Characteristics of Fracture System in Precambrian Metamorphic Rocks and Mesozoic Granites from Seokmo-do, Ganghwa-gun (강화군 석모도 일대의 선캠브리아기 변성암류 및 중생대 화강암류에서 발달하는 단열계의 분포특성)

  • The properties of fracture system in Precambrian Jangbong schist and Mesozoic granites from Seokmo-do, Ganghwa-gun were investigated and analyzed. Most of the fractures measured at outcrops are nearly vertical or steeply dipping. Orientations of fracture sets in terms of frequency order are as follows: Set $1:N2^{\circ}E/77^{\circ}SE$, Set $2:N17^{\circ}E/84^{\circ}NW$, Set $3:N26^{\circ}E/64^{\circ}SE$, Set $4:N86^{\circ}W/82^{\circ}SW$, Set $5:N80^{\circ}W/77^{\circ}NE$, Set $6:N60^{\circ}W/85^{\circ}SW$, Set $7:N73^{\circ}E/87^{\circ}NW$, Set $8:N82^{\circ}W/53^{\circ}NE$, Set $9:N23^{\circ}W/86^{\circ}SW$, Set 10: $N39^{\circ}W/61^{\circ}NE$. Especially, the rose diagram of fracture strikes(N:240) indicates that there are two dorminant directions of N-S~NNE and WNW. These distribution pattern of fractures from Seokmo-do correponds with those of major lineaments from South Korea suggested in previous study. Meanwhile, the scaling properties on the length distribution of fracture populations have been investigated. First, fracture sets from Precambrian Jangbong schist and Mesozoic granites(north and south rock body) has been classified into five groups(group I~V) based on strike and frequency. Then, the distribution chart generalized the individual length-cumulative frequency diagram for above five groups were made. From the related chart, five subpopulations(group I~V) that closely follow a power-law length distribution show a wide range in exponents(-0.79~-1.53). These relative differences in exponent among five groups emphasizes the importance of orientation effect. From the related chart, the diagram of group III occupies an upper region among five groups. Finally, the distribution chart showing the chracteristics of the length frequency distribution for each rock body were made. From the related chart, the diagram of each rock body shows an order of porphyritic biotite granite < hornblende granodiorite < medium-grained biotite granite(south rock body) < medium-grained biotite granite(north rock body) < Precambrian Jangbong schist. From the related chart, the diagram of more older rock body in the formation age tends to occupy an upper region. Especially, the diagram of Precambrian Jangbong schist occupies an upper region compared with the diagrams of Mesozoic granites. These distributional chracteristics suggests that coexistence of new fracture initiation and growing of existing fractures corresponding with stress field acted since the formation of rock body.

Developmental Plans and Research on Private Security in Korea (한국 민간경비 실태 및 발전방안)

  • The security industry for civilians (Private Security), was first introduced to Korea via the US army's security system in the early 1960's. Shortly after then, official police laws were enforced in 1973, and private security finally started to develop with the passing of the 'service security industry' law in 1976. Korea's Private Security industry grew rapidly in the 1980's with the support of foreign funds and products, and now there are thought to be approximately 2000 private security enterprises currently running in Korea. However, nowadays the majority of these enterprises are experiencing difficulties such as lack of funds, insufficient management, and lack of control over employees, as a result, it seems difficult for some enterprises to avoid the low production output and bankruptcy. As a result of this these enterprises often settle these matters illegally, such as excessive dumping or avoiding problems by hiring inappropriate employees who don't have the right skills or qualifications for the jobs. The main problem with the establishment of this kind of security service is that it is so easy to make inroads into this private service market. All these hindering factors inhibit the market growth and impede qualitative development. Based on these main reasons, I researched this area, and will analyze and criticize the present condition of Korea's private security. I will present a possible development plan for the private security of Korea by referring to cases from the US and Japan. My method of researching was to investigate any related documentary records and articles and to interview people for necessary evidence. The theoretical study, involves investigation books and dissertations which are published from inside and outside of the country, and studying the complete collection of laws and regulations, internet data, various study reports, and the documentary records and the statistical data of many institutions such as the National Police Office, judicial training institute, and the enterprises of private security. Also, in addition, the contents of professionals who are in charge of practical affairs on the spot in order to overcomes the critical points of documentary records when investigating dissertation. I tried to get a firm grasp of the problems and difficulties which people in these work enterprises experience, this I thought would be most effective by interviewing the workers, for example: how they feel in the work places and what are the elements which inpede development? And I also interviewed policemen who are in charge of supervising the private escort enterprises, in an effort to figure out the problems and differences in opinion between domestic private security service and the police. From this investigation and research I will try to pin point the major problems of the private security and present a developmental plan. Firstly-Companies should unify the private police law and private security service law. Secondly-It is essential to introduce the 'specialty certificate' system for the quality improvement of private security service. Thirdly-must open up a new private security market by improving old system. Fourth-must build up the competitive power of the security service enterprises which is based on an efficient management. Fifth-needs special marketing strategy to hold customers Sixth-needs positive research based on theoretical studies. Seventh-needs the consistent and even training according to effective market demand. Eighth-Must maintain interrelationship with the police department. Ninth-must reinforce the system of Korean private security service association. Tenth-must establish private security laboratory. Based on these suggestions there should be improvement of private security service.

