  • Planning for the construction of ports and harbors usually takes place without the consideration of tsunamis because of their rare occurrence, approximately once every 100 years. However, recent warnings indicate that massive earthquakes could occur in Japan within the next 30 years. Earthquakes may generate large-scale tsunamis. Therefore, any tsunamis in the vicinity of Japan would also be expected to affect eastern Korea. Therefore, with the looming concerns of tsunamis and earthquakes, immediate attention must be given to the planning of ports and harbors. The warnings deserve an immediate response. The threatened regions cover a very large territory, and the degree of severity of the tsunamis is forecasted to be varied. Therefore, any modeling of the potential scenarios will require a broad array of possibilities. The objective of this paper is to consider the potential damage from tsunamis to ports and moored ships in Japan and Korea. In addition, consideration will be given to how the construction plans of ports and harbors should be changed to cope with the threats from earthquakes and tsunamis.

  • Many studies on BIM-based design, construction and operation have already been conducted on roads, railways, etc., but BIM research in the ports and harbors is still lacking. This research develops BIM Library and Technical contents focused on practical usability of ports and harbors infrastructure. We have developed technical content by applying various User Interfaces and workflows, considering the characteristics of ports and harbors design. In order to examine the practical utility of the developed library and contents, we tried modeling the breakwater using these. As a result, we confirmed that collaboration of BIM library and technical contents could significantly improve the productivity of BIM design by increasing library usage and automating repetitive tasks.

  • The axiomatic design principles are applied to the conceptual design of semi-submersible type mobile harbor (B1). The process of how the design of mobile harbor is elaborated, evaluated and improved from the very beginning is presented in this paper. The concept of mobile harbor is a functional harbor, which can move to a container ship anchoring out of ports in the deep water to load/unload containers on sea and transfer them to their destination ports. This floating system will innovate the maritime transport and distribution since it will greatly enhance the accessibility of super-sized container ships to existing harbors and harbors without enough infrastructures. Designing a mobile system which can perform the functions of traditional harbors on the floating system requires innovative ideas as well as rigorous validations of each sub systems. In order to enhance the chance of design success, we try to satisfy the design axioms in early stage of conceptual design. We use the zigzagging process for defining Functional Requirements (FR)-Design Parameters (DP) hierarchy due to the complexity of the system. In other words, we decomposed the complexity of the design by FR-DP hierarchy and reduced coupled design logically and systematically. This paper shows applicability of the axiomatic design principles to the field of ocean systems engineering.

Development of the Method for Liquefaction Hazard Microzonation in Korean Coastal Areas (국내 연안지역의 액상화 재해도 작성기법 개발)

  • Reclaimed coastal areas for the construction of ports and harbors are in general subjected to strong possibility of liquefaction. In this research, a new method for liquefaction hazard microzonation based on liquefaction settlements was developed. Severity of liquefaction hazard was defined by liquefaction settlements obtained from the method proposed by Tokimatsu and Seed. 10 coastal areas, representing typical geological and geotechnical characteristics of Korean ports and harbors, and 3 real earthquake records for site response analysis were selected. From this research, liquefaction settlement criteria is adapted as a new quantitative index for the liquefaction hazard microzonation. Liquefaction settlements were also compared with LPI (Liquefaction Potential Index), obtained from the assessment of liquefaction potential based on the modified Seed and Idriss's method. As an example, 2 and 3 dimensional liquefaction hazard microzonations of Pusan port and harbor area were mapped by overlapped liquefaction settlement contours.

Improvement for Impact Assessment of Marine Physical on the Development of Ports and Fishing Harbors in the East Coast (동해안 항만 및 어항 개발사업에 따른 해양물리학적 영향평가 개선방안)

  • This paper suggested the improvement of marine environmental impact assessment in eastern coast as analyzing consultation on the coastal area utilization for development of ports and fishing harbors for 3years in the east coast. The results of survey are only 3cases, 12cases and 16cases each for ocean currents, wave and sounding data. However, for development of ports and fishing harbors in eastern coast, ocean characteristics in eastern coast different than in the West Sea, South Sea is considered to marine environmental impact assessment. For development of ports and fishing harbors in east coast where the influences of ocean currents, wind-driven current and waves are dominant, the effect of the current should be considered to improve the reproducibility of tidal current. The wave should also be considered as an assessment criteria to obtain the validity of project such as harbor tranquility, functionality of breakwaters and stability. In addition, sediment inflow in river and exact water depth data of the ocean should be applied to numerical modeling and set wave-induced current to external force of sediment transport to predict the problems such as the harbor siltation and the coastal erosion considering ocean characteristics in the east coast.

  • In the past, ports have been mainly developed in natural harbors but nowadays ports are built wherever they can be economically justified. Therefore, construction of breakwater in area that establishment of structure is disadvantageous is risen according to the change of conditions to the location for ports. In case of building gravity breakwater in such point, need that plane shapes of more reasonable section permitting wave overtopping is necessary. One of the earliest methods for solving unsteady incompressible flow including free surfaces is the MAC(Marker And Cell) method by Harlow and Welch (1965). Recently. VOF(Volume Of Fluid) method to improve several drawbacks of MAC method is suggested by Hirt and Nichols(1981) and utilized extensively in fields of hydrodynamics. Wave overtopping phenomenon is simulated including wave breaking for permeable breakwater by numerical analysis and investigated features of wave overtopping behind structure using VOF method.

