This paper presents new approaches for the calculation for the calculation of each user's wheeling prices based on the economic analysis method with focus on the postage stamp rule. The suggested postage stamp rules can overcome the following problems embedded in the conventional accounting-costs-based methods such as the volatileness of wheeling prices depending deprieciation methods, emerging the wheeling free-riders due to the difference between accounting life-time and technical life-time, price discrimination between firm and non-firm network users, etc. To solve these problems we suggest new postage stamp rules employing capital recovery factor for investment costs treatment and applying technical life-time. Furthermore, we have suggested a new formulation for non-firm wheeling users based on the wheeling energies. In the case study, the results of suggested postage stamp methodologies are compared with those of conventional approaches.

This paper presents the evaluation results of Korea Electric Power Corporation (KEPCO) system's power wheeling costs based on the postage stamp method. The results of several postage-stamp-based methodologies are compared where some of them are the conventional approaches. others are new approaches suggested in this paper. The approaches developed in this paper are suitable for a system where transmission transactions are occurred within a vertically integrated power system just like as Korea, Japan. etc. Also, they can overcome limitations related on the depreciation costs application. Test results show that the computed wheeling costs are around 4.0 [won/kWh] in 1995, and it is anticipated that the cost will increase when considering transmission network losses and ancillary costs.

This paper presents a landscape design for the citizen plaza around the ˝Woojeongchongkuk˝(the 1st Korean postal building) where the ˝Gapsinjeongbyeon˝(1844 coup d´etat) occurred and which was once used as the ˝Jeoneoigam˝(a palace hospital). The site is located in 39 Kyeonji-dong, Jongno-gu, Seoul, and of which area is about 2,013$m^2$. The landscape design goals are to build traditional spaces which fit the traditional buildings and where people feel the old atmosphere; to build interesting spaces where people can learn the post and telegraphic history; and to build nature-friendly green rest spaces in the city. To achieve these goals, symbolic, traditional, educational, historical, and environmentally-friendly concepts are developed. With this concept the space is divided into two axis of the pst and telegraph of Korea. Along the two axis the Postage Stamp ˝Madang˝(yard), the Letter Garden, the Telegraphic ˝Ddeul˝(garden), the Communication Plaza, and the ˝Jeoneoigam˝(old palace hospital) and the ˝Gapsinjeongbyeon˝(1884 coup d´etat) Memorial Place are arranged. The Postal Stamp Madang which symbolizes the first Korean postage stamp is a space for studying history and evolution of stamps in Korea. The Letter Garden which symbolizes and formalizes a letter paper is composed with white bamboo trees which are planted linearly and long granite benches on which famous letters are carved. In the Telegraphic Ddeul which symbolizes the telegraph, the history of the telegraphic instrument and the telephone is exhibited. In the Communication Plaze which symbolizes future post and telegraph service extending to the world, the images of satellite communication, internet, webmail etc. are exhibited. The Jeoneoigan, and the Gapsinjeongbyeon Memorial Place is for memorializing the historic place and events. Throughout the whole place, various models and ceramic picture tiles about the post and telegraph and exhibited for effective education. In conclusion, sustainable management schemes for the site are suggested.

The commemorative AR postage stamps which are the world first presented at The YEOSU EXPO 2012 has had meaning of communicating with future in this present from a convergence that the most analog medium is using now and that the AR is cutting edge of digital technology. The AR stamps printed 10 kind out of 33 commemorative stamps. These have great significance that is artistic value than that is world first. The applied AR images are not only expressed 3D real images but also artic represented and signifying each stamp images from visualized creativity process, and build 'new art space' that is new concept between on real(analog) and virtual(digital). This study analyzes meaning of images and then makes concept of AR contents design. The processing is designed and considered the meaning of architectures and environments, and the regional specific feature of the Yeosu with surrealistic graphic concept. The 10 of deducted images were expressed after AR coding such as visual arts. This study realized markerless 3D image tracking AR stamps and deducted research result are; the first, it was able to figure out how to realize AR in the process of registering the reference images, coordinating transformation, and hybriding AR on the stamps for the mobile devices. The second, it was able to be seeked a possibility of new virtual exhibition space. The third, it was able to know possibility of satisfaction of immersing with visual formativeness and usability with informativity.

Objective : This study aimed to verify the validity and reliability of the Upper Extremity Performance Test for the Elderly (TEMPA) by modifying its items to exhibit cultural differences. Methods : This study included 171 healthy adults and older adults and 41 individuals with impaired upper extremity function. Content validity, discriminant validity, test-retest reliability, and inter-rater reliability were analyzed. Results : The following items, exhibiting cultural differences, were modified: "open a lock and take the top off a pillbox" and "write and affix a postage stamp." The discriminant validity results indicated that participants with normal upper extremity function performed better than those with impaired in the upper extremity function (p<.001). The test-retest reliability of the execution speed (intraclass correlation coefficient; ICC) was .71-.94, functional rating (kappa) was 1.0, and task analysis (ICC) was 1.0. The inter-rater reliability of the speed of execution was 1.0, functional rating was .79-1.0, and task analysis was .94-1.0. Conclusion : TEMPA has moderate to high level of reliability and is an assessment tool that can clearly distinguish individuals with upper extremity impairment from those without impairment.
