The Role of Export Insurance for the Korean Export Promotion: Reflecting the Market Share of Korean Export in Trading Partner Countries (한국수출의 독점정도에 따른 수출보험의 수출촉진 효과 분석)

  • This paper empirically analyzes the influence of export insurance on export promotion using panel data for the Korean case during the sample period from 2003 to 2006. We use the Korean export's share in trading partners' imports as a weight for the weighted least square (WLS) estimation to measure the effect of export insurance on the export promotion. Our main finding is that export insurance subsidy seems to enhance the export performance when the Korean export takes greater share in other countries' markets. On the other hand, under weaker monopoly power of the Korean export, export risk and trading partners' GDP growth rate has more influence on the export promotion rather than export insurance subsidy. Our finding implies that policy makers and practitioners should discern the Korean exports' monopoly power differential across trading countries for better performing export insuarnce policy.

  • Load forecasting has always been essential to the operation and planning of power systems in deregulated electricity markets. Various methods have been proposed for load forecasting, and the neural network is one of the most widely accepted and used techniques. However, to obtain more accurate results, more information is needed as input variables, resulting in huge computational costs in the learning process. In this paper, to reduce training time in multi-layer perceptron-based short-term load forecasting, a graphics processing unit (GPU)-based computing method is introduced. The proposed approach is tested using the Korea electricity market historical demand data set. Results show that GPU-based computing greatly reduces computational costs.

  • SI 산업은 단기간 동안 급성장을 거듭하여 국내 소프트웨어 산업의 가장 큰 시장을 형성하고 있으며, 지식과 기술집약적 고부가가치 기간산업이다. 세계무역기구(WTO) 체제로의 급속한 국제 경제변화로 고도의 기술력을 가진 해외 서비스가 국내시장에 들어오고 있고, 국내 SI업체들도 그동안 쌓은 기술을 바탕으로 해외진출을 추진하고 있는 상황이다. 본 논문에서는 국내 SI산업의 특정과 현황을 분석한 후 국제 경쟁력 강화 방안을 도출하고 국내 SI 산업의 적합한 해외진출 방안을 제시하고자 한다.

  • With the advent of electric power systems moving to a deregulated retail electricity market environment, calculating distribution service tariffs has become a challenging theme for distribution industries and tariff regulators. As distribution business remains as a monopoly, it is necessary to be regulated. And as multiple distribution companies compete with each other, it would be efficient to adopt competition to the determination of distribution service tariffs. This paper proposes a method to calculate distribution service tariffs using yardstick regulation, which can lead to competition among multiple distribution companies. The proposed method takes into account not only recovering revenue requirements but also the advantages of the yardstick regulation based on long-term marginal costs of distribution network expansion algorithms. A computer simulation is carried out to illustrate effectiveness of the proposed method and it is estimated that the algorithm can be applied to compute the distribution service tariffs under retail electricity markets.

  • Many organizations are operating knowledge management(KM) for their competitive advantage in dynamically changeable markets. To support KM successfully, they are considerably investing in knowledge management systems(KMS) development. By using KMS, organizations can lead to the improvement of their employees' knowledge level and the removal of inefficient tasks, consequently resulting in their competitive edge. On the basis of the power process perspective, this study investigates the CEO leadership and its organization's performance for successful development of KMS.

  • 풍력발전의 보급확대는 전력시장의 특성으로 인하여 국가적 차원의 정책에 의존될 수 밖에 없는 태생적 한계를 지니고 있다. 역설적으로, 풍력발전은 정부기획에 의하여 시장조성(설계)이 가능하고, 따라서 풍력발전과 관련한 설비제조업, 발전사업, 단지 건설업 및 서비스업 등으로 구성되는 '풍력산업'은 국가적 차원의 적정한 정책 수단으로 육성될 수 있는 새롭게 부상하는 산업부문이다. 선진 외국의 전력시장에서 관찰되는 풍력산업의 출현 및 성숙과정을 참고로, 우리나라에서의 풍력발전의 보급확대를 위한 전략을 원론적 차원에서 모색하고자 하였다. 기술경영학적 관점에서 풍력산업의 육성도 결국 '기술주도'가 아닌 '시장주도'에 의한 것이 효과적일 수밖에 없으며, 풍력발전의 보급확대를 통한 수요의 창출은 에너지믹스(Energy Mix)와 관련한 국가차원의 정책적 의지와 선택의 문제일 뿐이다.

Unit Commitment for an Uncertain Daily Load Profile (불확실한 부하곡선에 대한 발전기 기동정지계획)

  • In this study, a new UC (Unit Commitment) algorithm is proposed to consider the uncertainty of a daily load profile. The proposed algorithm calculates the UC results with the lower load level than the one generated by the conventional load forecast and the more hourly reserve allocation. In case of the worse load forecast, the deviation of the conventional UC solution can be overcome with the proposed method. The proposed method is tested with sample systems, which shows that the new UC algorithm yields completely feasible solution even though the worse load forecast is applied. Also, the effects of the uncertain hourly load demand are statistically analyzed especially by the consideration of the average over generation and the average under generation. Finally, it is shown that independent power producers participating in electricity spot-markets can establish bidding strategies by means of the statistical analysis. Therefore, it is expected that the proposed method can be used as the basic guideline for establishing bidding strategies under the deregulation power pool.

  • The electric vehicle market has increased rapidly in recent years. Established global automakers have announced that electric cars will be developed and distributed. Furthermore, current electric cars are not merely breezes, instead, they are the mainstream of automobiles. However, high prices, short mileage, and long charge times are the main obstacles to the spread of electric vehicles. To solve these problems, the competition for technology development for the expansion of electric vehicles worldwide intensifies because of the improvements in mileage, price reduction, and expansion of charging infrastructure. In this paper, the trends in the development of key technologies for electric vehicles in overseas markets and the present strategic goals for the development of key technologies for electric vehicles in Korea will be identified.

  • This paper addresses the antitrust case of Google's general search service to find evidence and logic used for defining markets, and the proof of dominant power and its abuse in detail. This antitrust case has certain meaning because it is not easy to apply traditional approaches to a general search service, which has two-sided market characteristics. This paper finds some implications through an analysis of the antitrust case shown below. First, for market definition, the overall qualitative analysis can be used to draw conclusions without a quantitative analysis, such as a Small but Significant and Non-transitory Increasing in Price (SSNIP) analysis. Second, the multi-homing behavior seems to be one of the key factors in judging the dominant power in Internet-based services. Lastly, the fact that the value of traffic can differ based on the traffic source needs to be considered to address the competition issue of Internet-based services.

An Investigation Into the Impact of Limiting Carbon Emissions on the Korean Power System and the Electricity Market

  • To address mounting concerns over global warming, the Paris Agreement was reached in December 2015, which aims to limit the increase in global average temperature. South Korea has set a highly ambitious target to reduce emissions and submitted an Intended Nationally Determined Contribution (INDC). Based on the INDC, we investigated the impact of limiting carbon emissions on the power system and the electricity market in Korea. Through detailed simulations on assumed plausible scenarios, this work highlights a) the effects of different carbon emission targets on the annual carbon emission volumes, generation costs, and carbon price; b) the generation mix changes induced by carbon emission limits; and c) the difference in system marginal price and payments for generator owners that carbon emission constraint creates in electricity markets under three different pricing rules.
