With the explosive growth of the number of Internet users and Internet-related services, the research on construction of broadband Optical Internet by using WDM technologies is actively is actively progressed. In this paper, we design the offset time decision (OTD) algorithm for supporting the QoS in optical networks based on optical burst switching (OBS), which is the new switching paradigm, and evaluate the performance of it. The proposed algorithm determines a reasonable offset time considering traffic load of network and the number of wavelengths to guarantee the burst loss rate (BLR) of high priority Internet traffic as a QoS parameter. In order to design the proposed OTD algorithm, firstly we make the new burst loss formula, which includes the effect of offset time. The decision of offset time corresponding to the requested BLR, however, should use the reverse formula of proposed one, thus we are not able to use it without any changes. In this paper, we define the heuristic loss formula (HLF) that can be changed into reversed formula by using the proposed formula and proportional equation considering its characteristics. Finally we show the OTD algorithm to decide the offset time by using HLF. We show that the requested BLR is guaranteed under various traffic load with the determinded offset time by using the proposed OTD algorithm.
The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.
The purpose of this study is to investigate the actual conditions of the mobility convenience facilities for pedestrians and their perception of the facilities, and thereby provide fundamental material necessary to establish a strategy of improving mobility convenience facilities. This study tried to analyze the characteristics of the mobility convenience facilities for pedestrians. Based on previous studies and "Report of Mobility Facilities of the Mobility Handicapped", this study first chose the evaluation items related to mobility convenience facilities, and then conducted a questionnaire survey and Importance-Performance Analysis (IPA). According to the study results, first, the item that needs intensive improvement was sidewalks, and the detailed indicators for sidewalks were walking safety, convenient facilities for the disabled, and pavement in order. Secondly, the items that need to be maintained were bus and crossroad. Thirdly, the low-ranking items were under-passageway and pedestrian overpass. And lastly, the items that need to be controlled were facilities for passenger terminals and bus terminals. Based on the comprehensive IPA result, this researcher judged the actual use conditions of the mobility convenience facilities in Buyeo-gun, Chungcheongnamdo. Therefore, it was found that it would be urgent to improve the direct walking environment on sidewalks. In this aspect, for future policy decision and facility maintenance, it is desirable to put the item in priority in terms of investment and come up with an improvement strategy.

This study is to analyze and evaluate water resource development potential in North Korea. The study was conducted to analyze selected potential hydropower as an indicator to evaluate water resource development potential. Potential hydropower means theoretical value about the potential capacity of river. It is used to evaluate the amount of development through the hydropower generation. For calculating potential hydropower, monthly average and annual average of rainfall for each river basin were calculated by using the data of 27 rainfall stations in North Korea. As a result of the calculation of theoretical potential hydropower by rainfall in the seven major basins in North Korea, the Aprok River basin was analyzed to be the largest with $7,562.2{\times}10^3kW$. The efficiency and utilization rate of theoretical potential hydraulic power in South Korea and North Korea was 42.3% and 36.2%, respectively. The Daedong River basin's potential hydropower utilization rate is 12.3%, which is the lowest in North Korea. In the case of Daedong River basin, more than 40% of the total population is inhabited, so demand for water and electricity is expected to be the largest. Therefore, the Daedong River basin is considered as a priority area for water resource development. The results of this study are expected to be used as basic data for future water resource development projects and research activities in North Korea.
The purpose of this study was to evaluate effects of a nutrition education focused on Food Exchange System for the higher grades elementary children. Nutrition education lessons (40 min/lesson, 4 times), '5 major nutrients and functions', '6 food groups', 'daily needed energy and food exchange units', 'good choice of snacks and balanced exercise' were provided to elementary students (5th grade students). This research was based on the data from two groups of elementary school children in the 'education' group (n = 31) and 'non-education' group (n = 31). We assessed the changes in dietary attitude, food habit and nutrition knowledge using questionnaire and nutrient intake using 24hr recall method by nutrition education using the developed pamphlet. After education, there was a significant difference in the dietary attitude score only in attitude of 'balanced meal' (p < 0.001) in the education group compared to the non-education group. In food habit, there were significant positive changes in the type of breakfast and in the priority of choosing snack in the educated group. In nutrition knowledge, there were significant increases in scores of 'function of carbohydrate' (p < 0.05), 'function of fat' (p < 0.01), 'function of vitamin' (p < 0.01), 'foods of carbohydrate' (p < 0.01), and 'foods of vitamin' (p < 0.01) in the educated group. After education, carbohydrate: protein: fat (CPF) ratio was significantly different between the two groups (education group, 59 : 16 : 26 vs. non-education group, 63 : 15 : 23). In evaluation of nutrient intake by Dietary Reference Intakes for Koreans (KDRIs), there were significant positive effects in energy (p < 0.05), thiamin (p < 0.05), riboflavin (p < 0.05), vitamin C (p < 0.05), phosphorus (p < 0.01), Fe (p < 0.01) and zinc (p < 0.01) in the education group compared to the non-education group. In conclusion, the developed 4 times' nutritional education pamphlet focused on individual daily energy requirements and food exchange units using food exchange system for higher grades' elementary student may positively change nutrition knowledge and dietary intakes.

