The environmental problems such as global climate chage, global wamning, ozone depletion, environmental pollution have been caused by the rapid economic growth, increasing in use of fossil fuels for industralization and scientific technology development. Between Environmental Preservation and Economic Development, the new paradigm, "Sustainable Development" is presented to the world now. To achieve global environmental objectives, some multilateral envrionment mental agreements includes trade regulation. However Kyoto Protocol has no provisions to regulate trade and is not in force yet. By the effectuation of the Kyoto Protocol, Korea will be faced very serious situation because of her high Dependency on Foreign Trade and Fossil Fuel- intensive Industries. We must be able to gain a sense of ownership in the out come of the WTO/CTE discussions by contributing meaningfully to the creation of a constructive relationship between Trade and Environment concerns.
The main object of this study was to prove the effectiveness of different merging methods by using the high resolution IRS(Indian Remote Sensing Satellite)-1C panchromatic data and the multispectral Landsat TM data. The five methods used to merging the information contents of each of the satellite data were the intensity-hue-saturation(IHS), principal component analysis(PCA), high pass filter(HPF), ratio enhancement method and look-up-table(LUT) procedures. Two measures are used to evaluate the merging method. These measures include visual inspection and comparisons of the mean, standard deviation and root mean square error between merged image and original image data values of each band. The ratio enhancement method was well preserved the spectral characteristics of the data. From visual inspection, PCA method provide the best result, HPF next, ratio enhancement, IHS and LUT method the worst for the preservation of spatial resolution.

The purpose of this study was to present specific standards for landscape planning and construction applicable to landscaping areas in various historical sites. The results are as follows: First, the types of historical sites are classified according to their preservation status and processing techniques, and the classification according to their status is divided into those that have been buried underground, such as those that have been exposed to the ground, such as buildings and structures, and those that have a reputation or a record of the sites. The classification according to the wartime processing technique was classified by such techniques as closures that isolate the site, penetration that can be seen on the site, and overlays where a separate protection facility is installed on the site. Second, the principles of landscape planning for display of historical sites are divided into the items that make up the historical site, surface treatment of the sites, tree planting, and installation of facilities. If the site is not a circular space, the area separating the space by different materials between the components is required. In the event that preservation of the historical site is required, it is deemed desirable to use the soil, and to do so, the use of grasses and shrubs is effectively considered to be effective. The introduction of plants and plants should be considered according to the nature of the space. Depending on the area and nature of the monument, the facility is required to take a cautious approach by reviewing its influence on the landscape and the additional excavation of the monument. Third, the readjustment method derived as a result of looking at the landscaping principle in the historical site space was classified as conservation of status, installation of protection facilities, burial, restoration, relocation, and reproduction. Preservation of the status quo is essential for limited landscape planning and should not affect the prototype of existing relics. The protection facility shall be installed where necessary to protect the relics, and when the soil is formed, the surface treatment shall be required to remove trees that could damage the site and prevent soil and soil oil from being lost after the site. The restoration shall establish a landscaping plan according to the circular preservation based on the clues to the circle. The transfer requires a landscaping plan to create an environment similar to the outer space of an existing site and should be able to highlight the value or location of the original site. The reenactment should have a landscaping plan to revive the landscape and atmosphere of the past for the now-defunct remains. Fourth, landscaping can simultaneously satisfy the preservation of excavation sites and the increase in exhibition effects. In order to protect the traces of the past and vitalize the site of the ruins today, specific measures are required, the creation of a park for historical sites that preserve the functions and value of the relics, and the formation of a shape of linked contents can be suggested as alternatives.
The Old Town of Daejeon has significantly gone down due to population decrease and vacancy of buildings. To resolve these problems, it is necessary to develop revitalization measures with unique features, but it is also important to use historical and cultural resources from a certain point for the regeneration of local community. The Old Town of Daejeon has a number of industrial structures and architectural heritages that give character to the spaces, but most of them are being impoverished without any use although they have universal value. This study examined the standards to evaluate the importance and value of modern industrial heritages as historical resources that contributed to the development of local community and discussed case studies to review the value and use of industrial heritages that laid the foundation of Daejeon's development as a modern city to address the needs for urban regeneration through preservation and use of modern industrial heritages. Also, the limitations of administrative efforts were identified and the solutions were sought to address the needs to gather efforts with local government offices and the private sector. In conclusion, this study suggests an active and open policies to use cultural heritages through the use of modern industrial heritages for the revitalization of local communities based on the study of policies for the communication of urban users and community cultural spaces, preservation of landscapes including industrial heritages, and preservation in connection to social organizations and social companies, and that it is necessary to provide policies followed by efforts, i.e., to arbitrate the owners.
In this article, the elements usually included in the official documents issued by the Chosun Governor General office, the process of a certain document being put together and legally authorized, and its path of circulation and preservation are all examined. In order to create an official document of the Governor General office with legal authorization, a draft of a bill had to go through several discussions and a subsequent agreement before it was finally approved. Personnels involved in the discussion stage had the authority to ask for modifications and retouching of the draft, and the modifying process were all recorded in order to make clear who was responsible for a certain change or who objected to what at any given stage of the process. The approved version of an official document was called the 'Completed one(成案), and it was issued after the contents were turned into a fair copy by the office that originated the draft in the first place. With the original finalized version left in custody of that office, the fair copy was handed over to the Document department which was responsible for issuing outgoing documents. After the document was issued and the contained orders were carried out, the originally involved offices began to classify the documents according to their own standards and measures for safekeeping, but it was the Document department that was mainly responsible for document preservation. The Document department classified the documents according to related offices, nature of the documents(편찬류별), and most suitable preservation methods(보존종별). The documents were made into books, and documents to be permanently destroyed were handed over to the Account office where they would be demolished. The manners of document processing of the Chosun Governor General office was in fact a modified version of the manners of the Japanese government. Modifications were made so that the process would be more suitable to the situations and environment of the Chosun society. The office's managing process was inherited by the Chosun government after the Liberation, and cast a significant impact upon the document managing manners of the Korean authorities. The official document administration of the Chosun Governor General office marked both the beginning of the colony document administration, and also the beginning of a modernized document managing system.
The right to know is not satisfied merely by making or improving laws or systems. The right to know is a matter of culture rather than system. Nevertheless, consistent system improvement measures are required. There are many laws relating to the right to know. In particular, at the core are the Official Information Disclosure Act, the Record and Archives Management Act, and the Presidential Record Management Act. The fact that systems relating to official record management and presidential record management are related to the right to know is understood by the promotion of records and archives management reform after the year 2004, as a result of which the national archives management innovation road map was established. Reflecting the many opinions of the "Information Disclosure System Improvement Task Force" composed with participation of the government and the press after the participatory government's announcement of "Measures to Advance the Support System for News Coverage," amendments to the Information Disclosure Act have come forward with system improvement measures in connection with issues that had arisen until then. Such improvement measures have not resulted in actual improvements. This thesis proposes several system improvement measures, focusing on those that have arisen until now but have not been reflected in discussion, such as converting the concept of information non-disclosure into disclosure postponement, preparing and disclosing particular information disclosure standards, specifying personal information for non-disclosure, specifying and strictly applying any information that has not been disclosed for purposes of internal review, deleting non-disclosure items in stenographic records that do not have a reason to exist, and establishing limits and terms of non-disclosure. Of the most remarkable system improvement measures that have been made until now is our recognition that the right to know is not limited to the information disclosure system but that the "cause" of archive management should be systematic and scientific. In other words, the right to know is understood to establish not just accidential factors, such as with a whistle-blower, but the inevitable factors of systemization of production, distribution, preservation, and use of archives. Much more study should be pursued regarding disclosure of archives information. In particular, difficult issues to be resolved regarding reading records at permanent archives management institutions, such as the National Archives of Korea, or copyrights that arise in the process, require constant study from academia and relevant institutions.