  • Starting from the agenda that we should determine the function of local government at each level in order to facilitate decentralization, this article is dedicated to demonstrating problems in the practice of Korean legislation today. On the one hand, in the "local autonomy act", the local governments' function is designated by the term "affairs of local governments" which includes autonomous duites and the duties delegated by the State to local governments. Meanwhile, all of acts by which governments are granted the power of execution, upon the principle of "the reservation of law", does not distinguish the nature of each authority as well. On the other hand, as regards the legal status of the territorial collectivity, the practice in the legislation does not clearly distinguish between territorial representation and national delegation. If we want to achieve the decentralization, we should reevaluate and determine EVERY authority and responsibility of administrative service in terms of its nature whether it is for the local diversity or for the standardization of public service in the State. In following, we should have the terminology by which we can designate the territorial collectivity which is distinguished from the national organ at the local level in the legislation.

  • The maritime blockade has long been used as a means of war in that it serves as a bridge for economic warfare by paralyzing enemy maritime transport, although it is not a decisive battle, and in the Korean War, U.N. forces have achieved significant results in the war with limited maritime blockade through the Clark Line. However, with China emerging as a maritime powers based on its strong naval power, there is a lack of consideration on how to set up a blockade to block maritime activities and how to respond neutral ships or carrying wartime contraband products if war breaks out again on the Korean Peninsula, In addition, since maritime blockade should be used as a sensitive and flexible naval force projection in that it has interests with neutral countries, it should be carefully reviewed in that it can be used only through careful and reasonable judgment considering the principle of ensuring the legality of maritime blockade Therefore, in this study, Reexamine the process of change in the application of the International Law of Blockade, and through this, Derive the basic principle of ensuring the legitimacy of maritime blockade. In addition, by reviewing the application of these basic principles in the waters off the Korean Peninsula at wartime, we presented answers to research questions by reviewing what needs to be done to neutral ships and ships carrying wartime contraband products, and considered the implications for us

The Superconducting Properties of a High-Temperature Superconducting GdBCO-Coated Conductor (고온초전도 GdBCO 박막선재의 초전도 특성)

  • The basic magnetic properties of commercially available High-$T_c$ Superconductor (HTS) GdBCO-coated conductor (GdBCO-CCs) were investigated by using physical property measurement system-vibrating sample magnetometer (PPMS-VSM). From the zero-field-cooled (ZFC) m(T) curve, the $T_c$ was found to be ~93 K. After removing the background m(H) data, we obtained both the net m(H) data and the ${\Delta}m_{irr}$. The $H_{irr}(T)$ coincided very well with the power-law relation $H_{irr}=H_{irr}(0)(1-T/T_c)^n$ with $$n{\sim_=}1.19$$. The magnetic flux behavior was investigated by using the ${\delta}$ values in the relationship $J_c{\propto}{\Delta}m_{irr}{\propto}H^{-{\delta}}$. A ${\delta}{\approx}0$ region denoting an independent magnetic flux pinning effect, a ${\delta}{\approx}0.6{\sim}1.2$ region representing a collective flux pinning effect due to the interaction, and a ${\delta}{\gg}2$ region representing freely moving magnetic fluxes caused by the Lorentz force were observed. The boundary line between ${\delta}{\approx}0$ and ${\delta}{\approx}0.6{\sim}1.2$ is denoted by a $H_1$, and the one between ${\delta}{\approx}0.6{\sim}1.2$ and ${\delta}{\gg}2$ is denoted by a $H_2$. The ${\delta}(T)$ was obtained in the region of $H_1$ < H < $H_2$. As the temperature was decreased, the ${\delta}$ value gradually decreased.

