Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

The performance of the construction project is to be evaluated within 60 days of completion, according to relevant laws. It evaluates cost, construction period, design change, re-construction, safety, etc. for each project stage. And the project owners are inputting the evaluation results of the construction work into the construction project information system(CALS). The post-evaluation result information entered in this way can be referred to in the basic design of the construction project by referring to the related contents if there is a similar construction in the future. And It can also be used to predict and respond to the required period and cost by analyzing the accumulated data. In this study, in order to provide reference data that can be used in similar projects in the future, the latest analysis methods are reviewed and the possibility of future application is considered. Accordingly, this study intends to focus on the construction cost part among the indicators such as construction cost, construction period, design change, and re-construction that are currently being dealt with in post evaluation.

건설산업의 규모는 증가하고 있으며 국가 산업 전체에 미치는 영향도 크다. 그러나 건설사업 수행과정에서 공사비 증액, 공사 기간 지연, 안전사고 발생, 품질 문제 등이 발생하고 있다. 본 논문은 사후평가를 수행한 토목시설물 공사를 대상으로 공사 수행과정 중 공사비, 공사 기간, 설계변경 성과를 분석하였다. 토목시설물을 종류별, 공사 성격별, 공사 규모별, 계약 성질별, 입찰방식별로 구분하여 분석을 수행하였다. 이를 통해 공공사업으로 수행한 토목시설물 공사의 계획, 설계, 시공과정에서 공사비와 공사 기간 등의 예측과 그 결과를 비교하였다. 사업수행성과 데이터의 입력 오류 가능성이 있으므로 사후평가센터의 사후평가 직접 수행과 설계변경 시행지침의 변경을 제안하였다. 그리고 데이터의 지속적인 수집을 통해 시설물별 세부 분석을 제안하였다.

The decision making procedure of consumer's post purchase is important because post purchase evaluation function is the physiological variables in repurchasing. The previous studies of post-purchase decision making showed that consumer compared the expectation of pre-buying with the performance of the product of post-buying. After consumers evaluates the products, consumer is satisfactory or dissatisfactory with products. And the satisfaction effects repurchase intention. The criteria which consumer didn't consider can be important to consumer after buying. Therefore the research problems are as follows; 1. To reveal the consumer's post-purchase clothing evaluative criterita and to indentify the dimensions of post-purchase clothing evaluative criteria. 2, To examine a causal model of the repurchase intention by post- purchase clothing evaluative criteria, satisfaction and brand attitude, A questionnaire was developed and administered 530 women living in Taejeon, and social daytime wear was selected as a clothing item for the study. Consumer's post-purchase clothing evaluative criteria were composed of six dimensions; Fit, Utility, Management, Transformation, Wearing/sewing, Esthetic factor. The main causal model of repurchase intention is that post-purchase clothing evaluative criteria - satisfaction - brand altitude - repurchase intention. Finally we found that the post-purchase clothing evaluative criteria were important because the repurchase intention depended on post-purchase clothing evaluation, too.

This paper addresses three central decision-making problems frequently encountered in developing evaluation checklists for ex-post evaluation of R&D projects at private R&D centers: 1) what kind of evaluation elements and factors should be included in the evaluation forms\ulcorner 2) how much weight should be assigned to each evaluation factor and element\ulcorner and 3) could the same evaluation elements and factors with weights be applied all the project type(research, development, and engineering)\ulcorner To answer these questions, we identified the evaluation elements/factors based on the review of relevant literature and measured the perceptions of researchers, R&D managers, and top managements of the three private R&D centers to get the information about the importance levels of the elements and the weights of the factors for each of the three project types. The findings include that 1) all the evaluation elements derived from the literature exhibited high importance levels, and 2) the importance levels of the elements and the weights of the factors were quite varied along the project types. Theoretical and practical implications of the findings for ex-post evaluation of R&D projects are discussed.

