Convention on International Interests in Mobile Equipment

  • Under the co-sponsorship of UNIDROIT and I.C.A.O., a preliminary draft Convention on International Interests in Mobile Equipment and a preliminary draft Protocol on Matters Specific to Aircraft Equipment has been prepared. The purpose of the Convention is to provide for the creation and effect of a new international interest in mobile equipment. The Convention's approach is quite novel in that it purports to create an international interest based upon the convention itself. The Convention is intended to be supplemented by Protocols, each of is intended to provide equipment-specific rules necessary to adapt the rules of the Convention to fit the special pattern of financing for different categories of equipment. To date, two sessions of governmental experts were held in Rome and Montreal. Korean delegations attended the two sessions. One of the members of the Korean delegation published a report on the first session. He expressed his objection to the so called self-help remedy contemplated by the current preliminary draft of the Convention which enables the holder of a security interest to repossess and dispose of the subject of the security interest by private sale rather than public auction on the occurrence of an event of default of the debtor. His view is based upon his understanding that under Korean law, the only remedy available to the holder of a security interest in mobile equipment, such as an airplane, is to apply to the competent court for a public auction. In my view, his understanding is not quite correct and is inconsistent with the current practice in Korea. Under Korean law, the parties' agreement for private sale is in principle valid unless there is an interested party who has acquired a security interest after the creation of the prior security interest or a creditor who has caused the subject of the security interest to be attached by a competent court. In this article, I discuss the current Korean law and practice relating to the enforcement of security interests by private sale in more detail.

  • In this study, a preliminary design code was developed for the initiation of HTPB/LOX hybrid rocket system. HTPB was assumed to have a constant regression rate. And initial input parameters; number of port, initial O/F ratio F/W ratio, and chamber pressure, were varied to analyze the effects on the performance and geometry of rocket system. The results showed a qualitatively good agreement with previous data. And it was revealed that there exists a number of design results that meet the mission requirements and that we could find an optimal design case if a proper constraint would be imposed. Thus, it is natural to account for the optimal algorithm during the design procedure and to consider more realistic and reliable formulations used for weight estimation of structural supports and accessories.

  • The turbine is an important component and has a significant impact on the thermodynamic efficiency of the organic Rankine cycle. A precise preliminary design is essential to developing efficient turbines. In addition, performance analysis and structural analysis are needed to evaluate the performance and structural safety. However, there are only a few exclusive studies on the development process of the radial inflow turbines for the organic Rankine cycle (ORC). In this study, a preliminary design of the ORC radial inflow turbine was performed. Subsequently, the performance and structural analysis were also carried out. The RTDM, which was developed as an in-house code, was used in the preliminary design process. The results of the performance analysis were found to be in good agreement with target performances. Structural analysis of the designed turbine was also carried out in order to determine whether the material selection for this study is suitable for the flow conditions of the designed turbine, and it was found that the selected aluminum alloy is suitable for the designed turbine. However, the reliability of the preliminary design algorithms and numerical methods should be strictly verified by an actual experimental test.

The Preliminary Study on the Coincidence between Sasang Constitutional Analysis Tool β-version and Expert of Sasang Constitution (안면 체형 음성 및 설문 기반 사상체질 진단 툴 베타버전과 전문가의 체질진단 일치도 예비 연구)

  • 1. Objectives : In Sasang constitutional medicine, it has been known that diagnosing Sasang constitution correctly is mostly important. We had developed an Integrated Sasang Constitutional Analysis Tool (SCAT) ${\beta}$-version using face, voice, body shape and questionnaire before. The purpose of this study is to suggest whether SCAT ${\beta}$-version is reliable or not. 2. Methods : We collected 371 subjects from 6 oriental medical clinics. We analyzed the Sasang constitutional diagnostic results using Kappa and coincidence rates between experts in Sasang constitution and SCAT ${\beta}$-version which was developed on the basis of face, body shape, voice and characteristics and symptom questionnaire data. 3. Results : The agreement rates between SCAT ${\beta}$-version and experts was 69.3% in total, and 73.2%, in Taeeumin, 70.8% in Soeumin, and 56.9% in Soyangin in detailed. The Kappa was 0.510 (p value<.000). There was an increasing trend of agreement rates and kappa value corresponded to increasing constitutional probability. When The constitutional probabilities were changed from below 40%, to over 40%, 50%, 60%, the agreement rates corresponded from 50.8% to 79.5%, 91.4%, 95.7% respectively. 4. Conclusions : A SCAT combined with a constitutional probability seemed to help experts to diagnose a patient's Sasang constitution correctly.

