  • Many ships' collision accidents occur due to unlawful action at sea. And also at shore traffic, many car collision accidents occur due to unlawful action. Therefore In this study we analyzes actual collision accidents at sea with the regards of liability. and search and analyze similar car collision accidents at shore traffic to compare it with the ship collision. In result, this study suggests the liabilities of the two different types accidents are needed to change more reasonable liability apportionment.

  • There are certain guidelines on the channel design such as domestic guidelines(Korean and japanese, etc.)and international guideline known as PIANC Rules(Permanent International Association of Navigation Congresses Rules), in the world These rules have considered many factors such as natural conditions, ship maneuverability and geographical features etc. But it is contented toot the area of these rules toot are meant to facilitate the ease of ship-handling is insufficient. To satisfy this point in design process, it is necessary to take into account the difficulties encountered in ship-handling within these inland waterways. Because many vessels are navigating at the same time within these waterways, the specific navigable traffic volume should be considered with regard to the standard process of route designing. It must also be considered with regard to the volume of navigable traffic bemuse of ship-handling difficulty toot arises within the same waterway with varying amounts of traffic volume because toot ship-handling/manueverability is directly influenced by these factors. This paper aims to propose a new approach to the design of standard inland water route considering the traffic volume and the shape of waterway. Also consider the relationship among these factors may affect to the ship-handling difficulties.

  • The need for application traffic classification becomes important for the effective use of network resources. The header-based identification method uses the header signature {IP address, port number, transport layer protocol TCP/UDP)}extracted from Internet application server to overcome some limitations overhead, payload encryption, etc.) of previous methods. A lots signature is extracted because this method uses header information of server. So, we need a maintenance method to keep essential signatures. In this paper, we represent the signature maintenance method using properties of identified traffic and history of the signature. Also, we prove the feasibility and applicability of our proposed method by an acceptable experimental result.

  • Purpose of this study is to define competitiveness and attribution factors of Busan port on attracting high value added business such as transshipment cargo. Research finds condition to become optimal transshipment port comprises both internal and external circumstances. As for the internal circumstance, scale and location of the distripark as well as port facilities and the rates, for the external circumstance, international network and information technology on logistics managements are providing positive effects. Optimal plans to attract transshipment cargo should include, first, development of total logistics management system from port entry to unloading, transportation, processing, loading to departure. Second, assign port as free trade zone under customs law to attract foreign investment and goods traffic through tax exemption. Third, unless it is illegal, government needs to grant substantial freedom to shift capital for the foreign investors which will lead increase in cargo traffic and foreign investment.

  • The aim of this paper is to make projection of the demand for export loaded container throughput originating at Incheon port in Korea over the period in question. Systematic analysis is used as a forecasting method instead of quantitative analysis. First of all, the method explores coincident indicators which may reflect the square measure of neighboring industrial complexes which originate/destinate general cargo in export traffic trends. It is noted that in terms of the export loaded container throughput, per unit production scale is intermediated transforming from square measure of production facilities to freight weight in Korea. Consequently, the future progress of the volume can be anticipated relying on the development schemes for developing square measure out of the total square of the industrial complexes. Thus, moving-into percentage of the industrial complexes, percentage of business categories, percentage of capacity and percentage of passing through via Incheon port are adopted and the future traffic demand is projected taking advantage of them.

  • On the crisis of international economy, the government is making an effort to seek economic growing motivation with the method of overcoming economic crisis and 'low carbon green growth'. Furthermore, to promote maritime vessel traffic service related inefficient energy wastage was revealed and eco-friendly alternative energy was accepted because of high price of oil in the beginning of 2008. In this situation, I'm going to discuss the possibility of eco-friendly energy system in maritime vessel traffic service with the way of cutting the budget and expansion of solar power generation system which was promoted to meet governmental 'energy saving plan for high price of oil'.

  • In order to effective transportation of goods & smooth traffic in west sea area, it is a plan to build Pyeongtaek bridge. Basically ship-handling operators have a mental difficulty and hazardous for navigation under bridge which is constructed across on the fairway. Therefore this study aims to propose the traffic safety assessment of navigation under the bridge by using full mission ship-handling simulator and also investigate the bridge design regulations of certain countries on the fairway.

  • The Busan New harbor will be opened by 2011, after which it is expected that the marine traffic volume around this area would Increase significantly and that very large ships such as 12,000 TEU container ships would come into the port. Therefore, it is necessary to build a new ships' routeing by considering these factors. In this paper, environmental circumstances, marine traffics, and the preceding studies have been reviewed and ships' routeing is proposed through experts' opinions and Delphi technique. For the purpose of validation, the proposed ships' routeings are reviewed by several guidelines on the ships' routeing and through simulation studies.

  • Despite of information security installation, leakage of personal information in web services has not decreased. This is because traffics to web applications are still vulnerable by permitting external sources to access services in port HTTF 80 and HTTPS 443, even with firewall systems in place. This thesis analyzes various attack patterns resulted from web service environment and vulnerable traffic and categorizes the traffics into normal and abnormal traffics. Also this proposes ways to analyze web application attack patterns from those abnormal traffics based on weak points warned in OWASF(Open Web Application Security Project), design a system capable of detect and isolate attacks in real time, and increase efficiency of preventing attacks.

A Study on the evaluation of the safety of berthing maneuver by the Analytic Hierarchy Process (계측분석법에 의한 선박 접리안 안전성의 평가방안)

  • On developing port system, the performance tests of system in relation to ship maneuver generally consists of the three parts: the channel transit, the manoeuvring in a turning basin and the docking/undocking. The quantifications of risk of an accident has priviously been difficult due to the low occurrence of accidents relative to the number of transits. Additionally, accident statistics could not be related port system because of the large number of factors contributing to the accident. such as human error, equipment failure, visibility, light, traffic. etc. In case of the channel transit, "Relative Risk Factor(RRF)" or "Relative Risk Factor for Meeting Traffic" was proposed as the as the measures derived to quantify the relative risk of accident by M.W.Smith. This factor measure the tracking performance, the turning performance and the passing performance at meeting traffic. On the other hand, the safety of berthing maneuver is not measured with a few evaluating factors as controlled due to complex controllabilites such as steering, engine, side thrusters or tugs. This work, therefore, aims to propose the evaluating measure by the Analytic Hierarchy Process(AHP). Six experimental scenarios were establised under the various environmental conditions as independent variables. In every simulation, the difficulty of maneuver was scored by captain and compared with AHP scores. The results show almost same and from which the weights of eight evaluating factors could be fixed. Additionally, the limit value of relative factor in berthing safety to six scenarios could be estimated to 0.11.e estimated to 0.11.