This research focused on the improved alternatives of the ordinance which practically control the open space in-situ, public open space and landscape construction related to city landscape for the healthy physical and mental life of the city dwellers. The contents of the study are as follows: 1. The special law of Landscape Architecture should be legislated. 2. The portion of landscaping should be changed by up-grading in the Ordinance of Landscape area and planting and the terms of landscape Facilities should include the ecological aspects in it's contents in the law. 3. The administration of local governments should actively lead and support the dwellers to make the roof gardens and the window gardens in the building area of cities or commercial districts which have relatively low rate of green space. 4. Any new construction and restoration of the buildings with preservation of the natural environment and creation of public open space should be given incentive and Set-back space in aesthetic area should have appropriate planting area and facilities in it. 5. Organizing professional landscape evaluation committee and composing evaluation standards are very important because of the contemporary proposition of the establishment of the establishment of ecological space and conservation of urban natural space. Because of the characteristics of Landscape Architecture, the Provisions of landscape Architecture Design and landscape architecture supervision of the specialist should be legislated and the Landscape Architectural Organization should be established within the Government.

Environment agriculture carried out from 1999 in Daeho reclaimed saline area, located in central east cost of Choongnam Korea, resulted in dramatic reduction of amount of nitrogen fertilizer and application times and amount of pesticides. The ecological status of Daeho reclaimed saline area was considered to still very sound from the results of ecological survey on flora and fauna. However, it was desirable to adapt precision agriculture for production of high eating quality of rice and preservation of Daeho ecosystem. Especially, precise application of nitrogen and phosphorus fertilizer was recommendable for prevention of water pollution in environment rice cultivation by duck or mud snail or crab. The bioefficacy of Scirpus maritimus and Echinochloa crus-galli in paddy field of environment rice cultivation by duck or mud snail or crab in Daeho reclaimed saline area was revealed very low. Therefor, it was concluded that the pre-measures of reduction of natural weed population were necessary for successful environment agriculture. The most desirable and ideal environmentally sound agriculture in Daeho reclaimed saline area was performance of crop rotation, introduction of legume crops and green manure crops, and also, simultaneous management of crop production and animal husbandry for smooth flow of energy cycle within the closed Daeho ecosystem.
With biological organism brown pollutants layers are thickly formed on inner stone materials in Gyeongjuseokbinggo(Ice storage in Gyeongju). Some simples were taken from this layer and its chemical composition, mineral composition, salt and microstructures were analyzed. This study shows that the pollutants layer can be removed easily, because it attached softly in stone surface. But because of its serious weathering state the stone surface also can be removed during the removing process. The origins of brown layer are assumed to be the soil in the mound over the Seokbinggo and the coarse sandy soil in the entrance. For the preservation of the Seokbinggo Waterproof and replacement of the coarse sandy soil should take precedence over the remove works. Subsequently moistureproof works should be enforced.

Recently the quantities of waste asphalt concrete at construction sites have increased greatly, but the maintenance and final disposal is very difficult problem. Therefore, we were faced with a worsening environmental problem brought about illegal measures. One of the most effective recycling method is cold recycling. This method will satisfy treatment and recycling of construction wastes. Also it is very important question in the preservation of environmental and natural resources. So, in this paper, we dealt cold recycling modified asphalt mixtures using emulsified asphalt to concern the effect of adding reclaimed asphalt concrete 30, 40, 50% and using SBR Latex for modified asphalt mixtures.
