A Study on the Validity of the Retla Clauses in Bills of Lading (선화증권 상의 Retla 약관의 유효성에 관한 연구)

  • In this article, I have reviewed the validity of the Retla Clauses in bills of lading. In Tokio Marine(1970), US courts have permitted carriers to include Retla Clauses in their bills of lading that essentially disclaim all responsibility for the required statement. Simon J in The Saga Explorer(2012) disagreed with the decision of no representation in Tokio Marine and held that the statement with the Retla Clauses made on the bills of lading as to the cargo's apparent condition was a fraudulent misrepresentation. Simon J also requested a strong carriers' honest conduct. However, because the shippers always request the clean bill of lading for trade purpose and never call for a substitute bill of lading showing the true condition of goods, carriers will inevitably continue to clause bills of lading if they have no other better way of protecting themselves in the situation of Tokio Marine or The Saga Explorer. For the present, the decision of misrepresentation in The Saga Explorer might be helpless to change the position of the assignees of the bills of lading. And it seems that the debate on the validity of the Retla Clauses in bills of lading will be continued for the time being. In these circumstances, if the buyers hope to void the potential dispute, they may have a special agreement in the sale of goods contract, for example, requiring a pre-shipment inspection of the goods so as to know the actual condition of the goods on shipment.

Improved Cleaning Method for Dental Instruments

  • We searched at the "PubMed.gov" and "jendodon.com" sites to conduct a literature review on dental instruments that are reused in clinical settings and on infection control involving pre-disinfection or sterilization cleaning/rinsing. The keyword "dental clean" was used for the Web search. We found the present official definition of instrument cleaning performed prior to disinfection or sterilization rather limiting ("removal of foreign matter (soil, organism, etc.) from the instruments"). Thus, we proposed to expand the definition to include the removal of oils applied to protect the metallic instruments and from corrosion, stains, and rust resulting from the frequent reuse of the instruments. Clinicians are found to clean their dental instruments (a) immediately after treating their patients or (b) following their treatment but not immediately afterward. In the latter case, we recommend presoaking to be added. Ultrasonic sterilization of 5~15 minutes is found to be more effective in terms of eliminating residual matter from the instruments compared to other methods. To check on the cleaning results, we recommend visual inspection, which can be quick and practical in clinical settings. The latest products being developed and marketed on the market address the related problems. Nonetheless, research must be continued on the effects of presoak, cleaning/rinsing, disinfection, and high-temperature or heating-based sterilization on the dental instruments and on dental clinicians' practices in cleaning, disinfection, and sterilization. We advise dental clinicians to select the proper cleaning methods and detergents for their instruments to help eliminate or prevent corrosion, staining, and rusting, to reduce the maintenance costs, and to ensure user-friendly instruments/apparatuses.

In addition, it is necessary to localize the Array Detection System, which is a core component of the container search machine, to cope with the 100% pre-inspection of the container scheduled for 2018 in the United States.   • It's been almost 20 years since the adoption of Good Manufacturing Practices (GMP) in Korea since 1994. There have been big progresses in the GMP regulations and its implementations. 'New GMP' in 2008 has adopted validation, pre-approval GMP evaluation, annual quality review, etc.. Upon the submission of PIC/S (Pharmaceutical Inspection Cooperation Scheme) application by Korea's Ministry of Food and Drug Safety in April, 2012, Korea is facing new opportunity to level up Korea GMP regulations. As such, this study suggested GMP revision points by comparing and analyzing the differences between PIC/S GMP and Korea GMP. Those areas which GMP is not required such as radiopharmaceuticals and medical gases should adopt GMP. And independent GMP regulation is needed for Active Pharmaceutical Ingredients and investigational medicinal products. Also, those regulations shall be implemented in the higher level of legal status. Finally, rather than pursuing GMP harmonization only for PIC/S membership, GMP improvement in the long term shall be taken into consideration by reflecting current quality issues such as ICH Q8 (Pharmaceutical development), Q9 (Quality Risk Management) and Q10 (Pharmaceutical Quality System).

  • In this study, the university conducted an inspection of the classes of students in the school-grain classes of liberal arts classes and conducted a thorough classification. Each of the students' characteristics is divided into those who have experienced programming in elementary and secondary schools. As a result, classes were classified and followed by Scratch programming classes. The difference between pre-scan and post-test is the identification of the centre of gravity and the different methods of teaching the teaching methods accordingly. Through this study, we learned how to understand and appreciate the difficulties we face while studying computing.

