The Ministry of Maritime affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single institution. But the maritime administrative functions related to safety and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be excepted. Enhancing administrative capabilities to meet future demands with limited resources requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

It is of great importance for any vessel under way especially in rough sea to be maneuvered safely with proper seakeeping performance. In this paper the author aims to develope a navigational safety evaluation system in rough sea by analysis and the theory of evaluating the seakeeping performance The author suggests a computer model of navigational safety evaluation system and examined the validity of the model by computer simulation.

As a sense of practical field, most researchers emphasize the importance of safety management to prevent marine accidents. The purpose of this paper is to develope a new safety evaluation method using Safety Index (SI) which is to measure the emotional feeling of navigation officer by traffic situations. In this study, the questionnaires with SI are used to investigate the degree of sensing levels of navigation officers according to the navigation situations. In addition, the traffic data obtained from AIS (Automatic Identification System) data are used to give actual situations in the questionnaire investigation. As results of questionaries investigations based upon the AIS data, it is shown that the Safety Index can be used as a criterion to determine the safety levels of ship navigating in a coastal areas.

A series of internatinoal standards in connection with safety of ships, safety management and operation of company, and pollution prevention at sea has been provided in ISM. And that Cheapter IX has been adopted in SOLAS with ISM as its annex gives this code mandatory effect On the eve of the implementation of ISM by IMO. Administrations, classifications, other maritime industry organizations as well as all shipping companies assessmentand evalution have been made inthis paper to thedevelopment of marine safety culture through the discussion of the general recognition of safety culture by IMO and her Contracting States, thenecessity for establishing unity of benefit and safety in a shipping company, the development of scientific safety managment systems and new reflections of safety culture in internation shipping industries.

해외 선진항만들은 컨테이너 터미널을 중심으로 터미널의 완전자동화뿐만 아니라 스마트화를 추진하고 있다. 스마트항만은 항만 자동화를 포함한 4차 산업혁명 기술의 도입으로 항만 운영의 효율성 증대 및 이익 극대화, 효율적인 에너지 사용 및 친환경 항만 구축 등을 지향하는 포괄적인 개념으로 정의할 수 있다. 그러나 우리나라의 경우 4차 산업혁명 기술을 항만에 도입하기 위해 노력하고 있으나, 해외 선진항만에 비해 다소 미흡한 것으로 지적되고 있다. 따라서 본 연구에서는 선행연구를 통해 비용, 서비스, 시간, 안전·환경 등 스마트항만의 도입 결정요인을 도출하여 광양항 컨테이너부두 운영자와 이용자들을 대상으로 설문조사를 실시하였다. 이를 통해 스마트항만의 도입 결정요인과 도입의 찬성과 반대 의견에 있어 항만 운영자와 이용자의 조절변수가 투입되었을 때의 조절효과를 분석하였다. 분석 결과, 비용, 시간, 안전·환경요인에서 항만 운영자와 이용자의 조절효과가 있는 것으로 분석되었으나, 서비스 요인에서 조절효과가 없는 것으로 분석되었다. 이처럼 항만 운영자의 경우 스마트항만 구축으로 효율적인 작업 및 시간 관리, 안전사고 감소 등을 통해 비용을 절감하고자 하나, 항만 이용자의 경우 스마트 항만이 가져올 부정적인 효과가 반영되었다고 판단된다. 본 연구는 조절회귀분석을 통해 연구의 결과를 도출하였으며, 결론에서 스마트항만 도입의 시사점을 제시하였다.

항행장애물이 많은 항만주변수역을 정비하고 항로를 개선하는 연구는 안전을 위한 하드웨어를 정비하는 부분으로서도 중요하거니와 어민 등 항만주변의 이해관계를 조율하기위한 기법으로서도 연구가 필요하다. 이러한 연구가 현실에 부합하기 위해서는 현장에서 항로를 이용하는 당사자의 경험을 바탕으로하는 것이 효과적이다.

Port structures are one of the important infrastructure of the nation. To ensure safety and extend lifetime of the existing port structures, it is necessary to develop proper maintenance program. In this study, port inspection manual for pier type structure are developed. The flow of inspection program is designed and defect type for each component of wharf is classified. Also systematic method of rating and evaluation is developed together with conceptual design of port maintenance data base system.

A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P＆I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P＆I clubs and their implications upon shipboard operations.
