A Study on the Civic Consciousness for Preservation and Reuse of Architectural Heritage in Jecheon (제천시 건축문화재의 보존과 활용을 위한 시민의식 조사 연구)

  • This study is targeted at the people who live in Jecheon. It investigated the general term concerning the preservation and reuse of architectural heritage, the awareness of local architectural heritage, and the civic consciousness about the relationship between architectural heritage and townscape. And, it is aimed to be used as a basic data for the preservation and reuse of architectural heritage and townscape in Jecheon. This study was conducted using the survey and the statistical analysis. The result are as followings. Firstly, when the policy related to the preservation and reuse of architectural heritage in Jecheon is to be made and proceeded, it should actively promote and reflect the views of the citizens. Secondly, it should be to develop the available utilization programs and to find the method to increase the accessibility of architectural heritage. Thirdly, it should be considered the method which can give the economic benefits to owners and the enjoyment of culture to the citizens. Lastly, the long term plan will be required for a distinctive townscape in Jecheon. And, when modern architecture adjacent to the architectural heritage is built, we should be considered the design which can be expressed the historicity of architectural heritage.

Multimodal Medical Image Fusion Based on Two-Scale Decomposer and Detail Preservation Model (이중스케일분해기와 미세정보 보존모델에 기반한 다중 모드 의료영상 융합연구)

  • The purpose of multimodal medical image fusion (MMIF) is to integrate images of different modes with different details into a result image with rich information, which is convenient for doctors to accurately diagnose and treat the diseased tissues of patients. Encouraged by this purpose, this paper proposes a novel method based on a two-scale decomposer and detail preservation model. The first step is to use the two-scale decomposer to decompose the source image into the energy layers and structure layers, which have the characteristic of detail preservation. And then, structure tensor operator and max-abs are combined to fuse the structure layers. The detail preservation model is proposed for the fusion of the energy layers, which greatly improves the image performance. The fused image is achieved by summing up the two fused sub-images obtained by the above fusion rules. Experiments demonstrate that the proposed method has superior performance compared with the state-of-the-art fusion methods.

Determination of Methyl Bromide Used for the Preservation of Cultural Materials from Insects

  • A thermal desorption-gas chromatography/mass spectrometric method was developed for the determination of methyl bromide in fumes formed during preservation of cultural materials from insects. Methyl bromide in lunes was collected by drawing 10ι of air through the adsorbent tube filled with a solid adsorbent (Chromosorb). The air samples were analyzed by using a special thermal desorption device and GC/MS determination. The recovery of methyl bromide by air sampling was 88% and the detection limit of the assay was 0.1 pptv based upon assayed air of 10ι. The method was applied to the determination of fumed methyl bromide used for the preservation of papers in a library. The mean concentration of methyl bromide determined in a library was 280.2 $\pm$ 25.4 pptv.

Privacy-Preserving, Energy-Saving Data Aggregation Scheme in Wireless Sensor Networks

  • Because sensor nodes have limited resources in wireless sensor networks, data aggregation can efficiently reduce communication overhead and extend the network lifetime. Although many existing methods are particularly useful for data aggregation applications, they incur unbalanced communication cost and waste lots of sensors' energy. In this paper, we propose a privacy-preserving, energy-saving data aggregation scheme (EBPP). Our method can efficiently reduce the communication cost and provide privacy preservation to protect useful information. Meanwhile, the balanced energy of the nodes can extend the network lifetime in our scheme. Through many simulation experiments, we use several performance criteria to evaluate the method. According to the simulation and analysis results, this method can more effectively balance energy dissipation and provide privacy preservation compared to the existing schemes.

Character and Sustainability of Built Heritage Listed in the Eight Scenery

  • The purpose of this study is to examine the characters and sustainability of built heritage featured in the eight-scenery listings of Gyeonggi municipalities in South Korea. Eight scenery is a place marketing medium that reflects the community's appreciation of the selected resources. For a research method, we utilize framework analysis to understand the cultural resources in three categories: heritage value identification, preservation, and dissemination. Primary sources for data collection include the chosen eleven cities' eight-scenery webpages, the National Cultural Heritage Portal, and articles about the built heritage resources included in the eight scenery. The results of this study show the public's acknowledgment of diverse built heritage, from prestigious monuments to local heritage interpretations, and various preservation and public program development approaches. The conclusion discusses the research findings regarding historic preservation, sustainable development, and place marketing.