  • Antibacterial and deodorization properties of silk fabrics dyed with Sappan wood are investigated by Halo, Shake flask, Bioassay and Detection column methods.The results are obtained as follows; 1. Although K/S values increase with Al mordant and concentrate concentrations, these are decreased in 10% Al mordant concentration in case of 4mlg dye concentration. 2. Reduction ratios of bacteria increase with K/S values in various tests. 3. When undyed silk fabrics are treated with Al mordant, reduction ratios of bacteria are not varied with Al mordant concentrations. 4. Deodorization property of Al pre-mordanted dyeing silk fabrics is better than one of unmordanted dyeing and raw silk fabrics. 5. Antibacterial properties of Cu and Cr mordanted dyeing fabrics are better than ones of the dyeing fabrics treated with the other mordants. 6. Natural dyes extracted from Sappan wood show the good antibacterial and deodorization properties, and colorant among various components contained in Sappan wood has a excellent antibacterial and deodorization properties.

Seismic assessment and retrofitting measures of a historic stone masonry bridge

  • The 750 m long "De Bosset" bridge in the Cephalonia Island of Western Greece, being the area with the highest seismicity in Europe, was constructed in 1830 by successive stone arches and stiff block-type piers. The bridge suffered extensive damages during past earthquakes, such as the strong M7.2 earthquake of 1953, followed by poorly-designed reconstruction schemes with reinforced concrete. In 2005, a multidisciplinary project for the seismic assessment and restoration of the "De Bosset" bridge was undertaken under the auspices of the Greek Ministry of Culture. The proposed retrofitting scheme combining soil improvement, structural strengthening and reconstruction of the deteriorated masonry sections was recently applied on site. Design of the rehabilitation measures and assessment of the pre- and post-interventions seismic response of the bridge were based on detailed in-situ and laboratory tests, providing foundation soil and structural material properties. In-situ inspection of the rehabilitated bridge following the strong M6.1 and M6.0 Cephalonia earthquakes of January 26th and February 3rd 2014, respectively, revealed no damages or visible defects. The efficiency of the bridge retrofitting is also proved by a preliminary performance analysis of the bridge under the recorded ground motion induced by the above earthquakes.

  • Purpose: To solve urban problems, empirical research is being actively conducted to implement a smart city based on various ICT technologies, and digital twin technology is needed to effectively implement a smart city. A digital twin is essential for the realization of a smart city. A digital twin is a virtual environment that intuitively visualizes multidimensional data in the real world based on 3D. Digital twin is implemented on the premise of the convergence of GIS and BIM, and in particular, a lot of time is invested in data pre-processing and labeling in the data construction process. In digital twin, data quality is prioritized for consistency with reality, but there is a limit to data inspection with the naked eye. Therefore, in order to improve the required time and quality of digital twin construction, it was attempted to detect a building using Mask R-CNN, a deep learning-based masking algorithm for aerial images. If the results of this study are advanced and used to build digital twin data, it is thought that a high-quality smart city can be realized.

Searching for Dwarf Galaxies in deep images of NGC 1291 obtained with KMTNet

  • We present newly discovered dwarf galaxy candidates in deep wide-field images of NGC 1291 obtained with KMTNet. We initially identify 20 dwarf galaxy candidates through visual inspection. 13 out of 20 appears to be high priority candidates, according to their central surface brightness (${\mu}_{0,R}{\sim}22.5$ to $26.5mag\;arcsec^{-2}$) and effective radii (350 pc to 1 kpc). Structural and photometric properties of dwarf candidates appear to be consistent with those of ordinary dwarf galaxies in nearby groups and clusters. Using imaging simulations, we demonstrate that our imaging data is complete up to $26mag\;arcsec^{-2}$ with > 70% of the completeness rate. In order to find an optimal way to automate detecting dwarf galaxies in our dataset, we test detection methods by varying parameters in SExtractor. We find that the detection efficiency from the automated method is relatively low and the contamination due to the artifacts is non-negligible. Therefore, it can be only applicable for pre-selection. We plan to conduct the same analysis for deep images of other nearby galaxies obtained through KMTNet Nearby Galaxy Survey (KNGS).