Increasing the user's need in the building facilities, the architects, engineers, and building managers must consider the user's opinion when they plan and construct the buildings. When planning and managing of the buildings, accepting the user's opinion is desirable and indispensible to solve the Problems about the architectural facilities between suppliers and users. To supply the efficient working environments, use the check listing tools and operate the post occupancy evaluation. The real estate and development company is selected for the evaluation. It is renovated in 2000 to fit in its working environment. The process of the evaluation is proceeded both private and group working spaces and facility and management of the buildings with 10 categories. Following the result of Post occupancy evaluation, the users of the building are mostly satisfied with their working environments after the renovation. However, the categories in thermal environment and indoor air and supply for office work need to be improved in advance.

In this paper, post-earthquake capacity evaluation method of reinforced concrete buildings was studied. Substructure pseudo-dynamic test and static loading test of first story column in a four-story R/C building was carried out in order to investigate the validity of the evaluation method proposed in the Damage Assessment Guideline (JBDPA 2001). In pseudo-dynamic test, different levels of damage were induced in the specimens by pre-loading, and input levels of seismic motion, at which the specimens reached to the ultimate stage, were examined. From the experimental result, no significant difference in damage levels such as residual crack width between the specimens under static and pseudo-dynamic loading was found. It is shown that the seismic capacity reduction factors ${\eta}$ can provide a reasonable estimation of post-earthquake seismic capacity of R/C buildings suffered earthquakes.

자연재해는 발생 자체를 막는데 한계가 있기 때문에 피해저감을 위해서는 예방사업을 통해 재해발생을 사전에 예방하는 것이 중요하다. 자연재해발생의 증가와 함께 자연재해와 관련된 예방사업에 대한 관심이 높아지고 있으며, 이와 관련된 투자도 증가하고 있다. 이와 함께 자연재해예방사업에 대한 투자 시, 그 파급효과 등을 검증할 수 있는 평가 역시 중요한 과제로 대두되고 있다. 자연재해예방사업과 같은 국가 공공투자사업을 평가하기 위해서 비용편익분석과 같은 정량적 분석을 통한 연구는 지속적으로 수행되고 있다. 정량적 분석방법만으로 사업의 효과를 충분히 설명하지 못한다는 문제점에도 불구하고 재해관련 분야에서 효과분석이나 평가를 위한 다양한 방법이 제시되지 못하고 있는 것이다. 본 연구에서는 정성적 분석을 통한 자연재해예방사업의 사후평가를 위해서 자연재해예방사업의 사후평가에 영향을 미치는 항목들을 도출하고, 구조방정식모델(SEM : structural equation modeling)을 통해 사후 평가항목과 사업효과 간 인과관계 분석 및 가중치를 산정하였다. 이를 바탕으로 자연재해예방 사업에 대한 사후평가지수 산정식을 제시하였다.

건설공사의 품질을 확보하고 예산의 절감을 도모하는 등 건설 프로젝트의 성공 여부를 판단하기 위해서는 객관적인 평가지표와 그에 대한 투명성 확보가 필요하다. 건설부문을 포함한 공공사업의 경우 대규모 예산투입이 이루어지고 있지만 그 결과물로 인한 편익을 산정하기 어려울 경우가 많아 공공사업의 효율성과 효용성이 떨어진다고 인식되고 있다. 따라서 본 연구에서는 500억 원 이상의 공공공사 중 사후평가를 실시하는 시설물에 대한 소비자 만족도를 정량화하는 것을 범위로 하여, 공공공사 사후평가 시 체계적이고 정량적인 측정이 가능할 수 있도록 주민 호응도와 사용자 만족도 항목을 중심으로 하는 사후평가 측정기준을 제안하고자 한다.

Traumatic brain injury(TBI) used to be developed after a severe traumatic event. Therefore TBI usually induces acute or chronic stress reaction. I reviewed the concept, epidemiology, biological or psychosocial etiology, diagnosis and treatment of post-traumatic stress disorder (PTSD), and discussed about PTSD or stress reaction after TBI. Early evaluation and management of stress reaction after TBI are important.
