Failure Modeling of Bridge Components Subjected to Blast Loading Part II: Estimation of the Capacity and Critical Charge

  • The purpose of this paper is the assessment of the capacity of the reinforced concrete (RC) elements of an arch bridge when they are subjected to contact and near-contact explosive charges of various amounts, and the estimation of the critical charges for these components. The bridge considered is the Tenza Viaduct, a decommissioned structure south of Naples, Italy. Its primary elements, deck, piers and arches were analyzed. The evaluation was accomplished via numerical analyses that made possible to obtain the elements dynamic response when they are exposed to blast loading conditions. To evaluate the member's capacities, failure criteria for deck, piers and arches were proposed based on concrete damage parameters. Additionally, curves relating the explosive charge to the residual capacity and to damage level of the elements were also developed. The results of this work were taken into account to investigate the progressive collapse of the global structure.

Chemical Coagulation Conditions and Efficiency of Sewage with Al(III) and Fe(III) Coagulants (하수의 화학적 응집조건 및 응집제별 응집효율 분석)

  • In this study, chemical coagulation conditions for treating combined sewer overflow(CSO) occurred during rainy season were evaluated by jar tests with aluminum sulfate[$Al_2(SO_4)_3{\cdot}17H_2O$] and ferric chloride[$FeCl_3{\cdot}6H_2O$]. The raw domestic sewage sampled from the primary sedimentation tank at a local sewage treatment plant was filtered through $150{\mu}m$ sieve before using. Point of zero charge(PZC) for various dose of aluminum sulfate occurred at pH 5.8-6.5, while for ferric chloride occurred at pH 5.3-6.0 in term of streaming current(SC) values. Charge neutralization ability of aluminum sulfate was bigger than that of ferric chloride. Optimum pH and dose of aluminum sulfate and ferric chloride were 6.2, 0.438mM and 5.8, 0.925mM, respectively. Removal efficiencies of TCOD, turbidity, SS and TP were 75, 97, 95, 96% with aluminum sulfate and 74, 96, 98, 99% with ferric chloride at their optimum coagulation conditions. More efficient removal of SS, TP and small particles was possible with ferric chloride at optimum coagulation conditions. Both SC values and COD removal started to increase where soluble phosphorus was completely removed.

Operation Algorithm for a Parallel Hybrid Electric Vehicle with a Relatively Small Electric Motor

  • In this paper, operation algorithms for a parallel HEV equipped with a relatively small motor are investigated. For the HEV, the power assist and the equivalent fuel algorithms are proposed. In the power assist algorithm, an electric motor is used to assist the engine which provides the primary power source. Tn the equivalent fuel algorithm, the electric energy stored in the battery is considered to be an equivalent fuel, and an equivalent brake specific fuel consumption for the electric energy is proposed. From the equivalent fuel algorithm, distribution of the engine power and the motor power is determined to minimize the fuel consumption for a given battery state of charge (SOC) and a required vehicle power. It is found from the simulation results that the fuel economy and the final battery SOC depend on the motor discharge energy and it is the best way to charge the battery only by the regenerative braking, not by the engine to improve the overall fuel efficiency of the HEV with the relatively small motor.

  • The purpose of this study is to examine the cause of damage to electrolytic capacitors and to present the heat generation mechanism in order to prevent the occurrence of similar problems. From the analysis results of electrolytic capacitors collected from accident sites, the fire causing area can be limited to the primary power supply for the initial accident. From the tests performed by applying overvoltage, surge, etc., it is thought that the fuse, varistor, etc., are not directly related to the accidents that occurred. The analysis of the characteristics using a switching regulator showed that the charge and discharge characteristics fell short of standard values. In addition, it is thought that heated electrolytic capacitors caused thermal stress to nearby resistances, elements, etc. It can be seen that the heat generation is governed by the over-ripple current, application of AC overvoltage, surge input, internal temperature increase, defective airtightness, etc. Therefore, when designing an electrolytic capacitor, it is necessary to comprehensively consider the correct polarity arrangement, appropriate voltage application, correct connection of equivalent series resistance(ESR) and equivalent series inductance(SEL), rapid charge and discharge control, sufficient margin of dielectric tangent, etc.

Dynamic SOC Compensation of an Ultracapacitor Module for a Hybrid Energy Storage System

  • The ultracapacitor module has recently been recast for use in hybrid energy storage systems (HESSs). As a result, accurate state-of-charge (SOC) estimation for an ultracapacitor module is as important as that of primary sources in order to be utilized efficiently in an energy storage system (ESS). However, while SOC estimation via the open-circuit voltage (OCV) method is generally used due to its linear characteristics compared with other ESSs, this method results in many errors in cases of highcurrent charging/discharging within a short time period. Accordingly, this paper introduces a dynamic SOC estimation algorithm that is capable of SOC compensation of an ultracapacitor module even when there is a current input and output. A cycle profile that simulates the operating conditions of a mild-HEV was applied to a vehicle simulator to verify the effectiveness of the proposed algorithm.

  • This study aims to develop and manufacture a device for inspecting impurities in a sealed aluminum container using an X-ray technique. Two X-ray oscillators and detectors are used to detect the entire sample. The stage for sample movement was fabricated using two high-voltage generators and X-ray detectors arranged diagonally. In addition, the high-voltage generator is composed of a vacuum tube, a high-voltage generator, and circulating oil for cooling. It includes a control unit for controlling other equipment, a power supply unit, and a video output unit; the most important part of the X-ray is the X-ray generation part. In this study, a flat panel was used along with the aim of developing the detector part. In particular, the development of the scintillator introduced in this study is a primary focus. The developed scintillator can be combined with a lens and can then be assembled with a charge coupled device (CCD) sensor.