Simplified Analysis of Three Dimensional Mega Foundations for High-Rise Buildings

  • In this study, an approximate computer-based method was developed to analyze the behavior of raft and piled raft foundations. Special attention is given to the improved analytical method proposed by considering raft flexibility and soil nonlinearity. The overall objective of this study is to focus on the application of a simplified analysis method for predicting the behavior of sub-structures. Through the comparative studies, it is found that the computer programs (YS-MAT and YSPR), developed in this study, is in agreement with the general trends observed by field measurements. Therefore, YS-MAT (Yonsei-Mat) and YSPR (Yonsei Piled Raft) can be effectively used for the preliminary design of a raft or a piled raft foundation for high-rise buildings.

A Study on Statistical Methods for the Light Weight Estimation of Ultra Large Container Ships (초대형 컨테이너선의 경하중량 추정을 위한 통계적 방법 연구)

  • The present study developed a model to estimate the light weight of an ultra-large container ship. The weight estimation model utilized container ship data obtained from shipyards and the subdivided this weight data into appropriate weight groups. Parameters potentially affecting the group weight were selected and expanded based on experience for weight estimation, and a correlation analysis was performed by the SPSS program to determine the key parameters characterizing the group weight. A weight estimation model applying the multi-regression analysis was proposed to assess the weight of an ultra-large container ship at the preliminary design stage, and the results obtained by the suggested method showed good agreement with the shipyard data.

HERSCHEL OBSERVATIONS IN THE AKARI NEP FIELD: INITIAL SOURCE COUNTS

  • The preliminary data reduction, analysis and first results from the Herschel survey of the AKARI NEP field are presented. Herschel SPIRE observations of the NEP-Wide region and PACS observations of the NEP-Deep region have yielded galaxy catalogues of 4000 and 900 sources respectively down to flux density levels of approximately 15 mJy at 100-250 microns. Source counts produced from these catalogues reach cosmologically significant depths tracing the evolutionary upturn and turnover in the source counts. The source counts are in agreement with other large area surveys carried out with Herschel bridging the gap between the shallow and deep Herschel surveys.

  • The flow inside an axial turbomachinery with multi-stage can be characterized as unsteady phenomena. In order to predict accurately these complex unsteady flow patterns including rotor-stator interaction effects, enormous computer resources are required. So it is not compatible in preliminary design process. In this study, steady coupled blade row flow with rotor-stator interaction solver is developed using interrow mixing model and used to predict the performance of the axial fan. To verify the computational method, the calculations are compared with experimental results and show satisfactory agreement with them. The interaction effects on the performance of the axial fan have also been studied by comparing the results of steady coupled blade row and steady single blade row flow calculation.

A Study on the Prediction and Measurement of Afterbody Drag for a Supersonic Aircraft (초음속 전투기 후방동체 항력 예측 및 측정에 관한 연구)

  • During the preliminary design phase of a supersonic aircraft, it is necessary to evaluate many potential engine/airframe combinations to determine the best solution to given set of mission requirements. And it is very important to establish a methodology to predict precisely afterbody drag so that accurate engine installed performance can be estimated. It was carried out in this paper to establish a methodology to predict afterbody drag of F-15K supersonic aircraft based on IMS(Integral Mean Slope) methodology, acquire afterbody drag data and compare its calculated data with the test data acquired from the wind tunnel test data based on 4.7% model scale. The comparison results showed good agreement between the calculated data and test data and it was found that the methodology described here to predict and test afterbody drag is acceptable.

  • A semi-empirical model to predict ship resistance in level ice based on Lindqvist's model is presented. This model assumes that contact between the ship and the ice is a case of symmetrical collision, and two contact cases are considered. Submersion force is calculated via Lindqvist's formula, and the crushing and breaking forces are determined by a concept of energy consideration during ship and ice impact. The effect of the contact coefficient is analyzed in the ice resistance prediction. To validate this model, the predicted results are compared with model test data of USCGC Healy and icebreaker Araon, and full-scale data of the icebreaker KV Svalbard. A relatively good agreement is achieved. As a result, the presented model is recommended for preliminary total resistance prediction in advance of the evaluation of the icebreaking performance of vessels.
