공공사업 타당성 평가의 개선 방안에 관한 연구 (A Study on Improvement of Feasibility Evaluation for Public Projects)

  • 기존의 공공사업 타당성 평가는 경제성분석을 위주로 추진되었으나, 계층분석법(AHP: Analytic Hierarchy Process)을 도입하면서 정책성, 지역균형발전, 기술성 등의 항목이 추가로 평가되고 있다. 이 연구는 최근 3년간 건설사업과 연구개발사업의 예비타당성조사 데이터를 분석하고, 비용편익비(Cost-Benefit Ratio)와 계층분석의 가중치(weight) 간의 상관관계 분석을 통해 상호 관련성을 검증하고자 한다. 연구결과 비용편익비와 AHP 가중치의 상관관계가 건설사업의 경우 0.744, 연구개발사업의 경우 0.899로 나타났다. 즉, 사업시행 여부를 결정하는 AHP 결과가 비용편익분석 결과에 의해 크게 좌우됨으로, 경제성 위주의 평가를 보완하기 위해 도입된 AHP가 당초 기대와는 달리 종합적 분석의 역할을 충분히 수행하지 못하고 있다. 따라서 AHP 분석의 효과를 극대화 할 수 있는 다양한 연구설계가 지속적으로 논의될 필요가 있다.

  • Due to its high dependency of manpower, construction work has several difficulties in terms of quality control, imbalance of supply and demand of qualified manpower, safety management for them and improvement of production. Such problems related to the management can be at some degree solved by introducing an automation facility. Since the unique environment of a construction site in the past was not structured, it is very hard to introduce a facility to automate construction work from operation of the equipment to assignment of where to work. This is a preliminary research for automation of construction work. In this study, the trend of development of a cutting-edge technology, RTLS, was researched and analyzed in order to review the possibility of utilizing RTLS in construction work and present a control mechanism for construction equipment. Although the presented mechanism is at the concept stage, which still has lots of restrictions to be solved, the application of the RTLS will be very much feasible. That is, if linkage of the study between the RTLS and the automation of construction is built, it will be expected to contribute to many fields such as cost reduction through efficient and systemic management, the reduction of construction period and precise construction as well as raising the level of the automation of domestic construction work.

건설CALS시스템에 전자정부 표준프레임워크 적용을 위한 사전 고찰 (Preliminary Investigation for Apply of e-Government Framework at the Construction CALS System)

  • 건설CALS시스템은 건설 공사의 기획 설계 시공 단계에서 발생되는 다양한 정보를 발주처와 시공업체에 제공하는 업무지원 시스템으로써 건설CALS포탈, 건설인허가, 건설사업관리, 시설물유지관리, 용지보상인 5개 단위 시스템으로 구성되어있다. 국토교통부 및 관련 연구진들은 CALS시스템의 중장기 운영 전략 수립 및 최신 IT기술 접목과 같은 서비스 개선 방안을 제시하는 등 시스템 활용률을 높이고자 많은 자원을 투자 하였다. 그러나 단위 시스템의 서로 상이한 개발 환경을 고려하지 않은 서비스 개선 방안들이 전체 시스템의 유지관리 및 개발비용을 증가시키고 데이터 처리속도를 감소시키는 원인 중 하나로 파악되었다. 이에 본 연구에서는 단위 시스템의 개발 환경을 통일 시킬 수 있는 전자정부 표준프레임워크를 소개하고 SW개발비용 산정도구인 기능점수(Function Point)를 이용하여 건설CALS시스템에 전자정부 표준 프레임워크의 적용 가능성 및 경제적 효율성을 분석하였다.

  • The program which could determine cross-sectional dimension of the prestressed concrete box girder bridges at the stage of preliminary design was developed using the optimal technique in this study. It could minimize the cost required in the design of box girder bridges and the construction with the full staging method. Objective cost function consisted of six independent variables such as height of cross-section, jacking force and thickness of web and bottom flange. The SUMT(Sequntial Unconstrained minimization Technique) was used to solve the constrained nonlinear minimization optimal problem. Using the program developed in this study, optimum design was performed for existing bridges with one cell cross section of constant depth. The result verify the compatibility of the program.

  • A gutter-shaped U grating is a facility that is installed at the sides of a road to provide pedestrians with a rainwater-free road. The previous studies on this facility focused mainly on the progress of the efforts that are being made to improve its performance and interception efficiency so as to prevent damages in regional areas due to the heavy rains caused by climate change. The studies on its maintenance, however, are still inadequate. Therefore, this study was conducted to analyze and compare the life cycle costs and performance evaluations of the steel and magic gratings, which are installed in apartments. The results of the study show that the replacement period and rate of gratings differ depending on where they are installed. The initial capital investment cost of a magic grating installed at a road where many vehicles pass is quite high, but in terms of its maintenance and entire-life-cycle costs, its total expenses are lower than those of a steel grating. The results of this study are expected to serve as preliminary data for the selection of an adequate grating that is suitable for particular places in the design phase of construction projects.