This study aims to provide the technical considerations and implications for the development of soil vulnerability assesment tool based on the review of existing tools and case studies applied both domestically and internationally. For this study, we specifically investigated the basic theories and major features implemented in the screening models abroad. In contrast, one case study of prioritizing the vulnerable districts was presented to identify the research trends in Korea. Our literature review suggested that the characteristic of target areas and contaminants needed to be properly incorporated into soil vulnerability assessment because the current tools in Korea neglected these properties which prevented this tool from being used as a correct measure of soil management and prevention. We also reached the conclusion that in terms of technical aspect, the soil vulnerability assessment tool should be developed based on the physical theory and environmental data that were varied over space and time so that the end-users were able to readily and effectively screen soil vulnerability over large areas. In parallel with technical improvement, great effort needed to be devoted to develop an integrated environmental information system that increased the availability of data and shared various types of environmental data through enhanced multi-agency collaboration.
Recently, the rankings of Korean container ports in terms of container handling cargo volume were plunged down due to the emerging Chinese ports. The efficient container ports strategies which increase container port competitiveness were requested. In this respect, it is urgently required to draw out constituent factors for Port Logistics, weigh these factors, and finally focus on improving the suggested factors. The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of port logistics by using the AHP(Analytic Hierarchy Process) method. As for the analysis regarding the inner consisted factors, the results were shown as follows: a storage and handling system (0.288) as the first rank; an information system of port logistics (0.210) as the second rank; an inland intermodal system (0.189) as the third rank; a ship's entering and departuring system (0.184) as the fourth rank, and a ship's berthing system (0.129) as the fifth rank. In terms of analysis regarding outer requested factors, the results came out as follows: a logistics cost (0.360) as the first rank; a port service (0.128) as the second rank; a connectivity (0.118) as the third rank; a hinterland condition (0.116) as the fourth rank; an convenience (0.106) as the fifth rank; a regional center (0.095) as the sixth rank, and an availability (0.077) as the seventh rank. For analyzing the priorities changes in constituent factors, the comparison of results between the year 2007 and the year 2011 was done. As the results, among inner consisted factors, 'information system of port logistics' was ranked first in the year 2007 while 'a storage and handling system' became the most important factor in the year 2011. Among the inner consisted factors, however, the logistics cost was the important factor in 2007 and 2011, respectively.

This paper aims to measure and evaluate the technical efficiency with two inputs and four outputs with the use of fuzzy DEA in Korean RCC/RSC. Especially, this paper included not only the marine accident data which occurred for the analysis in particular but also the possibility data of a potential marine accident by an Environmental Stress value and analyzed the technical efficiency. And in this paper, asymmetrical triangular fuzzy number is presented about inputs/ outputs data and a procedure is suggested for it's solution. The basic idea is to transform the fuzzy CCR model into a crisp linear programming problem by applying an alternative ${\alpha}$-cut approach. Also this paper propose a ranking method for fuzzy RCC/RSC using presented fuzzy DEA approach. The result, when ${\alpha}$-cut is 0.5, efficiency priority is found in the order of YS, BS, MP, TY, JJ, PH, US, IC, SC, DH, GS, TA, WD RCC/RSC. Finally, Inefficiency TA, WD RCC/RSC have to benchmarking with reference sets.

The main objective of this paper is to apply as the basic data for development of a methodology to discuss the future earthquake preparedness measures in Korea by investigating the concept and applicabilities of the Japanese Standard for Evaluation of Seismic Performance of Existing RC Buildings developed in Japan among the methodologies of all the countries of the world. This paper describes the seismic performance, Is-index, of existing RC buildings in Tokyo, Japan evaluated by the Japanese Standard, also the relationships between Is-index distribution of existing RC buildings in Tokyo and that of Shizuoka and Chiba Prefecture reported already in reference[4][5][6] are investigated. And from the comparison with Is-index to buildings damaged by earthquakes experienced in Japan, the damage ratio due to severe earthquake of 3 districts mentioned above is estimated based on the probabilistic point of view. The results of this study can be utilized to identify urgently required earthquake preparedness measures with highest priority in existing RC buildings, and the methodology to evaluate the seismic performance of existing RC buildings in Japan, statistics analysis method and the methodology to estimate earthquake damage ratio based on the probabilistic point of view shown in this study can be recommended to develop a methodology to discuss the future earthquake preparedness measures in Korea.
The present study evaluated the outcome of use of thoracostomy tube tunneling technique under the latissimus dorsi muscle for the evacuation of postoperative pneumothorax induced by thoracotomy in 11 dogs. A stab incision was made through the skin and the latissimus dorsi muscle over the rib in the fifth intercostal space caudal to a surgical window. The thoracostomy tube with a Kelly hemostat was advanced into the thoracic cavity in a cranioventral direction through the sublatissimal tunnel. After tube placement, a # 1 nylon horizontal mattress suture was placed around the skin incision. The thoracostomy tube was removed after creating a negative pressure in the thoracic cavity. Dogs were monitored after surgery for pneumothorax, subcutaneous emphysema, clinical signs including dyspnea, and tube kinking in a muscle tunnel using physical examination and postoperative radiography. There was no tube kinking in the sublatissimal tunnel in 11 dogs on introducing the tubes into the thoracic cavity. The mean (${\pm}SD$) follow-up period was $19{\pm}10$ months. On postoperative radiography, there was no evidence of pneumothorax in 11 dogs. Subcutaneous emphysema was identified around the stab incision in a dog postoperatively. The subcutaneous emphysema disappeared spontaneously within 3 days. On postoperative physical examination, there was no evidence of dyspnea in 11 dogs. Our results suggest that the sublatissimal tunneling technique for thoracostomy tube placement is effective to prevent air leakage around the thoracostomy tube while the tube remains in the thoracic cavity and along the thoracostomy tunnel after tube removal. Tunneling under the latissimus dorsi muscle should be considered the thoracostomy tube placement technique to prevent iatrogenic pneumothorax with first priority.