  • The Noh(能) performance is a traditional drama that represents Japan. The Noh performance was approved in the background of religious thought such as Shintoism(神道), Buddhisms(佛敎), and Syugendo(修驗道). Especially, the influence from Shugendo is large. "Yamabusi" has not been paid to attention up to now in the research of . And, the focus was appropriated to Yamabusi and it researched in this text. Moreover, the problem of "Chigo(稚子)" is thought through . "Chigo culture" was general in the Middle Ages. It is thought that "Chigo culture" is reflected in . is an Noh performance for the boy named 'Wakamatsu' to enter the mountain and to train. It is because mother's sickness was cured. However, the boy gets sick while it is training. It was dropped to the valley according to the law of Shugendo, and it died. However, it revives by the Yamabusi's prayers. 'Taniko' is to drop to the valley and to bury it when the Yamabusi gets sick while lived. The title of the Noh originated in here. has elements of history, content of training of Shugendo, "Filial piety", and the Chigo culture, etc. These are features of the culture in the Middle Ages. It is not only a sad content though this is a content of the cruel remainder. It is because of the revival though waited rapidly at the end. As for the difficulty of training is drawn in the round, and the appearance of the training at that time is understood well. The essence of Shugendo is to train in the mountain. Supernatural power can be obtained through training. Moreover, it was thought that it was able to be newly reborn through training. The leading part of Shugendo is an Yamabusi. The Yamabusi took an active part in not only the mountain but also the village. The Yamabusi is ordinary people's lives and because the relation is deep, an important factor it knows the folk customs of Japan. The word 'Chigo' is not written in . However, a spectator at that time is 'Chigo' Wakamatsu and is already sure to have understood 'Chigo'. Because everyone knew the Chigo culture in the Middle Ages. A religion at that time and knowledge of the society are necessary to understand the play of Nho well.

Research on the current conditions of cultural heritage management in North Korea - an example of the management of provincial sites - (북한의 문화유산 관리 현황 연구 - 지방의 유적 관리 사례를 중심으로 -)

  • Both as a means of improving North-South relations, as well as a necessary component for carrying out research on the past of the Korean peninsula, interest in North Korean cultural resources has been growing in South Korean society. As a result, studies have begun to look beyond North Korean cultural resources themselves and attempt to determine how cultural resources are managed in North Korea. Such studies have tended to investigate laws related to the management of cultural heritage in North Korea, but information gleaned from laws alone is limited. To provide a more complete picture, research must also investigate how cultural resource management laws are applied and enforced and also take into consideration aspects of cultural resource management that are not directed or regulated by law. In this study, we refer to the current National Cultural Resources Protection Laws in order to investigate systems of cultural resource management in North Korea. Furthermore, we conducted interviews with a former North Korean national who had until recently worked as a director of historical sites in North Korea. Through comparisons of information relating to organization, labor power, responsibilities, budget, and other factors of cultural resource management gained through the interviews and the 'National Cultural Resources Protection Laws,' we hoped to gain a fuller understanding of the reality of cultural resource management in North Korea. As a result, we were able to gain a better understanding of the organization and tasks related to cultural resource management and, at the same time, clarify some of the provisions that were unclear in the laws. Throughout the process, we were also able to determine that the management of cultural resources in North Korea is currently inadequate. However, because this study focuses on a specific region and is limited only to historical sites, it is difficult to generalize our findings to the entirety of cultural resource management in North Korea. In order to gain an objective and more accurate understanding of the current state of cultural resource management in North Korea, information must be collected at many levels to be synthesized and compared.

Status of the Constitutional Court Records Management and Improvement (헌법재판소 기록관리현황과 개선방안)