Spatial interpolation of geotechnical data: A case study for Multan City, Pakistan

  • Geotechnical data contributes substantially to the cost of engineering projects due to increasing cost of site investigations. Existing information in the form of soil maps can save considerable time and expenses while deciding the scope and extent of site exploration for a proposed project site. This paper presents spatial interpolation of data obtained from soil investigation reports of different construction sites and development of soil maps for geotechnical characterization of Multan area using ArcGIS. The subsurface conditions of the study area have been examined in terms of soil type and standard penetration resistance. The Inverse Distance Weighting method in the Spatial Analyst extension of ArcMap10 has been employed to develop zonation maps at different depths of the study area. Each depth level has been interpolated as a surface to create zonation maps for soil type and standard penetration resistance. Correlations have been presented based on linear regression of standard penetration resistance values with depth for quick estimation of strength and stiffness of soil during preliminary planning and design stage of a proposed project in the study area. Such information helps engineers to use data derived from nearby sites or sites of similar subsoils subjected to similar geological process to build a preliminary ground model for a new site. Moreover, reliable information on geometry and engineering properties of underground layers would make projects safer and economical.

  • 국내 건설생산체계는 설계단계에 시공성의 반영이 어려워 시공단계에서 많은 시행착오와 잦은 선계변경이 요구되고 있다 특히 불확실성이 높은 도심지 건축될, 그 중에서도 초고층 복합 건물 프로젝트의 경우, 시공과정을 반영한 설계의 중요성은 더욱 중요한 요소가 된다. 본 연구에서는 국내 정보분류체계를 근간으로 기초조사를 통하여 현장의 시공계획에 필요한 데이터를 수집 이를 시스템화 할 수 있는 방안을 모색하였다. 또한, 이를 본 시스템에 적용하여 3D CAD와 공사 계획 및 시뮬레이션 시스템으로 공정 시뮬레이션 및 타워 크레인 시뮬레이션을 구현하여 초고층 공사 수행시 발생할 수 있는 문제점을 미리 검토 및 해결하여 초고층 프로젝트 공사의 합리화와 생산성 향상을 위한 공사관리시스템을 실제 프로젝트에 구현하였다.

  • Active application of auger-drilled piling is expected in Korea considering its advantage in noise and vibration problems against driven piling and its cost-effectiveness in comparison to the cast in-situ piling. The current design practice being used in Korea is adopted from the Japanese one, however the equipment and construction procedure is modified for the geotechnical conditions and construction circumstances in Korea. Therefore there is an urgent need for the establishment of the rational design criteria for the auger-drilled piling in Korea. As the preliminary work for the establishment, this paper presents the current practice in Korean railway constructions. Design criteria of Korea Railway Network Authority are introduced and its characteristics and the problems are described. Application cases of auger-drilled pile to railway construction are introduced as well.

INCENTIVE/DISINCENTIVE PROJECT SUCCESS FACTORS DURING MACARTHUR MAZE I-580 BRIDGE SPAN REPLACEMENT

  • Incentive/Disincentive (I/D) contracting experiences in many states have been evaluated in terms of time and cost performance and substantial project time savings were found in many project cases. However, there is little understanding on individual project success factors for I/D projects during construction. This paper explores the significance of I/D clause in the success of the MacArthur Maze reconstruction project and summarizes a list of group causes that explains and elaborates on the detailed factors. The methods used for carrying out this study started with a search of online media and news reports and contract documents were also obtained from Caltrans. After review of the preliminary information, Interviews were performed with the Caltrans Resident Engineer and the contractor's project manager who were in charge of the MacArthur Maze reconstruction. In conclusion, the evaluation of their responses hinted at six significant cause groups responsible for the project's success. These groups can be listed as: 1) Motivation, 2) Policy, 3) Teamwork, 4) Communication, 5) Expectation, and 6) Resource Management.

시험도로 건설과 계측시스템 구축 (A Review of Instrumentation System and Construction of Korea Highway Test Road)

  • The cost needed for the construction and management of highways in the whole nation is rapidly growing so the research that can decrease the cost is required. However, most of the highway specs have simply converted from those of other countries, including USA. Therefore, some of our design and construction specs were not the optimum ones based on our own situation, requiring a research under the actual traffic and environment of our nation. The use of test road develops many aspects of highway engineering. Those are evaluation of construction materials, a general overview of korea pavement design and serviceability under the actual traffic and environmental condition of the nation. It is also economical and efficient compared to the trial construction of each item in spreaded form. A test road, 7.7km long with two lanes, is being constructed on the Inner Central Expressway. In this test road, 2.7km is planned for asphalt pavement and 3.4km is planned for concrete pavement. Three test bridges and five earth retaining structures will be included in the test road. Based on the master plan, the major performance was progressing such as detailed research modules of each area, preliminary research for the future research, sensor surveys for the behavior analyses of pavements and structures with installation methods and data acquisition systems, the foundation research of Integrated Instrumentation System and the Management Plan for automated measurement. Some area(structure research division, geotechnical research division) was designed the instrumentation plan because some instrument sensors must be installed during the construction of the test road. And then the instrumentation plan of each area was enforcing because a large majority of the instrument sensors must be installed after the construction of the test road. The field surveys with material property tests and pilot instrumentation test with sensor tests was also performing in accordance with the construction in the field.