  • As the use of information has emerged as the core of national competitiveness, major developed countries and the Korean government have realized the importance of data. They have pursued technical research and standard establishment for long-term preservation and continuously strived for systematic management and preservation of data. However, although various types of data are specified for the purpose of record management in the law, there is no specific method on how to collect, manage and preserve them, except standard electronic documents. In particular, management and preservation of huge datasets from the administrative information system have been strongly demanded above all. Any guidelines for datasets do not have been properly provided. After the framework for selecting preservation format must be prepared, the system can be supplemented and built. The framework considering the characteristics of the dataset should be specified more concretely, and empirical verification of the conversion and restoration for the dataset preservation format derived according to the selection criteria is necessary. Therefore, this study intends to propose a method for long-term preservation through empirical verification of the preservation format after deriving an evaluation the framework for the preservation format selection criteria considering the characteristics of the dataset.

A Study on Improving the Legal System for the Expedited Preservation of Digital Evidence (디지털 증거의 긴급한 보전을 위한 법제 개선 연구)

  • The proportion of digital evidence in criminal cases has increased, while at the same time, the spread of the Internet has made it easy to delete information that is stored in another place and thus, the Internet is being used to delete online criminal evidence. To respond quickly and effectively to cybercrime, 29 countries signed the Convention on Cybercrime in 2001 through the Council of Europe. Article 16 of the Convention relates to the expedited preservation of stored computer data and requires signatories to adopt legislative measures to enable its competent authorities to order expeditious preservation of specified computer data where there are grounds to believe that the data is particularly vulnerable to loss or modification. More than 60 countries have joined the Convention since 2001 and have made efforts to improve their legal system in line with it. The United States legislated 18 U.S.C. § 2703(f) to preserve electronic evidence pending the issuance of a court order. The German Code of Criminal Procedure §§ 94~95 allows prosecution authorities to seize evidence or issue production orders without court control in urgent circumstances. A custodian shall be obliged to surrender evidence upon a request that evidence be preserved, and non-compliance results in punishment. Japan legislated the Criminal Procedure Act § 197(3) and (4) to establish a legal base for requesting that electronic records that are stored by an ISP not be deleted. The Korean Criminal Procedure Act § 184 outlines procedures for the preservation of evidence but does not adequately address the expeditious preservation of digital evidence that may be vulnerable to deletion. This paper analyzes nine considerations, including request subjects, requirements, and cost reimbursement to establish directions to improve the legal system for the expedited preservation of digital evidence. A new method to preserve online digital evidence in urgent cases is necessary.

Investigations on the Measurements of the Recording State of Optical Discs as a Electronic Recording Device (전자 기록 매체인 광디스크의 기록 상태 측정 연구)

  • In this report, we performed the measurements of physical properties of optical discs as a long term preservation electronic recording device and showed how to improve the preservation method of them. We collect the 1,993 optical discs from the archives of the National Archives of Korea and tested various measurements. We used DVDT-SD4 equipment to measure the quality of data, deformation of disc, the various writing strategy and manufacturer derives, which can be happened in optical discs by physical factors. We found that th quality of data are closely related with write strategy between discs and drives. This relation gives us information about data quality in optical discs for long term preservation that can be obtained from the state between empty discs and optical drives before recording. Thus, the initial selection of optimal discs and drives is critical for long term recording data preservation and the data quality after long time preservation will not be much different from that of the initial ones.

  • This study is arranged the principles of the preservation and restoration in pre-modern architecture, presented guideline of the interior restoration in there, and attempted relative-analysis by cases of Japan in wall and ceiling. The method of Original-restorations and Repairs must be preserved in materials and technologies in order to hand over the future generations. The process and method of restorations are the important Cultural Properties as Architecture's itself.

A Study on Preservation and Reuse of Modern Architecture in the City (도심지 근대건축의 보존과 활용에 관한 연구)

  • This study investigated modern architectures adjacent to the road, which can be easily destroyed by economic logic. The purpose of this paper is to find the method to preserve and reuse as townscape. The research methods were used the literature survey and field research of modern architecture in Seoul, and compared with the current status. The result are as followings. Firstly, In order to preserve many architectural cultural properties, the policy related to cultural property should be improved. And, awareness of the individual about cultural property should be changed. Secondly, it has been analyzed that modern architecture can be divided into 3 types in the reuse, which is 'Succession Type', 'Change Type', and 'Extinction Type'. Most of the cases has been used for specific use. Therefore, we should be consider the method of the reuse which can accommodate the various contemporary use. Thirdly, the preservation of the appearance and facade, which is the optimal way to preserve at least the historicity of the city, would be suitable for the preservation of modern architecture adjacent to the road. Lastly, it has been analyzed that the cases can be divided into 2 types in the form of appearance, which is 'Modern Type' and 'Hanok Type'. And, common and individual design guidelines have made.