A study on the selection of management target fishing port for efficient management of fishing boats and pleasure boats - Jeju special self-governing province focuses on the fishing port - (어선과 레저선박의 효율적 관리를 위한 관리대상 어항 선정에 대한 연구 - 제주특별자치도 어항을 중심으로 -)

  • In Jeju, in order to efficiently manage and coexist fishing boats and passenger ships in narrow ports, it is necessary to establish reasonable policies. The survey was conducted on 99 fishing ports, from December 1 to 31, 2018. A site survey was conducted on 30 parties (15 in Jeju City and 15 in Seogwipo City) concerning with the use of fishing ports in Jeju to review the appropriate conditions for selecting fishing ports as control subjects. The survey determined size of pleasure craft mooring within fishing port (20%), size of fishing boat mooring (20%), and accessibility of fishing port (20%) under on-site survey factors as well as willingness to form a consultative group between fishing boat and pleasure craft users (20%). Upon the request of the survey, positive and negative opinions were collected on the establishment of a safety control center in the fish port. Based on the survey results, the factors mentioned above were applied to each and every fishing port within Jeju. The bottom five fishing ports in Jeju with the lowest total factor scores were identified and selected as control subjects for review and study. Of the five fishing ports selected as control subjects amidst the 99 fishing ports in Jeju, Dodu Fishing Port had the lowest score of 22% among the national fishing harbors. Among the local fishing ports, Hwabuk Fishing Port had the lowest score of 18%, followed by Sagae Fishing Port with a score of 22%. Hamdeok Fishing Port had the lowest score of 24% among the fishing port villages, whereas Ojo Fishing Port had the lowest score of 24% among the small fishing ports.

Assessment and Improvement of Documentation Status on the Statements for the Sea Area Utilization Consultation according to the Project of Ports and Fishery Harbors (항만·어항개발사업의 해역이용협의서 작성실태 평가 및 개선방안)

  • This study analyzed the 91 cases of the statements for the Sea Area Utilization Consultation according to the developmental projects of ports and fishery harbors for 2012 2014 and the status of the record of document, and suggested the improvement way to go. The marine environmental timpact assessment items both marine chemistry such as water quality, sediment and marine biology such as benthic animal, plankton, and fisheries show highly rate of site survey. But, the utilization of those data through site survey is too low, and it is necessary to adopt the QA/QC for the reliability of survey data. The items of marine physics such as tide, tidal current analyzed based on references not a site survey. However, the simulation performed actively without calibration and verification compared to the result of site survey. When the projects of port and fishery harbor perform, it is necessary to monitor the physical parameter such as wave, tide and tidal current especially. Based on the scale and the type of project, we need introduce the system of scoping for prediagnosis the key assessment items and checklists.

A comparative study on competitiveness of Busan harbor and Shanghai port for RFID introduction (RFID 도입을 위한 부산항과 상해항의 항만경쟁력 비교 연구)

  • This study analyzed competitiveness of introducing RFID to ports and logistics system focused on Busan port and Shanghai port. This research started from the question, what kind of synergy effect will be occurred when the core technology of ubiquitous computing, RFID technology is introduced to ports and logistics system. It investigated RFID system's influences on ports and logistics system based on the existing literature about effect of logistics information system on logistics result, and further, suggested measure to introduce RFID system successfully to future ports and logistics industry. As a result, it confirmed that Shanghai port is slightly more competitive than Busan harbor. Shanghai harbor has been evaluated more competitive port than Busan since 2007 but the difference is the matter. It is considered that a close gap between two harbors means neck and neck competition in the future. That is, our competitiveness in ports and logistics system is in danger and the competition in the industry will grow in intensity most definitely.

A Study on the Minimum Safe Distance Index of Filipino Navigators in the Vicinity of Obstacles and in Adverse Weather Conditions

  • This paper investigates minimum safe distances relative to a ship's four cardinal sides, as perceived by Filipino navigators when encountering dangerous elements and in adverse weather conditions when maneuvering in and around harbors. It uses a descriptive research method in the form of a questionnaire survey for experienced Filipino navigators of various ranks. During the course of research, 71 responses were colleted and the resulting data is presented in graphical and tabulated forms. Statistical methods including Pearson-product moment correlations, Cronbach's Alpha and ANOVA were used to identify internal associations, consistencies and significances, respectively. It has been proven that there are no significant differences in minimum safe distances relative to a ship's four cardinal sides, whether maneuvering while approaching a port or within an inner harbor. This study has been deemed significant for training future navigators, managing traffic in fairways, and designing harbors and maneuvering areas in the approaches to ports, among other applications. This work can also be used as a preliminary study for comparison with the well known safe domains presently in use.