Experimental analysis of blast loading effects on security check-post

  • Concrete construction, one of the oldest building practices, is commonly used in all parts of the world. Concrete is the primary building material for both residential and commercial constructions. The challenge of protecting the buildings, hence nation, against the attack of terrorism has raised the importance to explore the understanding of building materials against the explosion. In this research, a security check-post (reinforced concrete frame filled with plain cement concrete) has been chosen to study the behavior of structural elements under blast loading. Eight nitroglycerines-based dynamite blasts with varying amounts of explosive charge, up to 17 kg weight has been carried out at various scale distances. Pressure and acceleration time history records are measured using blast measuring instruments. Security check post after being exposed by explosive loading are photographed to view cracking/failure patterns on the structural elements. It is noted that with the increase of quantity of explosive, the dimensions of spalling and crack patterns increase on the front panels. Simple empirical analyses are conducted using ConWep and other design manuals such as UFC 3-340-02 (2008) and AASTP-1 (2010) for the purpose of comparison of blast parameters with the experimental records. The results of experimental workings are also compared with earlier researchers to check the compatibility of developed equations. It is believed that the current study presents the simple and preliminary procedure for calculating the air blast and ground shock parameters on the structures exposed to blast explosion.

Primary Health Care and Desirable Policy Directions in Korea (1차보건의료와 바람직한 정책방향)

  • The World Health Organization and its member states, in 1978, declared that primary health care is a key to attain the goal of Health for All by the goal of Health for All by the yeas 2000. As a member state of WHO, the Republic of Korea has participated in the declaration of ALMA-ATA and committed to put national efforts for devedoping and implementing primary health care approach with the spirit and content of this Declaration. Since 1978, to translate the spirit of the Declaration into realization, Korean goverment has developed a new category of health manpower such as Community Health Practitioners serving people living in remote rural areas and Village Health Workers serving voluntarily their own village, strengthened the function of Health Centers and Health Subcenters through their reorientation and improved the infrastructure by their new construction or renovation. While primary health care is viewed as an essential health care in Korea, there are some circles who follow a narrow definition in referring to the health care at the periphey of a health system, which is erroneous. Considering the PHC is accepted as the best alternative approach to health care to solve problems that modern health systems are facing, we propose the followings as desirable health policy directions that modern health systems are facing, we propose the followings as desirable health policy directions which might translate the persopective into action at the national level after reviewing past and current PHC approach in Korea : 1. To improve the equity through the reduction of gaps between those who have access to health care and those who have not. 2. To reinforce multisectoral approach and intersectoral coordination through the re- establishment of the National Health Council or establishment of equivalent organization at the central level. 3. To stengthen community participation through lacal people's empowerment by leadership training, changing planning process from the top-down approach to bottom-up and giving the priority to human resources rater than technology, 4. To reinforce the Ministries of Health and Social Affairs through upgrading its role and function to Coordinate Ministries which involve human welfare policies, and creating a Division which is in charge of PHC in the Ministry.

Development and Application of Electrode for a New Secondary Aqueous Cell (새로운 수용성 2차 전지용 전극의 개발과 응용)

  • Al-Zn alloy/$MnO_2$, seawater cell was considered as a primary aqueous cell with an average voltage range from 1.0 to 1.1V, and the electrolyte of seawater was uptaken into the cell. Eventually, the capacity of its usage will be used for long-term. However, the more use of this cell, the higher corrosion phenomenon of the electrode occurred. Due to its corrosion phenomenon, one main default has been observed with gradual decrease during a discharge process. In this research, a common-used active material for anode was $LiNiO_2$. An active material for cathode, $Zn_{X}FeS_2$ was synthesized in high temperature by uptaken a small amount of 1.3 wt% of ZnS into $FeS_2$, one of the transition-metal dichalcogenides in high temperature. Consequently, based on their usages shown above, this secondary aqueous lithium cell could be more developed. This cell was shown as remarkable charge/discharge performance during the charge/discharge processes. This cathode with active material was given a considerable efficiency of inserting $Li^+$ ions. Moreever, in accordance with the characteristic of the crystal structure for $Zn_{x}FeS_2$, a small amount of ZnS was added which made it possible to reduce prominently velocity of corrosion during the charge/discharge cycle. By applying those merits, Al-Zn alloy/$MnO_2$ seawater cell will be used as a fundamental data in order to transform into a secondary aqueous cell.

Research on Factors that Influence Interorganizational Relations of Job Center Consultants (고용지원센터 상담직원의 조직연계 활동에 영향을 미치는 요인에 관한 연구)

  • The purpose of this dissertation is to positively analyze the characteristics of job center consultants' interorganizational relations and factors that influence this linkage in order to better understand the employment service of South Korea. The material utilized for analysis was collected by surveying consultants and managers of 38 job centers and 364 middle managers while applying the method of hierarchical regression. The following is the summary of the research results. First, there is a difference in the influence factor between the number of consultant's organization linkage and frequency of contact. As seen from this result, if the number of organizations a consultant links is affected by the organization's objective working conditions such as the organization structure, position, and primary responsibilities, then the frequency of contact which indicates intimacy by frequent contact depends on the professional ability of the person in charge rather than objective conditions. Second, the analysis result of influence factors according to the type of organization also displayed different influence factors based on the type. Public organizations and economics related organizations are existent in all areas in the form of municipal offices, public corporation, the Chamber of Commerce and Industry, and labor organizations. Therefore, rather than the personal ability of the person in charge or the influence of other work environments, information of the organization and the actual activities of the head are more influential. On the other hand, private organizations embrace service organizations, employment target related organizations, corporations; they are differentially distributed, which is why they are more influential in organizational reform, decentralization, communication, and the professional ability of the person in charge is significantly influential.