  • This study aims, by paying attention to the special values of records of Constitutional Court, to discuss the characteristics of them and figuring out their present state, and to suggest some measures for improvement in the records management. First of all, I defined the concept of the records of Constitutional Court and its scope, and made an effort to comprehend their types and distinct features, and on the basis of which I tried to grasp the characteristics of the records. Put simply, the records of Constitutional Court are essential records indispensible to the application of Constitutional Court's documentation strategy of them, and they are valuable particularly at the level of the taking-root of democracy and the guarantee of human rights in a country. Owing to their characteristics of handling nationally important events, also, the context of the records is far-reaching to the records of other constitutional institutions and administrations, etc. In the second place, I analyzed Records Management Present State. At a division stage, I grasped the present state of creation, registration, and classification system of records. At an archives repository stage, I made efforts to figure out specifically the perseveration of records and the present of state of using them. On the basis of such figuring-outs of the present situation of records of Constitutional Court, I pointed at problems in how to manage them and suggested some measures to improve it in accordance with the problems, by dividing its process into four, Infrastructure, Process, Opening to the public and Application. In the infrastructure process, after revealing problems in its system, facilities, and human power, I presented some ways to improve it. In terms of its process, by focusing on classification and appraisal, I pointed out problems in them and suggested alternatives. In classification, I suggested to change the classification structure of trial records; in appraisal, I insisted on reconsidering the method of appropriating the retention periods of administration records, for it is not correspondent with reality in which, even in an file of a event, there are several different retention periods so it is likely for the context of the event worryingly to be segmented. In opening to the public and application, I pointed at problems in information disclosure at first, and made a suggestion of the establishment of a wide information disclosure law applicable to all sort of records. In application, I contended the expansion of the possibility of application of records and the scope of them through cooperation with other related-institutions.

Ganjae's lecture activities in Mungyeong (간재(艮齋) 전우(田愚)의 문경(聞慶)에서의 강학활동)

  • While the lecture activities in Simwonsa, Ganjae Jeon Wu(1841~1922) has established a "law of lecture activities" which was an ritual between a teacher and pupil, between the couple. Through this way he expected to recover the former ritual, even within their own school. In 1884 he built a "law of Sidong school", meaning to build a large object, elementary scholarship will serve as the rules of conduct, and argued that human nature mainly served to the core in the course of study. Ganjae in Mungyeong area was also discussing studies with Song Byeong-hwa(1852~1916) and received correspondence with scholars in areas related to Mungyeong. They were Kim Jae-kyung(1841~1926) and Park Se-hwa (1834~1910). Ganjae had also some big national events on the sojourn time in Mungyeong. In 1882 there were army incident, in 1884 there were a command of the government that people must pull on western clothes. Ganjae did not follow the command of the government. Someone asked "Can we not follow the command of the government?" Ganjae replied "We have a right to resist to the illegal command of the government. There were also 1884's Gapsin-coup, Ganjae saw that we must defend the country by rejecting foreign power and keeping our rituals. Given the above, the timing that Ganjae lectured in Mungyeong personally was a time that provided a clue to establish his core ideas. Nationally it was a time that must defend the country from foreign nations. Ganjae had faith that for keeping the country we must keep firmly our own rituals.

Evaluation for Rock Cleavage Using Distribution of Microcrack Lengths (미세균열의 길이 분포를 이용한 결의 평가)

  • Jurassic granite from Geochang was analysed with respect to the characteristics of the rock cleavage. The phases of distribution of microcracks were well evidenced from the enlarged photomicrographs(${\times}6.7$) of the thin section. In this study, the length - cumulative frequency diagrams were used for expressing the distribution characteristics of microcrack. The diagrams for the six directions were arranged in the magnitude of density(${\rho}$). These diagrams show an order of H2 < H1 < G2 < G1 < R2 < R1 from the related chart. Among six diagrams, the diagram for hardway 2(H2) occupies the lowermost region on the left. On the contrary, the diagram for rift 1(R1) occupies the uppermost region on the right. Curve patterns of the two diagrams change from uniform to exponential distribution type in accordance with the increased density. The overall distribution characteristics of the diagrams were well evidenced from the magnitude of the exponent(${\lambda}$) and length of line oa related to the exponential straight line. The magnitude of exponent governing the values of slope(${\theta}$) is inversely proportional to the values of microcrack parameters such as number(N), length(L) and density. On the contrary, length of line oa is directly proportional to the values of the above three parameters. Above microcrack parameters related to the order of arrangement of diagrams show an order of hardway(H1 + H2) < grain(G1 + G2) < rift(R1 + R2). The distribution characteristics of progressive variation are found among the six diagrams. The order of arrangement of the diagrams indicates a relative magnitude of the rock cleavage. Meanwhile, the parameters such as slope, exponent, density and length of line oa were arranged in an order of H2 < H1 < G2 < G1 < R2 < R1. The variation curves of a smooth quadratic function are shown from the related chart. From the correlation chart between density and the above parameters, a common regularity following power-law correlation function was derived. Finally, the analysis for the rock cleavage was conducted through the combination between the diagram and microcrack parameter. This type of combination contribute to the progressivity in evaluation for the rock cleavage.
