  • A digital sampling algorithm that uses a two high resolution integrating Voltmeters which are synchronized by Phase Lock Loop (PLL) time clock for accurately measuring the parameters, active and reactive power, for sinusoidal power measurements is presented. The PLL technique provides high precision measurements, root mean square (rms), phase and complex voltage ratio, of the AC signal. The system has been designed to be used at the Korean Research Institute of Standards and Science (KRISS) as a reference power standard for electrical power calibrations. The test results have shown that the accuracy of the measurements is better than $10 {\mu}W/VA$ and the level of uncertainty is valid for the power factor range zero to 1 for both lead and lag conditions. The system is fully automated and allows power measurements and calibration of high precision wattmeters and power calibrators at the main power frequencies 50 and 60 Hz.

  • The national standards of microwave power in X-band and Ku-band were established using the waveguide microcalorimeters and have been disseminated to the related industries to contribute to industrial development. Through the comparisons and analysis of the measured effective efficiencies for waveguide thermistor mounts in the recent years, the accuracy for maintenance of power standards was confirmed.

  • This paper studies the scope and object of international standards related to power supplies and semiconductor convertors. IEC 60478 and IEC 60686 are international standards for stabilized power supplies with DC and AC output, respectively, and IEC 61204 for low-voltage power supply devices with DC output. IEC 60146 : Semiconductor Convertors is a representative international standard in the field of semiconductor convertors. In this field, there are some international standards such as IEC 60971. IEC 61136-1. IEC 61800. and etc.. In this paper, IEC 60686, 60971, 61136-1, and 61240 are mainly studied.

  • This paper is part of an ongoing project of KEPCO; 'A Study on Criteria and Standards for Transmission System Planning', The objective of this project is to develop the standards and procedures for transmission system planning. This involves reviewing published literatures, other documents of existing criteria and procedures, and various case studies of advanced countries which are already under the competitive electricity industry. This paper presents the result of evaluating Korean Power System as a pre-study for developing the Planning Standards of Korean Power System. For this, WSCC/NERC's performance criteria for planning transmission system, and KEPCO's 'Long Term Transmission System Planning Criteria' are considered. By doing this, the level of performance criteria which should be applied to Korean Power System and the detailed procedures which would be used in system test were reviewed.

  • Manufacturing TGV-Korea, international standards and TGV-standards should be strictly applied in order to insure the normal operation and the safety of passengers in a train service. This paper presents a development of 800W DC-DC converter for the reading lamp of TGV-korea. The converter is designed for satisfying the regulations of international standards and TGV-standards regarding the burning-in test, the vibration test, the electro-magnetic emissions test, etc. As an experimental result, the maximum efficiency is obtained as 92.3[%] at normal input voltage and output power.

  • As more and more renewable energy resources are connected into the existing power system and their generation capacities are increasing, the need for regulations to minimize their impacts on the power grid is increasingly growing. And minimizing the irregular impacts made by grid-connected wind generators is important, since the output power generated by renewable energy resources can be changed easily by the weather condition and surrounding environment. In South Korea, an operational technical standard for distributed generation is used as a regulation, in which renewable energy sources including wind power are considered as a kind of distributed generation. In this paper, an international standard, IEC 61400-21, for the grid-connected wind turbine generating system(WTGS) will be introduced and a comprehensive and detailed review on the measuring methods of power quality characteristic parameters for WTGS based on the related IEC standards will be presented. Additionally, some prerequisites for applying the international standards to KEPCO system will be proposed.

  • Key concepts in South Korean nuclear safety regulation are safety and risk. Nuclear regulation in South Korea has required reactor designs and safeguards that reduce the risk of a major accident to less than one in a million reactor-years-a risk supposedly low enough to be acceptable. To date, in South Korean nuclear safety regulation has involved the establishment of many technical standards to enable administration enforcement. In scientific lawsuits in which the legal issue is the validity of specialized technical standards that are used for judge whether a particular nuclear power plant is to be licensed, the concept of uncertainty law is often raised with regard to what extent the examination and judgment by the judicial power affects a discretion made by the administrative office. In other words, the safety standards for nuclear power plants has been adapted as a form of the scientific technical standards widely under the idea of uncertainty law. Thus, the improvement of nuclear safety regulation in South Korea seems to depend on the rational lawmaking and a reasonable, judicial examination of the scientific standards on nuclear safety.

  • Smart grid is called it as a system of systems. There are diverse types of systems in smart grid environment. Therefore, one of key factors to achieve smart grid successfully is interoperability among diverse systems. To secure interoperability, smart grid operating system should be developed complied with standards in terms of the data representation and communication. Common Information Model (CIM) and OLE Process for Control - Unified Architecture (OPC-UA) are the representative international standards in smart grid domain. Each standard defines data representation and communication by providing common information model and the unified architecture. In this paper, we explain a smart grid platform that we have developed to comply with CIM and OPC-UA standards for secure interoperability among numerous legacy systems.

  • The IT project for power plants initiated domestically in 2005 necessitates the power equipment facility and the controllers for those to be sufficiently adaptable for automation system for power substations. This implies that the power plants using power equipments must be developed to satisfy the IEC61850 standards. The IEC61850 communication standards that all power equipment and facility and controllers installed in automation system for power substations must follow has had its Parts 3 and Part 4 established as international standard in January 2002 and Part 10 in May 2005, the last to become international standard. Hence all separate parts of the original IEC61850 standard came to be established as international standards. As a consequence, after 2005, in most power substations around the world the IEC61850 standard is being applied and the prominent makers are geared towards manufacturing products to the IEC61850 standard. The IEC61850 is being recognized as an essential standard that must be applied to not only power substations but for automation of power systems and communication systems. In this research, the Gateway device that connects current SCADA system and IEC61580 based system has been domesticated with Korea‘s own technology and extensive testing was carried out in order to obtain confidence in its performance.
