Determinants of nuclear power expansion in Indonesia

  • As Indonesia is rich in natural resources, nuclear power remains a low priority among energy alternatives. However, Indonesia needs to introduce nuclear power to improve the atmospheric environment and to support sustainable economic growth. This study conducted a two-stage survey of logit-probit and analytic hierarchy process to analyze the perception of Indonesian energy policymakers regarding the introduction of nuclear power, the potential for change, and key decision factors. The analysis confirms that the perception of nuclear power is positive and that the willingness to expand nuclear power can improve if negative conditions, such as underdeveloped technology level, foreign aid and assistance, and safety issues are addressed. In addition, it is confirmed that the policy makers consider political/social and environmental factors to be more important for decision-making. The results of this study can give inplications and be used as a key reference for Indonesia's nuclear power policy

  • Korea has exerted her efforts to assimilate nuclear power technology, and reportedly localized 95 percent of nuclear power technology by 1995. This paper investigates the evolution of nuclear power program in Korea to exploit the development process of the nuclear power industry and key factors for the technological localization of nuclear power plant. In developing countries, an imitative catching-up process can be shown as a course for developing the absorptive capacity of foreign technology, which depends on prior knowledge base and the intensity of effort. The process of technological learning consists of five stages including preparation, implementation of foreign technology, acquisition of peripheral technology, acquisition of core technology, and improvement f foreign technology. Moreover, this paper discusses six essential factors that have influenced the successful achievement of technological localization of nuclear power plants in Korea. They include the role and strategies of the government, the leading role of utility firm, the development and cooperation of the related organizations, the development of human resources and their efforts, market conditions and the assistance of foreign donors, and social conditions. Finally, this paper discusses about implications offered by the Korean experience for other developing countries.

  • 기술의 발전에 따라 다양한 응용을 위한 장치가 연구 및 개발되고 있으며 운전자 보조 시스템은 그 중 대표적인 기술이다. 운전자 보조 시스템 기술은 차량 주변의 정보를 인식하기 위해 영상인식 기법을 사용한다. 차량에 적용되는 운전자 보조 장치는 계산시간이 오래 걸리는 다수의 영상인식기법을 실시간으로 처리하는데 어려움이 존재한다. 이를 위해 제한된 하드웨어에서 영상인식 기법의 실시간 처리를 위한 동적 프레임 제외 기법을 제안한다. 기존의 연구에서 프레임 제외는 처리시간에 비례하여 정적으로 설정되었으며 처리 할 수 있는 영상인식기법의 수가 적음을 알 수 있다. 차량의 속도와 가속도를 통해 주행상태를 파악하여 동적으로 프레임 제외률을 설정하고 그에 맞게 영상인식 기법을 처리하여 그 수를 최대화시켰다. 실험을 통해 처리 수가 정적 기법에 비해 32.5% 상승함을 확인하였다.

  • Wheel chair bound persons need assistance since there are many steps or curbs or other obstacles blocking their path in the roadways and walkways. Although a step may be small, it may be very difficult for such a person to climb over it. Therefore, we are proposing a power assist wheel chair robot that enables a wheel chair bound person to climb over steps up to about 10 centimeters in height without assistance from others. Short Range Rear Obstacle Detector for Automobile Using 24GHz AM Radar Sensor

  • FMCW Radar sensor is commonly used for an automobile collision avoidance system for rider's safe. Systems using FMCW radar, however, would be one of expensive solutions for just simple rear obstacle detection purpose due to its high cost. In this letter, a short range rear obstacle detector using novel 24GHz AM radar sensor is presented. It can be implemented at significantly lower cost than FMCW radar for practical commercialization. The proposed AM radar sensor module is fabricated in a single aluminum housing to reduce the overall size while using single power supply voltage of 12V with 1200mA current for automotive applications. The measured detection range is up to 210cm with 10cm of distance resolution, which is suitable for a parking assistance system for automobiles.

  • As the development of microprocessor technology, electric power steering (EPS) system which uses an electric motor came to use a few years ago. It can solve the problems associated with hydraulic power steering. The motor only operates when steering assistance is needed, so it can save fuel and can reduce weight and cost by eliminating hydraulic pump and piping. As one of performance criteria of EPS systems, the transmissibility from road wheel load to steering wheel torque is considered in the paper. The transmissibility can be studied by fixing the steering wheel and calculating the torque needed to hold the steering wheel from road wheel load. A proportion-plus-derivative control is needed for EPS systems to generate desired static torque boost and avoid transmissibility of fluctuation. A pure proportion control can't satisfy both requirements.

스마트-독립전력망을 사용한 소규모 태양광 발전소의 건설과 운영: 한국-탄자니아 적정기술 거점센터의 사례 (Construction and Operation of Small Solar Plant Using Smart-Off-Grid: Case of Tanzania-Korea Innovative Technology and Energy Center)

  • 안정적인 전력 공급은 해당 지역의 생활수준 개선과 소득 수준에 중요한 역할을 하기 때문에, 공적개발원조 (Official Development Assistance, 이하 ODA)의 중요한 목표중에 하나이다. 하지만 수많은 개도국의 교외지역은 국가 전력망과 제대로 연결되지 못하여 전력을 전혀 공급 받지 못하고 있고, 국가 전력망과 연결된 일부 받는 지역도 전력 용량의 한계로 인해 수시로 정전이 일어나고 있는 상황이며, 이는 해당 지역의 소득 수준 향상과 생활수준 개선에 큰 장애요소로써 작용하고 있다. 서울대학교가 넬슨-만델라 아프리카 과학기술원 (Nelson-Mandela African Institution of Science and Technolgoy, 이하 NM-AIST)과 협력하여 건립된 한국-탄자니아 적정기술거점센터 (Korea-Tanzania Innovative Technology and Energy Center, 이하 iTEC)은 이러한 문제를 해결하기 위해, 전력이 공급되지 않는 탄자니아 교외지역에 스마트-독립전력망을 활용한 소규모 태양광 발전소를 건설하고, 이와 연계된 사업을 진행함으로써, 이러한 문제를 해결하고자 한다. 이를 위해 킬리만자로 (Kilimanajaro) 주 음카라마 (Mkalama) 마을과 아루샤 (Arusha) 주 응구르도토(Ngurdoto) 마을에 각각 10 kW, 7 kW급 태양광 발전소를 건설하여, 각각 50 여가구에 전력을 공급하고 있다. 또한, 이에 대한 데이터를 수집하고 발전소와 배전 시스템의 운영을 위해 스마트 모니터링 시스템을 설치하였다. 이를 통해 고장 진단, 사용량 측정 등 다양한 기능을 수행하고 있다. ITEC에서는 이러한 스마트-독립전력망을 활용한 소규모 태양광 발전소 건설과 전력 공급, 그리고 다양한 연계사업 진행을 통해 지속가능한 개발도상국 농촌 주민의 소득수준과 삶의 질 향상을 도모하고 있다.
