moreover, the priority list of HNS is expected to be utilized in the development of HNS management technology and the relevant technologies, after the expert's review process and making up for the lack of test data in the current research results.
